Two juveniles, who stabbed to death an 18-year-old man at Sector 25 market in August 2016, were sentenced to three years’ imprisonment each by the juvenile court of Chandigarh on Saturday. The court also slapped a fine of Rs 600 each on the convicts. The accused were arrested after a CCTV footage of the incident went viral. The two have been sentenced to imprisonment under sections 302 (murder), 147 (rioting) and 148 (rioting, armed with deadly weapon) of the Indian Penal Code.

The juveniles were granted bail after furnishing bonds in the court on Saturday.

The victim was the only son of his parents. His father Tej Pal works in the Postgraduate Institute of Medical Education and Research’s sanitation department. The incident occurred in August 2016 when the victim, Vikas, was at the Sector 25 market along with two friends. When he was about to leave, a youth started beating him up. Though he tried to run away, a group of youths caught him within seconds and pounced on him with sharp weapons. When Vikas fell on the ground, he was repeatedly stabbed in the neck, back and head. A passer-by intervened but the attackers managed to flee, leaving the victim bleeding. The victim was rushed to Government Multi-Specialty Hospital (GMSH) Sector 16, Chandigarh, where he succumbed to injuries. Police then registered a case under Section 302 of the IPC at Sector 11 PS in Chandigarh.

During investigation, nine persons, including Kuldeep, Vishal, Vikas alias Polcia and Raju and five juveniles, were arrested initially. Later, when the juvenile court declared three of the five juveniles as major, only two juveniles were tried in the juvenile court while the other seven were tried in the Chandigarh district court.

According to police, the accused were arrested after the police received vital clues about the incident from the CCTV footage. The accused were apprehended from the jungle area of Sector 25. They were all residents of Sector 25, Chandigarh. Police had learnt that there was an old enmity of the victim with the accused youths which led to the murder. The victim was involved in a brawl with the accused earlier as well, following which they planned to assault him. Vikas had entered into a brawl with the other group following which a cross-case was also registered against him at Sector 11 PS following which Vikas had returned home from jail just 15 days before his murder.

During the trial, the counsel for defence, Rohit Mahajan, argued in court that the juveniles had been falsely implicated in the case as one of them was the brother of an accused Kuldip because of which the juvenile was also held by the police among the nine arrested. It was also argued that the victim was a history-sheeter and several criminal cases were pending against him in the juvenile court.

After hearing the arguments and going by evidence, the court held the duo guilty and sentenced them to imprisonment for three years. Mahajan said they would appeal against the order in the sessions court.

Commuters through Madhya Marg are having a tough time due to traffic chaos following closure of the railway crossing 126 at Manimajra here due to an ongoing construction work of a Railway Under Bridge (RUB), even as the authorities are claiming to reopen it in the next 10-15 days.

Local residents said after the closure of the railway crossing, rush on the internal roads in Modern Housing Complex towards Kalagram light point, which links to Madhya Marg, has increased. “Earlier, commuters from Manimajra and Panchkula preferred the railway crossing, but as it has been barricaded from both the sides, people have no option, but to use the Madhya Marg,” said a local resident.

Though the RUB work had started in February, the road through the railway crossing had been closed on June 25 for shifting the underground pipelines of sewage, rainwater and drinking water.

In the peak hours, the stretch between Railway and Housing Board light points on Madhya Marg becomes more chaotic.

Sub-divisional Engineer (SDE) with the Chandigarh Municipal Corporation (MC), Joginder Kumar, however, said two-wheeler riders are allowed to use the crossing.

Even though the two-wheeler riders are passing through the railway crossing, Randhir Singh, a resident of Modern Housing Complex, said four-wheelers cannot. “We have to use Kala Gram light point to reach Madhya Marg. The crossing was considered to be an alternative route, widely being used by emergency vehicles, including ambulances,” said the Panjab University employee.

The SDE said the railway crossing will reopen within 10 days. “The work of shifting all the pipelines are in last stage. The road, which was dug for shifting the pipelines, will be reconstructed. “

The work of shifting the three underground pipelines is being done by a private contractor, Pawan Kumar, under the supervision of public health department of Chandigarh Municipal Corporation (MC).

