Workshop on “Cigarette and Other Tobacco Product Act, 2003 and Role of Police in Implementation of this Act” was organized in Recruit Training Centre, Sector-26, Chandigarh under the guidance of Shri Tajender Singh Luthra, I.P.S, DGP, U.T., Chandigarh and under supervision of DSP/Training. In this workshop 50 Police officials (Sub Inspectors, Assistant Sub Inspectors, Head Constables and Constables) of Chandigarh Police participated.

Ms. Opinderjit Kaur Gill, President, Generation Saviour Association (NGO), Mohali and her 2 colleague, delivered the lectures and interacted with the participants on the bad effects of smoking like toxin in cigarette, particularly Carbon Monoxide and free radicals, inhibit in blood from ‘flowing through the body. All major organs such as brain, the heart, muscles and tissues in the body all rely upon blood circulation in order to receive oxygen and nutrients. Smoking leads to asthma, heart attack and diseases relating to lungs. In addition to that Police officers are also sensitized about the implementation of various Sections of COTPA, 2003.

Know your Case

“Know your case” scheme was launched by Chandigarh Police in 2013 under the title to bring greater transparency and accountability in police functioning. Under this scheme, citizen visits the concerned Police Stations/units and also in Traffic Lines Sector-29, Chandigarh to check the status of their cases, complaints and also traffic challans. Under this scheme, complainant can visit the concerned police station/unit to know the status of investigation/inquiry.

 

 

 

 

 

 

 

 

 

 

 

To bring greater transparency and accountability in police functioning, Chandigarh Police also launched another scheme under title “Public Grievances Redress Campaign” in July 2017 in all police stations of Chandigarh to redress grievances/complaints of public. The main idea behind this scheme is to redress/dispose maximum complaints/grievances of general public more effectively and in the short span of time.

Today 02.06.2018, Know your case & Public Grievances Redressal Campaign was organized in all police stations/units from 10 AM to 2 PM. The SDPO’s and concerned DSP’s personally supervise this campaign.  During this, total 604 persons visited the Police Stations, units under these schemes. 558 persons visited under Public Grievances camp and 46 persons visited under Know your case Scheme. Total 336 complaints have been disposed off at Public Grievances Redressal camp. SDPOs of each sub-division also reviewed the process personally by spending adequate time at police stations of their sub-division. The facts of complaints were discussed with complainants. During the camp problems/issues discussed and instructions/directions regarding these have been issued to concerned Police officials/Beat staff to comply with accordingly.

During the meeting a healthy interaction was made between police and public.

Special drive against consuming liquor at public place was carried out at different parts of the city in which total 10 cases U/S 68-1 (B) Punjab Police Act 2007 & 510 IPC got registered.

 In continuation of a special drive against consuming liquor at public place, yesterday, the drive was carried out at different parts of the city. Under this drive total 10 different cases U/S 68-1(B) Punjab Police Act 2007 & 510 IPC got registered in different police stations of Chandigarh in which total 12 persons were arrested while consuming liquor at public place. All later on bailed out. The detail of police Stations in which cases U/S 68-1 (B) Punjab Police Act 2007 & 510 got registered:- PS-03 = 1 case, PS-11 = 1 case, PS-17 = 2 cases, PS-Sarangpur = 4 cases, PS-36 = 1 case, PS-49 = 1 case.

This drive will be continuing in future, the general public is requested for not breaking the law.

Action against Gambling/Satta

Chandigarh Police arrested Balwinder @ Bichei R/o # 2891, Mouli Complex, Chandigarh, while he was playing satta near Post Office, Motor Market, Mani Majra, Chandigarh and recovered cash Rs. 2750/- from his possession. A case FIR No. 253, U/S 13A-3-67 Gambling Act has been registered in PS-MM, Chandigarh. Later he bailed out. Investigation of the case is in progress.

Chandigarh Police arrested Harjeet Singh @ Sonu R/o # 251, Sector-25, Chandigarh, while he was playing satta near Park, Village-Dadu Majra, Chandigarh and recovered cash Rs. 820/- from his possession. A case FIR No. 133, U/S 13A-3-67 Gambling Act has been registered in PS-Maloya, Chandigarh. Later he bailed out. Investigation of the case is in progress.

One arrested for using fake Facebook profile

A case FIR No. 117, U/S 66C IT Act & 500 IPC has been registered in PS-03, Chandigarh against Keshav R/o # 168, Gali No. 10, Ram Nagar Colony, Amritsar (PB) who used fake profile of HE Governor, Punjab in facebook account. Kehsav has been arrested in this case. Investigation of the case is in progress.

