पाकिस्तान ने कहा, इस्लामाबाद की क्षमता पर किसी को कोई शक नहीं होना चाहिए


भारत की परमाणु पनडुब्बी आईएनएस अरिहंत की हालिया तैनाती को लेकर पाकिस्तान ने गुरुवार को गीदड़ भभकी दी है. उसने कहा कि दक्षिण एशिया में परमाणु और परंपरागत क्षेत्रों में चुनौतियों से निपटने के लिए इस्लामाबाद की क्षमता पर किसी को कोई शक नहीं होना चाहिए.

पाकिस्तान विदेश कार्यालय प्रवक्ता मोहम्मद फैसल ने कहा कि यह घटना दक्षिण एशिया में परमाणु शस्त्र की पहली तैनाती है, जो न सिर्फ हिंद महासागर के तट पर स्थित देशों के लिए, बल्कि अंतरराष्ट्रीय समुदाय के लिए भी चिंता का विषय है.

आईएनएस अरिहंत ने इस हफ्ते अपनी पहली गश्त सफलतापूर्वक पूरी की है जिससे भारत उन गिने चुने देशों में शुमार हो गया जो इस तरह की पनडुब्बी की डिजाइन तैयार करने, उसका निर्माण करने और उसे परिचालित करने में सक्षम हैं.

प्रवक्ता ने कहा कि शीर्ष भारतीय नेतृत्व ने जो कटुतापूर्ण भाषा का इस्तेमाल किया वह दक्षिण एशिया में स्थिरता के लिए खतरे को दिखाता है और भारत में परमाणु के क्षेत्र में जिम्मेदाराना कदम पर सवाल खड़े करता है.

उन्होंने कहा कि भारत द्वारा मिसाइल परीक्षणों को बढ़ाया जाना, परमाणु हथियारों का प्रदर्शन और उनकी तैनाती मिसाइल प्रौद्योगिकी नियंत्रण व्यवस्था (एमटीसीआर) से भारत को मिलने वाले लाभों के आकलन की मांग करती है.

प्रवक्ता ने कहा कि पाकिस्तान दक्षिण एशिया में सामरिक स्थिरता को लेकर प्रतिबद्ध है. उन्होंने यह भी कहा कि किसी को भी दक्षिण एशिया में परमाणु और परंपरागत क्षेत्र में हालिया घटनाक्रमों से पैदा हुई चुनौतियों से निपटने में पाकिस्तान की क्षमता को लेकर भ्रम में नहीं रहना चाहिए.

इस कार्यक्रम में जनरल रावत ने कहा कि असम में विद्रोह को पुनर्जीवित करने के लिए बाहरी संबंधों और बाहरी उकसावे के माध्यम से फिर से प्रयास किए जा रहे हैं. उन्होंने कहा,पंजाब शांतिपूर्ण रहा है लेकिन इन बाहरी संबंधों के कारण राज्य में उग्रवाद को फिर से पैदा करने के प्रयास किए जा रहे हैं. हमें बहुत सावधान रहना होगा.

विजय बंसल ने बताया कि जब वह कालका कालेज छात्र काउंसिल के अध्यक्ष थे तो उन्हें कालेज के छात्रो का एक ट्रिप नेपाल वर्ष 1984-85 में लेकर जाने का अवसर प्राप्त हुआ था व अब पूर्व सांसद के निमंत्रण को स्वीकार करते हुए कहा कि काफी जल्द नेपाल जाएंगे। राजू खनाल ने कहा कि वह कामना करते है कि आने वाले चुनावों में बंसल कालका का नेतृत्व हरियाणा की विधानसभा में करे ताकि जनहित की समस्याओ का समाधान हो सके।विजय बंसल के परिवार व समर्थकों ने पूर्व सांसद का आभार प्रकट किया।

दिवाली से ऐन पहले पाकिस्तानी बैंक हैक

 

पाकिस्तान के सभी बैंक हैकर्स के निशाने पर आ गए हैं. डौन के मुताबिक फेडरल इनवेस्टीगेशन एजेंसी के साइबर क्राइम प्रमुख ने यह जानकारी दी है कि पाकिस्तान के लगभग सभी बैंकों को हैक कर लिया गया है.

