शराबबंदी कानून में संशोधन पर जाम के बरसे तेजस्वी


बिहार विधानसभा में सदन ने विपक्ष की अनुपस्थिति में ही बिहार मद्यनिषेध और उत्पाद विधेयक 2018 पारित कर दिया


मंगलवार को बिहार विधानसभा में नेता प्रतिपक्ष तेजस्वी यादव ने मद्यनिषेध और उत्पादन संशोधन विधेयक 2018 को थानों की कमाई का जरिया करार दिया. इसी के साथ उन्होंने मुख्यमंत्री नीतीश कुमार से सवाल किया कि क्या वे स्वीकार करते हैं कि उन्होंने पहले वाला कानून अंहकार के कारण बनाया था.

दरअसल आरजेडी सहित अन्य विपक्षी दल बिहार में सुखाड़ पर चर्चा कराने को ज्यादा महत्वपूर्ण बता रहे थे. इस पर चर्चा ना कराए जाने के चलते विपक्षी दल सदन से वाकआउट कर गए. इसके बाद बिहार विधानसभा में सदन ने विपक्ष की अनुपस्थिति में ही बिहार मद्यनिषेध और उत्पाद विधेयक 2018 पारित कर दिया.

इस पर तेजस्वी ने बिहार विधानसभा परिसर में पत्रकारों से बातचीत करते हुए आरोप लगाया कि शराबबंदी कानून में संशोधन थानों की कमाई का जरिया बनेगा. तेजस्वी ने मुख्यमंत्री नीतीश कुमार पर निशाना साधते हुए कहा ‘पहले वह शराबबंदी से किसी प्रकार का समझौता नहीं करने की बात कहते थे. अब छूट दे रहे हैं. मुख्यमंत्री बिहार में शराब को कल रेगुलर भी कर सकते हैं.’

तेजस्वी ने नीतीश पर प्रधानमंत्री बनने के फेर में शराबबंदी क़ानून को लागू करने का आरोप लगाते हुए पूछा कि मुख्यमंत्री जी इससे तबाह हुए परिवारों के बारे में आपने क्या सोचा? आरजेडी नेता ने कहा कि मुख्यमंत्री जी ने ज़ोर-शोर से नीरा से लाखों लोगों को रोज़गार देने की बात कही थी. सरकार बताए नीरा से अबतक कितने लोगों रोज़गार मिला. ताड़ी तोड़ने वाले ग़रीब पासी जाति के लोगों के पेट पर सरकार ने लात मारी लेकिन अभी तक किसी वैकल्पिक रोज़गार की कोई व्यवस्था नहीं की.

शराब बंदी के बावजूद भी राज्य में शराब बरामद होने पर सवाल करते हुए तेजस्वी ने कहा कि यह शराब कहां से आ रही है. इसी के साथ उन्होंने कहा कि शराब को पटना पहुंचाने के लिए तस्कर को कई जिलों के पुलिस थानों से गुजरना पड़ता है. क्या इन जिलों के पुलिस अधीक्षक और सभी थानों की पुलिस नकारा है. जो तस्कर सभी की आंखों में धूल झोंक देते हैं.

आरजेडी और बिहार विधानसभा में विपक्ष के नेता तेजस्वी यादव के मंगलवार को दिए ताजा बयान ने विपक्ष के बीच प्रधानमंत्री पद को लेकर आपसी रस्साकशी की उजागर कर दिया है. तेजस्वी यादव ने कहा कि विपक्ष की तरफ से राहुल गांधी अकेले पीएम पद की दौड़ में नहीं हैं. तेजस्वी यादव ने पटना में पत्रकारों से कहा कि सभी विपक्षी दल एक साथ बैठेंगे और प्रधानमंत्री के उम्मीदवार के नाम पर फैसला करेंगे. सिर्फ राहुल गांधी इस रेस में अकेले नहीं हैं.

