Jammu and Kashmir governor Satya Pal Malik late Wednesday evening ordered the dissolution of state Assembly, paving the way for fresh elections. This move came hours after former chief minister Mehbooba Mufti and People’s Conference chairman Sajjad Gani Lone both staked a claim to form the government. In a press communiqué, the governor said he was ordering the dissolution of Assembly through the powers vested in him under Section 53 of the Constitution of Jammu and Kashmir.

As per the communiqué issued by the governor it was noted, “In exercise of the powers conferred under clause (b) of sub-section (2) of section 53 of the constitution of Jammu and Kashmir the Governor was dissolving the Legislative Assembly. By virtue of the powers vested upon me in terms of proclamation no: P1/18 of 2018 dated 20 June 2018 issued under sub-section (1) of section 92 and in exercise of the powers conferred upon me by clause (b) of sub-section (2) of section-53 of the constitution of Jammu and Kashmir, I hereby dissolve the Legislative Assembly.”

The Assembly was under suspended animation after BJP pulled support from the PDP and brought Mehbooba’s government. The two coalition partners had major differences, including the state’s constitutional position and the “way the militancy could be tackled.” The BJP has accused PDP of being soft towards “stone pelters” and was seeking abrogation of the state law that bars outsiders from owning property or contesting elections.

The PDP chief earlier wrote to the governor staking a claim to form the government. In a letter addressed to Malik, she said the PDP, with the support of NC and Congress, will form the government. However, during the day Lone also the governor a letter claiming the support of BJP and 18 other MLAs for formation of a government.

In the 87-member legislative Assembly, the PDP, Congress and NC have respectively the strength of 28, 12 and 15 MLAs. The strength of BJP in the Assembly was 25 while as Lone had 2 MLAs. Forty-four MLAs were required for an absolute majority and to form the government. Lone was seeking to cobble together a third front with PDP MP and former deputy chief minister Muzafar Hussain Baigh. Some PDP MLAs, including former minister Imran Ansari, and Zadibal MLA Abid Ansari openly criticised Mehbooba for “promoting favouritism in the party.”

With the dissolution of the Assembly, the governor would have to order polls within six months. Although the government conducted municipal polls and has already held two phases of panchayat polls, most wards were returned uncontested. Both the NC and PDP boycotted the polls against what they termed as “efforts to abrogate Article 35-A” of the Constitution which deprives outsiders from owning property in Jammu and Kashmir.

Mehbooba also tweeted that the fax at the Raj Bhawan was not working. Mehbooba said that she was trying to contact the governor on phone, but he was unavailable. Officials at the Raj Bhawan remained unavailable for comment.

The order to dissolve the Assembly evoked a sharp reaction in Kashmir. Former chief minister Omar Abdullah wrote on Twitter, “JKNC has been pressing for dissolution for 5 months now. It can’t be a coincidence that within few minutes of Mehbooba Mufti’s letter staking claim the order to dissolve the Assembly suddenly appears.” He earlier tweeted, “J and K Raj Bhawan needs a new fax machine urgently.”
Peoples Democratic Front (PDF) chairman Hakeem Yaseen said the dissolution of the Assembly was an “undemocratic exercise.” He added, “The governor should have allowed the parties to prove the majority in the legislative Assembly.” Earlier in the day, Yaseen said he was ready to support the PDP, NC and Congress combine.

Former chief minister Ghulam Nabi Azad called the meeting of the Congress leaders on Friday to “discuss the modalities for the government formation in the state.” Senior PDP leader Altaf Bukhari also met Omar before Mehbooba wrote the letter staking the claim to form the government.

