Speaking to reporters after the meeting with the Home Minister, Kejriwal said, “We told him that L-G and the Centre are interpreting the order in a strange manner. They say that we will obey half the order.”

The Aam Aadmi Party (AAP) chief said that while the Supreme Court order clearly states that the concurrence of the L-G is not required for decisions taken in subjects other than Police, Land and Law-Order, the L-G is not obeying this order.

“They say that when Division Bench issues its judgment, we will obey. How can you say that you will obey half of the judgment of the Constitution Bench and half of the Division Bench? In this way they will even hold up the SC like they did the Delhi govt,” said Kejriwal.

The CM added that the Home Minister heard the concerns of the Delhi government and assured that he will discuss the matter with his officers.

On 4 July, the Supreme Court ruled that position of the Lieutenant-Governor of Delhi was not that of a Governor but an administrator only “in a limited sense”.

Two days later, the CM alleged that the Ministry of Home Affairs has told Baijal to ignore the prt of the Supreme Court order which limits the L-G’s power to just three areas.

“MHA has advised LG to ignore that part of SC order, which restricts LG’s powers to only 3 subjects. V dangerous that central govt advising LG not to follow Hon’ble SC’s orders,” alleged Kejriwal on Twitter on 6 July.

“Have sought time from Sh Rajnath Singh ji to urge him to follow Hon’ble SC’s orders,” he added.

The new telecom policy may attract an investment of $100 billion in the digital communications sector

 

The Telecom Commission on Wednesday approved the new telecom policy and the recommendations on net neutrality, according to sources.

The new telecom policy aimed at attracting an investment of $100 billion in the digital communications sector is likely to be in place by July 2018, Communications Minister Manoj Sinha had said on June 12.

The government on May 1 had released the draft National Telecom Policy 2018 to reform the licencing and regulatory regime and promote the ease of doing business.

The draft National Digital Communications Policy focuses on provisioning of broadband for all, creating four million additional jobs and enhancing the contribution of the sector to 8 per cent of India’s GDP from around 6 per cent in 2017.

It also plans to propel India to the Top 50 nations in the ICT Development Index of International Telecommunication Union from 134 in 2017, enhancing the country’s contribution to global value chains and ensuring digital sovereignty.

The Telecom Commission also approved the recommendations made by the Telecom Regulatory Authority of India on the country’s position on net neutrality.

The sector regulator had backed the principles of a free and open Internet and prohibited discriminatory treatment of content.

Modi failed to address farmers’ concerns: Punjab CM Amarinder Singh


Punjab Chief Minister Amarinder Singh on Wednesday said he was “disappointed” over Prime Minister Narendra Modi’s “failure” to address any of the major concerns of the farmers at his Malout rally earlier in the day.

“The distressed farmers who had gathered to hear Modi found no succour for their problems in his long speech, which was high on fluff and short of substance,” Amarinder Singh said in a statement here.

Modi had visited Malout town, around 275 km from Chandigarh, to address a “thanksgiving rally” organised by BJP ally Shiromani Akali Dal in the wake of the “biggest hike in MSP for paddy” announced by the Modi government last week.

The Chief Minister said he was shocked over the fact that the Prime Minister failed to even mention the farmer suicides and debts or even the Swaminathan committee’s report.

Amarinder Singh, who heads the Congress government in agrarian Punjab, said the rally turned out to be a “sorry spectacle for the farmers who had braved sweltering heat in the hope of some concrete announcements from the Prime Minister”.

“Instead, Modi’s speech turned out to be an insipid affair, focused on tom-tomming of his government’s four-year rule, which has been a complete failure on all counts,” Amarinder Singh said.

The Chief Minister said it was unfortunate that Modi had let go of a major opportunity to address the serious concerns of the farming community.

“If he really wanted to thank the Punjab farmers for contributing to the nation’s Green Revolution and for continuing to feed millions of Indians day after day, Modi should have come out with some concrete announcements on the critical issues of farm loan waiver and total implementation of the Swaminathan report,” Amarinder Singh said.

“In his zeal to criticize the Congress, Modi conveniently forgot that it was my party (Congress) that was responsible for ushering in the Green Revolution and thus ensuring the country’s food security. He should have had the decency to at least acknowledge the Congress for waiving farmer loans while his own government had completely failed to provide them relief from massive debts,” the Chief Minister added.

Amarinder Singh also flayed the Akali Dal for “betraying” Punjab by letting Haryana Chief Minister Manohar Lal Khattar to participate in the rally in Muktsar district.