उन्होंने कहा कि विपक्ष में और भी नेता हैं जैसे ममता बनर्जी, चंद्रबाबू नायडू, शरद पवार और मायावती. तेजस्वी यादव ने साफ कहा कि उनकी पार्टी उस व्यक्ति का पूरा समर्थन करेगी जिसके नाम पर पूरा विपक्ष एकजुट होकर मुहर लगाएगा. हालांकि तेजस्वी यादव ने यह भी कहा कांग्रेस एक अखिल भारतीय पार्टी है. उन्होंने कहा कि हमारा मुख्य उद्देश्य है कि विपक्ष ऐसे नेता को चुने जो संविधान की रक्षा कर सके. राहुल गांधी भी यह नेता हो सकते हैं. राहुल गांधी को एक मजबूत महागठबंधन बनाने के लिए सभी गैर-बीजेपी दलों को एकजुट करना होगा.

आरजेडी नेता ने यह भी कहा कि प्रधानमंत्री का पद मुख्य मुद्दा नहीं है और देश के लिए बहुत से वास्तविक महत्वपूर्ण मुद्दे हैं. आरजेडी सुप्रीमो लालू प्रसाद यादव और उनके बेटे तेजस्वी राहुल गांधी का पुरजोर समर्थन करते रहे हैं और आरजेडी लंबे समय से कांग्रेस की सहयोगी पार्टी है.

Both SBI and GOI cheated Retirees: Garg


SBI VRS 2017 Employees Association today accused State Bank of India for not fulfilling the various financial commitments towards the employees who opted for retirement under voluntary retirement scheme offered by the bank before merger.While adressing the media persons in chandigarh press club the association President Mr Yog Raj told that special allowances and DA thereon and HRA has not been included while calculating ex gratia amount while these were part of the salary. When the association asked for a copy of approved note for Voluntary Retirement Scheme framed for the merger of associate banks with SBI should be provided to the association immediately under RTI Act it was denied straightly.

Explaining the woes of Retirees Garg further said that their pension has not been revised even once since they have been retired, whereas the state govt and central government regularly revise the pension and other allowances. The humiliating attitude of the bank make them feel as if they have been forcibly thrown out of organization to which they had served for quite long.

Association also accused Government of India has also cheated the retirees of banks who retired between January 1 ,2016 to March 28 2018 by amending Gratuity Act w.e.f . March 29, 2018.The Ceiling amount has been increased from Rs 10 lakh to Rs 20 lakh with retrospective date January 1, 2016 for centre and state government employees as well as for RBI employees..

Mr Garg also demanded that the complete Form 16 for FY 2017-18 be issued so as to make the retirees able to file income tax returns before 31st july 2018.

On the behalf of association he further demanded the  entertainment allowance for the full year from March 2018 be paid to each retiree. The SBI has issued instructions on July 12, 2017 not to pay for full year while such instructions cannot be made applicable retrospectively after the retirement of employees retired between April 1, 2017 and July 12, 2017.
The other demands of the association are that LFC which was to be extended to clerical staff should now be extended without delay.
State Bank of India must immediately without discrimination release overtime compensation for the period of demonetization as SBI staff has already been paid.

Association threatened the management if their demands which are their rights are not met within the week they will be forced to protest at the gate of Local Head Office.

4,57,000 Barrels per day, Iran is the No. 2 Supplier of Crude to Inidia


India, Iran’s top oil client after China, shipped in 5.67 million tonnes or about 457,000 barrels per day (bpd) of oil from the country in the first three months of this fiscal year, Dharmendra Pradhan told lawmakers in a written reply.


Iran was the second-biggest oil supplier to Indian state refiners betw

een April and June, India’s oil minister said on Monday, replacing Saudi Arabia as companies took advantage of steeper discounts offered by Tehran.

India, Iran’s top oil client after China, shipped in 5.67 million tonnes or about 457,000 barrels per day (bpd) of oil from the country in the first three months of this fiscal year, Dharmendra Pradhan told lawmakers in a written reply.

He did not provide comparable numbers from the year-ago period. Data compiled by Reuters shows that India imported about 3.46 million tonnes, or about 279,000 bpd, from Iran between April and June last year.

State refiners, accounting for about 60 percent of India’s 5 million bpd refining capacity, had curbed imports from Iran last year in protest against Tehran’s move to grant development rights for the giant Farzad B gas field to other parties.