दिल्ली में घुसे जैश-ए-मोहम्मद के 2 आतंकी, पुलिस ने किया हाई अलर्ट

नई दिल्ली, 20 नवंबर (एजेंसी)।अमृतसर विस्फोट के दो दिन बाद दिल्ली पुलिस ने मंगलवार को जैश ए मोहम्मद के दो संदिग्ध आतंकियों की तस्वीर जारी करते हुए राजधानी को हाई अलर्ट कर दिया। पुलिस के मुताबिक, ये दोनों संदिग्ध गुर्गे राजधानी में हमले को अंजाम दे सकते हैं।

पुलिस ने बताया कि दोनों की तलाशी के लिए गेस्ट हाउस, होटल्स और उन पेइंग गेस्ट को खंगाला जा रहा है जहां पर विदेशी छात्र रहते हैं। साथ ही, दिल्ली के सभी प्रवेश द्वार कड़ी नजर रखी जा रही है। दोनों संदिग्ध आतंकियों की तस्वीरें शहर के कई जगहों पर लगा दी गई है और सोशल मीडिया पर भी उसे शेयर कर दिया गया है।

दिल्ली पुलिस ने जो फोटो जारी किया है उसमें दो शख्स एक पत्थर के पास खड़े दिख रहे हैं जिस पर लिखा है फिरोजपुर 9 किलोमीटर और दिल्ली 360 किलोमीटर। पंजाब का फिरोजपुर अमृतसर से 133 किलोमीटर दूर है जहां पर रविवार को एक धार्मिक स्थल पर दो बाइक सवारों की तरफ से फेंके गए हैंड ग्रेनेड में तीन लोगों की मौत हो गई थी और 20 लोग घायल हुए थे।

गौरतलब है कि इससे पहले पंजाब में भी आतंकियों के घुसने की खुफिया जानकारी मिली थी।
उधर, दिल्ली पुलिस की स्पेशल सेल ने आईजीआई एयरपोर्ट से मंगवार को हिजबुल मुजाहिद्दीन के उस खूंखार आतंकी को गिरफ्तार कर बड़ी कामयाबी हासिल की है, जिसकी जम्मू पुलिस की सीआईडी यूनिट में काम करने वाले एसआई की हत्या मामले में तलाश थी। पुलिस के हत्थे चढ़ा यह आतंकी जम्मू कश्मीर के पुलवामा में सब इंस्पेक्टर इम्तियाज मीर की हत्या में आरोपी है। पुलिस के मुताबिक आरोपी ने अपनी गर्लफ्रेंड के जरिये ही उसने एसआई की लोकेशन की जानकारी हासिल कर हिजबुल मुजाहिद्दीन के अपने साथियों को दी थी, जिसके बाद उसे अगवा कर मार डाला गया था।

अमृतसर। अमृतसर निरंकारी डेरे पर गे्रेनेड हमले में आरोपियों द्वारा इस्तेमाल किए गए मोटर साइकिल की पहचान कर ली गई है। दूसरी ओर हमलावरों का सुराग देने वालों के लिए 50 लाख के इनाम की घोषणा की गई है। ताजा मिली जानकारी के अनुसार सीसीटीवी फुटेज के आधार पर उस मोटरसाइकल की पहचान कर ली गई है, जो हमले में इस्तेमाल की गई थी। सीसीटीवी फुटेज में हमलावर भी दिख रहे हैं जिनमें से एक ने चेहरे पर नकाब पहना है। बताया गया है कि पुलिस ने स्केच जारी कर दिए हैं।

कई जिलों की पुलिस को अमृतसर में तलाशी के लिए भेजा गया है। साथ ही, आसपास के गांवों में भी बाइक और हमलावरों को तलाशा जा रहा है।
आतंकी हमले में जाकिर मूसा का हाथ बताया जाता है। हमले को लेकर केंद्रीय गृहमंत्री राजनाथ सिंह ने एक आपात बैठक बुलाई है। गृहमंत्री राजनाथ सिंह की अगुवाई में हो रही इस बैठक में रॉ और आईबी सहित गृह मंत्रालय के कई वरिष्ठ अधिकारी शामिल हैं। इस बीच पंजाब के सीएम कैप्टन अमरिंदर सिंह ने कहा है कि हमलावरों के सुराग देने वालों को सरकार 50 लाख रुपये इनाम देगी। पंजाब और जम्मू-कश्मीर क बॉर्डर पर नया हाई अलर्ट जारी कर दिया गया है। उधर, एनआईए की 3 सदस्यीय टीम घटनास्थल पर जांच के लिए पहुंची है।