“Considering Khattar’s stand on the SYL (Sutlej-Yamuna Link Canal) and Punjab waters, the Akalis should not have let him be a part of the rally in the first place, or should have used the opportunity to corner him over these important issues which are vital to the interest of Punjab and its farmers,” Amarinder Singh said.

HIGH COURT REJECTS CHIDAMBARAM’S WIFE’S APPEAL AGAINST ED SUMMONS

 


The Madras High Court has dismissed a petition filed by Senior Advocate Nalini Chidambaram for quashing a summons by Enforcement Directorate (ED) under section 50 of the Prevention of Money Laundering Act (PMLA)


Yet another attempt by Nalini Chidambaram, the advocate wife of Congress strongman and former Union Finance Minister P Chidambaram to stonewall the summons issued to her by the Enforcement Directorate in a money laundering case came to nought on Tuesday.

A Division Bench of the Madras High Court dismissed on Tuesday Nalini Chidambaram’s appeal for quashing the April 24 order of Justice S M Subramaniam who had dismissed her petition seeking exemption from appearing before the ED for questioning .

Justices M M Sundresh and Anand Venkatesh dismissed the appeal  filed by Nalini Chidambaram against ED summons requiring her personal appearance for investigation in the Saradha chit fund scam case. The court asked the Enforcement Directorate to issue fresh summons with new dates.

The case had its origin in September 2016 when the ED issued a summons to Nalini asking her to present herself as a witness in the Saradha Chit Fund scam case in its Kolkatta office.

The ED summons was based on the statement given by Manoranjana Sinh, an accused in the Saradha Chit Fund scam that Nalini was paid Rs One crore by the Saradha Group  for her appearances in court and Company Law Board in connection with  the purchase of a TV channel.

Accusing the Congress of “betraying” the farmers during the “70 years” of its rule at the Centre, Prime Minister Narendra Modi said at a rally in Punjab on Wednesday that the recent hike in the Minimum Spport Price (MSP) of Kharif crops — approved by the NDA government — has brought much relief to the farmers across country.

“Ever since the government took the historic decision to hike MSP, the farmers are relieved. They are more confident in their produce now. However, the Congress and its allies are losing sleep. They cannot stand the fact that farmers in the country are sleeping well,” Modi said at a ‘thanksgiving’ rally of farmers in Punjab’s Muktsar district.

Modi praised the farmers for their contribution, but blamed the Congress for their agricultural woes. “I bow my head in front of the farmers, they have broken all records in terms of agricultural production and for their hard work. No matter what the situation, you have always worked in the interest of the country. But the lives of farmers, which should’ve been happy, was filled with woes. The reason is that in the past 70 years, the party which took the responsible to head the nation, only made commitments and did nothing. It cared only about one family and its peace,” he said.

Modi said that the “entire country knows the reality” about the Congress’ dreams, which were only in the interest of the Gandhi family.

“Why have the farmers been restricted to earning profit of only 10 percent of the cost for the past 70 years? Congress never cared about farmers. Congress betrayed them, and made false assurances. But NDA government took efforts to change this,” said Modi.

Modi assured that the farmers from Punjab and Haryana farmers will benefit from the new MSP. “For crops like maize, and jowar, MSP of more than 50 percent has been approved. For the farmers growing bajra, the MSP has been increased two-fold,” he said.”Whether it is the soldier at the border or the farmer on his field, our government has attempted to enhance the lives of both. Our government implemented ‘One Rank and One Pension’ and also fulfilled its promises relating to MSP,” he added.

He asserted that his government will not overlook the problems faced by the farmers, and said that the vision to double farmer incomes by 2022 was formed right after the NDA government was formed. “We have been holding constant discussions on this topic since then,” he said.

Speaking about the various schemes of the Centre, the prime minister said:The SAMPADA (Scheme For Agro-Marine Processing And Development Of Agro-Processing) scheme is in place so that the farmers don’t lose their produce. New warehouses and food parks are being built across the country. The entire supply chain is being strengthened and it is being ensured that the farmer does not suffer due to crop failure.

“Under the Krishi Kalyan Abhiyan, more than 25 lakh hectares of land in the country have been brought under micro-irrigation.”

He stressed that Punjab had benefited greatly from the NDA government’s plans. “A total of 60 lakh accounts were opened in state under Jan Dhan Yojana. Under the Ujjwala scheme, 7.5 million free gas connections have been given. 23.5 lakh people have got loans from MUDRA (Micro Units Development and Refinance Agency) scheme. Nearly four million people have been insured,” he said.