Sh. Lovepreet Singh R/o # 4477/A, Sector-46/D, Chandigarh reported that unknown person stolen away Splendor M/Cycle No PB-02BM-4987 while parked near Shastri Market, Sector-22, Chandigarh. A case FIR No. 177, U/S 379 IPC has been registered in PS-17, Chandigarh. Investigation of the case is in progress.

Sh. Deepak R/o # 280, Village-Hallo Majra, Chandigarh reported that unknown person stolen away M/Cycle No. CH-01AY-5934 while parked near his residence. A case FIR No. 251, U/S 379 IPC has been registered in PS-31, Chandigarh. Investigation of the case is in progress.

Sh. Suman Kumar Vasudeva R/o # 506, Sector-41, Chandigarh reported that unknown person stolen away Maruti 800 car No. CH-03C-3759 while parked near Community Center, Sector-40, Chandigarh. A case FIR No. 250, U/S 279, 337 IPC has been registered in PS-31, Chandigarh on the complaint of Devinder Singh R/o Village-Manakpur, Distt-Patiala (PB) against driver of Milk Truck No. PB-65Z-2670 namely Manish Mishra R/o # 52, Maloya, Chandigarh who hit to Punjab Roadways Bus No. PB-65R-1913 driven by complainant at Kali Bari Light point, Chandigarh. Driver of truck arrested and later bailed out. Investigation of the case is in progress.

जाट आरक्षण देशव्यापी मुद्दा: मालिक

जाट आरक्षण का मुद्दा अभी सुप्रीम कोर्ट और पंजाब व हरियाणा हाईकोर्ट में अटका है। अखिल भारतीय जाट आरक्षण संघर्ष समिति की राय में सरकार द्वारा असरदार पैरवी न करने के कारण जाट आरक्षण के पक्ष में फैसला नहीं हो पा रहा। हरियाणा के रोहतक जिले के जसिया में शनिवार को आयोजित जाट महासम्मेलन में इस स्थिति के लिए सरकार को जिम्मेदार मानते हुए रोष प्रकट किया गया और आरक्षण आंदोलन को देशव्यापी बनाने का फैसला किया गया।

महासम्मेलन में जो रणनीति तय की गई उसके अनुसार आगामी 15 जून से 15अगस्त तक हरियाणा में जिला सम्मेलन आयोजित कर पिछडे,दलित व किसान संगठनों को जोडा जाएगा और आंदोलन की जिलेवार जिम्मेदारी तय की जाएगी। जिला स्तर पर सम्मेलन से पहले गांव,हल्का,ब्लाॅक और तहसील स्तर पर भी कार्यक्रम आयोजित किए जायेंगे। संघर्ष समिति इस तरह आंदोलन के लिए जनाधार जुटायेगी। इस जनसमर्थन से आगामी 16अगस्त से हरियाणा के मुख्यमंत्री और मंत्रियों के कार्यक्रमों का विरोध किया जाएगा। जहां भी मुख्यमंत्री और मंत्रियों के कार्यक्रम होंगे वहां धरना दिया जाएगा। मांगें पूरी किए जाने तक विरोध का यह सिलसिला कायम रहेगा। यह भी तय किया गया कि यदि भाजपा का कोई राष्ट्रीय स्तर का कार्यक्रम इससे पहले हरियाणा में आयोजित किया गया तो विरोध उसी समय शुरू कर दिया जाएगा।

जसिया महासम्मेलन में आंदोलन की यह रणनीति तय करने के साथ ही केन्द्र व हरियाणा सरकारों से यह मांग की गई कि सुप्रीम कोर्ट में सही तथ्य रखकर जाट आरक्षण पर लगाई गई रोक हटवाई जाए,पंजाब और हरियाणा हाईकोर्ट में सामाजिक पिछडेपन के आंकडे पेश कर आरक्षण लागू करवाया जाए और संसद के आगामी सत्र में राष्ट्रीय सामाजिक व शैक्षिक पिछडा वर्ग आयोग विधेयक पारित करवाया जाए। महासम्मेलन के जरिए यह चेतावनी भी दी गई कि भविष्य में जाट आरक्षण आंदोलन को देशव्यापी रूप दिया जाएगा। राजस्थान व मध्यप्रदेश के आगामी दिसम्बर में आयोजित विधानसभा चुनावों में जाट समुदाय के खिलाफ अन्याय को मुद्दा बनाया जाएगा। इसी तरह आगामी लोकसभा चुनाव में भी जाट समाज के साथ अन्याय का मुद्दा उठाया जाएगा। अन्य पिछडा वर्ग के लिए आंदोलन कर रही पटेल,मराठा,कापू आदि जातियों को भी आंदोलन की रणनीति से जोडा जाएगा।