पीजीआई प्रोफेसर के खिलाफ चलेगा यौन शोषण का मामला

पीजीआई में तैनात एक प्रोफेसर के खिलाफ यौन शोषण का मामला चलेगा। इसकी मंजूरी शनिवार को केंद्रीय मंत्री जेपी नड्डा ने दे दी है। ज्ञात रहे पिछले दिनों एक रिसर्च स्कॉलर ने प्रोफेसर पर यौन उत्पीडऩ का आरोप लगाया था, जिसके बाद पीजीआइ ने मामले में कार्रवाई के लिए कमेटी गठित की थी। कमेटी ने प्रो. गौतम को दोषी माना और अपनी रिपोर्ट गवर्निंग बॉडी को भेज दी थी। अब गवर्निंग बॉडी ने यौनशोषण मामले में कार्रवाई को मंजूरी दे दी है।

यह प्रोफेसर पीजीआइ के माइक्रोबायोलॉजी डिपाटमेंट में कार्यरत है। मीटिंग में रिसर्च में प्लेगियारिज्म (रिसर्च वर्क चोरी करना) करने वाले डॉक्टर के खिलाफ कड़ी कार्रवाई का फैसला लिया गया है। ऐसे डॉक्टरों पर दो साल तक रिसर्च करने पर रोक लगाने के अलावा उन्हें नौकरी से हटाया जा सकता है। पीजीआइ गवर्निंग बॉडी के इस फैसले के बाद पीजीआइ में प्लेगियारिज्म के मामले में फंसे डॉक्टर अब मुसीबत में पड़ सकते हैं।

पीजीआई से कई मुद्दों पर हुई चर्चा
पीजीआई के संबंध में हुई इस बैठक में कई अहम मुद्दों को लेकर चर्चा हुई। फैसला लिया गया कि जिन डॉक्टर के खिलाफ रिसर्च में धोखाधड़ी का मामला सही पाया जाएगा उन पर एक से दो साल तक रिसर्च पर पूरी तरह पाबंदी लगा दी जाएगी। साथ ही ऐसे डॉक्टर रिसर्च गाइड भी नहीं बन सकेंगे। आरोपित डॉक्टरों को भारी आर्थिक नुकसान भी उठाना पड़ेगा। कमेटी ने आरोपित डॉक्टर के 3 से 4 इंक्रीमेंट रोकने का फैसला लिया है। शोध चोरी का मामला अत्यधिक गंभीर होने पर आरोपित डॉक्टर को नौकरी से भी निकाला जा सकता है।

पीजीआई में होंगे नए डाक्टर भर्ती
पीजीआई की गवर्निंग बॉडी बैठक में नए डॉक्टर की भर्ती का मामला भी आया। जानकारी अनुसार बैठक में पीजीआइ के लिए 12 नए डॉक्टर की नियुक्ति को स्वीकृति दे दी गई है। गौरतलब है कि पीजीआइ में मरीजों के बढ़ते बोझ और डॉक्टरों की रिटायरमेंट के कारण डॉक्टर की कमी तेजी से बढ़ रही है। पीजीआइ ने कुछ समय पहले 35 फैकल्टी के लिए इंटरव्यू किए थे। जिसमें से कमेटी ने 12 डॉक्टर की नियुक्ति की मंजूरी दी है। कमेटी ने रायबरेली एम्स के लिए भी 4 डॉक्टर की नियुक्ति को मंजूर कर लिया गया है। केंद्रीय स्वास्थ्य मंत्री जेपी नड्डा की अध्यक्षता में हुई मीटिंग में गवर्निंग बॉडी के करीब 15 लोगों ने हिस्सा लिया। इसमें पीजीआइ डायरेक्टर प्रो. जगतराम और यूटी प्रशासक के सलाहकार परिमल राय भी मौजूद थे।

Shiv Sena endorsed Shahid Afridi’s statement on Kashmir

The Shiv Sena on today reacted on former Pakistani cricketer Shahid Afridi’s remarks that his country “does not want Kashmir” and said all sane Pakistanis would endorse the view.

