6 राज्यों में सीबीआई से जांच के लिए 221 सहमति अनुरोध लंबित, 30,912 करोड़ रुपये शामिल: डॉ जितेंद्र सिंह

पंजाब सहित 9 राज्यों ने सीबीआई को जांच के लिए अनुमति देने से मना कर दिया। केंद्रीय मंत्री जितेंद्र सिंह ने बताया कि पंजाब ,पश्चिम बंगाल, छत्तीसगढ़, मिजोरम ,केरल, झारखंड, महाराष्ट्र और मेघालय ने अपने राज्यों में सीबीआई को जांच करने की अनुमति ना देने का निर्णय लिया है। राज्यों में आपराधिक मामलों जांच करने के लिए केंद्र को सीबीआई जांच के लिए संबंधित राज्य से अनुमति लेना अनिवार्य है। आपको बता दें कि इन सभी 9 राज्यों में गैर भाजपा सरकारें हैं। हालांकि यदि जांच आदेश उच्चत्तम या उच्च न्यायालय जारी किए जाते हैं स्थिति में केंद्र राज्यों से अनुमति लेने के लिए बाध्य नहीं है।

केंद्र सरकार ने बृहस्पतिवार को बताया कि छह राज्यों द्वारा सहमति ना दिए जाने के कारण केंद्रीय अन्वेषण ब्यूरो (सीबीआई) की जांच की मांग करने वाले 221 अनुरोध लंबित हैं, जिनमें सर्वाधिक 168 अनुरोध महाराष्ट्र से हैं और इनमें सन्निहित राशि 29,000 करोड़ रुपये हैं।राज्यसभा में एक सवाल के लिखित जवाब में कार्मिक, लोक शिकायत और पेंशन मत्रालय में राज्यमंत्री जितेंद्र सिंह ने दी।उन्होंने कहा कि सीबीआई जांच की मांग करने वाले कुल अनुरोधों में 30, 912,.28 करोड़ रुपये के मामले हैं। इनमें 27 अनुरोध पश्चिम बंगाल से हैं जिनमें 1,193.80 करोड़ रुपये के मामले हैं।

उन्होंने कहा कि सीबीआई जांच की मांग करने वाले कुल अनुरोधों में 30, 912,.28 करोड़ रुपये के मामले हैं। इनमें 27 अनुरोध पश्चिम बंगाल से हैं जिनमें 1,193.80 करोड़ रुपये के मामले हैं, नौ अनुरोध पंजाब से हैं और इनमें 255.32 करोड़ रुपये के मामले हैं।

केंद्रीय मंत्री ने बताया कि इसी प्रकार सात अनुरोध छत्तीसगढ़ से हैं, जिनमें 80.35 करोड़ रुपये और चार राजस्थान से हैं, जिनमें 12.06 करोड़ रुपये की राशि सन्निहित हैं। सिंह ने बताया कि 30 जून 2022 की स्थिति के अनुसार सबसे अधिक 168 अनुरोध महाराष्ट्र से हैं, जिनमें 29,040.18 करोड़ रुपये की राशि शामिल है।

महाराष्ट्र में भी, इस साल जून तक विपक्षी सरकार थी। अब वहां भाजपा गठबंधन की सरकार है। केंद्रीय कार्मिक, लोक शिकायत और पेंशन राज्य मंत्री जितेंद्र सिंह ने गुरुवार को राज्यसभा में भाजपा सदस्य सुशील कुमार मोदी के एक प्रश्न के लिखित उत्तर में कहा कि राज्य सरकार की सहमति के अभाव में सीबीआइ द्वारा जांच के लिए लंबित मामलों की कुल संख्या इस वर्ष 30 जून तक 221 है। इनमें 40 मामले एक वर्ष से अधिक समय से लंबित हैं। 48 मामले ऐसे हैं जो छह महीने से एक वर्ष के बीच की अवधि के हैं। इसके अलावा 133 मामले छह महीने से कम समय से लंबित हैं।

इन मामलों में शामिल कुल राशि 30,912 करोड़ रुपये है।मंत्री द्वारा दिए गए जवाब के अनुसार, महाराष्ट्र में कुल 168 मामले लंबित हैं। इनमें से 39 एक वर्ष से अधिक, 38 छह माह से एक वर्ष और 91 छह माह से कम समय से लंबित हैं। बंगाल में 27 लंबित मामले हैं। इनमें से एक मामला एक वर्ष से लंबित है। एक मामला छह महीने से एक वर्ष के बीच का है जबकि 25 केस छह महीने से कम समय से लंबित हैं।महाराष्ट्र और बंगाल में लंबित मामलों में शामिल राशि क्रमश: 29,040 करोड़ और 1,194 करोड़ रुपये है। पंजाब, राजस्थान, झारखंड और छत्तीसगढ़ में कुल मिलाकर 26 मामले लंबित हैं, जिनमें कुल राशि 678 करोड़ रुपये है।

