पत्रकारिता की स्वतंत्रता सुनिश्चित करने की मांग करते हुए कश्मीर टाइम्स की एग्जीक्यूटिव एडिटर अनुराधा भसीन ने सुप्रीम कोर्ट में याचिका दायर की थी. इस पर प्रेस काउंसिल ऑफ इंडिया के चेयरमैन न्यायमूर्ति चंद्रमौली प्रसाद ने भसीन द्वारा सुप्रीम कोर्ट में दायर याचिका में हस्तक्षेप करते हुए सरकार के कदमों का समर्थन किया था

नई दिल्ली: जम्मू कश्मीर में आर्टिकल 370 हटाए जाने के बाद पाकिस्तान बौखलाया हुआ है. दुनियाभर में वह भारत की छवि को बदनाम करने की पूरी कोशिश कर रहा है. हालांकि दुनिया के किसी भी देश ने जम्मू कश्मीर को लेकर पाकिस्तान के झूठ को समर्थन देने से मना कर दिया है. इसके बावजूद कुछ भारतीय ही पाकिस्तान की भाषा बोल रहे हैं. वे पाकिस्तान की तर्ज पर जम्मू कश्मीर को लेकर भारत की छवि खराब करने पर आमदा हैं. इस कड़ी में ताजा नाम कश्मीर टाइम्स की एग्जीक्यूटिव एडिटर अनुराधा भसीन का है.

पत्रकार अनुराधा भसीन ने सुप्रीम कोर्ट में याचिका दायर कर आरोप लगाई है कि जम्मू कश्मीर में पत्रकारों पर बंदिशें लगा दी गई है. उन्होंने देश की सबसे बड़ी अदालत से अपील की है कि जम्मू कश्मीर में पत्रकारों को अपनी मर्जी से काम करने की इजाजत दी जाए. कोर्ट में इस मामले की सुनवाई गुरुवार (5 सितंबर) को सुनवाई होगी. यहां आपको बता दें जम्मू कश्मीर में सारे अखबार प्रकाशित हो रहे हैं. सुरक्षा दृष्टिकोण से थोड़ी बहुत बंदिशें जरूर हैं. हालांकि देशी-विदेशी मीडिया लगातार जम्मू कश्मीर की मौजूदा हकीकत पर स्टोरी कर रही हैं.

जम्मू कश्मीर में आर्टिकल 370 हटाए जाने के बाद पाकिस्तान किसी भी सूरत में वहां हिंसा कराने की फिराक में है, लेकिन भारतीय सुरक्षा बलों की मुश्तैदी के सामने उसके मंसूबे पर पानी फिर गया है. ऐसे में पाकिस्तान किसी भी भारतीय की ओर से दिए गए बयान को लपक कर उसे अंतरराष्ट्रीय मंच पर प्रस्तुत कर रहा है. उदाहरण के तौर पर कांग्रेस नेता राहुल गांधी ने पत्रकारों से कहा था कि जम्मू कश्मीर में लोगों की आवाज को दबाया जा रहा है.

पाकिस्तान मीडिया ने राहुल गांधी के इस बयान को प्रमुखता से प्रकाशित किया. इतना ही नहीं पाकिस्तान ने उनके बयान को सबूत के तौर पर संयुक्त राष्ट्र में प्रस्तुत किया था. हालांकि पाकिस्तान की इस हरकत के बाद राहुल गांधी और कांग्रेस को अपनी गलती का अहसास हुआ और उन्होंने इसपर सफाई भी दी है.

जम्मू कश्मीर के बड़े अखबार की पत्रकार होने के नाते अनुराधा भसीन की ओर से सुप्रीम कोर्ट में दाखिल की गई याचिका को भी पाकिस्तान अपने फायदे के लिए इस्तेमाल कर सकता है. जम्मू कश्मीर के राज्यपाल सत्यपाल मलिक कह चुके हैं कि राज्य में आर्टिकल 370 हटाए जाने के बाद हिंसा की एक भी घटना नहीं हुई है.

State level meeting held to discuss preparatory arrangements for conduct of census in 2021

Chandigarh, 4th September, 2019: A State level meeting took place between Sh. Vivek Joshi, IAS, Registrar General & Census Commissioner, India and Sh. Manoj Parida, IAS, Adviser to the Administrator, UT, Chandigarh to discuss preparatory arrangements for conduct of census in 2021.  Sh. Abhishek Jain, IAS, Director, Census Operations & Citizen Registration, Chandigarh, Ms. Prerna Puri, IAS, Director, Directorate of Census Operations, Haryana, Sh. Arun Kumar Gupta, IAS, Principal Secretary Home, UT, Chandigarh & Sh. Mandip Singh Brar, IAS, Deputy Commissioner, UT, Chandigarh also attended the meeting.