महासम्मेलन में संघर्ष समिति के हरियाणा के जिलाध्यक्ष,प्रदेश पदाधिकारी,उत्तर प्रदेश,दिल्ली,राजस्थान,मध्यप्रदेश व पंजाब के पदाधिकारियों ने भी हरियाणा में आंदोलन को ताकत देने और केन्द्रीय स्तर पर चलाए जाने वाले आंदोलन में भागीदारी का भरोसा भी दिया। सभी राजनीतिक दलों से जाति-धर्म के आधार पर बांटने वाली भाजपा सरकार के खिलाफ संसद व विधानसभा में आवाज उठाने की अपील की जायेगी। महासम्मेलन को संघर्ष समिति के राष्ट्रीय अध्यक्ष यशपाल मलिक ने संबोधित किया।

मलिक ने कहा कि प्रधानमंत्री नरेन्द्र मोदी ने 26मार्च 2015 को जाटों को आरक्षण देने का वायदा किया था लेकिन इस वायदे को पूरा नहीं किया गया। इस वायदाखिलाफी से जाट समुदाय नाराज है और आंदोलन के लिए किसी भी सीमा तक जाने को तैयार है। उन्होंने कहा कि फरवरी 2016 के जाट आरक्षण आंदोलन में हिंसा की योजना हरियाणा की भाजपा सरकार ने अपने सांसद,विधायक और मंत्रियों द्वारा अमल में लाई गई और पूरे हरियाणा को जाट व गैर जाट में बांट दिया गया। मलिक ने इस साजिश में सांसद राजकुमार सैनी,अश्विनी चैपडा,मंत्री कैप्टेन अभिमन्यु,ओम प्रकाश धनखड और रोहतक के विधायक मनीष ग्रोवर का शामिल होना बताया।

हरियाणा की सड़कों पर दूध की नदियाँ

देश भर में स्वामीनाथन आयोग कि रिर्पोट को लागू करवाने की मांग को लेकर 1 जुन से लेकर 10 जून तक किसानों ने फल,सब्जी,दूध न देने का निर्णय लिया हुआ है,जिसका असर हरियाणा के जिला जींद में भी देखने को मिला। किसान आंदोलन के दूसरे दिन शनिवार दोपहर किसान गांव ईक्कस में भारतीय किसान युनीयन कि राष्ट्रीय उपाध्यक्ष रामफल कंडेला कि अगुवाई में इक्टठे हुए और सड़कों पर दुध, फल व सब्जीयां बिखेरकर अपना रोष जाहिर किया। इस दौरान पत्रकारों से बात करते हुए रामफल कंडेला ने सरकार पर किसानों की जायज मांगों पर विचार न करने का आरोप लगाया।  उन्होंने कहा कि अपनी मांगों के चलते देश भर के किसानों ने 1 जून से लेकर 10 जून तक किसान आंदोलन का निर्णय लिया है जिसके तहत किसान अपने उत्पादों को नही बेचेगा। उन्होंने बताया कि अगर दस तारीख तक उनकी मागों पर सरकार ने गौर नहीं किया तो वें फिर आगामी निर्णय लेगें।
उन्होने कहा कि स्वामी नाथन आयोग कि रिर्पोट को लागू करवाने की उनकी लंबे समय से मांग रही है लेकिन काफी समय बीत जाने के पश्चात भी इस रिर्पोट को लागू नही किया जा रहा है जिसका देश भर के किसान विरोध कर रहे है। उन्होंने कहा सरकार को चाहिए कि वें किसान हित को देखते हुए जल्द से जल्द इस रिर्पोट को लागू करें ताकि देश भर के किसान इसका लाभ उठा पाएं।