According to the Sena, in an editorial in its mouthpiece ‘Saamana’, said Pakistan’s government and the military chief gave more impetus on trying to harm India than governing the country as a result of which it has to seek external financial aid even 70 years after Independence.

Former all-round cricketer of Pakistan Shahid Afridi on Wednesday proposed that Pakistan-occupied Kashmir should be given “independence”, saying the country does not want the region as it cannot even manage its four provinces.

Afridi was addressing students in London when he is learnt to have the statement. The video, in which he is heard saying that Pakistan is not interested in Kashmir and since the country is against giving it to India, the region should be given independence, has gone viral on the social media.

“I say Pakistan doesn’t want Kashmir. Don’t give it to India either. Let Kashmir be independent. At least humanity will be alive. Let people not die,” he said.

He went on add that “humanity” or “insaniyat” should be prioritised.

Afridi later blamed the Indian media for quoting him.

The Sena’s editorial Friday stated, “Pakistan has become so poor in trying to support terrorism and corruption that it now is left with only the option of selling cattle and vehicles from the Prime Minister’s residence.”

It claimed that Pakistan was on the verge of a financial breakdown and it had been relegated to begging for a bailout from countries like China after the International Monetary Fund (IMF) turned down its aid request.

“If the country needs financial oxygen to keep its economy going, alive, how will it take care of Kashmir? Not just Afridi, every sane Pakistani will hold the same view. However, who asks the common man there?” the editorial questioned.

“The government and the military chief there give more impetus on harming India than doing good for its people. Therefore, they have to beg for aid even 70 years after Independence,” it said.

The Sena further dubbed Afridi as “anti-Indian” and said he has, in the past, made derogatory statements against India.

Citing examples, it said Afridi had shown a soft corner for 13 terrorists eliminated by Indian security forces and has been repeatedly advocating Independence for Kashmir.

A day after Afridi’s remarks, Home Minister Rajnath Singh on Thursday said the former cricketer’s comment that his country could not even manage its four provinces, was right.

Addressing a press conference in Raipur, the minister said, “What is he said is right. They are not able to manage Pakistan. How can they manage Kashmir? Kashmir is and will be a part of India.”

सेब मंडी की आधारशिला पर आम आदमी पार्टी ने किया विरोध प्रदर्शन

बीजेपी की नीतियां जनविरोधी, सिर्फ पूंजीपतियों को फायदा पहुंचाने वाली : योगेश्वर शर्मा

आज आम आदमी पार्टी ने कालका पहुंचने पर सीएम मनोहर लाल खट्टर का विरोध प्रदर्शन किया। सीएम मनोहर लाल आज सेब मंडी का शिलान्यास करने एचएमटी पहुंचे थे । आज आम आदमी पार्टी के सभी कार्यकर्ताओं ने योगेश्वर शर्मा की अध्यक्षता में मनोहर लाल खट्टर का पुतला फूंका और बीजेपी विरोधी नारे लगाए। इस अवसर पर योगेश्वर शर्मा ने जारी एक बयान में कहा कि बीजेपी की नीतियां सिर्फ पूंजीपतियों को फायदा पहुंचाने वाली है। बीजेपी को गरीबों से कोई लेना देना नहीं है। एचएमटी की इंडस्ट्रियल जगह पर से मंडी लगाकर बीजेपी ने यह साबित भी कर दिया है। उन्होंने कहा कि पहले तो एचएमटी बंद करने का निर्णय ही गलत था जिस वजह से दो हजार के करीब परिवार बेरोजगार और बेघर हो गए और उसके बाद इंडस्ट्रियल एरिया में अगर इंडस्ट्री ही लगाई जाती तो उन लोगों को रोजगार मिलने के अवसर प्रदान होते जिन्हें सरकार ने एचएमटी बंद कर बेघर और बेरोजगार किया था। योगेश्वर शर्मा ने कहा कि एचएमटी बंद करने का फैसला बहुत ही निंदनीय है उस पर सेब मंडी लगाकर बीजेपी ने यह साबित कर दिया कि बीजेपी कितनी जनता की हितेषी है। सेब मंडी वैसे भी सिर्फ 2 महीने का ही व्यवसाय है बाकी समय पर उसका क्या उपयोग लिया जाएगा ये सरकार ने नहीं सोचा । यहां जारी एक बयान में योगेश्वर शर्मा ने कहा कि सेब मंडी का निर्णय बीजेपी ने सिर्फ अपने ही हितेषीओं और अपने नेताओं को फायदा पहुंचाने के लिए ही लिया है ताकि वह उनको सस्ते रेट पर जमीन अलॉट कर सके और वह अपनी मनमर्जी से बाद में वहां कोई भी काम कर सके।