CONCLUSION OF SEVEN DAYS ‘KARYASHALA’ IN DEPARTMENT OF ZOOLOGY, PANJAB UNIVERSITY, CHANDIGARH

The SERB-DST sponsored seven days’ high end training program ‘KARYASHALA’ on FLOW CYTOMETRY, CONFOCAL MICROSCOPY AND THEIR APPLICATIONS IN CELL CULTURE” being organized by Department of Zoology, Panjab University, Chandigarh concluded on 27.07.2022. The last day of the workshop started with the lecture of Prof. Ganga Ram Chaudhary, Director, SAIF/CIL, Panjab University. Prof. Chaudhary delivered his lecture on nanomaterials and their applications. He explained the use of nanomaterials in information technology, medical science and in protection of environment. He described the use of amalgamation of fibre obtained from Sansevieria trifasciata (commonly known as snake plant) and nanoparticles in purification of water, and making fabric which has capacity to make the air pathogen free. Later in the day the session was held by Dr. Vinod Kumar, PGIMER, Chandigarh and Dr. Preeti Garg, SAIF/CIL, P.U.

During this session, the participants practised hands-on training on image viewing, data acquisition and analysis in confocal microscope. They were tested for their knowledge and understanding of the concepts taught in the entire workshop by a questionnaire and feedback was obtained from the participants. The workshop concluded with the valedictory function hosted by Dr. Indu Sharma.

Prof. Renu Vig, Dean of University Instructions, Panjab University, Chandigarh was the Chief Guest of the valedictory function. A total of 25 participants from various Universities, Institutes and Colleges attended this program to gain valuable inputs about animal cell culture and high-end instruments like flow cytometer and confocal microscope in order to excel in their research work. Besides departmental faculty members, PGIMER and SAIF/CIL faculty members acted as resource persons and gave hands-on training as per their expertise for various techniques to train the young minds as skilled personnel for better research outcomes. Prof. Renu Vig awarded the participants with certificates and appreciated the efforts and demonstrations made during the workshop towards advancement of Skilled India Program. She congratulated the members of organizing committee for successful completion of this Karyashala.

“Amaltas” Tree Birthday Celebrated

 ‘Amaltas’(Cassia fistula) tree, was planted on July 27th, 2018 near Palm Garden, sector 14, Panjab University, Chandigarh, by Prof. M. C. Sidhu. This plant has now grown to the height of more than 20 feet. This tree bears beautiful foliage (yellow flowers) during early summer and late spring. Today July 27th, 2022, it’s the 4th birthday of this ornamental tree. The purpose of celebrating its birthday every year is to remain in touch with this tree. It reminds me to take care of its growth, health and nutrition. 

According to Prof. Sidhu, only the plantation drives will not serve the purpose until these will be followed up on regular basis. In the recent past, during Covid-19 people realized the importance of oxygen which is provided to us by the trees without any cost. When trees are taking care of human being, then it becomes our duty and responsibility to grow more and more trees and also to monitor them regularly.

Besides oxygen, trees also accommodate variety of other life forms. Trees provide shelter to birds where they make their nests. Trees growing in the gardens, parks and along the roadsides provide shade, clean air and attractive surroundings. Trees are an integral part of the natural biodiversity. Let’s save trees for clean, green and healthy future.

On Kargil Vijay Diwas, Department of Defence and National Security Studies, Panjab University organized a Tree Plantation Drive

            In commemoration of Kargil Vijay Diwas on 26th July 2022, Department of Defence and National Security Studies, Panjab University organized a Tree Plantation Drive in Panjab University Campus. Prof Kashmir Singh, Secretary to Vice Chancellor was the Chief Guest and Maj Gen. Rajeev Chibber, SM Addl.  Director General NCC, Directorate Punjab, Haryana Himachal Pradesh and Chandigarh was the Guest of Honour for the event.  Dr Jaskaran Singh Waraich, Chairperson DDNSS, welcomed the guests and other dignitaries present for the event. The Department remembers the war Heroes and the force behind them, their courage, sacrifice and their dedication to the nation.

            The event was attended by army officers, faculty, research scholars and students of Panjab University Chandigarh.

Though not everyone directly participated in the war, but the day carries huge importance in the heart of every Indian. Students and staff lighted diyas to commemorate the Kargil victory and shared their memories connected to Kargil war 1999. 

KARYASHALA on “FLOW CYTOMETRY, CONFOCAL MICROSCOPY AND THEIR APPLICATIONS IN CELL CULTURE”

The SERB-DST sponsored Accelerate Vigyan seven days’ training program is being organised by Zoology Department of Panjab University, Chandigarh (July 21-27, 2022). On the 5th day of Karyashala, Dr. Aruna Rakha of PGIMER, Chandigarh delivered the lecture on applications of flow cytometry in cell culture. Subsequently, hands-on training was executed by the participants on sample preparation of cells for their immunophenotypic sorting using flow cytometer. Besides, an elaborative hands-on training on cell cycle analysis was also performed using flow cytometer. At the end of the day, an interactive session was held by the resource person to take up the doubts and resolution of queries raised by the participants.

five days workshop on ” Learning Startup Skills” by HRDC PU CHD

A five days workshop on ” Learning Startup Skills” for Ph.D Scholars was organized by HRDC PU CHD and inaugurated by Prof. Sudhir Kumar, Director RPC PU at 10 am today I.e. 25th july 2022. Prof. Sudhir emphasized on the need of initiating Startups by PU students to serve the community and common people.