          The Census is proposed to be completed in two phases by March, 2021.  The Registrar General & Census Commissioner, India expressed satisfaction at the pre-test being conducted by Chandigarh Administration in Manimajra and Kaimbwala.  All citizens have been requested to cooperate.

Green Corridor from PGIMER to Airport was provided to an ambulance by Chandigarh Traffic Police

Today i.e. 4.9.2019 at around 12 noon, a green corridor to an ambulance of PGIMER for transportation of live human organ (lever) was provided by Chandigarh Traffic Police from PGIMER, Sector 12 to Chandigarh Airport for its onwards transportation to Jaipur. During the above said movement, clear passage was provided to the ambulance and in 18 minutes sharp the ambulance reached the Airport.  We thank the drivers from the General Public who gave way to this emergency vehicle today.

                Further, it is pertinent to mention here that in the last five years, Chandigarh Traffic Police has provided green corridor on 31 occasions. 

                Further, as per Section 194E of the Motor Vehicles Act, 1988, which is reproduced as under:-

Whoever while driving a motor vehicle fails to draw to the side of the road, on the approach of a fire service vehicle or of an ambulance or other emergency vehicle as may be specified by the State Government, shall be punishable with imprisonment for a term which may extend to six months, or with a fine of ten thousand rupees or with both.

                General public is requested to always give way to the emergency vehicles while driving vehicle.

Administrator holds meeting with Tri-city Coordination Committee

Chandigarh, 4th September, 2019: 

A high level meeting of Tri-city Coordination Committee was held under the Chairmanship of Sh. V.P. Singh Badnore, Governor of Punjab and Administrator, UT, Chandigarh.

Keshni Anand Arora, IAS, Chief Secretary, Haryana, Karan Avtar Singh, IAS, Chief Secretary, Punjab, Manoj Parida, Adviser to the Administrator, UT, Chandigarh and other senior officials of Chandigarh Administration, Punjab and Haryana were a part of this meeting.

It was decided in the meeting to expedite the proposal for outer-ring road to de-congest Chandigarh.  There were suggestions to restrict entry of diesel-operated vehicles including auto-rickshaws into the capital city.  DIG, Chandigarh suggested mandatory introduction of QR Code of each vehicle.  The Administrator felt the importance of sharing of intelligence and frequent meeting of Traffic Committees.  The Administrator also focused on prevention of cyber crime through Police.  DGP, Haryana stressed on collective efforts to tackle the problem of human trafficking and cheating by finance companies.  He also suggested implementation of Tri-city Nakah-bandi Plan.

Chief Secretary, Haryana focused on concerted efforts in tackling public health issues.  All government and private hospitals in the tri-city will be directed to notify detection of contagious diseases, so that its spread could be restricted.  Adviser, UT, Sh. Manoj Parida stated that the tri-city should join hands to tackle problems of beggars, stray animals and also to help in the successful implementation of ban on plastic in tri-city.

In connection with forthcoming Panjab University Campus Student’s Council Election and various Students’ Bodies in the affiliated 11 Colleges at Chandigarh on 06-09-2019 at 9:00am and at Arts Block I & II for evening studies at 5:00pm an elaborate law & order arrangements have been made. There are 62 departments and around 16138 votes will be polled at 167 polling booths (28 buildings) at Panjab University, whereas for evening studies there are 1500 votes. Similarly there are different 08 departments at South Campus UIET, Sec.25, Chandigarh. As per report, alliance of 18 different parties contesting Panjab University elections.

                Keeping in view the sensitivity of elections search operations have also been conducted at Panjab University Hostels to avoid any untoward incident and to restrain the unauthorised entry of outsiders at Panjab University. Further, special teams of intelligence and operations cell have also been deployed to keep an eye on any unsocial activities at Panjab University 24 X7, so that preventive measures could be initiated in advance.  In addition to above intelligence wings of Haryana, Punjab and Himachal states have also been requested to share important inputs / information regarding gangster unlawful activities in the election of Panjab University Student’s if came to notice.

                Thus; to ensure peaceful and fair manner elections Chandigarh Police have made adequate law and order, security and traffic arrangements at Panjab University and other 11 Colleges by deploying GOs-08, SHOs-08, Inspectors-18 and NGOs/ORs- 974 (Total-1008) in addition to all logistics. Further adequate arrangements for security of election material deployed. Lady GO and Lady Inspectors have been specially deployed at girls’ colleges.  Six Executive Magistrates have also been nominated with GOs.  Chandigarh Police is fully committed to conduct the Panjab University -2019 Elections in fair and peaceful manner.

