DC Sh Mahavir Kaushik constituted District Level Vigilance Committee and Sub Divisional Level Vigilance Committee Panchkula and Kalka :
- The committees will ensure a special focus on exercising preventive vigilance aimed at adopting measures to improve system and make the administrative machinery more effective –DC
- The District Level Vigilance Committee will conduct surprise checks at least once in a fortnight and the Sub Divisional Committee at least once a week
- The committees may collect samples during inspection of civil works for quality testing
Panchkula March 17:
Deputy Commissioner, Mahavir Kaushik said that District Level Vigilance Committee and Sub Divisional Level Vigilance Committee, Panchkula and Kalka comprising senior officers of the district administration and concerned departments have been constituted to ensure transparency in various works or activities of the departments and to make the administrative machinery more effective.
Sh Mahavir Kaushik was presiding over the meeting of District and Sub Divisional Level Vigilance Committees at Mini Secretariat here today. He said that these Vigilance Committees have been constituted in pursuance of the letter issued by the Chief Secretary.
He said that these committees will ensure a special focus on exercising preventive vigilance aimed at adopting measures to improve system and procedures to reduce lapses and eliminate corruption and to make the administrative machinery more effective by inspecting/checking the various works or activities of the departments . While the District Level Vigilance Committee will conduct surprise checks at least once in a fortnight, the Sub Divisional Committee will conduct surprise checks at least once a week, he added.
The Deputy Commissioner said that the Chairperson of the committees will have the prerogative to keep the destination of the surprise visit a secret. He said that the Committees will adopt the proper procedure and all the relevant laws, rules, regulations, instructions. Besides, the directions of the Government must be followed in letter and spirit during the checks. The Chairperson will also ensure that competent authority accompanies the team and takes action under the law. He said that the committees may collect samples during inspection of civil works for quality testing . The Chairperson will have discretion to choose the testing lab among the prescribed ones to which the sample will be sent, he further added.
He said that the Additional Deputy Commissioner, Panchkula will be the Chairperson of the District Level Vigilance Committee. The other members of the committee includes DSP State Vigilance Bureau, Panchkula Sh Sharif Singh, officer of the department concerned, executive engineer of other than concerned department nominated by the Deputy Commissioner and Account Officer, Zila Parishad, Panchkula.
He said that while the Sub Divisional Officer (Civil), Panchkula will the Chairperson of Sub Divisional Level Vigilance Committee, Panchkula, the other members of the Committee include officer of the department concerned, Sub Divisional Engineer of other than concerned department nominated by the Deputy Commissioner and Accountant, DRDA, Panchkula.
He said that similarly, Sub Divisional Officer (Civil), Kalka will be the Chairperson of Sub Divisional Level Vigilance Committee, Kalka. The other members of the committee include officers of the department concerned, Sub Divisional Engineer of other than concerned departments nominated by the Deputy Commissioner and Accountant, office of Block Development and Panchayats Officer (BDPO), Pinjore.
Among those present in the meeting included Additional Deputy Commissioner Sh Ayush Sinha, XEN UHBVN Sh Sanjev Sharma, XEN Public Works (Building and Roads) Sh Guarav Jain, XEN Public Health Engineering Sh Vikas Lathar, XEN HSVP SH N.K Payal, XEN Irrigation Anurag Goyal, SDO HSVP Ashok Rana and Amit Rathi and SDO MC Panchkula Sh Sumit Malik.