उन्होंने बताया कि सिक्योरिटी ब्रीच के तहत हैकर्स ने बैंकों को निशाना बनाया है. मीडिया रिपोर्ट्स के मुताबिक ग्राहकों के करोड़ों रुपयों पर हैकर्स ने अपना हाथ साफ कर दिया.

जांच एजेंसियां अब इस मामले को सुलझाने में लगी हैं. अधिकारियों का कहना है कि यह साइबर हमला सीमा पार से हो सकता है. हालांकि अभी तक इस बात का खुलासा नहीं हो पाया है कि बैंकों से कुल कितनी राशि हैकर्स ने उड़ाई है.

PTV ने इमरान खान की फजीहत की


चीन की राजधानी बीजिंग में जब इमरान भाषण दे रहे थे तब पाकिस्तान टेलीविजन कॉरपोरेशन यानी पीटीवी ने कुछ ऐसा कर दिया जिसकी उम्मीद नहीं थी


कई बार दिल की बात जुबान से निकल जाती है. कुछ ऐसा ही पाकिस्तान के वजीर-ए-आजम इमरान खान के साथ हुआ. इमरान खान इन दिनों चीन के दौरे पर गए हुए हैं. चीन की राजधानी बीजिंग में जब इमरान भाषण दे रहे थे तब पाकिस्तान टेलीविजन कॉरपोरेशन यानी पीटीवी ने कुछ ऐसा कर दिया जिसकी उम्मीद नहीं थी.

चीन की सत्तारूढ़ कम्युनिस्ट पार्टी के सेंट्रल पार्टी स्कूल में  इमरान खान के भाषण के LIVE के दौरान स्क्रीन पर पीटीवी ने तीर बनाकर शहर के नाम की जानकारी देने की कोशिश की. लेकिन हुआ कुछ उलटा. पीटीवी ने तीर का निशान तो बनाया लेकिन Beijng की जगह Begging लिख दिया. वैसे दिलचस्प है कि इमरान खान के चीन जाने का मकसद वित्तीय मदद मांगना भी था. आर्थिक तंगी से गुजर रहे पाकिस्तान के लिये आर्थिक पैकेज सुनिश्चित करने के इरादे से चीन की आधिकारिक यात्रा पर गये खान रविवार को बीजिंग स्थित सेंट्रल पार्टी स्कूल में एक कार्यक्रम को संबोधित कर रहे थे.

‘पीटीवी न्यूज’ के आधिकारिक ट्विटर हैंडल ने ट्वीट किया, ‘चीन की यात्रा पर गए प्रधानमंत्री के संबोधन के आज सीधे प्रसारण के दौरान वर्तनी से संबंधित गलती हुई. यह गलती करीब 20 सेकंड तक बनी रही, जिसे बाद में हटा लिया गया. इस घटना पर हमें खेद है. संबंधित अधिकारियों के खिलाफ नियम के तहत कार्रवाई शुरू कर दी गई है.’

Imran’s China visit


WHEN Prime Minister Imran Khan chose to travel to China over staying in Pakistan as mobs and violent protesters took to the streets across this country, PTI officials defending the foreign trip amidst domestic chaos argued that the economy was in dire straits and urgent assistance was needed. The implication was that Prime Minister Khan was required to go to China to secure quick money, loans, assistance and investments to shore up the Pakistani economy and state finances.


Imran Khan is back from his first official visit to China. Imran’s nervousness was apparent in his first interview to the Chinese media in which he repeated himself several times over, and he certainly did not come across as the head of a sovereign state. For a person of Imran Khan’s temperament, a visit primarily structured around a begging bowl couldn’t have been all that pleasant. For that is what it was in reality. Worse still, it was something which could hardly be hidden from the public gaze.

First, in the matter of the urgent need to get financial assistance, his meeting with Premier Li Keqiang was not propitious. Xinhua quoted him at a press conference as saying that China was willing to provide assistance to Pakistan “within our capability”, a statement unlikely to provide any relief to his guest. The same tone echoed in the followingmeeting with vice-foreign minister Kong Xuanyou where it was said that China had “made it clear in principle that (it) will provide necessary support and assistance to Pakistan in tiding over the current economic difficulties”.