Modi also spoke of the recent ‘Ease of Doing Business’ rankings. “Haryana has made considerable progress and is on the third position on the the ‘ease of doing business’ report by the World Bank. I want to congratulate Chief Minister Manohal Khattar and his government for this feat. But I also want to urge the people of Punjab to ask their government and the Congress why their state is ranking low on the list. They should question on their states downfall since the end of Parkash Singh Badal’s governance,” he said.

Modi also expressed concern over the problem of stubble burning, and said that the central government has allocated over Rs 50 crore for Punjab, Haryana, Uttar Pardesh and Delhi under a scheme to tackle the problem.

He appealed to farmers not to burn crop residue keeping in mind the health concerns. “As per an estimate, if farmers don’t burn stubble and allow crop residue to remain on their fields, they can save an expenditure to the tune of Rs 2,000 per hectare on use of fertilisers,” he said.

Stubble burning has been a major concern in northern India during the harvesting season. It led to severe air pollution in National Capital Region and its neighbouring areas in the past few years, prompting the authorities to take measures to tackle the problem.

The event — jointly organised by the Shiromani Akali Dal (SAD) and the BJP in the view of the hike in MSP — was attended by Haryana chief minister Manohar Lal Khattar and SAD president Sukhbir Singh Badal.

On 4 July, the Cabinet Committee on Economic Affairs (CCEA) approved the MSP of 14 Kharif (summer-sown) crops. MSP for paddy was hiked by a steep Rs 200 per quintal.

After the hike, the MSP of paddy (common grade) was Rs 1,750 per quintal for 2018-19 season and the support price of Grade A variety of paddy was Rs 1,770.

Sukhbir Singh Badal had earlier said that farmers from Punjab, Haryana and Rajasthan would attend the rally and they would give a rousing welcome to the prime minister for his “bold and decisive” step to implement the Swaminathan Commission report which called for 50 percent profit on input cost.

After Modi’s address on Wednesday, the SAD chief praised him, while lashing out at the Congress.

केरल में सत्ताधारी मार्क्सवादी कम्युनिस्ट पार्टी(सीपीएम) हिंदु समुदाय को अपने पाले में करने के लिए रामायण माह मनाने की तैयारी में है. इसके तहत पार्टी पूरे राज्य में सेमिनार, सम्मेलन और लेक्चर्स आयोजित कराएगी, जिसमें रामायण के महत्व और सामाजिक पृष्ठभूमि पर जोर दिया जाएगा.

इसके साथ ही सीपीएम ने पार्टी से जुड़े मंदिर प्रबंधन समिति के प्रतिनिधियों से मिलने का फैसला लिया है. दरअसल सीपीएम जानती है कि केरल में हिंदुओं के बीच बीजेपी की पैठ बढ़ती जा रही है. ऐसे में इसे रोकने के लिए सीपीएम अब हर संभर कोशिश करने में जुट गई है.

यहां गौर करने वाली बात है कि सीपीएम इस कार्यक्रम में सीधे तौर पर शामिल नहीं होगी, बल्कि पार्टी से ही जुड़ा एक संगठन ‘संस्कृत संघ’ इसका आयोजन कर रहा है. इसके तहत अलापुझा में 25 जुलाई को एक राज्य स्तरीय सेमिनार आयोजित किया जाएगा, जिसकी अध्यक्षता प्रसिद्ध लेखक और आलोचक सुनील पी इलाईदाम करेंगे. यह संगठन इसके अलावा जिला स्तर पर रामायण पर लेक्चर भी आयोजित करेगा.

सीपीएम हमेशा ही खुद को धार्मिक मामलों से दूर रखती रही है. ऐसे में रामायण माह मनाने का यह फैसला उनकी नीतियों में बड़ा बदलाव दिखाता है. इससे पहले जन्माष्टमी के मौके पर भी सीपीएम ने कई कार्यक्रम आयोजित किए थे, जिसने उसके सियासी रुझान में बदलाव के संकेत दिए थे.