A traffic police inspector, too, confirmed a communication from the public health department of the MC, suggesting that the railway crossing will reopen within a fortnight. He, however, said that it seemed to take more time.

Meanwhile, the work was halted for over three hours on Saturday following a complaint that the private contractor was stealing electricity from a nearby tube well for welding.

Senior officers, including SDE Joginder Kumar, went to the spot. Kumar said they found the complaint to be valid. “We have told the contractor to use his generator. Pawan said that the generator had developed a technical snag, so he had to take electricity from the nearby MC tube well in emergency. We are planning to take action against him,” said Kumar.

Later, contractor Kumar start using his generator for the welding work. A JE-rank officer, present on the spot, said, after the completion of the work of shifting the pipelines, the union territory administration will take care of rest of the work. “Railway authorities will take over in the last phase. It will take around seven months to complete the RUB,” said the officer.

The railway ministry had given a go ahead for the RUB back in 2013, however, the foundation stone was laid only in April 2017. The RUB will be of low height, 10 feet, under which CTU buses cannot pass. Its width will be 36 feet.

NZ Chandigarh Club(NZCC) Formed

The love and attachment for Chandigarh have encouraged a large number of people from Tri-city (Chandigarh-Mohali and Panchkula) settled in New Zealand to unite together under the banner of NZ Chandigarh Club.

The club formed in June 2018 has attracted many kiwis through the newly created Whats APP group as well as Facebook group. Within a week of its opening, the membership has risen to 65 and the group co-ordinator Reeta Arora claims the number is expected to reach 100 in few days time.

Among the founder members of the NZ Chandigarh Club are successful real estate agents, Licensed Immigration Advisers, lawyers and Chartered Accountants. The group’s activities include cultural get together, educational events and fund raising for charitable purposes.

Reeta Arora has made a call to all the people of Tri-City living in New Zealand to join the club and share their experiences while living in the Tri-City.

The club is holding its first entertainment evening on 14th July 2018 in Papatoetoe, Auckland where local artists of International fame will entertain the members. Prize draws shall also be held and winners will be given valuable prizes.

आआपा अब भाजपा को दिल्ली ओर देश से बाहर करेगी : राठी

आम आदमी पार्टी का कहना है कि केंद्र सरकार द्वारा धान सहित कुछ फसलों की खरीद का समर्थन मूल्य 200 रुपये बढ़ाना करना ऊंट के मूंह में जीरे के समान है। पार्टी का यह भी कहना है कि स्वामीनाथन आयोग की सिफारिशें लागू करने की दुहाई देने वाली भाजपा की कथनी और करनी में दिन रात का फर्क है और यह अब भी किसानों के साथ समर्थन मूल्य के नाम पर जुमले ही कर रही है। पार्टी का कहना है कि सरकार को इन फस्लों की खरीद की व्यवस्था स्वयं करने की घोषणा करनी चाहिए थी अथवा इस बार स्वामीनाथन आयोग की रिपोर्ट लागू करने की घोषणा  करनी चाहिए थी। उन्होंने कहा कि जब आढ़तीया किसान की उपज की खरी करेंगे तो वे अपने हिसाब से खरी करेंगे और किसान को उसकी उपज का उचित मूल्य देने में आनाकानी करेंगे। उन्होंने कहा कि केंद्र व राज्यों की सरकारों को अरविंद केजरीवाल की दिल्ली सरकार से कु छ सीखना चाहिए, जहां दिल्ली सरकार द्वारा किसानों को किसी भी तरह  की प्राकृतिक आपदा के चलते फसल के खराब होने की सूरत में 20 हजार रुपये प्रति एकड़ का मुआबजा दिया जाता है। मगर किसी जमाने किसानों की मांगों को लेकर नंगे होकर प्रदर्शन करने वाले भाजपा के नेता अब खुद सत्ता में आने के बाद इस मामले में चुप्पी साधे बैठे हैं।

