प्रधानमंत्री नरेंद्र मोदी ने 1994 के नरसंहार में मारे गए 2,50,000 से अधिक लोगों की याद में बने रवांडा के नरसंहार स्मारक केंद्र का मंगलवार को दौरा करके रवांडा की जनता के ‘अदम्य साहस’ को सलाम किया.

प्रधानमंत्री नरेंद्र मोदी सोमवार को दो दिवसीय दौरे पर रवांडा पहुंचे. यह तीन अफ्रीकी देशों की उनकी यात्रा का पहला चरण है. मोदी यहां आने वाले भारत के पहले प्रधानमंत्री हैं.

उन्होंने कब्र पर पुष्प चढ़ाकर नरसंहार के पीड़ितों को याद किया और केंद्र का दौरा करके रवांडा के प्रमुख जातीय समुदाय तुत्सी के खिलाफ नरसंहार के इतिहास के बारे में और जानकारी ली. मोदी ने अपने दौरे के बाद स्मारक की आगंतुक पुस्तिका में भावपूर्ण संदेश लिखा.

विदेश मंत्रालय के प्रवक्ता रवीश कुमार ने एक ट्वीट में कहा, ‘मार्मिकता के साथ दिन की शुरुआत. प्रधानमंत्री नरेंद्र मोदी ने किगाली में नरसंहार स्मारक केंद्र का दौरा किया. स्मारक हिंसा के क्रूरतम कृत्य के पीड़ितों के सम्मान में बनाया गया है.’ उन्होंने कहा कि यह मेल-मिलाप की सराहनीय और अनुकरणीय प्रक्रिया का प्रतीक भी है जिसकी शुरुआत रवांडा ने की है.

रवांडा नरसंहार तुत्सी और हुतु समुदाय के लोगों के बीच हुआ एक जातीय संघर्ष था. इसमें तुत्सी विरोधी नरसंहार के 2,50,000 पीड़ितों की कब्रें हैं.

प्रधान मंत्री, रक्षा मंत्री के खिलाफ सदन में विशेषाधिकार हनन का नोटिस


 एक ओर जहां संसद में गलत बयानी कर राहुल ने अपनी किरकिरी कारवाई है वहीं दूसरी फ्रांस के आधिकारिक बयान के बाद भी कांग्रेस नेता मल्लिकार्जुन खड़गे ने सदन को गुमराह करने का आरोप लगाते हुए पीएम मोदी और रक्षा मंत्री निर्मला सीतारमण के खिलाफ विशेषाधिकार हनन का नोटिस दिया है


कांग्रेस ने प्रधानमंत्री नरेंद्र मोदी और रक्षा निर्मला सीतारमण पर राफेल विमान सौदे को लेकर सदन को ‘गुमराह करने’ का आरोप लगाते हुए मंगलवार को उनके खिलाफ लोकसभा अध्यक्ष सुमित्रा महाजन को विशेषाधिकार हनन का नोटिस दिया.

सदन में कांग्रेस के नेता मल्लिकार्जुन खड़गे की ओर से सुमित्रा महाजन को दिए गए इस नोटिस में आरोप लगाया है कि प्रधानमंत्री मोदी ने 20 जुलाई को अविश्वास प्रस्ताव पर चर्चा का जवाब देते हुए सदन को ‘गुमराह करने वाला बयान’ दिया.

खड़गे ने कहा, ‘लोकसभा में कार्यवाही एवं प्रक्रिया के नियम 222 के तहत मैं सदन को गुमराह करने के लिए प्रधानमंत्री नरेंद्र मोदी के खिलाफ विशेषाधिकार हनन का नोटिस देता हूं.’ रक्षा मंत्री के खिलाफ ऐसे ही एक अन्य नोटिस में पार्टी ने कहा कि 20 जुलाई को चर्चा में हस्तक्षेप करते हुए निर्मला सीतारमण सदन को ‘गुमराह करने वाला’ बयान दिया था उसको लेकर उनके खिलाफ विशेषाधिकार का नोटिस दिया जाता है.

राफेल को लेकर दोनों पार्टियों में जंग जारी

कांग्रेस का कहना है कि प्रधानमंत्री और रक्षामंत्री ने संसद को गुमराह किया है, ये विशेषाधिकार का हनन है. वहीं, इससे पहले बीजेपी सासंदों ने कांग्रेस अध्यक्ष पर प्रधानमंत्री नरेंद्र मोदी और रक्षा मंत्री निर्मला सीतारमण के खिलाफ झूठे आरोप लगाकर संसद को गुमराह करने का आरोप लगाया था.

