भारत के लिए इस पल को ऐतिहासिक माना जा सकता है. संयुक्त राष्ट्र संघ ने 22 जुलाई से साप्ताहिक आधार पर हिंदी समाचार बुलेटिन का प्रसारण शुरू किया है. फिलहाल पायलट प्रोजेक्ट के आधार पर प्रसारण किया जा रहा है. प्रयोग सफल रहने पर इसके नियमित किया जाएगा.

विदेश मंत्री सुषमा स्वराज ने ख़ुद यह जानकारी सार्वजनिक की है. मीडिया के प्रतिनिधियों से बातचीत के दौरान उन्होंने बताया कि हिंदी को संयुक्त राष्ट्र की अधिकृत भाषा का दर्ज़ा दिलाने की कोशिशें लगातार की जा रही हैं. उन्होंने बताया कि संयुक्त राष्ट्र संघ द्वारा प्रसारित हिंदी समाचार बुलेटिन 10 मिनट का है. इस बुलेटिन के प्रसारण की ज़िम्मेदारी भारत सरकार उठा रही है. इस पर आने वाला ख़र्च भी वही वहन कर रही है.

उन्हाेंने बताया कि हिंदी को संयुक्त राष्ट्र की अधिकृत भाषा बनाने का जहां तक सवाल है तो इस वैश्विक संस्था के 193 में 129 सदस्य देशों ने इसका समर्थन किया है. भारत ने संयुक्त राष्ट्र को यह भरोसा भी दिया है कि हिंदी को अधिकृत भाषा का दर्ज़ा देने पर आने वाला पूरा खर्च भारत सरकार उठाने के लिए तैयार है. भारत की तरह जर्मनी और जापान भी जर्मन और जापानी भाषाओं को संयुक्त राष्ट्र की अधिकृत भाषा का दर्ज़ा दिलाने और उस पर आने वाला खर्च उठाने को तैयार हैं.

Pakistani officials openly threat ‘America’ that the move will push their military to further look to ‘China or Russia’ for training

President Donald Trump’s administration has quietly started cutting scores of Pakistani officers from coveted training and educational programmes that have been a hallmark of bilateral military relations for more than a decade, U.S. officials say.

The move, which has not been previously reported, is one of the first known impacts from Mr. Trump’s decision this year to suspend U.S. security assistance to Pakistan to compel it to crack down on Islamic militants.

The Pentagon and the Pakistani military did not comment directly on the decision or the internal deliberations, but officials from both countries privately criticised the move.

U.S. officials, speaking on the condition of anonymity, said they were worried the decision could undermine a key trust-building measure. Pakistani officials warned it could push their military to further look to China or Russia for leadership training.

The effective suspension of Pakistan from the U.S. government’s International Military Education and Training programme (IMET) will close off places that had been set aside for 66 Pakistani officers this year, a State Department spokesperson said. The places will either be unfilled or given to officers from other countries.

Dan Feldman, a former U.S. special representative for Afghanistan and Pakistan, called the move “very short-sighted and myopic”. “This will have lasting negative impacts limiting the bilateral relationship well into the future,” Mr. Feldman said.

Long term dividends

The State Department spokesperson, speaking on the condition of anonymity, said the IMET cancellations were valued at $2.41 million so far. At least two other programmes have also been affected, the spokesperson said.

It is unclear precisely what level of military cooperation still continues outside the IMET programme, beyond the top level contacts between U.S. and Pakistani military leaders.

The U.S. military has traditionally sought to shield such educational programmes from political tensions, arguing that the ties built by bringing foreign military officers to the U.S pay long-term dividends.

For example, the U.S. Army’s War College in Carlisle, Pennsylvania, which would normally have two Pakistani military officers per year, boasts graduates including Lieutenant General Naveed Mukhtar, the current director-general of Pakistan’ powerful spy agency, the Inter-Services Intelligence agency (ISI).

The War College, the U.S. Army’s premier school for foreign officers, says it has hosted 37 participants from Pakistan over the past several decades. It will have no Pakistani students in the upcoming academic year, a spokeswoman said.

Pakistan has also been removed from programmes at the U.S. Naval War College, Naval Staff College and courses including cyber security studies.