आज यहां जारी एक ब्यान में आम आदमी पार्टी के पंचकूला विधानसभा हल्के के संगठन मंत्री सुरेंद्र राठी ने कहा कि हकीकत में यह भाजपा की संस्कृति है कि न तो उसने स्वयं जनहित का कोई कार्य करना है और न ही करने वाले को करने देना है। दिल्ली में आआपा की सरकार काम करना चाहती है तो उसे केंद्र में सत्ता में बैठी भाजपा की सरकार केजरीवाल सरकार को काम नहीं करने देना चाहती क्योंकि उससे अपनी पिछले विधानसभा चुनावों में हुई हार हजम नहीं हो पा रही। इसी तरह दिल्ली में जीरो हो चुकी कांग्रेस अब भाजपा की बी टीम के रुप में काम कर रही है और भाजपा की हां में हां मिलाकर केजरीवाल सरकार को काम नहीं करने दे रही। उन्होंने कहा कि माननीय सवोच्च न्यायालय के आदेशों के बावजूद दिल्ली सरकार के आईएएस अधिकारी काम नहीं करना चाहते क्योंकि उन्हें कें द्र सरकार की पूरी शह है। ये अफसर एक तरह से सर्वोच्च न्यायालय के आदेशों की अवमानना कर रहे हैं। उन्होंने कहा कि दिल्ली की जनता सब देख व समझ रही है और आनेवाले विधानसभा व लोकसभा चुनावों में वह भाजपा और कांग्रेस को एक बार फिर से 2014 वाला आईना दिखाएगी और दोनों ही चुनावों में देश व दिल्ली से बाहर का रास्ता दिखाएगी।

इस “शक्ति” प्रोजेक्ट की लॉन्चिंग पूर्व केंद्रीय मंत्री एवं राज्यसभा सांसद कुमारी शैलजा ने की।

हरियाणा प्रदेश महिला कांग्रेस की अध्यक्षा सुमित्रा चौहान और आयोजक रंजीता मेहता भी रही उपस्तिथ।

इस प्रोजेक्ट का उद्देश्य महिलाओं को सीधा अखिल भारतीय कांग्रेस कमेटी के अध्यक्ष राहुल गांधी एवं अन्य वरिष्ठ नेताओं से सीधे कनेक्ट करवाना है।

पत्नी की अत्महत्या से दुखी पति ने भी वही राह ली

सेक्टर-16 निवासी महिला ने ट्रेन के आगे कूदकर खुदकशी कर ली। पति को जब घटना के बारे में पता चला तो वह भी अपनी सुधबुध खो बैठा और उसने भी ट्रेन के आगे कूदकर खुदकशी कर ली। दोनों की खुदकशी की सूचना के बाद परिवार में मातम छा गया। पति-पत्नी के शव को पोस्टमार्टम के लिए नागरिक अस्पताल के शवगृह में रखवा दिया गया है।

बताया जा रहा है कि पति-पत्नी विजयकांत व रेणु सेक्टर 16 में रहते थे। पड़ोसियों के मुताबिक उनका आपस में कोई विवाद नहीं था। इसके बावजूद उनकी आत्महत्या का कदम चौकाने वाला है। घर से कोई सुसाइड नोट भी बरामद नहीं हुआ है। जीआरपी चंडीगढ़ पुलिस मामले की जांच कर रही है।

विजयकांंत और रेणु के बीच प्रेम विवाह हुआ था। गत सायं से रेणु घर से गायब थी। पति उसे ढूंढ रहा था। इसी बीच जीआरपी थाने ने विजयकांत को बुलाया और फोटो दिखाई। यह फोटो विजयकांत की पत्नी रेणु की थी। रेणु ने ट्रेन के आगे कूदकर आत्महत्या की थी। इसके बाद विजयकांत वहां से गया और वह भी ट्रेन के आगे कूद गया। रेणु और विजयकांंत के दो बच्चे हैं।