            Dy. Director HRDC Jayanti Dutta explained the dire need to make PU researh scholars ready for the upcoming challenge for entrepreneurship and owning Startups to enhance positive contributions of the intellectual capital to the development of the society. The cordinator of the workshop Prof. Sushil Kansal introduced the audience about the workshop by stating that this 5 days workshop is meant to inculcate in  students the requisite start up capabilities and knowledge required to start a startup be it conception, business idea, funding, govt. Schemes and marketing of their products.

            The Guest of Honor and Keynote speaker was Ms. Ritika Singh, CEO Kontent Factory and entrepreneur eventaligst.In her keynote address she addressed upon the need to develop self reliance specially for women and how to think creatively and use available and required skills to initiate a startup and grow it and earn money and generate employment and serve the society. She gave her own example that she started a business based on content writing from home and established her own company. The students were mesmerised by her talk and the skills she discussed. The inagural session ended by a vote of thanks to the dignatiries, chief guest, keynote speaker and the audience. Dr S S Bhinder presented the vote of thanks. 30 research students are attending the workshop.

Various activities are being organized in Shri Vishwakarma Skill University under “Azadi Ka Amrit Mahotsav” in which a documentary based on freedom struggle was showcased and a quiz competition was also organized on the questions related to it. Azadi Ka Amrit Mahotsav is an initiative of the Government of India to celebrate 75 years of Independence and the glorious history of its people, culture and achievements. 
The Vice Chancellor of the University, Shri Raj Nehru, in his address as the chief guest in the Amrit Mahotsav program of Azadi, mentioned the sacrifice of the Maharani Nayika Devi of Gujarat, highlighting the Indian freedom struggle. Along with this, through a short story, he inspired all the employees to realize the real concept of Amrit Mahotsav, calling upon all the employees to pass on the glorious history of India to their coming generations and contribute in keeping their culture rich.  
Azadi Ka Amrit Mahotsav has 5 themes based on Freedom Struggle namely Ideas@75, Resolve@75, Actions@75, and Achievements@75. Shri Vishwakarma Skill University is organizing various activities under the theme of Freedom Struggle. All these activities will be organized from 21st July to 13th August.

The Department of Zoology, Panjab University, Chandigarh is hosting SERB-DST sponsored ‘KARYASHALA’ a seven-day workshop (July 21-27, 2022) on “FLOW CYTOMETRY, CONFOCAL MICROSCOPY AND THEIR APPLICATIONS IN CELL CULTURE” The third day of the workshop commenced with elaborate lecture by Dr. Indu Sharma of Zoology department about the concept of cell lines, their properties and applications with methods to achieve immortalization. In addition, she also talked of various assays to assess cell viability, proliferation and toxicity. The participants gained hands-on experience on the techniques like cell line passaging, maintenance, cryopreservation and subsequent thawing. The participants were also given an exercise of viable cell counting to test their grasp on the concepts of cell culture. Dr. Indu Sharma interacted with the students individually to solve their doubts and provided useful tips for the smooth execution of their respective research work. 

PU Professor appointed Associate Editor of a reputed international journal

This is a matter of great pride for Panjab University that Dr. Kewal Krishan, Professor and former Chair of the Department of Anthropology has been appointed as an Associate Editor of an international and reputed journalJournal of Infection in Developing Countries (JIDC)”. The journal is being published from 2007 with its headquarters at University of Sassari, Italy. The JIDC has an impact factor of 2.552 and has been indexed in all major international indexing services such as PubMed/MEDLINE, SCOPUS etc.  JIDC is envisioned to publish all sorts of articles from related to different aspects of infections and in developing countries with particular emphasis on emerging and re-emerging etiological agents, diagnosis, epidemiology and public health. During the COVID-19 pandemic, the journal emerged as one of the best knowledge providers regarding latest information pertaining to Coronavirus.

Dr. Krishan has been offered this position on the basis of his commendable work on the interface of Anthropology, forensic science and COVID-19 infection during the last two years of pandemic. He is already on the editorial panel of highly rated forensic and medical journals such as Forensic Science InternationalMedicine Science and the lawFrontiers in Public HealthActa Biomedica, Archives of Public Health.

Dr. Krishan is a renowned forensic anthropologist and one of the most cited researchers in the field of Anthropology and forensic science worldwide. He has published more than 283 articles, most of which are in international journals of repute. He has more than 35000 citations of the research work to his credit. He has been Included among the Top 2% scientists of the world by STANFORD-ELSEVIER analysis for the years 2020 and 2021.