Lecture at PU on “The Academic Status of Public Administration as a Discipline: A Critical Study”

            The Department of Public Administration, Panjab
University, Chandigarh organized fourth lecture on “The Academic
Status of Public Administration as a Discipline: A Critical Study” as
part of the ‘Public Policy: Theory and Praxis’ series by Dr Sujata
Singh, Senior Fellow, ICCSR and formerly Professor, Indian Institute
of Public Administration, New Delhi. Dr Bharati Garg, Assistant
Professor, Department of Public Administration, Panjab University,
Chandigarh introduced the speaker.

            Professor Sujata began her lecture by sharing her insights
on the status of Public Administration in the United States. She
opined that spoils system prevalent in the US acted as a key stimulus
for Woodrow Wilson, popularly known as the father of Public
Administration, who later also became the President of the US, to call
for systematic inquiry for a separate discipline of Public
Administration. The growth of the discipline in US has been
impressive. The discipline has carved its niche as a degree in Public
Administration and it continues to attract scholars from other social
sciences stream and stakeholders actively participate in the
formulation of curricula making it ever relevant. The Indian
experience, however, looks starkly different from the US. The
constitution of Indian Institute of Public Administration, New Delhi
on the recommendation of Paul H Appleby was primarily for the purpose
of promoting research and career in the discipline of Public
Administration. However the discipline, could never achieve such
success as was the case in US. The inward looking approach in
formulating curricula while ignoring global trends in the discipline
has made the subject less relevant. The lack of interest of the public
universities in starting up courses on public administration has also
constrained the growth of the discipline in India. Innovative teaching
pedagogy, relevant curricula and research are the way forward for
making the discipline ever relevant.

            The lecture was followed by active participation from
faculty members, researchers and students. Dr Navreet, Chairperson,

Stolen articals recovered from accused residence, arrested will be produced for remand

       A case FIR No. 208 dated 31.08.19 U/s 381 IPC PS-26 was registered on the complaint Sh. Inderjit Singh Virdi S/o Sh. Trath Singh Virdi R/o # 3118 Sector- 28/D Chandigarh in which he reported that his servant namely Vishnu S/o Thaneshar Pariyar Permanent address- Vill Mankot Distt Gulmi Nepal theft eight Gold Bangles each weight 1.5 Tola from his house.

          During the course of investigation accused Vishnu S/o Thaneshar Pariya Permanent address- Vill Mankot Distt Gulmi Nepal has been arrested on 3.9.19.

            The accused is in Police custody and today he will be produced in the court and police remand will be obtained to recover the stolen articles. The investigation is in progress.

Police arrested 2 for vehicle theft and got remand for 2 days

A case FIR No. 210 dated 3.9.19 U/s 379 IPC PS-26 was registered on the complaint of Mr. Arun Kumar S/o Sh Ravinder Kumar R/o # 130 J-Block Colony No. 4 Inds Area PH-1 Chandigarh, in which he reported that he parked his vehicle no. CH-01-TA-0526 make Bolero in front TCI Express of Plot No. 21 transport area Sector-26. When he checked at about 8.45 AM his vehicle was not found there.

          During the course of investigation a secret information received accordingly a team comprising SI Parvinder Singh I/C PP BDC & others under the supervision of SHO-26, Chandigarh was constituted.  The team has arrested the accused from Village- Sadora Distt- Yamuna Nagar Haryana and recovered stolen vehicle from his possession.  The detail of accused is as under:-