सामाजिक न्याय एवं अधिकारिता राज्य मंत्री श्री कृष्ण कुमार बेदी

हरियाणा के सामाजिक न्याय एवं अधिकारिता राज्य मंत्री श्री कृष्ण कुमार बेदी ने कहा है कि प्रधानमंत्री श्री नरेन्द्र मोदी की दिव्यांगों के संवेदनशीलता के प्रति ही दिव्यांग अधिकार अधिनियम, 2016 के तहत दिव्यांग श्रेणियों की संख्या सात से बढ़ाकर 21 की गई है। हरियाणा में शीघ्र की दिव्यांग नियम, 2017 के क्रियान्वयन के लिए राज्य स्तरीय सलाहकार बोर्ड का गठन किया जाएगा।

श्री बेदी आज हरियाणा सामाजिक न्याय एवं अधिकारिता विभाग तथा पंजाब विश्वविद्यालय चण्डीगढ़ के सामाजिक कार्य विभाग के सहयोग से विश्वविद्यालय के गोल्डन जुबली कॉन्फ्रेंस हॉल में आयोजित राज्य स्तरीय कार्यशाला में मुख्य अतिथि के रूप में बोल रहे थे।
श्री बेदी ने दिव्यंागजनों को प्रोत्साहित करने के लिए सर्वश्रेष्ठ दिव्यांग कर्मचारी, स्व रोजगार चलाने वाले दिव्यांगो के नियोक्ता एवं दिव्यांग व्यक्तियों के प्लैसमेंट अधिकारी व एजेंसी, व्यक्ति संस्था, सृजनशील दिव्यांग एवं खिलाड़ी को प्रतिवर्ष दी जा रही 10 हजार से 50 हजार रुपये की पुरस्कार राशि में बढ़ोतरी करने के निर्देश में उपस्थित अधिकारियोंं को दिए। उन्होंने बताया कि दिव्यांग दोस्ताना वैबसाइट डिजाइन करने के लिए हरियाणा में 69 विभागों की पहचान की गई जिनमें 30 विभागें ने अपनी वैबसाईट शुरू की जा चुकी है।

श्री बेदी ने इस कार्यशाला के आयोजन की पहल करने के लिए विभाग के प्रधान सचिव श्रीमती नीरजा शेखर व निदेेशक श्रीमती गौरी प्राशर जोशी तथा सहयोग के लिए विश्वविद्यालय के समाजिक कार्य विभाग की चैयरयपर्सन श्रीमती मोनिका मुंजाल व अन्य संकाय सदस्यों का आभार व्यक्त किया।

उन्होंने बताया की हरियाणा के मुख्यमंत्री श्री मनोहर लाल दिव्यांगजनों के प्रति संवेदनशील है और उन्हीं के प्रयासों के फलस्वरूप करनाल में मूक, बधिर व नेत्रहीन व्यक्त्यिों के लिए महाविद्यालय स्तर के एक संस्थान केन्द्र सरकार के माध्यम से खोली जा रही है जिसके लिए हरियाणा सरकार जमीन उपलब्ध करवाएगी जो पानीपत में अंध विद्यालय का दर्जा बढ़ाएंगे।

विभिन्न विभागों ,गैर सरकारी संगठनो, विशिष्टï दिव्यांगजनों व अन्य स्टेक हाल्र्डस का कार्यशाला में भाग लेने के लिए मंत्री ने कहा कि दिनभर चलने वाले इस चिंतन मंथन शिविर से निश्चित रूप से दिव्यांगजनों के शिक्षा, स्वास्थ्य, सामाजिक एव आर्थिक सामनता के सुझाव उभरकर आएंगे जो दिव्यांगजन अधिनियम,2016 के कार्यान्वयन में राज्य सरकार के लिए नियम बनाने में कारगर व महत्वपूर्ण सिद्घ होंगे।

श्री बेदी ने हरियाणा में दिव्यांगजनों के लिए चलाई जा रही विभिन्न योजनाओं व कार्यक्रमों की जानकारी पर भी विस्तार से प्रकाश डाला। उन्होंने कहा कि सामाजिक न्याय एवं अधिकारिता विभाग के वर्ष 2018-19 के कुल 6077 करोड़ रुपये के आवंटन बजट में दिव्यांगजनों के कल्याण हेतु 412.67 करोड़ रुपये का प्रावधान किया गया है।