 

बहनों के अस्पताल पर IT raid से परेशान यादव ने मोदी पर साधा निशाना

नई दिल्ली: स्वराज इंडिया के नेता योगेंद्र यादव ने मोदी सरकार पर ‘राजनीतिक बदले’ की भावना से आयकर के छापे मरवाने का आरोप लगाया है. योगेंद्र यादव ने कहा कि उन्हें ‘डराने’ और ‘चुप’ करने के लिए रेवाड़ी में उनकी बहन के अस्पताल पर आयकर विभाग ने छापा मारा है. उन्होंने किसानों को फसल की उचित कीमत दिलाने और हरियाणा के रेवाड़ी में शराब की दुकानों के खिलाफ आंदोलन छेड़ा हुआ है. योगेंद्र यादव ने दो दिन पहले, ‘पदयात्रा’ से अपना अभियान शुरू किया था.

उन्होंने ट्विटर पर आरोप लगाया कि मोदी सरकार उनके परिवार को ‘निशाना’ बना रही है. उन्होंने ट्वीट में कहा, ‘मोदी सरकार मेरे परिवार को निशाना बना रही है. रेवाड़ी में मेरी पदयात्रा शुरू होने के दो दिन बाद और अधिकतम समर्थन मूल्य (एमएसपी) तथा शराब के ठेकों के खिलाफ आंदोलन शुरू करने के बाद रेवाड़ी में मेरी बहनों के अस्पताल और नर्सिंग होम पर आयकर विभाग ने छापा मारा है.’

उन्होंने कहा, ‘कृपया मेरी, मेरे घर की तलाशी लीजिए, मेरे परिवार को निशाना क्यों बनाते हैं?’ एक अन्य ट्वीट में यादव ने कहा यह उन्हें डराने की कोशिश है. यादव ने ट्वीट में कहा, ‘दिल्ली के 100 से अधिक अधिकारियों ने सुबह 11 बजे अस्पताल पर छापा मारा. सभी डॉक्टरों (मेरी बहनें, बहनोई, भांजे) को उनके कमरों में रखा गया. नवजातों के लिए बने आईसीयू समेत अस्पताल को सील कर दिया गया.

योगेंद्र यादव ने पत्रकारों से बात करते हुए कहा कि परसों ही रेवाड़ी जिले की 9 दिन की पदयात्रा मैंने समाप्त की, जिसमें गांव-गांव जाकर किसानों की आवाज उठाई गई. इसके बाद कल हरियाणा के कृषि मंत्री ने बौखलाकर उस यात्रा के खिलाफ बयान दिया और रेवाड़ी में आज मेरी बहनों के घर छापा होता है, जिसके पास मैं रुका था. मेरी दो बहनों का यह अस्पताल  है. तो यह एक स्वभाविक बात है कि और क्या कारण हो सकता है. उन्होंने कहा कि पिछले काफी समय से मैं किसानों के लिए आवाज उठा रहा हूं. जाहिर है यह धमकाने की कोशिश है. डराने की कोशिश है.

उन्होंने कहा कि मेरे बारे में जांच की होगी तो कुछ मिला नहीं होगा. मेरे मां-बाप के बारे में जांच की होगी तो वहां कुछ करने की गुंजाइश ही नहीं है, तो सोचा होगा कि बहनों पर हमला किया जाएगा. छापा मारने का उनका अधिकार है. एक बार नहीं 10 बार छापा मार लें. कुल मिलाकर ये सारा मैसेज इमरजेंसी के दिनों वाला है कि सरकार के खिलाफ बोलोगे तो तुम्हें और तुम्हारे परिवारवालों को प्रताड़ित किया जाएगा.


राजनीति से प्रेरित कोई भी कदम निंदनीय है। लेकिन इसका अर्थ यह भी तो नहीं कि किसी संस्थान पर केवल इसलिए कार्यवाही न कि जाए क्योंकि वो किसी राजनेता के संबंधी का है।
यह कैसा माप दंड है। मेरे लिए एक फुट 12 इंच का, और किसी और के लिए 10 या फिर 14 इंच का।

‘दक्षिण एशिया में रेप-कल्चर के खिलाफ मेरे मजाकिया ट्वीट पर मेरे बॉस ने मुझे लव लेटर भेजा है.’ फाइसल

जम्मू-कश्मीर से सिविल सर्विस परीक्षा के पहले टॉपर शाह फैसल की मुश्किलें और बढ़ सकती हैं. फैसल कुछ दिनों पहले रेप को लेकर ट्वीट करने के चलते सुर्खियों में आए थे. इस ट्वीट पर ही जम्मू कश्मीर सरकार उनके खिलाफ अनुशासनात्मक कार्रवाई कर सकती है.