इस अवसर पर उनके साथ कालका विधान सभा के संगठन मंत्री प्रवीण हुड्डा भी मौजूद थे प्रवीण हुडा ने जारी बयान में कहा कि वो एचएमटी बंद होने से हुए बेरोजगार लोगों के हक की लड़ाई अभी लड़ते रहेंगे और सरकार की सेब मंडी की नीति के विरुद्ध अदालत का दरवाजा खटखटाएंगे। हुड्डा ने यह भी कहा कि जल्द ही 2019 में कालका की जनता बीजेपी को करारा जवाब देगी और आम आदमी पार्टी की सरकार बनेगी। इस अवसर पर उनके साथ बिट्टू सदाना,स्वर्ण पाल सिंह , बिज भुशन, हरप्रीत सिंह, मनप्रीत, आर्य सिंह, सनी व कई पदाधिकारी और कार्यकर्ता मौजूद थे।

Punjab on high alert

Sources said that all the four accused had hired the taxi from Jammu to Amritsar in Punjab and had dinner at a restaurant near Samba in Jammu where they picked up a quarrel with the owner.

 

CHANDIGARH-JAMMU, Nov 14:

Alert has been sounded in Pathankot-Kathua regions on Punjab-J&K border after four persons hijacked a taxi on gun point in Madhopur.
“As per initial reports, four persons hijacked a taxi having J&K registration (JK02AW-0922) Silver Colour, Innova from Madhopur between Punjab-Kathua,” police sources here said.
They said that as per driver namely Raj Kumar, son of Babu Ram, resident of Saza, district Doda, four persons hired the taxi from Jammu for Pathankot on Tuesday night and on reaching Madhopur, they pointed revolver at him and fled away with the vehicle leaving him injured.
“Alert has been sounded and manhunt launched in Pathankot and other adjoining areas to track them with the vehicle,” they said.
Meanwhile, a senior officer of J&K Police said that initially nothing can be said whether the hijackers were terrorists or it is a foul play by some mischief persons.
“We are in regular touch with the Punjab Police,” they added. Vice President of Railways Taxi Union, Rajvinder Singh said that on seeing CCTV footage, four men were seen boarding the taxi.
“They were asked to hire a small car as they were four in number but they did agree and after paying an amount of Rs 3550, they booked Innova in the name of Major Sarabjeet,” said the Taxi Union leader.
He said that as per the driver, who called them after an incident, said that the occupants were communicating in “pure” Punjabi language, which is often spoken in Pakistan and they stopped once at Kathua for meals.
“At Madhopur where token is deposited, the driver was about to step out but the travellers, beat him and fled away with vehicle,” said the Union leader. He added that they are in regular touch with the Punjab Police.
“If the occupants claimed that they were Army men at Lakhanpur Toll, the duty men should have checked their identity cards to prevent this incidence,” he added and said that prompt action is required so that major incident can be foiled. However, security has been tightened on Jammu-Pathankot national highway while check points are also raised

सर्वोच्च न्यायालय के आदेशानुसार सभी प्रकार के वाहनों पर हाइ सेक्यूरिटी नंबर प्लेट लगवाना हुआ अनिवार्य

