central service rules to be applicable from 1st April 2022 on employees of Chandigarh : Home Ministry

Through recent notification of Home Ministry, central service rules are applicable from 1st April 2022 on employees of Chandigarh that are under administrative control of the Administrator of Chandigarh. As a result of this notification, teachers of many colleges of Chandigarh have got 7th pay scales and will now retire at 65 years. Interestingly, being inter-state corporate body, Panjab University has not been covered in this notification and therefore University teachers are still to get 7th Pay scales and other central benefits. As per prevalent conditions, Panjab University teachers are retiring at age of 60 years whereas their fellow colleagues from colleges in Panjab University will now retire at age of 65 years. 


More than 100 faculty members of Panjab University, Chandigarh met the Vice Chancellor of Panjab University and Sh. Satya Pal Jain, Ex. Member of Parliament and Additional Solicitor General of India who is senior most fellow of PU. Faculty members submitted to the one representation addressed to Sh. Amit Shah, Honourable Union Home Minister of India, that was signed by more than 500 teachers of Panjab University. In the representation, teachers of Panjab University have requested to make conditions of service including pay scales, for faculty of Panjab University to be such as specified in UGC regulations. Dr Parveen Goyal, who is member of present Senate, Panjab University, appreciated numerous positive works that Vice Chancellor Prof Raj Kumar has done in last 3.5 years for development of the University. He appreciated Shri Satya Pal Jain’s pivotal role in implementation of central service rules on employees of Chandigarh and requested Shri Satya Pal Jain to personally deliver to Shri Amit Shah representation signed by 500+ teachers of Panjab University to personally advocate the representation before Shri Amit Shah. Professor Manu Sharma, who fought PUTA elections in 2021, said that historically Panjab University has international character and deserves very opulent existence. He emphasized that it is high time that some concrete solution to perennial financial crisis plaguing Panjab University should be conceived as soon as possible.

Dr Naresh Mehandia from UIET observed that it is historic moment for Panjab University that 100+ teachers from different departments of Panjab University have collectively come on same page today and interacted with Vice Chancellor of University and Shri Satya Pal Jain in a very cordial atmosphere, for implementation of UGC regulations on teachers of Panjab University.

Dr Neeraj Singh, Executive member of PUTA, expressed his satisfaction that after a long time real issues concerning our University have been discussed with authorities in very conducive environment. Dr Sucha Singh and Dr Arvind Kumar felt that Panjab University being located in Chandigarh should have service conditions and pay scales similar to other employees of Chandigarh.

Dr Priyatosh expressed his happiness that honourable Vice Chancellor has assured that all the stakeholders of Panjab University would soon get a good news because he felt that the collective efforts of the teachers can never go waste.

Vice Chancellor Professor Raj Kumar and Shri Satya Pal Jain assured the teachers that they will try their level best to realize demands articulated by teachers in their representation.
