UPSC has declared the result of result of the Civil Services (Preliminary) Examination, 2018.

The following is the text of the official release of UPSC:  On the basis of the Examination, 2018 held on 03/06/2018, the candidates with the following Roll Numbers have qualified for admission to the Civil Services (Main) Examination, 2018.

The candidature of these candidates is provisional. In accordance with the Rules of the Examination, all these candidates have to apply again in the Detailed Application Form, DAF (CSM), for Civil Services (Main) Examination, 2018, which would be available on the website of the Union Public Service Commission www.upsconline.nic.in. All the qualified candidates are advised to fill up the DAF (CSM) online and submit the same ONLINE for admission to the Civil Services (Main) Examination, 2018 to be held from Friday the 28.09.2018. The DAF (CSM) will be available on the website of the Commission from 23/07/2018 to 06/08/2018 till 6.00 P.M.

Important instructions for filling up of the DAF (CSM) and for submitting the completely filled application form ONLINE to the Commission, would also be available on the website. The candidates who have been declared

successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE

DAF. The qualified candidates are further advised to refer to the Rules of the Civil Services Examination, 2018

published in the Gazette of India (Extraordinary) of Department of Personnel and Training Notification dated 07.02.2018.

It may be noted that mere submission of application form DAF(CSM), either online or the printed copy thereof, does not, ipso facto, confer upon the candidates any right for admission to the Main Examination. The eAdmit card along with the time table of the Main Examination will be uploaded on the Commission’s Website to the eligible candidates around 3 weeks before the commencement of the examination. Changes, if any, in the postal address or email address or mobile number after submission of the DAF (CSM) may be communicated to the Commission at once.

Candidates are also informed that marks, cut off marks and answer keys of screening test held through CS (P) Examination, 2018 will be uploaded on the Commission website i.e., www.upsconline.nic.in only after the entire process of CS(M) Examination, 2018 is over i.e. after the declaration of final result of Civil Services Examination, 2018.

The Union Public Service Commission has a Facilitation Counter near the Examination Hall Building in its Campus at Dholpur House, Shahjahan Road, New Delhi. Candidates may obtain any information/clarification regarding their result of the above mentioned examination on all working days between 10.00 AM to 5.00 PM, in person or on Tel. No. 011-23385271, 011-23098543 or 011-23381125 from this Facilitation Counter.

Candidates can also obtain information regarding their result by accessing Union Public Service Commission Website www.upsconline.nic.in

The result of Roll Numbers 0420287, 0633049, 0888064, 1048940, 5902495 and 6609761 have been withheld as the issue regarding their Candidatures are sub-judice.

Novel malaria vaccine may offer treatment hope

New York, July 14, 2018: Researchers have developed a vaccine that protects against malaria infection in mouse models by targeting the specific protein that parasites use to evade the immune system.

Malaria parasites produce a unique protein, named Plasmodium macrophage migration inhibitory factor (PMIF), crucial to the life cycle of the parasite, as it ensures transmission through to new hosts.

This PMIF suppresses memory T cells — the infection-fighting cells that respond to threats and protect the body against re-infection.

The study, published in the journal Nature Communications, demonstrates the effectiveness of the anti-PMIF vaccine.

“If you vaccinate with this specific protein used by the malaria parasite to evade an immune response, you can elicit protection against re-infection,” said Richard Bucala, from Yale University in Connecticut, US.

“To our knowledge, this has never been shown using a single antigen in fulminant blood-stage infection,” Bucala added.

In the study, the team tested a RNA-based vaccine designed to target PMIF. They used a strain of the malaria parasite with PMIF genetically deleted, and observed that mice infected with that strain developed memory T cells and showed stronger anti-parasite immunity.

Further, the research team used two mouse models of malaria to test the effectiveness of a vaccine using PMIF.

One model had early-stage liver infection from parasites carried by mosquitoes, and the other, a severe, late-stage blood infection. In both models, the vaccine protected against re-infection.

Finally, the researchers transferred memory T cells from the immunized mice to “naive” mice never exposed to malaria. Those mice were also protected.

The researchers next plan to develop a vaccine for individuals who have never had malaria, primarily young children.

“The vaccine would be used in children so that they would already have an immune response to this particular malaria product, and when they became infected with malaria, they would have a normal T cell response, clear the parasite, and be protected from future infection,” Bucala said.

Truck body builders resent “forcible” GST recovery

Fatehgarh Sahib, July.14, 2018: The Truck body builders Association protested against alleged forcible recovery of 28% GST by the department officials against 18% as reduced by the Union Government.

