Man Arrested For Outraging Daughter’s Modesity

A MAN was arrested by Sohana police on Thursday for allegedly raping his daughter, who is a minor. Police officials said the accused had also threatened the girl wirth dire consequences if she uttered a word about it to any family member.

According to the Sohana police, the victim is a student of Class XII at a government school in Chandigarh and she lives with her family at a rented accommodation in Mohali. The girl alleged that her father began to rape her since she was in the ninth class. The accused is a labourer.

The victim also stated in her complaint that though she had informed her mother and elder brother, they did not believe her and told her to keep quiet instead. The victim added that her father used to rape her whenever she was alone at home.

The girl also said that when her mother and brother failed to help her, she discussed the issue with a friend and then decided to approach the police. “I approached the police in Sohana and lodged the complaint. Though my family members asked me not to file the complaint, I was fed up of all the sufferings. He used to beat me up and he raped me a number of times. He even threatened to kill me with a knife if I ever opened my mouth,” the girl told Chandigarh Newsline.

The Investigating Officer, Sub-Inspector Amandeep Kaur, said they have arrested the victim’s father after registering a case against him under Section 376 (rape) of Indian Penal Code and sections 4 and 6 of Prevention of Children from Sexual Offences (POCSO) Act.

FIR against 2 for fake Appoinment Letter in name of Raj Bhavan

 

TWO FAKE letters of appointment for the advertised posts of peon, gardeners, carpenters at Punjab Raj Bhawan were issued to two Haryana residents, Munish Kumar and Parvesh Kumar of Bhiwani. The fake appointment letters had the signature and stamp of office of the secretary to the Punjab Governor. Police have registered an FIR against unknown persons in this connection and began investigation on Thursday.

The FIR was registered on the complaint of Deputy Secretary, Punjab Raj Bhawan, Rakesh Bhandhari, at Sector 3 Police Station. Punjab Raj Bhawan had given advertisement for 10 posts of peon, gardener, carpenter and dhobi back in April 2017. The interview process for the eligible candidates was completed between March 26 and April 17, 2018. The appointment letters to the 10 selected and eligible candidates were issued on May 16.

The fact that fake appointment letters were issued came to light when Sohan Singh, a JBT teacher of Government Model Senior Secondary School, Sector 15, approached Punjab Raj Bhawan enquiring about the formalities for joining the post of peon at the Punjab Raj Bhawan on May 23. Sohan Singh showed an appointment letter, which was issued to one Munish Kumar of Bhiwani.

Police sources said when the staff members of the Governor’s house asked Sohan Singh about Munish Kumar to whom the appointment letter was issued, he replied that he was sent by one Satpal, a record keeper with the office of Director, Senior Secondary Education, Haryana, in Panchkula. Sources said Sohan Singh was called to the spot and he maintained that Munish was one of his relatives, who received the appointment letter through post at his house in Bhiwani. Similarly, another appointment letter was issued to one Parvesh Kumar.

In his complaint to the police, Rakesh Bhandhari, Deputy Secretary, Punjab Raj Bhawan, stated, “We verified all the issued appointment letters and concluded that no appointment letters were issued to persons named Munish Kumar and Parvesh Kumar.”

A police officer, requesting anonymity, said, “The two men, who received fake appointment letters, along with JBT teacher Sohan Singh and record keeper Satpal is being questioned in this connection. Till now, they were not found involved in this case.”

3 Booked for Torch Bushes

Three engineering students set fire to dry bushes in at least 15 different locations along a 10-km stretch under the jurisdiction of Khol Hi-Raitan Wildlife Sanctuary on the Panchkula-Morni road only to make videos of their journey on Wednesday.

Rahul Kumar, Simranjit Singh and Kunark of Chandigarh University, Kharar, were apprehended by a team of the forest department, which was tipped off by two villagers about the adventurous act of the students, after a 5-km-long hot chase near Gurdwara Nada Sahib.

On Thursday, Panchkula police registered an FIR against three students under Section 435 (mischief by fire with intent to cause damage) of IPC, sections 32, 37 of the Indian Forest Act and Section 3 of Public Property Damage Act.

Police have seized the two cellphones with which the students made videos of their journey through the burning bushes, a gas lighter, used to set fire to dry leaves and bushes, and a Santro belonging to the students. Rahul is a resident of Baltana in Zirakpur, Simranjit hails from Amritsar and Kunark belongs to Meerut, Uttar Pradesh. The FIR was registered on the statement of Forest Officer Sunil Kundu.