लोकसभा में अविश्वास प्रस्ताव पर चर्चा के दौरान कांग्रेस अध्यक्ष राहुल गांधी ने फ्रांस के साथ हुए राफेल लड़ाकू विमान सौदे को लेकर गड़बड़ी के आरोप लगाए थे. राहुल ने पीएम और रक्षा मंत्री से राफेल की कीमत बताने की मांग भी की थी. जवाब देते हुए पीएम ने कहा था कि ये दो देशों के बीच समझौता है. रक्षा मंत्री ने भी सीक्रेसी क्लॉज़ का हवाला देते हुए कीमत बताने से इनकार कर दिया था.

कांग्रेस का कहना है कि सौदे में सीक्रेसी क्लॉज़ जैसी कोई व्यवस्था नहीं और पीएम व रक्षा मंत्री दोनों ने सदन को गुमराह किया. सदन को गुमराह करने का आरोप लगाते हुए कांग्रेस नेता आनंद शर्मा ने विशेषधिकार हनन प्रस्ताव लाने का संकेत भी दिया.

India, Iran’s top oil client after China, shipped in 5.67 million tonnes or about 457,000 barrels per day (bpd) of oil from the country in the first three months of this fiscal year, Dharmendra Pradhan told lawmakers in a written reply.


Iran was the second-biggest oil supplier to Indian state refiners betw

een April and June, India’s oil minister said on Monday, replacing Saudi Arabia as companies took advantage of steeper discounts offered by Tehran.

India, Iran’s top oil client after China, shipped in 5.67 million tonnes or about 457,000 barrels per day (bpd) of oil from the country in the first three months of this fiscal year, Dharmendra Pradhan told lawmakers in a written reply.

He did not provide comparable numbers from the year-ago period. Data compiled by Reuters shows that India imported about 3.46 million tonnes, or about 279,000 bpd, from Iran between April and June last year.

State refiners, accounting for about 60 percent of India’s 5 million bpd refining capacity, had curbed imports from Iran last year in protest against Tehran’s move to grant development rights for the giant Farzad B gas field to other parties.

The refiners -Indian Oil Corp., Chennai Petroleum Corp.,  Bharat Petroleum and its unit Bharat Oman Refineries Ltd, Hindustan Petro;eum and Manglore Refinery and Petrochemicals- shipped in 9.8 million tonnes of Iranian oil in 2017/18, about a quarter less than a year ago, Pradhan’s reply showed.

For this fiscal year, the refiners had decided to almost double imports from Iran, which offered almost free shipping and extended credit period on oil sales.

Iraq continued to be the top oil supplier to India in the April-June period. New Delhi shipped in 7.27 million tonnes of oil from Iraq, while shipments from Saudi Arabia totalled 5.22 million tonnes, making it the third largest supplier, Pradhan’s statement showed.

India and other major buyers of Iranian oil are under pressure to cut imports from the country after Washington in May withdrew from a 2005 nuclear deal with Tehran and decided to reimpose sanctions on the OPEC member.

Reuters reported last month that India had asked refiners to prepare for drastic reductions or even zero Iranian oil imports.

The first set of sanctions will take effect on Aug. 6 and the rest, notably in the petroleum sector, following a 180-day “wind-down period” ending on November 4.

“Indian refineries import crude oil from diverse sources including Iran, depending on technical and commercial considerations,” Pradhan said, without elaborating if the refiners would cut imports from Tehran.

India’s overall oil imports from Iran in June declined by about 16 percent from May as refiners started weaning their plants off crude from Iran to avoid US sanctions.

PNB gets Rs 2,816 cr as part of govt’s capital infusion plan


The preferential allotment of equity shares to the government will be made after completing the process of regulatory approvals, Punjab National Bank said.


 

State-owned PNB today said it has received Rs 2,816 crore as capital infusion from the government via preferential allotment of equity shares. “The bank, as per Department of Financial Services notification, has received the amount of capital infusion of Rs 2,816 crore towards the contribution of the central government,” PNB said in a regulatory filing.

The preferential allotment of equity shares to the government will be made after completing the process of regulatory approvals, Punjab National Bank said.

Allahabad Bank had informed last week that it received Rs 1,790 crore as capital infusion from the government.