A delegation of the Association led by Baljeet Singh Bhutta, Chairman Zila Parishad Fatehgarh Sahib called on Prof. Prem Singh Chandumajra MP and submitted him a memorandum regarding charter of demands to be taken up with Union Government.

Tilak Raj Secretary of the Association told that Union Govt. has reduced the GST from 28% to 18% on the representation of the association as the truck body building is a labour work by which they provide service to truck owner and it should be covered under 18%, but unfortunately the department officials are still pressurizing them and recovering 28% forcibly on one or the other pretext.

He said they have presented charter of demands to Prof. Prem Singh Chandumajra to take up the matter with Union Govt. and to issue clear cut instructions.

Prof. Prem Singh Chandumajra assured the delegation that he will take up the issue with Union Minister and get their problem resolved.

CM, ministers on medication, Capt Amarinder’s government skips the dope test

“Why exempt women from the dope test? When they can be fighter pilots and do the same jobs as men, where is the difference? They should also undergo the test,”, the CM said in an interview appearing in Hindustan Times.

As per reports, the government may heed the advice of Union minister Harsimrat Kaur Badal to exempt women employees; even those on medication. A move which would be seen as bailing out the ruling class.

CHANDIGARH:

After pressure from state government employees regarding dope test, the Punjab Government has now decided in principal to give some relaxation in this regard. In the coming days it is likely that the government will exempt women employees and also the employees above 50 years of age from this test. It is learnt that there are approximately 90,000 women employees.

The decision to exempt them is being taken on the ground that the percentage of women addicted to drugs in the state was almost nil thus it does not send the right signal if they are asked to undergo a dope test.

Sources said that the argument given is that the employees above 50 years of age are consuming one medicine or the other as above this age almost all of them have some medical problem.

Thus, those on medication for ailments should also be exempted after they submit their prescriptions from a health expert thus if their dope test is conducted then there result will come positive which will be embarrassing for them in the society as the people will think that they are on drugs.

Thus besides women the government has almost decided to give relaxation to employees above 50 years from dope test.

The Chief Minister Office (CMO) has asked the Chief Secretary Karan A Singh to work out the modalities in this regard.

It is learnt that the government is also mulling the idea that as the dope tests costs Rs 1,500 so the state government employee should be allowed to take reimbursement of this test in his medical bills which one submits to the government.

But those employees whoe fixed medical reimbursements per month from the government the government is not clear on reimbursement to those employees.

As the finance department is of the opinion that these employees are already been paid medical expenses per month. It is quite possible that the government might pay this expense from it’s own pocket but still a final decision has to be taken.

As per the government instructions the dope test will be done during recruitment, promotion and at the annual medical examination which employees need to face. Earlier Punjab Government Employees Organisation (PGEO) threatened state-wide protests if the government singled out employees as they said that all the ministers and MLAs should also give their dope test.

Punjab Minister waits for 45 Minutes but no dope test

As for the second time Rural Development and Panchayat Minister Tripat Rajinder Singh Bajwa yesterday went for his dope test but this time also be could not get it done as he waited at the Government Hospital in Mohali for 45 minutes and had to return back as their doctors and staff were in a meeting with the civil surgeon thus no one attended him.

The fuming Minister then returned back to his office and called up Additional Chief Secretary (Health) Satish Chandra and told him what transpired there.

The officer apologised to the minister. Then the Civil Surgeon of Mohali also called up and apologised to the minister over the incident.

Last week Bajwa had gone there for the dope test and returned back as he was on medication and was told to come after a week.

Rural Dispensaries to help in drug de-addiction

The 1186 dispensaries falling under the Rural Development Department, would also discharge their functions as the drug rehabilitation centres as per the Mission Tandarust Punjab in the villages.

The 786 doctors deputed in these dispensaries and the para medical staff would treat the youth addicted to drugs.

आप खुद को दिल्ली का ‘सुपरमैन’ समझते हैं : सुप्रीम कोर्ट

सुप्रीम कोर्ट ने एलजी को फटकार लगाते हुए सख्त लहजे में पूछा है कि दिल्ली में कूड़ा प्रबंधन के लिए कौन जिम्मेदार है? आप खुद को दिल्ली का ‘सुपरमैन’ समझते हैं?