The refiners -Indian Oil Corp., Chennai Petroleum Corp.,  Bharat Petroleum and its unit Bharat Oman Refineries Ltd, Hindustan Petro;eum and Manglore Refinery and Petrochemicals- shipped in 9.8 million tonnes of Iranian oil in 2017/18, about a quarter less than a year ago, Pradhan’s reply showed.

For this fiscal year, the refiners had decided to almost double imports from Iran, which offered almost free shipping and extended credit period on oil sales.

Iraq continued to be the top oil supplier to India in the April-June period. New Delhi shipped in 7.27 million tonnes of oil from Iraq, while shipments from Saudi Arabia totalled 5.22 million tonnes, making it the third largest supplier, Pradhan’s statement showed.

India and other major buyers of Iranian oil are under pressure to cut imports from the country after Washington in May withdrew from a 2005 nuclear deal with Tehran and decided to reimpose sanctions on the OPEC member.

Reuters reported last month that India had asked refiners to prepare for drastic reductions or even zero Iranian oil imports.

The first set of sanctions will take effect on Aug. 6 and the rest, notably in the petroleum sector, following a 180-day “wind-down period” ending on November 4.

“Indian refineries import crude oil from diverse sources including Iran, depending on technical and commercial considerations,” Pradhan said, without elaborating if the refiners would cut imports from Tehran.

India’s overall oil imports from Iran in June declined by about 16 percent from May as refiners started weaning their plants off crude from Iran to avoid US sanctions.

SC referred polygamy(muslims) and halala to Constitutional Bench


The apex court issued a notice to the Centre on the petition filed by one Farjana and tagged the matter along with a batch of petitions to be heard by the constitution bench.


The Supreme Court today sought a response from the Centre on a fresh plea challenging practices of polygamy and ‘nikah halala’ among Muslims, as it referred the matter to a constitution bench that has been already asked to hear a batch of similar petitions.

A bench comprising Chief Justice Dipak Misra and justices A M Khanwilkar and D Y Chandrachud considered the submissions of senior advocate Vikas Singh and lawyer Ashwini Upadhyay that the petition is listed before a five-judge constitution bench for final adjudication.

The apex court issued a notice to the Centre on the petition filed by one Farjana and tagged the matter along with a batch of petitions to be heard by the constitution bench.

“Petitioner is filing this petition under Article 32 of the Constitution seeking a writ, order or direction in the nature of mandamus to declare polygamy and nikah halala, practiced in Muslim community, illegal and unconstitutional for being violative of Articles 14, 15, 21 and 25 of the Constitution,” the plea said.

The petition further sought a declaration that extra-judicial talaq is a cruelty under Section 498A of the IPC, nikah halala is an offence under Section 375 of the IPC, and polygamy is an offence under Section 494 of the IPC, 1860.

The apex court, which on August 22 last year had banned the age-old practice of instant ‘triple talaq’ among Sunni Muslims, had on March 26 this year decided to refer to a larger bench a batch of pleas challenging the constitutional validity of polygamy and ‘nikah halala’ among Muslims.

While polygamy allows a Muslim man to have four wives, ‘nikah halala’ is a process in which a Muslim woman, who wants to re-marry her husband after divorce, has to first marry another person and get a divorce from the second person after the consummating the marriage.

The pleas were referred to a larger bench by the Supreme Court after an earlier five-judge constitution bench, in its 2017 verdict, had kept open the issue of polygamy and ‘nikah halala’, while quashing the practice of ‘triple talaq’.

It had also issued notices to the Law and Justice Ministry, the Minority Affairs Ministry and the National Commission of Women (NCW) at that time.

Some petitions have also challenged the practices of ‘Nikah Mutah’ and ‘Nikah Misyar’ — two types of temporary marriages where duration of the relationship is specified and agreed upon in advance.

In one of the petitions, one Sameena Begum has said that by virtue of Muslim Personal Law and Section 494 of the Indian Penal Code (marrying again during lifetime of husband or wife) was rendered inapplicable to Muslims and no married woman from the community has the avenue of filing a complaint against her husband for the offence of bigamy.