Kundu said, “Three men were filming the scene after setting the bushes on fire. They were spotted by some local villagers near Madna village situated between Morni T-point and bus stand. As the villagers raised objection, the students went ahead and again set the bushes on fire and started recording the scene on their cell phones. Later, the villagers passed the information to the local forest beat staff, who were on routine patrol in view of the increasing incidents of fire in the Morni forests. My beat staff member raised an alarm and three different teams of 45 people, including labourers and forest employees, rushed on to the specific road and doused the fire using water tanks. One of the villagers noticed the number of the students’ car. We chased the car and intercepted it near Gurdwara Nada Sahib.”

Sources said, “As the three men were nabbed by a team of the forest department, students begged for forgiveness. Subsequently, a message was conveyed to senior forest officers, who decided to lodge a police complaint against three of them.”

Principal Chief Conservator of Forest (PCCF) S M Somashekhar said, “We decided to file an FIR against three of them and instructed the forest officer to lodge a complaint against them. The incidents of fire are being reported each passing day in the Morni forest. Indeed, extreme hot weather and fire in the adjoining forests of Himachal is the prime reason behind the fire in the forests and we cannot tolerate human mischief in this direction.”

A case was registered at Chandimandir police station. Inspector Suresh Kumar, SHO, said, “The students will be arrested following the legal formalities. We called their parents and informed them about the act. We will summon them again.”

Helecopter Service From Chandigarh – Shimla 3 Days to Go

 

Three days still to go before the helicopter service between Chandigarh and Shimla begins on June 4, the seats in the first flight are already full. On Thursday evening, as per the website of state-run Pawan Hans, which will run the helicopter service, no seats were available in the first flights on both Chandigarh-Shimla and Shimla-Chandigarh route on June 4.

“For the June 4 flights, seats are already full. We are so far seeing an overwhelming response from public,” Ram Krishan, Head, Corporate Communications of Pawan Hans told Chandigarh Newsline on Thursday, adding that most of the seats are booked for June.

Himachal Pradesh Chief Minister Jairam Thakur will flag off the first flight from Shimla airport on June 4. Currently the helicopter service will be available twice a week (Monday and Friday).

Krishan said the company will see the response for the first month to decide if they can increase the frequency of the service. “We will wait for the first month to see the response, and then only a decision can be taken in this regard,” he said.

The Pawan Hans website on Thursday evening was showing five available seats for Chandigarh-Shimla and eight for Shimla-Chandigarh route on June 8. Last week, Himachal Pradesh government, in association with Pawan Hans, had announced the heli taxi service between Shimla and Chandigarh.

A statement had said the initiative “will give a major boast to tourism industry, besides connecting the capitals of three states, that is, HP, Punjab and Haryana.” Pawan Hans has deputed a 20-seater chopper to ferry passengers. The minimum fare has been fixed at Rs 2,999.

There will be 20-minute morning flights between the two destinations. The chopper will take off from Shimla at 8am and reach Chandigarh at 8.20am. From Chandigarh, it will fly back at 9am and reach Shimla at 9.20am.

Doctors Armed Against NIPAH

Doctors and relatives wearing protective gear carry the body of a victim, who lost his battle against the brain-damaging Nipah virus, during his funeral at a burial ground in Kozhikode, in the southern Indian state of Kerala,

At the start of this week, there was a relative calm in the corridors of the state’s health department. The number of deaths resulting from the outbreak of the Nipah virus infection had stabilised at 13, with two others undergoing treatment at the Kozhikode Medical College showing signs of recovery.

More than 150 blood and fluid samples of suspected patients sent for testing had come back negative and there were no new positive cases. Health officials and doctors had heaved a sigh of relief believing the storm had passed. But, with three more deaths reported in the last two days, Kozhikode and its adjoining district of Malappuram have once again sunk into a state of consternation.

As per the latest figures of the health department updated as of Thursday evening, 16 patients have now succumbed to the virus, excluding the first victim whose samples were never sent for testing. He is believed to be the ‘index’ case from whom the virus spread but since his death occurred before the samples could be sent for testing, it was never confirmed by medical officials.

