शादी कर धोखा देने वाले अन आर आई को काबू में करने की तय्यारी : मेनका

चंडीगढ। केन्द्रीय महिला एवं बाल कल्याण मंत्री श्रीमती मेनका संजय गांधी ने शुक्रवार को यहां कहा कि शादी करके धोखा दे जाने वाले एनआरआई पर काबू करने के लिए योजना तैयार कर ली गई है। साथ ही बलात्कार के मामलों में तेजी से न्याय दिलाने के लिए फोरेंसिक लैब बढाई जा रही है। देश में पांच नई फोरेंसिक लैब आने वाली है।

श्रीमती मेनका ने यहां पत्रकारों से बातचीत में कहा कि केन्द्रीय गृह मंत्रालय,विदेश मंत्रालय और महिला और बाल विकास मंत्रालय ने मिलकर शादी करके विदेश भाग जाने वाले एनआरआई को काबू में करने के लिए योजना बनाई है। योजना के तहत किसी एनआरआई के साथ शादी सम्पन्न होने पर 48 घंटे में उसका रजिस्ट्रेशन कराया जाएगा और इसके बाद महिला एवं बाल विकास विभाग को इसकी सूचना दी जाएगी ताकि डाटा बेस तैयार होता रहे। तीनों विभागों के संयुक्त सचिवों की कमेटी इस योजना को अमल में लायेगी। योजना के तहत शादी के बाद विदेश जाने वाला पति यदि पत्नी के बुलावे पर नही लौटता है तो पत्नी की शिकायत पर विदेश मंत्रालय के जरिए डीम्ड सम्मन जारी किए जायेंगे और सम्पत्ति बंधक कर ली जायेगी। पति के लौटने पर ही सम्पत्ति को छोडा जाएगा।

उन्होंने कहा कि महिला और बच्चों की तस्करी रोकने के लिए नया कानून प्रस्तावित है जो कि संसद के अगले सत्र में पारित किए जाने के आसार है। उन्होंने कहा कि अभी बलात्कार के मामलों में न्याय में देरी के लिए अदालतों पर आरोप लगाए जाते है। लेकिन बलात्कार के मामलों में फोरेंसिक जांच बहुत धामी गति से होती है। इसका कारण है कि फोरेंसिक लैब की क्षमता कम है। इसलिए जल्दी ही देश में पांच नई फोरेंसिक लैब खोली जा रही है। उन्होंने कहा कि पुलिस जांच में शामिल करने के लिए महिला और बाल विकास विभाग जल्दी ही बलात्कार किट जारी करेगा जिसमें यह तय किया जाएगा कि बलात्कार की घटना पर पुलिस जांच अधिकारी को कौन-कौन से सबूत जुटाने है।

“Emeritus Senior Minister Goh Chok Tong and I unveiled a plaque marking the site where Mahatma Gandhi’s ashes were immersed at the Clifford Pier in Singapore,” Modi tweeted. “Bapu’s message reverberates globally. His thoughts and ideals motivate us to work for the greater good of humanity,” he said in a tweet.

In 1948, Gandhi’s ashes were sent to various parts of India and the world, including Singapore. Clifford Pier was Singapore’s seafront landmark under the colonial government. It had since been renovated and currently serves as a restaurant under the same namesake “The Clifford Pier”, offering a selection of local, Asian and Western dishes under the operations of The Fullerton Bay Hotel. The plaque will underline the strongly growing ties between the two countries.

The prime minister will also interact with the local representatives after the plaque unveiling. PM Modi is here on the last leg of his three-nation tour.

Justice Krishna Murari of Allahabad High Court has been appointed as the Chief Justice of the Punjab and Haryana High Court through a notification issued on 31 May. He will be taking swering in at Haryana Raj Bhavan tommorrow i.e 2nd June 2018.

2 Held with Heroin

The anti-drugs Special Task Force (STF) of Punjab Police arrested two Nigerian residents near the community centre in Phase 11 here on Thursday with 400 gm heroin. Frank (21) and Chinoy (39) were produced in a local court, which sent them to judicial custody.

STF SP Rajinder Singh Sohal said they received a tip-off that two Nigerian residents were coming to the city to deliver drugs, following which his team laid a trap in Phase 11. “Both lived in New Delhi and had been involved in drug peddling for the last one week. During checking, we recovered 200 gm heroin each from Chinoy and Frank,” Sohal said, adding that both the accused were waiting for their clients when they were caught.