  1. सुप्रीम कोर्ट ने दिल्ली में कूड़ा प्रबंधन और निस्तारण में नाकाम रहने पर दिल्ली के उपराज्यपाल अनिल बैजल को कड़ी फटकार लगाई है. सुप्रीम कोर्ट ने एलजी को फटकार लगाते हुए सख्त लहजे में पूछा है कि दिल्ली में कूड़ा प्रबंधन के लिए कौन जिम्मेदार है?
  2. सुप्रीम कोर्ट ने एलजी से पूछा कि आप खुद को दिल्ली का सुपरमैन समझते हैं. आपको लगता है कि आपको कोई छू नहीं सकता है. आप एक संवैधानिक पद पर बैठे हैं और आपके पास काम आता है तो आप सिर्फ पास कर देते हैं?
  3. आप अपनी जिम्मेदारी और जवाबदेही दूसरे पर टाल नहीं सकते. दिल्ली में कूड़े के ढेर की ऊंचाई कुतुब मीनार के बराबर पहुंच गई है. आप बताइए कि भलस्वा, गाजीपुर और ओखला में कूड़े के पहाड़ को कब तक हटाएंगे?
  4. सुप्रीम कोर्ट ने एलजी से सख्त लहजे में पूछा कि आप दिल्ली सरकार की किसी मीटिंग में भी नहीं जाते हैं. आप अपने स्वास्थ्य मंत्री को भी कुछ नहीं समझते. आप हर मामले को लेकर सीएम को घसीट लेते हैं. अब आपको सिंपल अंग्रेजी में बताना होगा कि दिल्ली में कूड़े का पहाड़ कब हटेगा?

अबतक आपने इस मसले पर क्या किया इससे हमारा कोई मतलब नहीं है. आप कूड़े के पहाड़ हटाने को लेकर एक टाइमलाइन और स्टेटस रिपोर्ट बुधवार तक कोर्ट को सौंपें. इस मामले की अगली सुनवाई 16 जुलाई को होगी.

गौरतलब है कि सुप्रीम कोर्ट ने इस मामले को खुद ही संज्ञान में लेते हुए दिल्ली में फैलते डेंगू, मलेरिया और चिकनगुनिया को लेकर सुनवाई शुरू की है. पिछले मंगलवार को भी सुप्रीम कोर्ट ने दिल्ली में कूड़ा प्रबंधन को लेकर दिल्ली सरकार से पूछा था कि दिल्ली में कूड़ा प्रबंधन की जिम्मेदारी किसकी है? दिल्ली के सीएम की, दिल्ली के एलजी की या फिर केंद्र सरकार की?

एलजी के प्रति जवाबदेह है दिल्ली नगर निगम 

सुप्रीम कोर्ट ने इस मामले की सुनवाई करते हुए पाया कि दिल्ली नगर निगम एलजी के प्रति जवाबदेह है. सुप्रीम कोर्ट में दो जजों न्यायमूर्ति मदन बी लोकुर और न्यायमूर्ति दीपक गुप्ता की पीठ ने एलजी की ओर से पेश एडिशनल सॉलिसिटर जनरल पिंकी आनंद को भलस्वा, गाजीपुर और ओखला से कूड़े के पहाड़ को हटाने के लिए एक निश्चित समय सीमा बताने को कहा.

एलजी की ओर से पेश पिंकी आनंद ने कोर्ट से कहा कि जरूरी कदम उठाए जा रहे हैं और उचित निर्देश के बाद ही हम अदालत को समय सीमा बताएंगे. बता दें कि पिछली सुनवाई के दौरान अमाइकस क्यूरी वरिष्ठ अधिवक्ता कॉलिन गोंजालिव्स ने अदालत को बताया था कि कूड़ा प्रबंधन को लेकर गुरुग्राम नगर निगम अच्छा काम रहा है.

गुरुग्राम नगर निगम की इस तकनीक को दिल्ली में भी लागू किया जाना चाहिए. इस पर अदालत ने गुरुग्राम नगर निगम के डिप्टी डायरेक्टर को कूड़ा प्रबंधन और निस्तारण के बारे में अदालत को बताने को कहा है. साथ ही एलजी को गुरुग्राम के डिप्टी डायरेक्टर से सलाह लेने को भी कहा है.

पिछली सुनवाई के दौरान ही एलजी की तरफ से अदालत को एक हलफनामा दाखिल किया गया था. इस हलफनामे में बताया गया था कि आईआईटी दिल्ली के प्रोफेसर मनोज दत्ता की अध्यक्षता वाली साइंटिकफिक एडवाइजरी कमेटी ने कूड़े के प्रबंधन और निस्तारण पर एक रिपोर्ट तैयार की है, जिस पर अमल होना शुरू हो गया है.

साथ ही दिल्ली में तीनों कूड़े के पहाड़ की ऊंचाई पहले से कम करने की दिशा में कदम उठा लिए गए हैं. अगले कुछ महीनों में कूड़े के पहाड़ की ऊंचाई को पांच से सात मीटर कम कर लिया जाएगा.