सुप्रीम कोर्ट के आदेशों के तहत हर प्रकार के वाहनों में हाई सिक्योरिटी नंबर प्लेट लगवाना अनिवार्य हो गया है। अब इसका पालन कराने के लिए ट्रैफिक पुलिस ने भी कमर कस ली है। जिसके तहत अब लगातार नेशनल हाई-वे 344 पर ट्रैफिक पुलिस पैनी नजर जमाए बैठी हैै। इस कड़ी में शुक्रवार व शनिवार को ट्रैफिक पुलिस ने लगभग 50 वाहनों के चालान काटे। ट्रैफिक पुलिस एएसआई वीरेंद्र सिंह ने बताया कि सभी तरह के वाहनों में हाई सिक्योरिटी नंबर प्लेट लगवाने का प्रावधान किया गया है। इस प्रावधान के मुताबिक पुलिस ने खूब प्रचार प्रसार भी किया। इसके बाद भी लोग नियम के पालन के लिए गंभीर नजर नहीं आ रहे हैं।

उन्होंने बताया कि शनिवार को धीन गांव के पास इसी कड़ी में 15 चालान किए गए हैं। जिनमें 8 चालान बगैर हाई सिक्योरिटी नंबर प्लेट व 7 चालान ओवरस्पीड के काटे गए हैं। इसी तरह शुक्रवार को भी मनका गांव के पास चालान किए गए थे । जिसमें 16 चालान बिना हाई सिक्योरिटी नंबर प्लेट व 7 चालान ओवरस्पीड वाहनों के काटे गए थे। उन्होंने सभी वाहन चालकों को नसीहत देते हुए कहा कि सभी को यातायात के नियमों का पालन करना चाहिए। वाहन चलाते समय सीट बेल्ट व हैलमेट का प्रयोग करना चाहिए।

अब प्रश्न यह उठता है की आखिर यह हाइ सेक्यूरिटी नुंबर प्लेट है क्या?

आपको इसके नाम से ही पता चल गया होगा कि यह नया नंबर प्‍लेट पहले के मुकाबले बेहतर और सु‍रक्षित होगा। आपको बता दें कि, हाई सिक्‍यूरिटी रजिस्‍ट्रेशन प्‍लेट एल्‍यूमिनीयम का बना हुआ एक प्‍लेट होगा। इस नंबर प्‍लेट पर एक होलोग्राम लगा होगा जिसपर एक चक्र बना होगा। यह होलोग्राम एक ऐसा स्टीकर होगा जिसपर वाहन के इंजन और चेसिस नंबर इंगित होगा। सबसे खास बात यह है कि यह होलोग्राम जल्‍द नष्‍ट होने वाली नहीं होगा।

इसके अलावा हर प्‍लेट पर 7 अंकों का एक यूनीक लेजर कोड होगा जो कि हर वाहन के नंबर प्‍लेट पर अलग-अलग होगा। इस नंबर प्‍लेट पर आपके वाहन का जो रजिस्‍टेशन नंबर होगा वो सबसे खास होगा। जिसे हटाने या फिर मिटाने में पसीने छूट जायेंगे। इस नंबर प्‍लेट पर आपके वाहन का जो रजिस्‍ट्रेशन नंबर लिखा गया होगा वो किसी पेंट या फिर स्‍टीकर आदि से नहीं लिखा होगा।

नंबर को आपके प्‍लेट पर प्रेसर मशीन से लिखा गया होगा जो कि प्‍लेट पर उभरा हुआ दिखेगा। यह कार्य आरटीओ द्वारा किया जायेगा इस वजह से जो अंक और अक्षर उभरेगा उस पर भी आईएनडी दिखेगा। इस कार्य में कोई जालसाजी नहीं हो सकती है क्‍योंकि कोई भी व्‍यक्ति अपने मन से न तो इन नंबरों में कोई फेर बदल कर सकता है और न ही उन्‍हे मिटा सकता है।