शहीद विकरमजीत की पत्नी को जल्द मिलेगी सरकारी नौकरी: विज

अंबाला डेमोक्रेटिक फ्रंट:  शहीदों के सम्मान को लेकर हरियाणा सरकार ने इतिहास कायम किया है। ये देश में शायद ऐसा पहला मौका है जब किसी शहीद के परिवार को सरकार ने तुरंत आर्थिक मदद मुहैया करवा दी हो। जम्मू कश्मीर के गुरेज सेक्टर में शहीद हुए लांस नायक अम्बाला के तेपला गांव के विक्रमजीत सिंह के परिवार के खाते में हरियाणा सरकार ने 50 लाख रुपयों का अनुदान डलवा दिया है। शहीद विक्रमजीत को श्रद्धांजलि अर्पित करने पहुंचे अनिल विज ने शहीद की पत्नी को अच्छी सरकारी नौकरी देने का भी ऐलान कर दिया है।

मंगलवार को जम्मू कश्मीर के गुरेज सेक्टर में आतंकवादियों के साथ लोहा लेते हुए शहीद हुए अंबाला के विक्रमजीत सिंह का शव उनके गांव तेपला लाया गया। जहां पूरे राजकीय और सैनिक सम्मान के साथ उनका अंतिम संस्कार किया गया। शहीद को श्रद्धांजलि देने के लिए कैबिनेट मंत्री अनिल विज के अलावा राजनीतिक और सामाजिक जगत की कई जानी मानी हस्तियां गाव में पहुंचीं।

पत्रकारों से बातचीत करते हुए अनिल विज ने शहीद विक्रमजीत के निधन पर शोक व्यक्त किया। विज ने यहां शहीद की पत्नी को अच्छी सरकारी नौकरी दिए जाने के लिए अंबाला की उपायुक्त को निर्देश दिए साथ ही सरकार की ओर से शहीद परिवार को दिए गए 50 लाख रुपयों के अनुदान की जानकारी दी। विज ने कहा कि विक्रमजीत सिंह जैसे बहादुर सैनिकों की वजह से आज देश की सीमाएं सुरक्षित है।

तेपला रणबांकुरों की धरती है और यहां के सैंकड़ों युवा सेनाओं में अपनी सेवाएं दे रहे हैं और बहुत से दे चुके हैं। इस गाव के कई बहादुर सैनिकों ने भारत माता की रक्षा करते हुए अपने प्राणों की आहुति दी है जिसका पूरा देश ऋणी है। आज पूरे देश को विक्रमजीत की शहादत पर नाज है। सीमा पर और देश के भीतर घुसे आतंकवादियों को भारतीय सेना मुँह तोड़ जवाब दे रही है पर बड़े दुख की बात है कि ऐसे समय पर भी विपक्ष राजनीति कर रहा है।

Bureaucrat claimed family was offloaded at London airport

Minister for Civil Aviation Suresh Prabhu had asked the aviation regulator, DGCA to inquire into a complaint by a bureaucrat against British Airways for “unprofessional, rude and racist behaviour” after he and his family were offloaded from a flight from London to Berlin last month because their baby was crying.

“I have directed the DGCA to obtain detailed report from British Airways on the issue,” Mr Prabhu tweeted.

Meanwhile, the airline in a statement said that it was investigating the manner, hinting that the passengers might have been flouting safety procedures.

“It is a safety requirement for all airlines that passengers are seated and have their seatbelt fastened for take-off. We are investigating the complaint,” according to a statement from British Airways.

On August 3, Mr A.P. Pathak, wrote a letter to Minister of Civil Aviation Suresh Prabhu seeking stringent action against the airline for “racist” conduct.

The complainant, a joint-secretary with the Ministry of Road Transport and Highways, recounted the incident of July 23 and wrote that his son, seated separately, was crying during take-off from London.

Mr Pathak wrote that the crew member called security to deboard him and his family along with another family which offered biscuits to his son.

Abdullah said that this became clear when two PDP MPs in the Rajya Sabha abstained from voting in the election of the Rajya Sabha deputy chairperson and by the “tragic” fact that the elaborate report on 35-A continues to gather dust on the Law Secretary’s tables for the last one year.