कैराना का मुस्लिम -दलित गठजोड़ आजमगढ़ में धाराशायी

कैराना मे मुस्लिम दलित गठजोड का दम्भ भरने वालो कैराना उपचुनाव का परिणाम आने के दो दिन बाद ही गठजोड ने आजमगढ मे दम तोड दिया ! हाल ही मै हुये कैराना लोकसभा के उपचुनाव मे भाजपा के खिलाफ एकजुटता दिखाने वाले मुस्लिम और दलित आजमगढ मे आमने सामने हो गये बताया जाता है कि 31 म ई की रात सरायवीर के बखरा गांव मे दलित बस्ती पर मुस्लिम भीड ने हमला कर दिया घरो मे तोडफोड की मारपीट की जिससे 10 दलित लोग बुरी तरह घायल हो गये जिन्हे पास के ही खरेवा अस्पताल मे भर्ती कराया गया है जहां उनका जिनका इलाज चल रहा है यह घटना एक 10 साल के दलित अमन और एक मुस्लिम युवक के बीच गौ कशी को लेकर हुयी तकरार का नतीजा थी तकरार के बाद अमन अपने घर चला गया कुछ देर बाद भारी संख्या मे आये मुस्लिमो ने दलितो के घरो पर हमला कर दिया पूरे गांव मे तबाव का माहौल बना हुआ है दलित वर्ग के लोग भयभीत है हालांकि सीओ फूलपुर के साथ भारी संख्या मे पुलिस बल तैनात कर दिया गया है खास बात है कि कुछ दिन पहले ही इन दोनो समुदाय ने कैराना उपचुनाव मे अपनी एकता का जमकर प्रदर्शन किया तथा अपनी पूरी ताकत भाजपा और नरेन्द्र मोदी को पराजित करने मे लगाई दो दिन बाद ही जबकि उपचुनाव का परिणाम आ चुका जिसमे भाजपा पराजित हुयी मुस्लिम दलित एकता का भी पर्दाफास आजमगढ मे हो गया लेकिन कोई दलित नेता ,चिंतक ,दलित हितैषी पीडित दलितो का हाल जानने नही आया अब जबकि 2019 मे लोकसभा चुनाव आने वाले है तो क्या मुस्लिम दलित गठजोड बच पायेगा या 2019 के बाद भी यही परणाम देखने को मिलेगा

 

Protest in Srinagar the Day before HM’s Visit

 A CRPF vehicle targeted by protesters in downtown Srinagar ran over three people in an attempt to get away, triggering a fresh wave of protests and criticism for the government. One of the three who had received serious injuries, later died.

The police have filed two First Information Reports or FIRs against the CRPF and unidentified stone throwers. While the stone throwers have been charged for attempt to murder and rioting, the CRPF driver has been charged with rash driving.

The incident in Srinagar’s Nowhatta area, just a few days before Home Minister Rajnath Singh is to visit the valley, could dampen the centre’s renewed efforts to reach out to Kashmiri youth after announcing the Ramzan truce with terrorists.

Mr Singh had planned to use his visit to not only review preparations for the Amarnath Yatradue to begin on June 29 but more importantly, signal his intent to engage with all stakeholders including the Hurriyat leaders.

The outrage over the latest incident could overshadow the outreach.

A police officer said the incident took place when the CRPF vehicle, on its way back after dropping a senior officer, ran into a street protest.

The sequence of events isn’t very clear yet.

But video footage that has emerged shows the vehicle encircled by a mob, people trying to force their way into the vehicle and the driver trying hard to get away.

Another clips shows the vehicle driving through the hostile group of people who are throwing stones and bricks from close range, and people removing one of the injured.

A couple of photographs that made its way to social media showed the vehicle just before it ran over a youth.

National Conference leader Omar Abdullah was unsparing in his attack on Chief Minister Mehbooba Mufti, who has not spoken on the incident. “Ceasefire means no guns so use jeeps,” he tweeted, asking Ms Mufti if this was the standard operating procedure of dealing with protesters.

But the Jammu and Kashmir police tweeted that “a selective picture” did not present the “whole scene”, a reference to the videos and pictures that showed the aggressive mob attacking the vehicle.
Mr Abdullah’s party described the pictures of a man being run over by a CRPF gypsy “haunting”.”The gypsy was attacked – that’s a fact – yes. However, it’s a failure of the local police in the area to have allowed a CRPF gypsy to pass through an almost 200 strong hostile crowd,” National Conference spokesperson Junaid Azim Mattu tweeted, blaming the police for allowing the jeep to pass through a hostile crowd.

“Almost every single civilian casualty in Kashmir is due to continued, repeated failures at crowd control, sanitisation of encounter sites and policing blunders. It’s not rocket science! You allow a CRPF gypsy to speed through a hostile crowd – didn’t you know this could happen???,” Mr Mattu said.

मोदी सरकार का किसानो के प्रति आक्रामक रवैया : सुरजेवाला

अखिल भारतीय कांग्रेस कमेटी के संचार विभाग के प्रभारी रणदीप सुरजेवाला ने आज मोदी सरकार की किसान विरोधी नीतियों की कड़ी भर्त्सना की. उन्होंने बताया की किसानों के प्रति सहानुभूति रखने की बजाये नीतियों का विरोध कर रहे  किसानों के विरुद्ध झूठे मुकदमे दर्ज किये जा रहे हैं जोकि बहुत निंदनीय है.