“Chinoy came to India around eight months ago on a business visa,” Sohal said.

BJP -Akali candidate is Vice President Lalru MC

The SAD-BJP candidate won the vice-president’s election for Lalru Municipal Council on Thursday. The elections for the post, which was lying vacant for the last 18 months, had been postponed twice before, leading the SAD leaders to allege that the Congress party was delaying the elections.

The elections were held under the supervision of Derabassi Sub-divisional Magistrate Paramjeet Singh. Both the SAD and Congress have a strength of eight members each in the house. The SAD-BJP combine got majority with the vote of Shiromani Akali Dal’s MLA from Derabassi, and its candidate Bhupinder Rana won the elections.As the vice-president’s post was lying vacant for long, the SAD approached the Punjab and Haryana High Court, which ordered to hold the elections on April 16, but the polls were delayed as the SDM had to go on a leave. The court then fixed May 16 for holding the elections, but the elections could not be held as the SDM again went on leave.

Man Arrested For Outraging Daughter’s Modesity

A MAN was arrested by Sohana police on Thursday for allegedly raping his daughter, who is a minor. Police officials said the accused had also threatened the girl wirth dire consequences if she uttered a word about it to any family member.

According to the Sohana police, the victim is a student of Class XII at a government school in Chandigarh and she lives with her family at a rented accommodation in Mohali. The girl alleged that her father began to rape her since she was in the ninth class. The accused is a labourer.

The victim also stated in her complaint that though she had informed her mother and elder brother, they did not believe her and told her to keep quiet instead. The victim added that her father used to rape her whenever she was alone at home.

The girl also said that when her mother and brother failed to help her, she discussed the issue with a friend and then decided to approach the police. “I approached the police in Sohana and lodged the complaint. Though my family members asked me not to file the complaint, I was fed up of all the sufferings. He used to beat me up and he raped me a number of times. He even threatened to kill me with a knife if I ever opened my mouth,” the girl told Chandigarh Newsline.

The Investigating Officer, Sub-Inspector Amandeep Kaur, said they have arrested the victim’s father after registering a case against him under Section 376 (rape) of Indian Penal Code and sections 4 and 6 of Prevention of Children from Sexual Offences (POCSO) Act.

FIR against 2 for fake Appoinment Letter in name of Raj Bhavan

 

TWO FAKE letters of appointment for the advertised posts of peon, gardeners, carpenters at Punjab Raj Bhawan were issued to two Haryana residents, Munish Kumar and Parvesh Kumar of Bhiwani. The fake appointment letters had the signature and stamp of office of the secretary to the Punjab Governor. Police have registered an FIR against unknown persons in this connection and began investigation on Thursday.

The FIR was registered on the complaint of Deputy Secretary, Punjab Raj Bhawan, Rakesh Bhandhari, at Sector 3 Police Station. Punjab Raj Bhawan had given advertisement for 10 posts of peon, gardener, carpenter and dhobi back in April 2017. The interview process for the eligible candidates was completed between March 26 and April 17, 2018. The appointment letters to the 10 selected and eligible candidates were issued on May 16.

The fact that fake appointment letters were issued came to light when Sohan Singh, a JBT teacher of Government Model Senior Secondary School, Sector 15, approached Punjab Raj Bhawan enquiring about the formalities for joining the post of peon at the Punjab Raj Bhawan on May 23. Sohan Singh showed an appointment letter, which was issued to one Munish Kumar of Bhiwani.

Police sources said when the staff members of the Governor’s house asked Sohan Singh about Munish Kumar to whom the appointment letter was issued, he replied that he was sent by one Satpal, a record keeper with the office of Director, Senior Secondary Education, Haryana, in Panchkula. Sources said Sohan Singh was called to the spot and he maintained that Munish was one of his relatives, who received the appointment letter through post at his house in Bhiwani. Similarly, another appointment letter was issued to one Parvesh Kumar.

In his complaint to the police, Rakesh Bhandhari, Deputy Secretary, Punjab Raj Bhawan, stated, “We verified all the issued appointment letters and concluded that no appointment letters were issued to persons named Munish Kumar and Parvesh Kumar.”