“There is a very elaborate and deep intrigue to assault the state’s Special Status. The elaborate and comprehensive 60-page report on Article 35-A has still not been submitted in the Supreme Court and the file continues to gather dust on the Law Secretary’s table,” said Abdullah.

“This proves beyond any doubt that PDP is a part of this intrigue and continues to facilitate this anti-J&K agenda from within the State. Had the National Conference not raised the grave issue of assaults on Article 35-A in the Legislative Assembly, PDP would have brazenly surrendered on the crucial issue for appeasing their allies”, the NC vice-president added.

Abdullah said that “it was the duty” of the Mehbooba Mufti government to submit the report on 35-A in the apex court.

“Her Government chose inaction and surrender bringing us to this present situation. PDP chose not to confront the BJP and its longstanding agenda to weaken the State’s special status”, Abdullah said.

India-UK relations getting strained over ‘Pro-Khalistan’ rally

India is believed to be quite upset with the United Kingdom for its refusal to ban a ‘pro-Khalistan’ rally to be held at Trafalgar Square in London on 12 August.

External Affairs Ministry spokesperson Raveesh Kumar on Thursday confirmed that India had conveyed to the UK Government in unequivocal terms that the proposed rally was a ‘‘separatist activity which impinges on India’s territorial integrity’’. It has also been pointed out to the UK authorities that the rally sought to propagate violence, secessionism and hatred.

‘’We also expect them (UK) to take into account the larger perspective about the relationship when they take a decision in such matters,’’ the spokesperson added.

It is understood that India not only wrote to the UK but also held meetings at various levels with British officials to prevail upon them to prevent the rally from taking place.

However, the UK Government rejected India’s request, saying, ‘’People in the UK have a right to protest provided that they are within the law.’’

However, New Delhi was also been assured that should a protest contravene the law of the land, police have comprehensive powers to deal with activities that spread hate or deliberately raise tensions through violence and public disorder.

But India is not convinced with the argument advanced by the UK authorities.

On record however, the MEA spokesperson did not agree with a suggestion that there had been a downslide in India-UK relations in view of the 12 August rally as well as other developments like New Delhi’s pending requests with London for the extradition of Indian fugitives Vijay Mallya and Nirav Modi.

The proposed rally has been organised by the US-based separatist group, Sikhs for Justice, to call for a “referendum” on creation of ‘Khalistan’. It is said to have received support from elements in Pakistan as well.

The MEA spokesperson said the government was aware that such anti-India rallies were proposed to be organised by secessionists in some other countries as well. New Delhi had written to its missions in some countries to take up the matter with their host governments.

गुरुवार को राज्यसभा के उपसभापति के लिए हुए उपचुनाव में विपक्ष के उम्मीदवार बीके हरिप्रसाद, एनडीए प्रत्याशी हरिवंश से हार गए

राज्यसभा के उपसभापति के लिए हुए चुनाव में एक बार फिर विपक्ष को हार का मुंह देखना पड़ा है. इस हार के बाद सोनिया गांधी ने कहा कि कभी हम जीतते हैं और कभी हार होती है. कांग्रेस अध्यक्ष का पद छोड़ चुकी सोनिया फिलहाल यूपीए चेयरपर्सन हैं.

एनडीए की तरफ से जेडीयू के राज्यसभा सदस्य हरिवंश उपसभापति पद के लिए उम्मीदवार थे. गुरुवार को उन्हें इस पद के लिए चुना गया. उन्हें विपक्ष की ओर से कांग्रेस के उम्मीदवार बी के हरिप्रसाद को मिले 105 मतों के मुकाबले 125 मत मिले.

हरिवंश के पक्ष में जेडीयू के आरसीपी सिंह, बीजेपी के अमित शाह, शिव सेना के संजय राउत और अकाली दल के सुखदेव सिंह ढींढसा ने प्रस्ताव किया. वहीं हरिप्रसाद के लिए बीएसपी के सतीश चंद्र मिश्रा, आरजेडी की मीसा भारती, कांग्रेस के भुवनेश्वर कालिता, एसपी के रामगोपाल यादव और एनसीपी की वंदना चव्हाण ने प्रस्ताव पेश किया.