Another plea was filed by one Rani alias Sabnam who alleged that she and her three minor kids have been thrown out of the matrimonial home after her husband re-married. She has sought that the practices of polygamy and ‘nikah halala’ among Muslims be declared as unconstitutional.

A similar plea was filed by Delhi-based Nafisa Khan seeking almost same reliefs.

She has sought to declare the Dissolution of Muslim Marriages Act, 1939, as unconstitutional and violative of Articles 14, 15, 21 and 25 (freedom of conscience and free profession, practice and propagation of religion) of the Constitution in so far as it fails to secure for Indian Muslim women the protection from bigamy which has been statutorily secured for women in India belonging to other religions.

The top court had also allowed Muslim Women Resistance Committee, Kolkata to file an application for impleadment as a party in the hearing.

PNB gets Rs 2,816 cr as part of govt’s capital infusion plan


The preferential allotment of equity shares to the government will be made after completing the process of regulatory approvals, Punjab National Bank said.


 

State-owned PNB today said it has received Rs 2,816 crore as capital infusion from the government via preferential allotment of equity shares. “The bank, as per Department of Financial Services notification, has received the amount of capital infusion of Rs 2,816 crore towards the contribution of the central government,” PNB said in a regulatory filing.

The preferential allotment of equity shares to the government will be made after completing the process of regulatory approvals, Punjab National Bank said.

Allahabad Bank had informed last week that it received Rs 1,790 crore as capital infusion from the government.

The government has approved capital infusion in five public sector lenders. The other three in this pack are Andhra Bank – Rs 2,019 crore, Indian Overseas Bank – Rs 2,157 crore and Corporation Bank – Rs 2,555 crore.
It is also likely that 2-3 more banks may be added to the list. The government had announced Rs 2.11 lakh crore capital infusion programme for public sector banks (PSBs) last October.

As per the plan, PSBs were to get Rs 1.35 lakh crore through re-capitalization bonds, and the balance Rs 58,000 crore through raising of capital from the market.

Of the Rs 1.35 lakh crore, the government has already infused about Rs 71,000 crore through recap bonds and the balance would be done during the current fiscal, 2018-19.

PNB stock closed 4.57 percent up at Rs 78.95 on BSE.

The government said the defence budget as a percentage of the Gross Domestic Product may appear to be decreasing due to an increasing trend of GDP growth of the country.

In the Union budget, the government had allocated Rs 2.95 lakh crore to defence forces which is estimated to be around 1.58 per cent of the country’s GDP. A separate allocation of Rs 1.08 lakh crore was set aside for defence pensions.

This defence budget, in terms of percentage of the GDP, was lowest since 1962.

Replying to a question in Rajya Sabha, Minister of State for Defence Subhash Bhamre said the defence budget, including allocation for miscellaneous expenditure and pensions, was Rs 4.04 lakh crore, which is 16.6 per cent of total expenditure of government for the year 2018-
“Further, capital budget of ministry of Defence for 2018-19 is approximately 33 per cent of the total capital expenditure of the central government,” Bhamre said

He said, “Defence budget as a percentage of GDP may appear to be decreasing due to increasing trend in the growth of GDP.”

In March, the Parliamentary Standing Committee on Defence, headed by BJP MP Maj Gen (retd) B C Khanduri, had come down hard on the government for inadequate allocation of funds to the Army, Navy and the Air Force.

The Army had told the panel that it was reeling under severe financial crunch and struggling to even make emergency procurement when China and Pakistan were carrying out modernisation of their defence forces in “full swing”.

The then Vice Chief of Army Staff Lt Gen Sarath Chand had told the parliamentary panel that inadequate allocation of funds in the defence budget for 2018-19 will hit the Army’s modernisation plan even as the Chinese military was competing to reach the level of the US.

In the Rajya Sabha, Bhamre said allocated budgetary resources are optimally utilised towards meeting the operational requirements of the armed forces.

“Depending upon the allocated resources schemes are also reprioritised to ensure that urgent and critical capabilities are acquired without compromise of operational preparedness,” he said.

Sartaj Madni Resigns from PDP

Srinagar: After the ‘rebel group’ within the Peoples Democratic Party (PDP) created a storm on Friday by boycotting a crucial meet, Mehbooba Mufti is desperately trying to set her house in order.