The government has approved capital infusion in five public sector lenders. The other three in this pack are Andhra Bank – Rs 2,019 crore, Indian Overseas Bank – Rs 2,157 crore and Corporation Bank – Rs 2,555 crore.
It is also likely that 2-3 more banks may be added to the list. The government had announced Rs 2.11 lakh crore capital infusion programme for public sector banks (PSBs) last October.

As per the plan, PSBs were to get Rs 1.35 lakh crore through re-capitalization bonds, and the balance Rs 58,000 crore through raising of capital from the market.

Of the Rs 1.35 lakh crore, the government has already infused about Rs 71,000 crore through recap bonds and the balance would be done during the current fiscal, 2018-19.

PNB stock closed 4.57 percent up at Rs 78.95 on BSE.

The government said the defence budget as a percentage of the Gross Domestic Product may appear to be decreasing due to an increasing trend of GDP growth of the country.

In the Union budget, the government had allocated Rs 2.95 lakh crore to defence forces which is estimated to be around 1.58 per cent of the country’s GDP. A separate allocation of Rs 1.08 lakh crore was set aside for defence pensions.

This defence budget, in terms of percentage of the GDP, was lowest since 1962.

Replying to a question in Rajya Sabha, Minister of State for Defence Subhash Bhamre said the defence budget, including allocation for miscellaneous expenditure and pensions, was Rs 4.04 lakh crore, which is 16.6 per cent of total expenditure of government for the year 2018-
“Further, capital budget of ministry of Defence for 2018-19 is approximately 33 per cent of the total capital expenditure of the central government,” Bhamre said

He said, “Defence budget as a percentage of GDP may appear to be decreasing due to increasing trend in the growth of GDP.”

In March, the Parliamentary Standing Committee on Defence, headed by BJP MP Maj Gen (retd) B C Khanduri, had come down hard on the government for inadequate allocation of funds to the Army, Navy and the Air Force.

The Army had told the panel that it was reeling under severe financial crunch and struggling to even make emergency procurement when China and Pakistan were carrying out modernisation of their defence forces in “full swing”.

The then Vice Chief of Army Staff Lt Gen Sarath Chand had told the parliamentary panel that inadequate allocation of funds in the defence budget for 2018-19 will hit the Army’s modernisation plan even as the Chinese military was competing to reach the level of the US.

In the Rajya Sabha, Bhamre said allocated budgetary resources are optimally utilised towards meeting the operational requirements of the armed forces.

“Depending upon the allocated resources schemes are also reprioritised to ensure that urgent and critical capabilities are acquired without compromise of operational preparedness,” he said.

“Deported” AAP MLAs Landed at Delhi Airport

 

New Delhi , July 23 , 2018 : “Deported” Punjab AAP MLAs Kultar Sing Sandhwan and Amarjit Singh Sandoa have returned back to India .Both of them claimed that they were not deported or sent back but they flown back to Delhi on their own .

Two AAp MLAs of Punjab Kultar Singh Sandhwan  and Amarjit Singh Sandoa have reportedly been detained at Ottwa Airport in Canada and asked to sent back by Canadian Immigration Authorities today .Unofficial sources told this reporter the relatives of one of the MLA made unsuccessful attempts to take the help of two Punjabi MPs to get the entry of them in Canada.The reason for their detention and deportation is still a mystery.

Dr Balbir Singh , Co-president AAP Punjab when contacted told babushahi.com  that he did not know any such thing happened with Kultar Singh  and Sandoa . He has read media reports in this regard only .He further told that both the MLAs were traveling to Canada on personal tour. They have not contacted any office bearer so far .He can comment only after he got in touch with them.

Cyber threat to G-mail users

 

 

San Francisco, July 22, 2018: Gmail users have been alerted about a new Google Mail feature which could be leveraged by online crooks to carry out a wave of scams, media reported.

The company, in April, unveiled its brand new design which introduced a clean new user interface and a swathe of new features including the ability to snooze a message, auto-generate smart replies and self-destruct emails in the brand new “Confidential Mode”.

“It’s the Confidential Mode which is at the centre of security fears,” Express.co.uk reported on Saturday.

The Department of Homeland Security (DHS) reportedly issued an alert on the “potential emerging threat… for nefarious activity” with the Gmail redesign, the report said.

“We have reached out to Google to inform them of intelligence relevant to their services and to partner to improve our mutual interests in cyber security,” Lesley Fulop, DHS spokesperson said.