नेता सदन अरुण जेटली, नेता प्रतिपक्ष गुलाम नबी आजाद, संसदीय कार्यमंत्री अनंत कुमार और संसदीय कार्य राज्यमंत्री विजय गोयल ने हरिवंश को बधाई देते हुए उन्हें उपसभापति के निर्धारित स्थान पर बिठाया. इसके बाद प्रधानमंत्री नरेंद्र मोदी ने हरिवंश को शुभकामनाएं देते हुए उनके अनुभव के हवाले से उनके निर्वाचन को सदन के लिए गौरव का विषय बताया.

सूत्रों के हवाले से बताया जा रहा है कि हरिवंश को बीजेपी गठबंधन पार्टियों के 91 सदस्यों के अलावा तीन नामित सदस्यों और निर्दलीय अमर सिंह का वोट मिला. इसके अलावा उन्हें गैर एनडीए दलों-एआईएडीएमके के 13, टीआरएस के छह, इनेलो के एक सदस्य का समर्थन मिला. बीजेडी के 9 सांसदों ने भी हरिवंश को वोट किया. कुल मत 123 हुए लेकिन कहा जा रहा है कि दो निर्दलीय सांसदों ने भी एनडीए के पक्ष में वोट किया जिससे कुल आंकड़ा 125 बैठता है. वाईएसआर कांग्रेस के दो सदस्य वोटिंग से गैर-हाजिर रहे.

स्वास्थ्य एवम खेल मंत्री अनिल विज ने आज गांव टेपला में जम्मू कश्मीर के गुरेज सेक्टर में आतंकवादियों के साथ मुठभेड़ में शहीद हुए जवान विक्रमजीत को अश्रुपूर्ण विदाई दी । शहीद के पार्थिव शरीर को अपने श्रद्धा सुमन भेंट करते हुए विक्रम को देश का महान सपूत बताया जिस ने अपने प्राणों की आहुति देकर देश का गौरव बढ़ाया । स्वास्थ्य मंत्री ने शहीद के परिजनों का ढांढस बंधाते हुए कहा कि दुख की इस घड़ी में हरियाणा सरकार ही नही पूरा देश उन के साथ खड़ा है ।

याद रहे कि अंबाला के तेपला का रहने वाला लांस नायक विक्रमजीत आतंकवादियो से लोहा लेते हुए वीरगति को प्राप्त हो गये थे। बहुत ही गरीब परिवार का विक्रम 5 साल पहले ही सेना में भर्ती हुआ था । उसका छोटा भाई भी भारतीय सेना में है। विक्रम की शादी को 7 महीने ही हुए थे । बताया जा रहा है कि विक्रमजीत की पत्नी गर्भवती है। वो विक्रम की छुट्टी का इंतजार कर रही थी लेकिन ऐसा नही हो सका।

हरियाणा सरकार की ओर से स्वास्थ्य, खेल एवं युवा कार्यक्रम मंत्री अनिल विज ने शहीद के पार्थिव शरीर पर पुष्प चक्र भेंट करके श्रद्धांजलि दी और परिजनों को सांत्वना दी। उन्होंने इस मौके पर मीडिया को बताया कि सरकार ने 8 अगस्त को ही शहीद की धर्मपत्नी श्रीमती हरजीत कौर, पिता बलजिन्द्र सिंह और माता कमलेश कौर के बैंक खाते में 50 लाख रुपए की आर्थिक सहायता जमा करवा दी है। इस राशि में से 23.34 लाख रूपए शहीद की धर्मपत्नी, 13.33 लाख रुपए पिता बलजिन्द्र सिंह और 13.33 लाख रुपए शहीद की माता कमलेश कौर के बैंक खाते में डाले गए हैं। स्वास्थ्य मंत्री ने बताया कि सरकार के निर्णय के तहत शहीद की धर्मपत्नी को सरकारी नौकरी प्रदान की जाएगी और इसके लिए उपायुक्त श्रीमती शरणदीप कौर बराड़ व जिला सैनिक बोर्ड के सचिव को आवश्यक औपचारिकताएं पूरी करने के निर्देश दे दिए गए हैं।

