Chandigarh, August 11, 2018:

Acting on the recommendations of the Justice (retd.) Ranjit Singh Commission, the Punjab Police has included the names of 4 police personnel in the FIR registered in 2015 in the Behbal Kalan firing incident.

The names of PPS Officers, Charanjit Singh, the then SSP Moga who has since retired, Bikramjit Singh, the then SP D), Fazilka, along with Inspector Pardip Singh and SI Amarjit Singh, have been added to case FIR no.130 dated 21.10.2015 u/s 302, 307, 34 IPC, 25/27/54/59 Arms Act PS Bajakhana, District Faridkot, following the directives of Chief Minister Captain Amarinder Singh.

The Commission, in its first report submitted to the Chief Minister last month, had categorically named these 4 police personnel and recommended that they be named as accused in the above-mentioned FIR and proceeded against as per law. Since an FIR no.130 dated 21.10.2015 u/s 302, 307, 34 IPC, 25/27/54/59 Arms Act PS Bajakhana, District Faridkot, already stood registered against unidentified police personnel, the names of these 4 police officers have been added in the FIR.

In accordance with the recommendations of the Commission, the roles of 5 other police officers, namely, Inspector Harpal Singh, the then SHO Ladowal, and Constables Shamsher Singh, Harpreet Singh, Gurpreet Singh, and Parminder Singh, all gunmen of Charanjeet Singh, the then SSP, will also be thoroughly investigated.

Regarding the Kotkapura firing, in which one Ajit Singh was injured, the spokesperson said that, on the basis of his statement to the Commission, a case under Section 307/323/341/148/149 IPC & 27/54/59 Arms Act was registered on August 7, as per the Commission’s recommendation.

The spokesperson clarified that though the Commission has raised doubts on the role of certain senior police officers in the Kotkapura firing, it had recommended investigations in the case, after registration of the said FIR, by an independent agency.