पिछले तीन-चार सालों से दिल्ली में उपराज्यपाल और मुख्यमंत्री के बीच अक्सर तकरार की खबर आती रही है. एलजी और दिल्ली सरकार के बीच टकराव का खामियाजा दिल्ली की जनता को भुगतना पड़ रहा है. कई ऐसी योजनाएं और कई ऐसे फैसले दोनों के टकराव के कारण बाधित हो रखे हैं. ऐसे में सुप्रीम कोर्ट का एलजी पर कड़ा रुख अख्तियार करना एक अलग ही कहानी बयां कर रहा है.

 

पहली बार एलजी को सुप्रीम कोर्ट ने लगाई फटकार

पिछले तीन-चार सालों से ज्यादातर दिल्ली सरकार की ही आलोचना होती रही है. कोर्ट और राजनीतिक बयानों में भी केजरीवाल सरकार को ही दिल्ली के हर फैसले के लिए जिम्मेदार ठहराया जाता रहा है. शायद पिछले कुछ सालों में यह पहली बार हुआ होगा जब सुप्रीम कोर्ट ने एलजी को फटकार लगाई है.

बता दें कि चाहे वह मोहल्ला क्लीनिक का मसला हो या दिल्ली के नाले की साफ-सफाई का मसला हो या फिर दरवाजे पर ही राशन डिलीवरी का मसला हो. दिल्ली सरकार लगातार आरोप लगाती रही है कि इन तमाम नीतिगत फैसलों पर एलजी जानबूझ कर अड़ंगा लटका रहे हैं.

पिछले दिनों सुप्रीम कोर्ट के एक जजमेंट के बाद यह लगने लगा था कि दिल्ली सरकार और एलजी के बीच अब सब कुछ ठीक हो जाएगा. सुप्रीम कोर्ट ने दिल्ली सरकार और एलजी के अधिकारों के बीच एक लकीर खींचने का फरमान सुना दिया था. सुप्रीम कोर्ट के इस फैसले के बाद दिल्ली की जनता को लगा था कि अब दोनों के बीच तकरार खत्म हो जाएगी.

लेकिन, दिल्ली की जनता सुप्रीम कोर्ट के लकीर खींचने वाली जजमेंट के बाद भी एक-दो दिनों तक गलतफहमी में ही जीती रही. जिस तकरार की खत्म होने की खबर सुनकर दिल्ली की जनता एक-दो दिन चैन से सोती रही, उसके अगले ही दिन दोनों के बीच तकरार की खबर आ गई. ट्रांसफर-पोस्टिंग को लेकर दोनों ने एक बार फिर से एक-दूसरे के खिलाफ मोर्चा खोल दिया.

पिछले तीन-चार सालों में शायद एक भी ऐसा दिन नहीं आया होगा जब दिल्ली की जनता को दोनों के बीच तकरार की खबर सुनने को नहीं मिली होगी. लेकिन, सवाल यह है कि दिल्ली में क्या इस तरह के टकराव पहले की सरकारों और एलजी के बीच भी हुआ करते थे? और अब सुप्रीम कोर्ट के एलजी पर सख्त रुख के बाद क्या दिल्ली सरकार और एलजी के बीच टकराव खत्म हो जाएंगे?

वैसे पूछ रहे हैं :

कूड़ा प्रबंधन कि, नियुक्ति- पदोन्नति एवं स्थानांतरण जवाबदेही एलजी की।

सड़कों स्कूलों सरकारी इमारतों के रख रखाव की जवाबदेही नगर निगम की।

राजधानी में पुलिस व्यवस्था सुरक्षा इत्यादि की जवाबदेही गृह मंत्रालय की।

तो फिर वह कौन है जो एलजी के घर जा कर सो जाता है, किसी आयोजन पर न बुलाये जाने से खफा हो कर दिल्ली की सड़कों पर लोटने लगता है हर समय  किसी न किसी को कोस्ता रहता है बिना मंत्रालय के दिल्ली मुख्तार है सबसे बड़ा सवाल वह है किस लिए?