उपसभापति राज्यसभा के लिए भाजपा का गेमपलान

इसे बीजेपी का ऐसा मास्टरस्ट्रोक माना जा रहा है जिस पर विपक्षी दलों को भी अपना उम्मीदवार खड़ा करने में कई दौर की बैठक करनी पड़ी

राज्यसभा के उपसभापति पद के चुनाव के लिए बीजेपी ने काफी सोच-समझकर सियासी बिसात बिछाई है. बीजेपी ने अपनी सहयोगी जेडीयू के राज्यसभा सांसद हरिवंश को अपना उम्मीदवार बनाया है. हरिवंश वरिष्ठ पत्रकार भी रहे हैं. उनके नाम को आगे कर बीजेपी ने एनडीए के भीतर के सियासी समीकरण को साधने की पूरी कोशिश की है.

हरिवंश का नाम सामने आने के बाद अपनी पार्टी के उम्मीदवार की जीत के लिए बिहार के मुख्यमंत्री और जेडीयू अध्यक्ष नीतीश कुमार काफी सक्रिय हो गए हैं. नीतीश कुमार ने उपसभापति पद के चुनाव में एनडीए के उम्मीदवार के समर्थन के लिए कई दूसरे छोटे राजनीतिक दलों से संपर्क साधना शुरू कर दिया है, जिनकी भूमिका काफी अहम है. इन राजनीतिक दलों की ताकत भले ही कम है, लेकिन, राज्यसभा के भीतर अपने उम्मीदवार की जीत के लिए इनका समर्थन बेहद अहम है.

गैर-यूपीए और गैर-एनडीए दलों की भूमिका बढ़ी

एनडीए और यूपीए के मौजूदा सांसदों की तादाद लगभग बराबर है. लेकिन, टीआरएस, बीजेडी और एआईएडीएमके जैसे गैर-एनडीए और गैर-यूपीए दलों की भूमिका बढ़ गई है. टीआरएस के 6, बीजेडी के 9 और एआईएडीएमके के 13 सांसदों का समर्थन काफी अहम हो गया है.

एआईएडीएमके के सभी 13 सांसद एनडीए उम्मीदवार का ही समर्थन करेंगे क्योंकि अविश्वास प्रस्ताव के दौरान भी उन्होंने सरकार का ही साथ दिया था. भले ही एआईएडीएमके औपचारिक तौर पर एनडीए का हिस्सा नहीं हो, लेकिन सूत्रों के मुताबिक, पार्टी एनडीए और सरकार के खिलाफ नहीं जाएगी.

दूसरी तरफ टीआरएस के राज्यसभा में 6 सदस्य हैं. एनडीए उम्मीदवार को जीत दिलाने के लिए टीआरएस के समर्थन की जरूरत होगी. नीतीश कुमार ने टीआरएस के समर्थन के लिए तेलंगाना के मुख्यमंत्री के चंद्रशेखर राव से बात भी की है. अभी पिछले कुछ महीनों में केसीआर के बीजेपी के करीब आने की संभावना भी दिख रही है. ऐसे में इस बात की उम्मीद की जा रही है कि टीआरएस एनडीए उम्मीदवार के पक्ष में ही वोट करेगी.

नीतीश के चलते मान सकती है बीजेडी

बीजेपी को उम्मीद बीजेडी से भी है. बीजेपी के रणनीतिकारों को लग रहा है कि सीधे-सीधे बीजेपी के नाम पर नहीं तो कम-से-कम जेडीयू और नीतीश कुमार के  नाम पर बीजेडी राजी हो सकती है. उम्मीद की जा रही है कि नीतीश कुमार के कहने पर ओडीशा के मुख्यमंत्री शायद मान जाएं. बीजेडी अगर समर्थन कर देती है तो फिर एनडीए के लिए राहें आसान हो जाएगी.

बीजेपी का गेम प्लान भी यही है. बीजेपी को लगा कि अकले अपने दम पर बहुमत नहीं होने की सूरत में नीतीश कुमार को आगे कर उन दलों को साधा जा सकता है जो बीजेपी के साथ तो नहीं हैं, लेकिन, कांग्रेस के साथ भी जाना पसंद नहीं करते.