सरकार के इस फैसले पर शाह फैसल ने गुस्सा जाहिर किया है. इस फैसले से संबंधित सवाल पूछे जाने पर शाह ने पत्रकारों से कहा कि उन्हें नौकरी जाने का कोई डर नहीं है. उन्होंने कहा ‘मुझे पता है कि मेरी नौकरी जा सकती है लेकिन उसके बाद भी दुनिया संभावनाओं से भरी हुई है.’

फैसल ने इसी के साथ कहा ‘सरकारी अधिकारियों की एक छवि लोगों के जहन में बनी हुई है. उस छवि के अनुसार वह बहस नहीं कर सकते. उनके चारों ओर जो भी हो रहा है उसे देख कर बस वह अपनी आंखें मूंद सकते हैं. लेकिन अब इस छवि को बदलना होगा.’

दरअसल फैसल ने मंगलवार को एक ट्वीट किया था जिसमें उनके खिलाफ सरकार की कार्रवाई का जिक्र था. इस ट्वीट पर उन्होंने लिखा, ‘दक्षिण एशिया में रेप-कल्चर के खिलाफ मेरे मजाकिया ट्वीट पर मेरे बॉस ने मुझे लव लेटर भेजा है.’ वह सरकारी चिट्ठी की ओर इशारा कर रहे थे.’

शाह फैसल ने भारत के रेप कल्चर की व्याख्या करते हुए रेपिस्तान का मतलब समझाया था. उन्होंने कहा था जनसंख्या + पितृसत्ता + निरक्षरता + शराब + पॉर्न + तकनीक + अराजकता = रेपिस्तान.

दिल्ली में उपराज्यपाल (एलजी) अनिल बैजल और मुख्यमंत्री अरविंद केजरीवाल के बीच अधिकारों की लड़ाई को लेकर शुरू हुई ‘जंग’ जारी है. इस कड़ी में एलजी अनिल बैजल ने 3 आईएएस अफसरों का ट्रांसफर कर दिया है.

राजभवन की ओर से जारी आदेश के मुताबिक सौम्या गुप्ता की जगह अब संजय गोयल को शिक्षा विभाग का निदेशक बनाया गया है. दक्षिण दिल्ली नगर निगम की डिप्टी कमिश्नर चंचल यादव का ट्रांसफर कर उन्हें उपराज्यपाल का विशेष सचिव नियुक्त किया गया है. जबकि वसंत कुमार एन. को व्यापार और कर (ट्रेड एंड टैक्स) का विशेष आयुक्त (स्पेशल कमिश्नर) बनाया गया है.

तबादले का यह आदेश सुप्रीम कोर्ट के पिछले हफ्ते दिए उस फैसले के बाद आया है जिसमें दिल्ली के उपराज्यपाल का अधिकार क्षेत्र भूमि, पुलिस और कानून व्यवस्था तक सीमित रखा गया है. और सेवा विभाग की अधिसूचना को रद्द नही किया गया था.

मुख्यमंत्री अरविंद केजरीवाल ने एलजी के उठाए गए इस कदम की आलोचना की है. वहीं उपमुख्यमंत्री मनीष सिसोदिया ने इसे उपराज्यपाल की मनमर्जी और जोर-जबरदस्ती करार दिया. उन्हें कहा कि शिक्षा निदेशक की नियुक्ति से पहले उन्हें (उपराज्यपाल) हमसे (दिल्ली सरकार) एक बार मशविरा कर लेनी चाहिए थी. उन्होंने कहा कि दिल्ली सरकार अपने बजट का 26 प्रतिशत हिस्सा शिक्षा पर खर्च कर रही है मगर हमसे इस पर (ट्रांसफर) चर्चा तक नहीं की गई.

मीडिया रिपोर्ट के अनुसार सोमवार को मुख्यमंत्री केजरीवाल ने उपराज्यपाल को इस बारे में पत्र लिखा था. इसमें उन्होंने उनसे सुप्रीम कोर्ट के फैसले को मानने में मनमानी करने की बात कही.

मंगलवार को दिल्ली सरकार इसे लेकर एक बार फिर सुप्रीम कोर्ट पहुंची. दिल्ली सरकार ने सुप्रीम कोर्ट से ट्रांसफर पोस्टिंग जैसे सर्विस मैटर सहित लंबित कुल 9 अपीलों पर जल्द सुनवाई कर निपटारा करने की मांग की. हालांकि कोर्ट ने इस बारे में कोई निश्चित तारीख नहीं दी लेकिन अगले हफ्ते सुनवाई के संकेत दिए हैं.