डिजिटल पंचायतों की ओर बढ़ते हुए धनखड़ ने हरियाणा की पंचायतों पर गर्व जताया

हरियाणा के विकास एवं पंचायत मंत्री ओमप्रकाश धनखड़ ने प्रदेश में शिक्षित पंचायतें देने के बाद अब पंचायतों को डिजीटल साक्षरता की ओर ले जाने का निर्णय लिया है। इस कड़ी में विभाग द्वारा लागू 7 स्टार इंद्रधनुष योजना के तहत अगले वर्ष के लिये सभी पंचायतों को स्टार पाने के लिये पंजीकरण अनिवार्य किया गया है तथा स्टार योजना में डिजीटल लिटरेसी को एक नया मानदंड के रूप में शामिल किया जायेगा।
धनखड़ आज यहां सेक्टर एक में रेड बिशप में 7 स्टार इंद्रधनुष योजना के तहत 6 जिलों की स्टार रेटिंग प्राप्त करने वाली 1292 पंचायतों को प्रतिनिधियों को संबोधित कर रहे थे। उन्होंने कहा कि हरियाणा देश का ऐसा राज्य है जिसकी पंचायतें पढ़ी लिखी हैं, सक्षम हैं, सामर्थ्य हैं तथा विश्वसनीय हैं। उन्होंने स्टार प्राप्त करने वाले पंचायतों के प्रतिनिधियों से अपील की कि वे बेहतर से बेहतर कार्य कर अपने गांव का गौरव बढ़ायें और आपके द्वारा किये गये काम को गांव के लोग याद रखें कि उक्त सरपंच के समय ग्राम पंचायत ने यह अनूठा कार्य हुआ था। उन्होंने कहा कि 2016 में हरियाणा की पंचायतों का चुनाव हुआ था। उस समय पढ़ी लिखी पंचायतें बनाने का गौरव हरियाणा को ही प्राप्त हुआ है। अब आप का समय 2021 में समाप्त होगा।
उन्होंने कहा कि गांव की गाथा लिखने के लिये शुरू किये गये गौरव पट्ट योजना जिस पर पूरे गांव का इतिहास, गांव के शहीदों, खिलाड़ियों, दानवीरों व अन्य प्रबुद्ध लोगों के नाम अंकित किये गये हैं जिन्होंने गांव का किसी न किसी क्षेत्र में  गौरव बढ़ाया है। उन्होंने पंचायत प्रतिनिधियों से आग्रह किया कि वे अपने.अपने ग्राम पंचायतों का ग्राम गौरव ढांचा निर्मित करायें। इसके लिये विभाग के पास फंड हमेशा उपलब्ध है। उन्होंने कहा कि गौरव पट्ट योजना के लिये पंचायती राज विभाग के अधिकारियों को नमन करते हैं जिन्होंने 20 से 25 हजार वीर शहीद का डाटा नई पीढ़ी के लिये गौरव पट्ट योजना के माध्यम से उपलब्ध कराया है। उन्होंने कहा कि हरियाणा के गौरव पट्ट योजना को हिमाचल प्रदेश ने अपनाया है जो हरियाणा के लिये गर्व की बात है। उन्होंने कहा कि हमने पंचायतों को सामाजिक सरोकार की ओर बढ़ाया है और पंचायतों ने इसमें भरपूर रूचि दिखाई है। प्रदेश की कुल 6207 पंचायतों में से 85 प्रतिशत पंचायतों में 7 स्टार स्कीम के तहत पंजीकरण कराया है। इस साल 3930 अर्थात 63 प्रतिशत पंचायतों में कोई न कोई स्टार प्राप्त किया है। हर स्टार के लिये एक लाख रुपये ग्राम पंचायत को विकास कार्यों के लिये अतिरिक्त रूप से दिये जाते हैं। इसके साथ ही 50 हजार रुपये की अतिरिक्त राशि उन पंचायतों को दी जाती है जहां पर लिंगानुपात सुधार व पर्यावरण सरंक्षण में स्टार प्राप्त किया है। आज सम्मान प्राप्त करने वाली अंबाला, करनाल, कुरूक्षेत्र, पंचकूला, यमुनानगर व पानीपत की 1292 पंचायतें हैं जिन्होंने एक स्टार पाने वाली 482,दो स्टार वाली 474, तीन स्टार वाली 262 तथा चार स्टार वाली 73 पंचायत शामिल हैं।