It was also made clear that the actual amount of “assistance” will be discussed in subsequent meetings. Not a word about the rumoured $6 Billion Package, which was doing the rounds in the Pakistan media. The mood in Beijing was well encapsulated by Cheng Xiaohe, deputy director of the Centre for International Strategic Studies at Renmin University in The South China Morning Post He rather tartly noted while China was willing to assist Pakistan, it was finally Islamabad’s responsibility to take care of its own people. Coming to the crux of the matter, he observed that China had a liquidity problem due to its trade war with the US. Therefore Pakistan “must seek all kinds of assistance”. That’s as crisp as it gets.

Second is the issue of the nature and goals of Chinese loans and project assistance. Imran is no fool, and even before his election to the top post, the newly-elected prime minister had been stressing that Chinese assistance must also address the basic concerns of the people in terms of cheap housing, basic utilities and other aspects. In this he may get some reprieve.

The joint statement stated “Chinese assistance will also be directed towards agriculture, education, health, poverty alleviation, safe drinking water, and vocational training”. Even that quote has unwieldy strings attached. The “agriculture” aspect is entirely aimed at achieving Chinese goals. Remember the “CPEC Master Plan leaked mid last year, which indicated that Chinese enterprises would operate their otwn farms across thousands of acres in Pakistan, with an end to end plan ranging from seeds, logistics and market. That’s not assistance. That’s a take over.

Third, is the most ticklish aspect of a “re-negotiation” of Chinese loans that Imran and his team have been batting for. Nothing at all emerged on that front, and presumably, is going to be part of future discussions. The boiler plate joint statement did have some effusive language on Pakistan’s search for peace, and appreciated Pakistan’s “engagement” and “adherence” to the guidelines of the Nuclear Suppliers Group. No promise of membership as claimed by Indian media. Worse, the rest of the statement essentially commits Pakistan to the Chinese view on the Iran-US nuclear deal, and demanded ( as before ) a greater Chinese role in SAARC. None of this addresses Pakistan’s immediate concerns.

In conclusion therefore, Imran returned home empty handed. As the The Dawn observed, it is surprising that a prime minister should visit an important ally with expectations that were clearly belied by reality. Normally, a dozen preparatory meetings should have laid the ground for such a visit and its expected outcomes. Instead, it appeared that the prime minister was negotiating his own way out of debt, that too at a time when his country was virtually on fire due to the antics of an extreme right wing group bent on violence. Somewhere, somebody blundered.

For India or for anyone with an interest in South Asian stability, there are some aspects of interest. One aspect is that US-China trade confrontation has led to a state where China is reluctant to extend even minimal aid ( not assistance, which has conditions) to a valuable ally. Trade sanctions are therefore clearly biting. That’s interesting to say the least.

A second aspect is that Pakistan will have now have to rely on the IMF for its largest ever loan package. While this is certain to bite, it is less dangerous than a Pakistan virtually bought up by China. That’s not in anyone’s best interests, least of all Islamabad itself. A third aspect is that the “higher than a mountain, and deeper than the seas” friendship between the two countries seems to have come up against the earthy taste of reality.

Beijing is clearly not falling over itself to oblige Pakistan in terms of generous aid or social projects to any great degree. That last aspect will play itself out to the full only in the coming months. Wait and watch. This is only likely to get more interesting.

Nationwide protests continue on second day after Asia Bibi’s acquittal

KARACHI: Islamist protesters blocked roads in Pakistan´s major cities for a second day on Thursday, opposing a Supreme Court decision the previous day to acquit a Christian woman on death row for blasphemy allegations, media said.

Knots of protesters from an ultra-Islamist party blocked roughly 10 key roads in the southern city of Karachi and others in eastern Lahore, Geo TV and other channels said.

Groups of about 200 protesters from the Tehreek-e-Labaik (TLP) party sat under large tents, listening to speeches on two blocked roads in Karachi, a Reuters witness said.