मोदी सरकार की उल्टी गिनती शुरु हो चुकी है :सुरजेवाला

हरियाणा के दो भाजपा सांसदों द्वारा नई पार्टी रजिस्टर कराने और भाजपा सांसदों के भाजपा के टिकट पर चुनाव नहीं लड़ने के मुद्दे पर वरिष्ठ कांग्रेस नेता श्री रणदीप सिंह सुरजेवाला का मोदी सरकार पर हमला बोलते हुए कहा कि  80 प्रतिशत लोग नरेन्द्र मोदी जी के नेतृत्व में अगला चुनाव भाजपा से लड़ना ही नहीं चाहते।

एक प्रश्न पर कि हरियाणा के एक सांसद ने कहा है कि हरियाणा में बीजेपी के दो सांसद अलग एक नई पार्टी रजिस्टर करवा रहे हैं, वरिष्ठ कांग्रेस नेता श्री रणदीप सिंह सुरजेवाला ने कहा कि ये बात कोई नया रहस्य उद्घाटन नहीं है। राजकुमार सैनी जी जो भाजपा के सांसद हैं वो ये भी कह चुके हैं कि पूरे देश में 80 प्रतिशत से अधिक भाजपा के सांसद और विधायकगण मोदी जी के नेतृत्व में चुनाव ही नहीं लड़ना चाहते। उसके बावजूद भी भाजपा ने उनको अपनी पार्टी में रखा है,इसका मतलब ये है कि वो सच ही बोल रहे होंगे। अगर झूठ बोल रहे होते तो पार्टी से निकाल दिए जाते।

श्री सुरजेवाला ने कहा कि मैं फिर दोहराता हूं राज कुमार सैनी जी ने ये बयान दिया था,आपके चैनल ने चलाया भी था कि 80 प्रतिशत लोग नरेन्द्र मोदी जी के नेतृत्व में अगला चुनाव भाजपा से लड़ना ही नहीं चाहते, अब मुझे नहीं पता सच क्या है,झूठ क्या है, उनकी पार्टी का आंतरिक मामला है। इसलिए उन्होंने अगला कदम बढ़ाते हुए ये भी कहा कि उन्होंने कानों के हाथ लगा लिए हैं, नरेन्द्र पार्टी जी जिस पार्टी के मुखिया होंगे, चेहरे होंगे, वो उस पार्टी से कभी चुनाव नहीं लडेंगे और अपनी अलग पार्टी बनाएंगे, मोदी के खिलाफ। परंतु वो आज भी भाजपा के सांसद हैं। शायद मोदी जी की और शाह जी की छटपटाहट हम समझ सकते हैं,पहले ही वो 272 के आंकडे से गिर चुके हैं। तो इसलिए जो सच्चाई का आईना भी भाजपा का सांसद उन्हें दिखाता है, तो उन्हें लगता है कि नो-कॉन्फिडेंस मोशन आए तो कहीं अलायंस पार्टनर भाग जाए तो माईन्योरिटी गवर्मेंट में सरकार ही ना चली जाएगी, वाजपेयी जी के बराबर का टेन्योर ही पूरा ना हो। शायद इसलिए वो कार्यवाही करने से बच रहे हैं। तो अब भाजपा के सांसदों में सुगबुगाहट है,घबराहट है, ये जगजाहिर है, ये कोई रहस्य उद्घाटन नहीं। अधिकतर सांसदो में से काफी लोगों ने बोल दिया है कि वो दोबारा लोकसभा का चुनाव ही लड़ना नहीं चाहते। तो ये इस देश के लोगों का जो गुस्सा है, प्रधानमंत्री मोदी जी और भाजपा की कार्यशाली को लेकर है। ना नौकरी है, ना किसान को कीमत है, धंधा चौपट है,अर्थव्यवस्था औंधे मुँह पड़ी है। देश को 5 महीने से ये मालूम नहीं कि वित्त मंत्री कौन है? जिस देश को ये मालूम नहीं कि उनका वित्त मंत्री है कौन, वो सरकार चल क्या रही होगी? इसलिए मुद्रास्फीति चरम सीमा पर है और इंडेक्स ऑफ इंडस्ट्रियल प्रोडक्शन यानि जो देश में मैन्युफैक्चरिंग है वो गिर रही है, तो ये कोई आश्यर्च की बात नहीं है, ना कोई नया रहस्य है, इसे पूरा देश जानता है। इसलिए अब देश बार-बार सोशल मीडिया पर भी लिखता है, पहले लिखते थे, बस एक साल, अब वो दिन उल्टे लिखने लगे हैं। तो मोदी सरकार की उल्टी गिनती शुरु हो चुकी है।

Veteran Journalist and Chief Editor of Face2News Mr Dharam Loona’s mother Smt Kaushalya Devi expired at the age of 90 at Fazilka. Rasam Uthala of Smt.Kaushalya Devi (90) will be held at Shree Ram Sharnam, Fazilka on July 14, from 12.00 to 1.pm at Fazilka