इस हाई सिक्‍यूरिटी रजिस्‍ट्रेशन प्‍लेट को अपने वाहन पर लगाने के लिए आपको अपने जेब से कितना पैसा खर्च करना होगा? आइयें हम आपको बतातें है। यदि आपके पास चार पहिया वाहन है तो इसके लिए आपको महज 334 रूपये और यदि दोपहिया वाहन है तो महज 111 रूपये देनें होंगे।

इसके अलावा यदि आप कोई व्‍यवसायीक वाहन के लिए हाई सिक्‍यूरिटी रजिस्‍ट्रेशन प्‍लेट प्राप्‍त करना चाहतें है। इसके लिए 134 रूपये और यदि आपका वाहन हैवी व्‍यवसायीक वाहन की श्रेणी में आता है तो इसके लिए आपको 258 रूपये देनें होंगे। आपको बता दें कि हर हाई सिक्‍यूरिटी रजिस्‍ट्रेशन प्‍लेट के वैधता समय भी होगा एक प्‍लेट जारी किये गये तारिख से 5 वर्षो तक के लिए वैध माना जायेगा। स्‍नैप लॉक देगा मजबूती: यह एक तरह का पिन होगा जो कि आपके हाई सिक्‍यूरिटी रजिस्‍ट्रेशन प्‍लेट को आपके वाहन से जोड़ेगा। इसे विभाग द्वारा ही लगाया जायेगा। सबसे खास बात यह कि यह किसी स्‍क्रू या फिर नट-बोल्‍ट की तरह नहीं होगा जिसे आप स्‍क्रू ड्राइवर या फिर पाने से खोल सकेंगे यह पिन एक बार आपके वाहन से प्‍लेट को पकड़ लेगा तो य‍ह दोनों ही तरफ से लॉक होगा। जो कि किसी भी द्वारा खोला नहीं जा सकेगा।

आखिर इस नंबर प्‍लेट की आवयश्‍क्‍ता क्‍या है। आपको बता दें कि यह नंबर प्‍लेट न केवल आपको सुविधा प्रदान करेगा बल्कि अपराधियों पर भी पूरी नकेल कसेगा। आइयें बतातें है कैसे? इस नंबर प्‍लेट में प्रयोग किये गये स्‍नैप लॉक सिस्‍टम के कारण कोई भी आपके वाहन के रजिस्‍ट्रेशन प्‍लेट को हटा नहीं सकेगा जिससे वाहन चोरी की वारदातों को अंजाम देनें वालों की खैर नहीं होगी।

ट्रैफिक पुलिस एएसआई विरेन्द्र सिंह ने बताया कि नेशनल हाइवे 344 बनने के बाद वाहनों की स्पीड़ बढ़ गई है । लोग ओवर स्पीड ड्राईव करते है, जिससे लगातार हादसे घटित हो रहे है । जिसमें कुछ जाने भी जा चुकी है। लेकिन ट्रैफिक पुलिस ओवर स्पीड वाहनों के चालान काट कर उन्हें निर्धारित स्पीड में वाहन चलाने की नसीहत भी देती है । उन्होंने कहा कि यह अभियान नेशनल हाईवे 344 पर लगातार जारी रहेगा ताकि वाहन चालक यातायात नियमों का पालन करें व हादसों के बढ़ते ग्राफ में कमी आए । उन्होंने कहा यातायात के नियम तोडऩे वाले किसी भी वाहन चालक को नहीं बक्शा जाएगा।

पीएम मोदी ने अर्बन नक्सलियों के खिलाफ हमला बोला और कहा कि शहरी नक्सलवाद ने आदिवासियों को शिकार बनाया है.

जगदलपुर के लाल बाग में गुरुवार को पीएम मोदी ने चुनावी रैली में कांग्रेस पर जमकर निशाना साधा. बस्तर की 12 सीटों पर 12 नवंबर को मतदान होना है. पहले चरण में 18 सीटों पर मतदान होने जा रहा है.

पीएम मोदी ने कहा ‘इस बार विकास की नई योजना लेकर आया हूं. पहले मेरा परिवार और मेरा रिश्तेदार होता था. बस्तर से भुखमरी, गरीबी और बेरोजगारी को मिटाना है.’