In one speech, a TLP speaker exhorted supporters to light new fires if the police managed to douse burning tyres and other objects they had already set ablaze.

Following the uproar that unleashed across the nation, section 144 was imposed across Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan barring the gathering of more than four persons in public places as well as pillion riding. Section 144 has been imposed from October 31 to November 10.

As part of the protests continuing for the second day, some roads are under closure and have been barricaded for traffic in Karachi, Lahore, Islamabad and Peshawar.

Karachi

Traffic is blocked at 15 points across Karachi by the protesters. Traffic  at Do Talwar, Korangi, at two points at Shahrah-e-Faisal, Star Gate, Bara Board, Baldia no 4, Ranchor Line, Shoe Market, Shahrah-e-Pakistan, Orangi Town, Numaish and Liaquatabad is facing complete blockage. 

Lahore

The main protest led by TLP chief Khadim Hussain Rizvi was being staged at the Charing Cross close to the Punjab Assembly.

According to the Safe City Authority, protests are being carried out at 25 different locations, effectively blocking roads and paralysing vehicular traffic across the city. The affected areas included Ferozpur Road, Ghazi Chowk, Ravi Road, Kahna Kachha, Chungi Amar Sidhu, Shahdara Chowk, Data Darbar, Boota Mahal Chowk, Raiwind Road, Babu Sabu Interchange and several other areas. The Lahore-Islamabad Motorway was blocked at Sheikhupura, while the main thoroughfare, the Grand Trunk Road, is also blocked.

Islamabad

The Rawalpindi-Islamabad Faizabad Interchange is also blocked.

Roads are also blocked at Dhoke Kala Khan, Tramri Chowk and Karal Chowk.

Furthermore, traffic is blocked at routes leading to Taxila, Gujar Khan and Pir Sohawa.

According to a motorways spokesperson, Pindi Bhattian-Lahore, Pindi Bhattian-Faisalabad and Faisalabad-Gojra motorway are blocked for traffic.

Peshawar

In Peshawar, protests are being staged at the Ring Road and GT Road. Roads leading to the motorway have also been blocked.

Educational institutions across Punjab face closure 

Schools and colleges across Punjab will remain closed today (Thursday) in the wake of countrywide protests after the Supreme Court acquitted Asia Bibi in the blasphemy case.

According to the Punjab Education Department, all government schools will remain closed. Separately, All Pakistan Private Schools Association also announced that schools would remain closed today (Thursday).

Moreover, a private school body has announced that it will not open schools across Sindh on Thursday in view of the poor law and order situation.

Pakistan is indeed a strange country beyond any sense of rationalism. Only three days ago Human Rights Minister Shireen Mazari presented a strategic conflict resolution model for Jammu and Kashmir with the intent that the international community could get India to negotiate on the alleged dispute.

Since his election to office, Prime Minister Imran Khan has urged India a number of times to engage in talks without offering any commensurate commitment towards cessation of sponsored terror in Jammu and Kashmir or elsewhere in India.

The Financial Action Task Force (FATF), which identifies national-level vulnerabilities with the aim of protecting the international financial system from misuse, has placed Pakistan on its grey list for its failure to take sufficient action to curb financial networks that support and assist terror-related activities.

Even as Pakistan reportedly seeks a $9-10 billion bailout from the International Monetary Fund (IMF), an organisation majorly controlled by the US, on 26 October, 2018, Pakistan took the decision to lift its internal ban on the JuD and Falah-e-Insaniyat Foundation (FIF), headed by 26/11 mastermind and well-known terrorist leader Hafiz Saeed. Both the organisations and Saeed had been banned by a presidential ordinance after they came on the UN Security Council terror list. Saeed recently challenged the ordinance on grounds that the Khan-led Pakistan Tehreek-e-Insaf (PTI) government has taken no action to convert the ordinance into law within the prescribed 120 days.

The United Nations Security Council had designated JuD as a terrorist organisation under Resolution 1,267 after the Mumbai attacks. In 2014, the US administration had added JuD in the global terrorist organisations’ list.