सुरजेवाला के अनुसार अपने घोषणा पत्र में भाजपा  ने   किसानों को स्वामी नाथन समिति की सिफारिशों के अनुसार  ही लागत अक ५० प्रतिशत के ऊपर समर्थन मूल्य देने का वादा किया था परन्तु  ऐसा नहीं किया गया जबकि कांग्रेस शासनकाल में स्वामी नाथन समिति की 201 सिफारिशों में से १७५ लागू कर दी गई थी.

कांग्रेस ने शनिवार को सरकार से किसानों के कर्ज माफ करने की मांग की और आरोप लगाया कि नरेंद्र मोदी सरकार देश के गन्ना किसानों की परेशानी पर ध्यान देने की बजाय पाकिस्तान से चीनी का आयात कर रही है.

पार्टी के मुख्य प्रवक्ता रणदीप सुरजेवाला ने एक बयान में कहा, ‘देश भर के 130 से अधिक किसान संगठन मोदी सरकार की किसान विरोधी नीतियों के चलते एक से दस जून तक ‘गांव बंदी’ आंदोलन कर रहे हैं. यह पहला अवसर नहीं है कि किसानों ने बीजेपी सरकार के प्रति अपना रोष प्रकट किया हो. बीते चार सालों से यही हालत है.’

कांग्रेस नेता ने कहा कि मोदी सरकार ने किसानों को धोखा देते हुए देश के सुपईम कोर्ट में 6 फरवरी, 2015 को शपथ पत्र दिया कि अगर स्वामीनाथन कमीशन की ‘लागत का 50 फीसदी से ज्यादा समर्थन मूल्य’ देने की सिफारिश को स्वीकार किया गया तो बाजार बिगड़ जाएगा. इसका मतलब यह है कि मोदी सरकार किसानों की अपेक्षा जमाखोरों और बिचौलियों के पक्ष में खड़ी हो गई.

उन्होंने कहा, ‘गन्ना किसानों की दुर्दशा का भी यही हाल है. देश के गन्ना किसानों का लगभग 20 हज़ार करोड़ रुपया बकाया है. मूल कारण यह है कि शक्कर के अच्छे उत्पादन के बाद भी शक्कर का भाव धराशाई हो गया है. मोदी जी ने पाकिस्तान से बड़ी मात्रा में शक्कर का आयात करवा कर देश के गन्ना किसानों के जीवन में कड़वाहट घोल दी है.’ सुरजेवाला ने सवाल किया कि मोदी सरकार जब अपने कुछ धनपतियों का लाखों करोड़ रूपए का कर्ज माफ़ कर सकती है तो फ़िर किसानों का कर्ज क्यों नहीं माफ़ कर सकती ?

 

Arbaaz Khan has confessed to involvement in betting over IPL

Bollywood actor-producer Arbaaz Khan has confessed to involvement in betting over Indian Premier League (IPL) matches, said police officials of Thane anti-extortion cell. The actor reportedly said that he had placed bets in IPL matches last year and had lost Rs 2.75 crore.

Meanwhile, Thane Police Commissioner, Param Bir Singh said that interrogation in the matter is underway, while adding that the Deputy Commissioner of Police will brief about it once the interrogation concludes.

On being asked about the issue, Rajeev Shukla, IPL Chairman said,”The matter is with the police, we have nothing to do with it. Both BCCI and ICC have anti-corruption units, police can coordinate with them.”

Earlier in the day, the actor, brother of Bollywood superstar Salman Khan was called to record his statement before the anti-extortion cell of Thane police.

The summons were issued to Arbaaz after prominent bookie Sonu Jalan alias Sonu Batla who reportedly has links with various mafia dons, including absconding Dawood Ibrahim Kaskar was arrested sometime ago and interrogated by the AEC sleuths in connection with the IPL scam, Police Inspector Rajkumar Kothmire said.

“The case investigations are going on since the past five-six years and could involve amounts of over Rs 500-600 crore. We want to find out from Arbaaz what was his role in the entire matter,” said Kothmire who is probing the matter.

The 50-year-old actor-producer’s cropped up during Jalan’s interrogation and recovery of some photographs which include other major film personalities who may be subsequently summoned, he indicated.

According to Kothmire, the entire IPL scam involves some of the biggest bookies operating from Mumbai, Ahmedabad, Jaipur and New Delhi. Jalan was first nabbed around 10 years ago when the IPL betting scam had erupted and later investigations proved he was in touch with several world personalities, including Arbaaz.