A total of 18 cases have been deemed positive for the virus, with 14 in Kozhikode and 4 in Malappuram district. Out of a total of 196 fluid samples sent for testing to National Institute of Virology in Pune, 178 samples have come back negative. As of Thursday evening, a total of 11 people are under observation and being routinely checked for any signs of the virus. The health department on Friday issued an advisory asking those who were at the Medical College in Kozhikode visiting the casualty, CT scan room and waiting room on May 14 between 10 am and 5 pm to immediately contact the state Nipah cell for directions. It also asked those who visited the Balussery Taluk Hospital on May 18 and May 19 till 2 pm to do the same. Those, who were in contact with the deceased on Wednesday and Thursday, must also get in touch with the Nipah cell, the department said.

Till now, health officials were under the impression that the point of contact between the infected and ordinary patients was limited to the Medical College and the Perambra Taluk Hospital, where the first victim was initially admitted. But now, the surveillance has been extended to the Balussery hospital as well, where 25-year-old Rasil, the latest victim, was first admitted. With the death of Rasil, the health department has realised that it has to substantially expand the contact list and bring more people, who may have been in contact at these hospitals at those specific hours, into it.

Contact list widens beyond govt’s expectations, large health squads being raised

A senior health official, requesting anonymity, said the recent death of Akhil, a truck driver, who is believed to have contracted the infection from the ‘index’ case at the casualty ward of the Medical College, has given the health department reason to worry. Akhil’s name was never present in the ‘contact’ list of those who were in close touch with the earlier deceased. But officials say Akhil had visited the casualty section of the Medical College when he was a bystander for another patient, around the same time the ‘index’ case visited the hospital.

“Initially, our contact list had around 800 persons, but now after Akhil’s death, the list has expanded beyond our expectations. So the department is now raising large health squads with officials from the panchayat and revenue teams to individually monitor these people. It is a huge task. We will first divide these contacts based on high-risk and low-risk. Then we will use our resources to individually contact them and ask them about their conditions. If they report any sort of uneasiness in the last few days, then we can get them to the hospital right away,” he said.

The pattern of deaths so far

It is clear that the source of the outbreak originated from the family of Moosa Haji who resided in Soopikada in Changaroth panchayat. The first suspected victim of the virus (suspected because his sample was never tested) was 23-year-old Mohammad Sabith, who may have come in contact with an infected fruit-bat, considered the natural carriers of the NiV. While Sabith, initially admitted to Perambra taluk hospital, passed away on May 5, his elder brother Mohammad Salih and his paternal aunt Mariyamma too died in quick succession in the third week of May. It was these deaths, all within the same family, that sparked concerns in the health department and prompted them to send samples for testing, all of which came back positive. Last week, the third death in the family occurred when Moosa Haji, who had been put on ventilator at the Medical College, also passed away.

A senior doctor, a member of the core team, confirmed that all except one of the 16 casualties had contracted the virus through primary contact with any of the members of Moosa Haji’s family. These transmissions are likely to have taken place either at the Perambra hospital or the Medical College’s CT scan area, the ICU and the corridors of the radiology department. Some cases include Nurse Lini, who had taken care of Sabith at Perambra and Janaki, who had been admitted besides Sabith at the same hospital.

Only Rasil, the latest victim, is believed to have got transmitted from a secondary contact — Ismail, one of the earlier victims of the virus. It is being suspected that both Rasil and Ismail had slept on beds beside each other at the hospital in Balussery. While Rasil was admitted to the Medical College on Thursday with symptoms of encephalitis, he died the same day.

“Every unnatural death needs to be investigated. We were able to make early diagnosis and early detection, but it is true that the surveillance and measures to contain the infection especially at the Medical College should have been strengthened,” an official admitted.

 

‘Infection progresses fast leaving little time for recovery’

Dr G Arunkumar, head of the Department for Virus Research at Manipal, said the strain of virus detected in Kerala is very similar to the cases found in Bangladesh.

“Our preliminary analysis suggests that the strain found here is closer to the Bangladeshi virus strain, almost 98% similar. The Bangladeshi strain had a much higher mortality rate than the strain which was first discovered in Malaysia,” he said.

With only two patients, who were tested positive for the virus, recovering, the mortality rate in Kerala has been a shocking 90 per cent. Even though the incubation period is quite long, ranging from 4 days to 21 days, sometimes even extending in rare cases to 60 days, the rate of the spread of the infection is very fast, leaving little time for the patient to recover. Death, in most cases, happens due to cerebral haemorrhage.