“It is my decision and I have thought over it for some time,” Madni said on Monday morning. “I submitted my resignation in the interest of the party and to strengthen the party. Some people raised objections over my position and I think it is better for the larger good for me to step down.”The PDP chief is trying to stop her party, which is staring at an imminent split, from further disintegration. Mehbooba’s maternal uncle and PDP vice-president Sartaj Madni put in his papers on Monday. Madni was the party’s second-in-command and most powerful after Mehbooba.

Madni’s resignation came days ahead of the party’s foundation day, which is being observed on 28 July. The party is planning a grand show and will hold a public rally at Srinagar. A senior party leader, speaking on condition of anonymity, said Madni was asked to resign by Mehbooba after she met her leaders from both south, central and north Kashmir. The decision was taken on Saturday after Mehbooba met another set of leaders at her Gupkar residence.

“It is perhaps the feedback of the elected representatives of the party that Mehbooba asked him (Madni) to resign,” the leader said.

Madni, a resident of Nowpora-Akhran in south Kashmir’s Kulgam district, lost an election to Congress’ Mohammad Amin Bhat in 2014. Madni has been associated with the PDP since its inception. He was a small-time contractor before joining the party. He has been elected as MLA twice from Devsar constituency of Kulgam and served as deputy speaker in the Jammu and Kashmir Assembly. However, according to party insiders, Mehbooba’s father and former chief minister Mufti Mohammad Sayeed disliked Madni.

Madni’s political career ended after he lost the 2014 election, but after Sayeed’s passing, Mehbooba—having a soft corner for her uncle—brought him center-stage. A scandal broke out last year after his son Syed Aroot Madni, 37, was appointed as an executive officer in the autonomous Khadi Village and Industries Board (KVIB), which prompted candidates who were not selected to file an RTI seeking their marks in the written test and interview.

The resignation, however, will do little to calm the turbulence in the PDP, which has been hit by an internal feud after the Bharatiya Janata Party (BJP) suddenly pulled out of the coalition government. Some party lawmakers, who recently met Mehbooba at her residence, according to sources, complained  Madni was influencing decision making in the government for vested interests.

Mehbooba, 59, rebuilt her party from scratch after it was founded in late 1990s by her father. She’d surface at the homes of militants killed by forces and victims of human rights violations and express solidarity with their kin to create an emotional vote-bank for her party.

During the 2014 election, Mehbooba campaigned heavily against the BJP, telling voters in far-flung areas of Kashmir to stop the BJP from making inroads by voting for the PDP. Her father ended up allying with the same party after months of political negotiations and the two parties worked out ‘Agenda of the Alliance’ as governance framework but nothing came of it.

But the coalition, which was wobbly since its inception, exploded two weeks after New Delhi decided not to extend the non-initiation of combat operations. After the fall, many party MLAs started criticising Mehbooba, which set off rumours of a ‘third front’ emerging in Kashmir devoid of Muftis and Abdullahs.

The MLAs who criticised party leadership publicly for allowing “Mehbooba’s relatives and cronies to destroy the party” included Imran Raza Ansari, Mohammad Abbas, Javid Baig, Abid Raza Ansari, Majeed Paddar and two MLC’s Yasir Reshi and Saifuddin Bhat.

As one leader after another began quitting the party, Mehbooba pointed the finger at New Delhi and warned that the consequences would be very dangerous. She likened the situation to 1987 when the National Conference was declared the winner after elections were allegedly rigged.

“If Delhi tries to spoil the voting rights of people like it did in 1987, if it tries to create divisions and interfere like that, then more Salahuddins and Yasin Maliks will be born. If the PDP breaks, its outcome will be dangerous,” she said in Srinagar. Over a weekend interview to News18 Urdu, Mehbooba said many of her leaders felt they were being threatened with raids from the National Investigation Agency if they didn’t join the ‘rebel’ MLAs.

After his resignation, Reshi spoke against the party at a press conference in Srinagar: “We are the real PDP. Until and unless Mehbooba removes all her cronies and people who have not been chosen by public from positions of power, the resignation of Madni will do little to improve her situation.”