Central to these fears was the new “Confidential Email” feature that can require users to click a link in order to access these messages.

If you’re a Gmail user using the official Google Mail website then the “Confidential Email” appears when you click to open it. It shows a date for when the content will expire and informs the users that the email can’t be forwarded or downloaded.

However, its different if you’re a Gmail user viewing the message as a third-party client or a non-Gmail user who receives a confidential email.

In those cases, instead of the message appearing in their browser, users have to click a button to view the email. And this is where the security fears lie.

With the Gmail redesign, scammers could send out fake versions of confidential email alerts and trick a user into entering sensitive details.

“The tech giant is committed to protecting the security of users’ personal information and hence, had created “machine learning” algorithms to detect potential phishing scams that cyber criminals carry out,” said Google spokesman Brooks Hocog.

Phishing scams are where cyber criminals try to trick victims into clicking on seemingly trustworthy links in order to steal sensitive personal information.(agency)

India to assist ‘SHAHTOOT’ project despite Taliban threat


Once completed, the dam will hold 146 million cubic meters of potable water for two million people in Kabul and irrigation water for 400,000 acres of land


Despite the growing threat from the Taliban, India has decided to assist Afghanistan in building another key project, the Shahtoot Dam, that will provide drinking and irrigation water to the residents of Kabul.

Informed sources said work on the World Bank-funded project could start as early as next month. Officials from India and Afghanistan recently met in New Delhi and discussed the broad contours of the project. Foreign Secretary Vijay Gokhale, during his visit to Kabul in February, had indicated to the Afghan side India preparedness to build the dam.

A feasibility study of the project was finalised in 2012 and the Afghan authorities were now working on the issue of land acquisition. Once this issue had been sorted out satisfactorily, the construction phase would begin.

India has in the past also built India-Afghanistan Friendship Dam, called the Salma Dam. The estimated cost of the Shahtoot Dam will be about $236 million and the project would be completed in three years.

New Delhi’s decision comes at a time when there are concerns in the Indian establishment over the violence unleashed by the Taliban in the war-ravaged country. Reports received by New Delhi suggest that more than half of area of the Khak-e-Jabbar district, which is just 45 KM from Kabul, is under militants’ control.

The Taliban is believed to have a presence in 40 out of 60 villages of Khak-e-Jabbar district. The militant outfit has also warned residents to compel their family members serving in military or civil organs to quit their jobs.

However, New Delhi is unruffled by the upsurge in violence in Afghanistan. “We are determined to assist Afghanistan in every possible manner to enable it to stand on its feet…we continue vigorously with all our developmental activities in Afghanistan for the benefit of the Afghans,’’ sources said.

Afghanistan’s National Disaster Management Authority (ANDMA) had recently warned that underground water reserves in Kabul would dry up within the next 10 years amid an increasing demand and the overuse of water in the capital city.

Observers say India’s decision to construct the Shahtoot Dam would greatly annoy Pakistan, which has vehemently opposed any role for New Delhi in the battle-scarred country.

The Pakistan Economy Watch recently said that Islamabad must lessen its dependence on arch-rivals India and Afghanistan for water by constructing dams and water reservoirs. Pakistan apprehends that projects like the Shahtoot Dam will skew the flow of Kabul River into Pakistan, thus triggering a water crisis in the country.

UK will not bar London declaration of SFJ i.e, ‘Referendum 2020’

London, July 19, 2018:

To ensure maximum participation for its proposed London Declaration on August 12, the Sikhs for Justice (SFJ) is offering sponsorships to students from Pakistan and Afghanistan.

The invites are also being sent to maximum students through social media.

To be eligible for sponsorship, the students are also being asked to submit as record by email a 30-second video clip on London Declaration, 5 tweets, Facebook Page of the SFJ website and their passport copies

After this, the SFJ will issue sponsorship letters to them. The participants will also be provided free boarding and lodging from August 10 to 14, 2018.

Notably, the spokesperson of Ministry of External Affairs, Raveesh Kumar had recently told media that the Indian government would demand from the UK government to not allow any anti-India activity in its country. But the UK government had rejected this on the grounds that no person could be barred from exercising his right to freedom of expression.

The spokesperson had also reiterated that the Sikh community in the UK had very strong ties with India and   such activities were handiwork of only a very small section of people trying to spoil the relations between both countries.