“By the time we identify the case, the recovery period may be less,” he added. However, Dr Arunkumar stressed that there is no need to panic as the infection has not gone out of control. “It is still under our control because it has not gone into the community. We need to identify and detect new cases whenever they come,” he said.

Nearly a year and a half after former Tamil Nadu Chief Minister J Jayalalithaa passed away at the Apollo Hospitals in Chennai, a 98-page handwritten document and audio file was released by the one man Arumughasamy commission that is probing her hospitalisation and subsequent death.

A white notepad in green ink detailing a diet plan from 4: 55 in the morning to 7: 15 at night is perhaps the only peek people will get into the tightly guarded private life of the former Chief Minister.

These documents had been handed over to the Commission by Jayalalithaa’s physician and Sasikala’s nephew Dr Shivakumar and were apparently part of records that were maintained by the former CM herself.

The note, which begins with a pillayar chuzhi is dated August 2, 2016. Recording her weight and fasting blood sugar by glucometer, Jayalalithaa’s day seems to have begun at 4: 55 am with lotus water. The breakfast recorded in the note is between 5: 05 am to 5: 35 am and consists of one and a half idlis, four slices of bread, 400 ml of coffee, and 230 ml of tender coconut water.

The note then records 200 ml of green tea at 5: 45 am. In what is a possible reference to her blood sugar level, it says “Up to 8 am – Revive – 200 ml.” With an apple at 8: 55 am and 120 ml of coffee at 9: 40 am, it also includes five Bourbon biscuits.

On page 98 of the document that carries the seal of the Commission, the notes goes on to detail lunch and dinner. According to the note, one cup of Basmathi rice was to be consumed at 11: 35 am. Lunch, between 2 pm and 2: 35 pm consisted of one and a half cups of basmathi rice, one cup of yogurt and half a bowl of muskmelon. She also notes a 50 mg tablet of Januvia to be taken at 2: 45 pm. Januvia is generally used to lower blood glucose levels amongst people with type 2 diabetes.

With 200 ml of coffee at 5: 45 pm, the notepad details a dinner of walnuts and dry fruits (half cup), idli upma(one cup), dosai(one), bread(two slices) and milk(200 ml). A 25 mg dosage of Mignar, another anti-diabetic drug, is noted along with the food followed by another 50 mg Januvia tablet at 7: 25 pm.

In the 52 second audio clip that was released along with the document, a coughing Jayalalithaa is heard mildly berating a doctor for not being able to take her test when she called him earlier. The former film star goes on to joke that the blood pressure recording equipment is making a noise that sounds very much like the whistles heard from the front rows of a cinema hall.

When she is informed that her blood pressure is high at 140 by 80, she responds saying, “It’s okay for me. Normal.”

Speaking to TNM, Raja Senthur Pandian, the counsel appearing for Jayalalithaa’s close aide Sasikala says, “As per Sasikala madam’s affidavit, she has stated categorically that Jayalalithaa madam was in the practice of writing down her own medical things- what food, what time and what was her sugar level. She was recording everything periodically. The purpose of such recording by her handwriting is to show the document to the doctors and specialists who are visiting her and take their advice about blood circulation and blood fluctuation that she was recording. Already Dr Sivakumar has marked one such book. During the cross-examination, I had put forth a question. He had said that he was in possession of certain books which she herself has written. I asked which was the last book he was holding. He told from June 16th to August 2nd. After that whatever she has written are in books in her room in her Poes Garden. This was marked. The original copy is also available.”

Sasikala who is now serving jail time at the Parappana Agrahara prison in Bengaluru for her role in acquiring Disproportionate Assets was widely accused of having conspired to kill Jayalalithaa for power. Stating that the documents vindicate his client’s stance, Sasikala lawyer went on to add, “The case is that Jayalalithaa was normal during the course of September 2016 and all of a sudden she was admitted in hospital. So the reason for constituting a commission is to find out what is the reason for sudden hospitalisation. We have taken the pain and strain of bringing 20 specialists throughout India who have given treatment for Jayalalithaa. She was undergoing lots of health ailments from end of 2014 to June 2016. After the election, she was developing certain skin problems for which two – three doctors have given treatment. So we are establishing the fact that all along she was not well and she was taking treatment and these were her food habits. We are establishing that there is no conspiracy.“

In December last year, a video of Jayalalithaa in hospital was released by Sasikala’s nephew TTV Dhinakaran’s camp, causing furore a day before the RK Nagar bye-elections that were necessitated by her death.