“It is a good step, although it came a little too late. He should have been sacked from the party and not just removed from the post of vice-president,” Reshi added.

CM stresses for preserving rich culture and traditions of Himachal Pradesh

While addressing the people on the occasion of Maa Baglamukhi Mela at Bharari in Seraj Assembly constituency of Mandi District today, Chief Minister Jai Ram Thakur said that fairs and festivals were integrated part of our rich cultural heritage which should be preserved at any cost. These fairs and festivals not only provide wholesome entertainment to the locals but also help in promoting our culture and traditions. He said that Bharari Mela was one of the traditional fairs of the area which was celebrated with great fervour and gaiety.

The Chief Minister said that the State Government was committed to develop unexplored and virgin areas of the state from tourism point of view. The basic infrastructure facilities would be provided at Janjehli, Shikari Mata temple and Gadagusain for attracting tourists to these areas. This would not only ease out the flow of tourists in already overcrowded major tourist destinations of the State but would also provide employment and self-employment opportunities to the local youth nearer to their homes. He said that Rs. 25 crore tourism project has been sanctioned for Janjehli area by the State Government.

Jai Ram Thakur said that the people of the State and the blessings of the local deities was his greatest strength and it was due to these blessings that today Seraj was witnessing speedy development. He said that with the love and benevolence of the people, he was committed to make Himachal Pradesh topmost state of the country in matter of development and making it self-reliant State. He said that the State Government has succeeded to get assistance of Rs. 5510 crore as Central assistance which was a record in itself as no State Government succeeded to get financial assistance in such a short time period.

He announced opening of Health Sub Centre at Surah and Rs. 10 lakh for strengthening of local road. He also announced that a Community centre would be constructed at Mela Ground Baglamukhi temple complex for which he sanctioned Rs. 25 lakh. He announced Rs 11000 each for 11 Mahila Mandals of the area.

Earlier, the Chief Minister along-with his wife Dr. Sadhna Thakur performed Puja at the local Maa Baglamukhi Temple.

Several social, cultural and political organisations honoured the Chief Minister on the occasion.

President of the local Gram Panchayat Tajinder Thakur detailed various developmental demands of the Panchayat. He thanked the Chief Minister for announcing Rs. 25 lakh for construction of community hall at the Mela site.

A colourful cultural programme was also held on the occasion. Hundreds of people in their traditional attire participated in the four day long fair.

Deputy Commissioner Rugved Thakur, SP Gurdev Chand Sharma Chief Engineers PWD and Electricity Board were present on the occasion among others.

Akal Takht ask SGPC to seek legal remedy to prevent Sikh women to wear helmet

Jathedar Akal Takht  the highest Sikh temporal seat Gyani Gurbachan Singh has asked the Shriomani Gurdwara Pharbandhak committee (SGPC) to adopt all possible legal remedy to get relief for the Sikh females who were being asked by Chandigarh administration to wear headgear while riding on two wheeler.

Jathedar said that Sikh females who write Kaur with their name and complete Sikh having unshorn head’s hair should be exempted to wear metalled helmet. Moreover, this was deadly against the Sikh tenets to force Sikh women to wear helmet while driving two-wheeler on road, said he.

However, Chandigarh Administration has initiated the process to make mandatory for all women including Sikh drivers and pillion riders to wear helmet.

The UT administration has exempted to wear helmet to only those Sikh women who wear proper turban to drive two-wheeler.

Earlier, wearing headgear was optional for Sikh women riders in UT as they were exempted on religious grounds.

In the month of April this year, the Punjab and Haryana High Court had taken suo motu notice of the issue of safety of women, including Sikhs, while riding pillion or driving two-wheelers of any class or description and exemption given to them from wearing headgear under the Motor Vehicle Rules.

Taking cognizance of the matter, the Chandigarh Administration, while considering the aspect of safety of women, had issued a draft notification for amending the existing rules.

According to the draft notification, the words “a Sikh woman wearing a turban” instead of the words “or a woman” are proposed to be substituted in Rule 193 of the Chandigarh Motor Vehicle Rules, 1990. This will make the headgear mandatory for all women drivers and pillion riders (except Sikhs wearing a turban) on any two-wheeler in the city.