उन्होंने कहा कि बस्तर को समृद्ध और मजबूत बनाना है. पीएम मोदी ने कहा कि हमने बिचौलियों को खत्म किया है.

प्रधानमंत्री ने कहा ‘माओवादियों को क्रांतिकारी कहने वाली कांग्रेस को जनता माफ नहीं करेगी. दिल्ली में ऐसी सरकार बैठी है, जो छत्तीसगढ़ सरकार के साथ कंधा से कंधा मिलाकर काम कर रही है. चार सालों में छत्तीसगढ़ 9 हजार से अधिक गांवों को सड़क से जोड़ा गया.’

India to send two former diplomats to talks that include Taliban representatives

Amar Sinha, India’s former envoy to Kabul, and T.C.A. Raghavan, former Indian High Commissioner to Pakistan, will represent New Delhi at the Moscow talks.

In a significant departure from India’s stand on engaging the Taliban, the government announced it would participate at a “non-official” level, sending two former senior diplomats to attend talks on the Afghanistan peace process to be held in Russia on Thursday.

The talks, known as the “Moscow format” will include a “high-level” delegation from the Taliban as well as a delegation of Afghanistan’s “High Peace Council”, along with twelve countries, and will mark the first time an Indian delegation has been present at the table in talks with the Taliban representatives based in Doha. On Thursday, the United States said it would send representatives from its embassy in Moscow to the talks; Pakistan is also expected to send a representative.

“India supports all efforts at peace and reconciliation in Afghanistan that will preserve unity and plurality, and bring security, stability and prosperity to the country. India’s consistent policy has been that such efforts should be Afghan-led, Afghan-owned, and Afghan-controlled and with participation of the Government of Afghanistan,” said MEA spokesperson Raveesh Kumar, adding that “our participation at the meeting will be at the non-official level.”

Sources told Demokraticfront.com that India will send two retired diplomats, Amar Sinha and TCA Raghavan as its representatives. While Mr. Sinha was ambassador to Kabul (2013-2016), Mr. Raghavan has held senior posts in the Ministry of External Affairs dealing with Afghanistan and Pakistan and was High Commissioner to Islamabad (2013-2015) and is currently the Director General of the government-run Indian Council of World Affairs (ICWA) think-tank based in Delhi.

The Russian government welcomed India’s decision to participate in the talks on November 9. “We highly regard Indian support in the peace process in Afghanistan and welcome Indian readiness and that of other partner countries in the Moscow format,” the Russian Embassy said in a statement on Thursday.

When asked why India’s stand had undergone a significant shift vis-à-vis the Taliban, government officials said that the decision was the outcome of “close discussions with the Afghanistan government,” and it was felt necessary for India to have a “presence” there.

Analysts see the Modi government’s decision as a significant marker in the Afghan dialogue process, given that India has in the past declined to participate in the Moscow format with the Taliban unless the Afghan government participated. A Russian proposal to hold the talks on September 4 had to be cancelled after the US pulled out of them, and the Ghani government opposed them.

“India would have preferred a direct process between the Ghani government and the Taliban, but since that is not possible, a regional process like this one is the next best option. It is to Russia’s credit that they have been able to bring everyone to the table for this round of talks,” former Ambassador to Afghanistan Rakesh Sood toldthe media persons.

The Ghani government said this week it is allowing the delegation of the High Peace Council (HPC) that is designated to further the reconciliation process with the Taliban on the understanding the Moscow format will lead to direct talks with the Taliban.

“Our agreement with the Russians is that this meeting should lead to direct talks between us (Afghan government) and the Taliban, if it does not happen like this, then this will reflect the intention of the Taliban and this means they (Taliban) are not prepared for peace,” MoFA spokesperson Sibghat Ahmadi was quoted in local reports.

Apart from the Taliban political leadership based in Doha, and the HPC from Kabul, the Russian government has invited delegations from India, Pakistan, the U.S., China, Iran and five Central Asian Republics.