Though Khan’s government has the option of extending the ordinance for another four months after which if not converted to law by the legislature, the ordinance will lapse, it hasn’t.

Most times, it’s extremely difficult to understand Pakistan as a nation. At one end, its citizenry fully acknowledge that Saeed and his organisation only mean trouble for Pakistan’s already low international reputation, especially at a time when the nation is in dire straits on the economic front. But internally, there is, a fairly large segment which is enamoured by the JuD and FIF’s social activities. The organisation under its original avatar Lashkar-e-Taiba (LeT) was at the forefront of rescue and relief work during the 2008 earthquake in Pakistan-occupied Kashmir and runs several charity organisations which draws to it a degree of emotional support but does not manifest into political dividend.

Since the JuD creates no internal disturbances and largely focuses on terror activities in India (more specifically in Jammu and Kashmir) and to an extent in Afghanistan, it’s supported by the deep state and evokes a positive response from common citizens.

Fund collection drives in the name of jihad in Jammu and Kashmir are extremely popular. However, the reputation it carries internationally, especially after the 26/11 Mumbai Attacks, has placed it on watch lists and constant surveillance. Branded as friendly terrorists in the parlance of Pakistan’s strange internal security environment the JuD’s virulent anti-India stance helps keep it afloat and accepted despite a $10 million bounty on Saeed’s head.

It’s not as if the JuD’s nuisance potential is not recognised by the deep state. A senior retired US Army officer mentioned that when the Pakistan Army Chief was once privately queried on why doesn’t, in the interest of better India-Pak relations, the Pakistan Army stop the JuD from carrying out infiltration into Indian territory, the reply was that: it was a good safety valve to let out the steam. He felt that by being focused towards India, the JuD remained a strategic asset which could otherwise be an immense nuisance internally if restrained from its objectives.

None can, however, explain how Pakistan runs the risk of large scale hostilities with India given that the JuD’s actions lead to events that act as triggers for India to respond militarily.

Pakistan appears convinced that India is unprepared to risk a nuclear conflagration and therefore feels confident that it can continue this policy within India’s limits of tolerance. A greater Indian demonstration of will could act as a restraint on Pakistan’s use of JuD as a strategic asset.

The above notions now appear at risk. Clearly, the combined effect of national financial bankruptcy, FATF monitoring, application for IMF bailout, India’s diplomatic offensive, the lack of any commensurate Chinese initiative for economic bailout, and the questioning about the viability of coercive debt traps in nations partnered by China for the Belt and Road Initiative (BRI) (Pakistan being one of the flag bearers with its CPEC), should place Pakistan under immense pressure. The only explanation for Pakistan remaining fairly unconcerned about the risk it is running for — a potential meltdown financially as well as from a law and order angle — is that it realises its own nuisance potential. Its geostrategic location being such it demands international attention.

The US under President Donald Trump has displayed a higher level of coercive capability against Pakistan but at the end of the day it’s only Pakistan’s cooperation which can stabilise Afghanistan to allow the US to leave with its head held high. Its strategic nuclear assets remain a source of great worry so a meltdown is not something that the international community can ever allow in Pakistan.

The deep state led by the Pakistan Army thus has its stakes high and is willing to run risks. Actions against Saeed and JuD constitute disturbing the internal balance, and drawing down from a proxy war against India — that Pakistan perceives it is winning — is not acceptable. So, nothing is likely to happen on the lapse of the ordinance.

At the most, a second ordinance for another 120 days will be issued and a forced constitutional amendment could well be on the cards to overlook the JuD and 66 other organisations which come under the purview of the ordinance. While many in the Pakistan government will offer oversight as a reason for this lapse with supposed ‘more important’ issues occupying Khan’s mind, it is clear that Saeed, JuD and FIF are strategic assets in more ways than just terrorists aimed at India. They give enough cause for concern to those who worry for Pakistan’s overall nuisance potential especially in the context of the compulsive issue of strategic nuclear assets. The more that threat is subtly played out, the greater the chances of bailout packages being made available. As stated earlier rationality is not something which can be applied in analysing Pakistan.