दूसरी तरफ, एनडीए के सहयोगी दलों की तरफ से भी जेडीयू के नाम पर ऐतराज नहीं है. अकाली दल और शिवसेना दोनों को लेकर पहले कई तरह के कयास लगाए जा रहे थे. अकाली दल के राज्यसभा सांसद नरेश गुजराल का भी नाम उपसभापति पद के लिए चर्चा में था. लेकिन, दूसरी सहयोगी जेडीयू के उम्मीदवार के नाम के ऐलान के बाद अकाली दल में थोड़ी नाराजगी भी दिखी थी. लेकिन, आखिर में अकाली दल ने एनडीए उम्मीदवार के पक्ष में खड़ा होने का फैसला किया है.

शिवसेना भी एनडीए के पक्ष में खड़ी हो सकती है

दूसरी तरफ, शिवसेना को लेकर भी कई तरह के कयास लगाए जा रहे थे. बीजेपी के साथ शिवसेना के रिश्ते ठीक नहीं हैं. सरकार में रहते हुए भी शिवसेना बीजेपी के खिलाफ बोलती रहती है. अविश्वास प्रस्ताव के दौरान भी शिवसेना ने जिस तरह से सदन से बाहर रहने का फैसला किया वो दोनों दलों के रिश्तों में कड़वाहट को दिखाने वाला है.

फिर भी शिवसेना को साधने के लिए जेडीयू उम्मीदवार को आगे करने की कोशिश सफल होती दिख रही है. सूत्रों के मुताबिक, राज्यसभा के भीतर 6 सांसदों वाली शिवसेना पार्टी एनडीए के समर्थन में खड़े हो सकती है.

राज्यसभा के गणित को आंकड़ों के हिसाब से देखें तो 245 सदस्यीय राज्यसभा में अभी 244 सदस्य हैं और 1 सीट खाली है. सत्ता पक्ष और विपक्ष दोनों को अपने उम्मीदवार को जिताने के लिए 123 सांसदों के समर्थन की जरूरत होगी. एनडीए के राज्यसभा में 90 सांसद हैं. इसमें बीजेपी के 73, बोडो पीपुल्स फ्रंट के पास 1, जेडीयू के 6, नामांकित सदस्य 4, आरपीआई (ए) के 1, शिरोमणि अकाली दल के 3 और सिक्किम डेमोक्रेटिक फ्रंट के 1 सांसद शामिल हैं. ऐसे में एनडीए को उम्मीद एआईएडीएमके के 13 सांसदों के अलावा सहयोगी शिवसेना के 3 और टीआरएस के 6 सांसदों पर टिकी है.

दूसरी तरफ विपक्ष के पास भी 112 सांसदों का समर्थन दिख रहा है. इसमें कांग्रेस के 50, आम आदमी पार्टी के 3, बीएसपी के 4, टीएमसी के 13, सीपीआई के 2, सीपीएम के 5, डीएमके के 4, इंडियन मुस्लिम लीग के 1, जेडीएस के 1, केरल कांग्रेस के 1, एनसीपी के 4, आरजेडी के 5, एसपी के 13, टीडीपी के 6 सांसद शामिल हैं.

लेकिन, सबकी नजरें टिकी हैं बीजेडी के उपर. अगर बीजेडी ने एनडीए उम्मीदवार को समर्थन देने का फैसला कर लिया तो फिर उपसभापति के चुनाव में एनडीए की राह आसान हो जाएगी.

राज्यसभा के उपसभापति पद के चुनाव में बीजेपी की रणनीति चर्चा का विषय है. जेडीयू उम्मीदवार के आगे आने से बीजेपी के साथ नीतीश कुमार की नजदीकी भी दिख रही है. नीतीश का बढ़ा हुआ कद भी दिख रहा है. इसे बीजेपी का ऐसा मास्टरस्ट्रोक माना जा रहा है जिस पर विपक्षी दलों को भी अपना उम्मीदवार खड़ा करने में कई दौर की बैठक करनी पड़ी.