A police officer, requesting anonymity, said, “The two men, who received fake appointment letters, along with JBT teacher Sohan Singh and record keeper Satpal is being questioned in this connection. Till now, they were not found involved in this case.”

3 Booked for Torch Bushes

Fire in bushes at Morni

 

Three engineering students set fire to dry bushes in at least 15 different locations along a 10-km stretch under the jurisdiction of Khol Hi-Raitan Wildlife Sanctuary on the Panchkula-Morni road only to make videos of their journey on Wednesday.

Rahul Kumar, Simranjit Singh and Kunark of Chandigarh University, Kharar, were apprehended by a team of the forest department, which was tipped off by two villagers about the adventurous act of the students, after a 5-km-long hot chase near Gurdwara Nada Sahib.

On Thursday, Panchkula police registered an FIR against three students under Section 435 (mischief by fire with intent to cause damage) of IPC, sections 32, 37 of the Indian Forest Act and Section 3 of Public Property Damage Act.

Police have seized the two cellphones with which the students made videos of their journey through the burning bushes, a gas lighter, used to set fire to dry leaves and bushes, and a Santro belonging to the students. Rahul is a resident of Baltana in Zirakpur, Simranjit hails from Amritsar and Kunark belongs to Meerut, Uttar Pradesh. The FIR was registered on the statement of Forest Officer Sunil Kundu.

Kundu said, “Three men were filming the scene after setting the bushes on fire. They were spotted by some local villagers near Madna village situated between Morni T-point and bus stand. As the villagers raised objection, the students went ahead and again set the bushes on fire and started recording the scene on their cell phones. Later, the villagers passed the information to the local forest beat staff, who were on routine patrol in view of the increasing incidents of fire in the Morni forests. My beat staff member raised an alarm and three different teams of 45 people, including labourers and forest employees, rushed on to the specific road and doused the fire using water tanks. One of the villagers noticed the number of the students’ car. We chased the car and intercepted it near Gurdwara Nada Sahib.”

Sources said, “As the three men were nabbed by a team of the forest department, students begged for forgiveness. Subsequently, a message was conveyed to senior forest officers, who decided to lodge a police complaint against three of them.”

Principal Chief Conservator of Forest (PCCF) S M Somashekhar said, “We decided to file an FIR against three of them and instructed the forest officer to lodge a complaint against them. The incidents of fire are being reported each passing day in the Morni forest. Indeed, extreme hot weather and fire in the adjoining forests of Himachal is the prime reason behind the fire in the forests and we cannot tolerate human mischief in this direction.”

A case was registered at Chandimandir police station. Inspector Suresh Kumar, SHO, said, “The students will be arrested following the legal formalities. We called their parents and informed them about the act. We will summon them again.”

Helecopter Service From Chandigarh – Shimla 3 Days to Go

 

Three days still to go before the helicopter service between Chandigarh and Shimla begins on June 4, the seats in the first flight are already full. On Thursday evening, as per the website of state-run Pawan Hans, which will run the helicopter service, no seats were available in the first flights on both Chandigarh-Shimla and Shimla-Chandigarh route on June 4.

“For the June 4 flights, seats are already full. We are so far seeing an overwhelming response from public,” Ram Krishan, Head, Corporate Communications of Pawan Hans told Chandigarh Newsline on Thursday, adding that most of the seats are booked for June.

Himachal Pradesh Chief Minister Jairam Thakur will flag off the first flight from Shimla airport on June 4. Currently the helicopter service will be available twice a week (Monday and Friday).

Krishan said the company will see the response for the first month to decide if they can increase the frequency of the service. “We will wait for the first month to see the response, and then only a decision can be taken in this regard,” he said.

The Pawan Hans website on Thursday evening was showing five available seats for Chandigarh-Shimla and eight for Shimla-Chandigarh route on June 8. Last week, Himachal Pradesh government, in association with Pawan Hans, had announced the heli taxi service between Shimla and Chandigarh.

A statement had said the initiative “will give a major boast to tourism industry, besides connecting the capitals of three states, that is, HP, Punjab and Haryana.” Pawan Hans has deputed a 20-seater chopper to ferry passengers. The minimum fare has been fixed at Rs 2,999.

There will be 20-minute morning flights between the two destinations. The chopper will take off from Shimla at 8am and reach Chandigarh at 8.20am. From Chandigarh, it will fly back at 9am and reach Shimla at 9.20am.