उन्होंने कहा कि वर्ष 2011 की जनगणना के अनुसार राज्य में दिव्यांगजनों की कुल संख्या 5,46,374 है। जिनमें 1,37,314 मूक एवं बधिर, 82,702 दृष्टिïबाधित, 1,16,026 अस्थिबाधित, 30,070 मन्दबुद्घि, 16191 मानसिक रूप से बीमार, 47250 बहुदिव्यांगता व अन्य दिव्यंगता की संख्या 1,16,821 है।

श्री बेदी ने बताया कि हरियाणा में दिव्यांग व्यक्तियों के लिए चलाई जा रही पें’शन योजना के तहत 1,54000 पात्र व्यक्तियों को लाभ दिया जा रहा है। नवम्बर,2017 से इन्हें 18 हजार रुपये मासिक पेेशन दी जा रही है जबकि नवम्बर, 2018 सेें इसमें 200 रुपये की वृद्घि कर 2000 रुपये मासिक किया जाएगा। चालू वित्त वर्ष के दौरान इसके लिए 356.28 करोड़ रुपये का प्रावधान किया गया है।

Helmets have been made mandatory for women two-wheeler riders barring those who wear a turban.

Punjab governor and Chandigarh administrator VP Singh Badnore on Friday issued a notification that exempts only turbaned Sikh women from wearing a helmet while riding two-wheelers in Chandigarh. The order comes into immediate effect.

The decision had been pending since May when the Chandigarh administration had received 14 suggestions, of which seven were in favour of exempting only Sikh women, while the rest were against it. Senior UT officers sent their recommendations to the administrator for a decision.

On April 21, following the directions of the Punjab and Haryana high court, the Chandigarh administration had proposed that all women, except those who were Sikh and wore turbans, will have to wear helmets.

Proposing amendment in Rule 193 of the Chandigarh Motor Vehicle Rules, 1990, the UT had invited objections and suggestions from people within 30 days, from the date of publication of the draft notification in the extraordinary gazette.

The Chandigarh administration had proposed the amendment considering the safety of women, including that of Sikh women who did not wear a turban, particularly in view of the fatalities occurring in road accidents.

In his objection, Hardeep Singh Buterla, president of the Shiromani Akali Dal (SAD), said, “Women wearing helmet is totally against Sikhism. Amending the Chandigarh Motor Vehicle Rules, 1990, will hurt sentiments of Sikhs. We will not allow this to happen.”

On the other hand, RK Garg, president, Second Innings Association, said, “Wearing helmets is mandated for all those riding two-wheelers, but the state government is competent to make relaxation for some categories of two-wheeler riders. In view the high fatality rate of two-wheeler riders, including women, it is the need of the hour that for saving precious lives of all two-wheeler riders, wearing headgear may be made compulsory, as in case of accidents it is not the religion but the life that is the most important.”

Haryana Employees need not to go under any test(Dope) : Vij

Haryana Health Minister Anil Vij today said that there was no proposal under consideration to order mandatory dope test of all government employees as has been done by neighbouring Punjab.

“No such proposal is under consideration in Haryana,” Vij told reporters this evening when asked about Punjab’s move.

Yesterday, Pujab Chief MinisterAmrinder Singh had ordered mandatory dope test of all government employees, including police personnel, from the time of their recruitment through every stage of their service.

When asked if there was any proposal to enact a tough law against drug peddlers, Vij said, “If we have to frame a tough law, we will frame that, we will not allow Haryana to fall into this (drug menace) trap.”

Replying to another question, Vij said some jail inmates have been found to be HIV positive when their health screening was done recently.

“We carried out health check up of all jail inmates and some of them have been found to be suffering from HIV. Their total number if being verified. We have directed department to extend treatment facility and all other necessary help to them,” he said.

To another question pertaining to some doctors posted in the Kalpana Chawla Medical college in Karnal, he said, “We have got some reports that some doctors there refer patients to private hospitals and even operate them there.”

“We give our doctors non-practicing allowance too. If they are found indulging in this illegal practice, then appropriate action will be taken against them,” Vij said.