धनखड़ ने कहा कि विकास एवं पंचायत मंत्री होने के नाते मेरे लिये यह फख्र की बात है कि 2312 मेरी पंचायतें ऐसी है जिनमें कोई मुकदमेबाजी नहीं है, 3604 पंचायतें ऐसी है जहां हर बच्चा स्कूल जाता है, 240 पंचायतें ऐसी हैं जहां प्लास्टिक का उपयोग नहीं किया जाता और पर्यावरण के प्रति जागरूक हैं। इसके अलावा 203 पंचायतें ऐसी हैं जिन्होंने गुड गवर्नेंस को अपनाया है तथा 103 पंचायतें ऐसी है जिन्होंने सामाजिक सहभागीदारिता के साथ अपने गांव में विकास कार्य को आगे बढ़ाया है। बीस पंचायतों ने 6 स्टार प्राप्त किये हैं तथा 58 पंचायतों ने 5 स्टार प्राप्त किये हैं। इन पंचायतों को केंद्रीय ग्रामीण विकास मंत्री नरेंद्र तोमर ने महर्षि दयानंद विश्वविद्यालय में आयोजित एक कार्यक्रम में स्टार देकर सम्मानित किया था। उस समय मुख्यमंत्री मनोहर लाल रूस के दौरे पर थे और उन्होंने आते ही कहा था कि इन 78 पंचायतों को चंडीगढ़ में भोज देना चाहता हूं और इनको मुख्यमंत्री ने अपने आवास पर अति विशिष्ट अतिथियों की तरह भोज दिया। मैं चाहता हूं कि अगली बार आप लोगों में से कोई भी 5 से अधिक स्टार जीत कर ऐसे भोज में शामिल हो।
धनखड़ ने कहा कि यह हरियाणा के लोगों के लिये गर्व की बात है कि इस प्रदेश में दुनिया के बेहतर से बेहतर सैनिक, खिलाड़ी, किसान दिये हैं और अब शिक्षित, सक्षम, सामर्थ्य व विश्वसनीय पंचायत देने की मिशाल कायम की है। पिछले पंचायत चुनाव में हरियाणवी समाज में सोशल इंजीनियरिंग में एक नया बदलाव देखने को मिला। चुने प्रतिनिधियों की औसतन आयु 33 वर्ष थी, चुनाव में 56 प्रतिशत सदस्य सर्व सम्मति से चुने गये। महिलाओं के लिये आरक्षित 33 प्रतिशत सीटों पर 42 प्रतिशत महिलायें जीत कर आई, अनुसूचित जाति के लिये निर्धारित 20 प्रतिशत सीटों पर 25 प्रतिशत जीत कर आये तथा पिछड़ा वर्ग के लिये आरक्षित 5 प्रतिशत सीटों पर 30 प्रतिशत तक प्रतिनिधि चुनकर आये। उन्होंने कहा कि हमने प्रधानमंत्री नरेंद्र मोदी के सबका साथ सबका विकास तथा सबका विश्वास पर चलते हुये पंचायतों को 20 लाख रुपये तक के विकास कार्य अपने स्तर पर करने के लिये अधिकृत किया है जो पहले रिकार्ड में 5 लाख होता था और दस लाख तक के लिये पंचायतें अधिकृत होती थीं। अब ग्राम पंचायतों में अगर कोई व्यक्ति जाये तो उसे पैसा लगा हुआ दिखता है चाहे वह इंटर लाकिंग गलियों की बात हो या पक्की गलियों या पार्कों की बात हो या तालाबों के पानी को उपचारित करने के लिये तीन या पांच पोंड प्रणाली की बात हो।
विधायक ज्ञान चंद गुप्ता ने इस मौके पर कहा कि विकास एवं पंचायत मंत्री श्री ओमप्रकाश धनखड़ जब से कृषि एवं किसान कल्याण मंत्री तथा विकास एवं पंचायत मंत्री बने हैं तब से उन्होंने दोनों की विभागों में अभूतपूर्व बदलाव कर नये आयाम स्थापित किये हैं चाहे वह पढ़ी लिखी पंचायतों की बात हो या पंचायती राज जनप्रतिनिधियों को सशक्त करने की बात हो। उन्होंने कहा कि दोनों विभागों में उन्होंने ऐसे कार्य किये हैं जो 50 वर्ष में पहले कभी नहीं हुये।
विकास एवं पंचायत विभाग के प्रधान सचिव सुधीर राजपाल ने कहा कि सात स्टार इंद्रधनुष योजना की प्रेरणा विभाग ने मुख्यमंत्री श्री मनोहर लाल तथा विकास एवं पंचायत मंत्री ओमप्रकाश धनखड़ की प्रेरणा से मिली। आज इस योजना के प्रति लोगों में उत्साह है और ग्राम पंचायतों में गहमागहमी है। स्टार पाने के लिये प्रतिस्पर्धा की भावना पंचायतों में बढ़ी है और गावं स्तर पर मूल भूत परिवर्तन देखने को मिल रहे हैं। अस्सी प्रतिशत से अधिक पंचायतें स्वयं स्टार पाने के लिये पंजीकृत किया है। उन्होंने स्टार पाने वाली पंचायतों को बधाई एवं शुभ कामनायें दी।
इस अवसर पर उपायुक्त  मुकेश कुमार अहूजा, विभाग के निदेशक सुशील सारवान, पुलिस उपायुक्त कमलजीत गोयल, भाजपा जिला अध्यक्ष दीपक शर्मा एवं महामंत्री हरेंद्र मलिक के अलावा विभाग के अन्य वरिष्ठ अधिकारी व पंचायत राज संस्थाओं के जन प्रतिनिधि मौजूद थे।