In August 2017, current TN Chief Minister Edappadi Palaniswami announced a one-man inquiry commission to probe the death of late Chief Minister Jayalalithaa. The commission was a bargain between the CM and O Panneerselvam who had split into two factions following Jayalalithaa’s death.

 

BSP – Congress in Pre Poll Elections for Rajasthan, Madhaya Pradesh & Chhatisgarh

Ecstatic over the Bharatiya Janata Party’s (BJP) losses in the recent bypolls, the Congress has begun strategising for the upcoming Assembly elections in Rajasthan, Madhya Pradesh and Chhattisgarh. As per Zee News sources, the Congress and the Bahujan Samaj Party (BSP) have joined hands for the assembly polls.

The probable Congress, BSP alliance is seen as an attempt to garner Dalit votes in the states. Sources add that the Congress has already agreed to give 30 Vidhan Sabha seats to the BSP for the elections in Madhya Pradesh. The two parties are yet to finalise the seat-sharing agreement in Rajasthan and Chhattisgarh.

The BSP has been trying to move out of Uttar Pradesh and is trying to make a mark on a national level. The efforts were evident when the BSP joined hands with the Janata Dal Secular for pre-poll alliance in Karnataka and bagged one seat in the state. When the JDS-Congress combine formed the government in the state, the warmth between BSP supremo Mayawati and United Progressive Alliance chief Sonia Gandhi was visible for all. The two ladies hugging and smiling on the dais gained more eyeballs than HD Kumaraswamy taking oath as Karnataka Chief Minister. Not just Sonia, her son and Congress chief Rahul Gandhi was also seen talking to Mayawati during the event.

The BSP chief has spent the last few weeks in Delhi strategising for the upcoming state elections and finalising the list of candidates.

The development comes at a time when the BJP managed to retain only one seat out of three in the Lok Sabha bypolls, the counting for which was held on Thursday. With the recent losses, BJP has a wafer-thin majority with its effective strength standing at 272 in the 539-member House.

The Lok Sabha has 543 elected members but its four seats are unrepresented. While three MPs from Karnataka resigned, the Anantnag seat in Kashmir is lying vacant after the bypoll was deferred indefinitely in May last year. It brings the majority mark down to 270.

However, for all practical purposes, the BJP’s strength is 274 as two nominated members also belong to it. Counting them, the BJP has three members more than the 271 it needs to have a majority in 541-member House.

Due to losses in a number of by-polls, including in Uttar Pradesh, Rajasthan and Chhattisgarh, the BJP’s strength has come down in the Lok Sabha after it won 282 seats in the 2014 general elections. However, it makes little difference to the government as the BJP-led NDA has around 315 seats.

Life Imprisonment for Bodh Gaya Terrorists

An NIA court on Friday awarded life imprisonment to all the five persons earlier convicted in the 2013 serial blasts that rocked Bodh Gaya’s Mahabodhi temple, a lawyer said.

The life imprisonment is the maximum punishment that could be given in the case, NIA lawyer Lalan Kumar Sinha told reporters here.

The NIA chargesheet had said that the blasts on July 7, 2013, were carried out with the motive to kill domestic and foreign pilgrims, especially Buddhists, at the temple to create terror.

As many as 13 bombs were planted at the Bodh Gaya Temple, out of which around 10 exploded. Three live bombs were defused later by security forces. Five persons, including two monks, were injured in the blasts.

The Bodh Gaya temple is a UNESCO World Heritage site, where the Buddha attained enlightenment around 2,500 years ago.

Lieutenant General Devraj Anbu took over as Vice Chief of Army Staff and Lieutenant General Ranbir Singh took over as General Officer Commanding-in-Chief Northern Command on Friday.

Lt General Anbu, PVSM, UYSM, AVSM, YSM, SM was earlier the General Officer Commanding-in-Chief Northern Command, was commissioned in the Sikh Light Infantry on 7 June 1980.

Lieutenant General Ranbir Singh, AVSM**, YSM, SM was earlier, the General officer was Deputy Chief of Army Staff (Information System and Training).

Singh was commissioned into 9 Dogra Regiment on 13 December 1980.
