The run-up to the polls in Gujarat saw a massive rejig of Goods and Services Tax (GST) rates across the board as disenchantment with the regime was at a peak. Ahead of the Assembly polls in three BJP-ruled States — Madhya Pradesh, Rajasthan and Chattisgarh — some relief for Micro Small and Medium Enterprises (MSMEs) is likely. A possible exemption from filing for firms with a turnover of up to ₹5 crore is said to be in the offing.
Senior sources in the GST Council told mediamen that during the last meeting of the Council, it was decided that rate cuts etc. were not the route to take to give relief to the MSME sector; instead exemptions from the GST ambit for firms with a turnover of upto ₹5 crore could be the way to go.
“Several States, specifically Gujarat and Delhi, have asked that exemptions be given for MSMEs with a turnover of upto ₹5 crore, whereas some other States have asked [that] the limit be for firms of upto ₹1.5 lakh,” said a source.
The decision may be announced in the next meeting of the Council on September 28 in Goa — close to polling in the three States, scheduled for the end of the year. Union Minister Arun Jaitley is expected to be back at the helm of affairs at the Finance Ministry by then. At the last meeting of the Council, Finance Minister Piyush Goyal had said all suggestions from various States should be collated and considered.
Madhya Pradesh with 26.74 lakh firms and Rajasthan with 26.87 lakh have a huge MSME presence and the any relief to the sector, currently dissatisfied with cumbersome filing procedures, would be politically important.
“Rate cuts in the context of MSMEs have been dismissed as not workable and these cuts will affect not just these units but bigger suppliers etc. Exemptions from tax and filing procedures will have a more direct impact in terms of giving relief,” said a member of the GST Council.

As many as 718 people have lost their lives in incidents related to floods and rains in seven states during the monsoon season so far.
According to the Home Ministry’s National Emergency Response Centre (NERC), 171 people lost their lives in Uttar Pradesh, 170 people have died in West Bengal, 178 have died in Kerala and 139 have died in Maharashtra.
As many as 52 people lost their lives in Gujarat, 44 died in Assam and eight perished in Nagaland.
A total of 26 people were also missing, Kerala (21) and West Bengal (5), while 244 others received injuries in rain-related incidents in the states, it said.

विदेश मंत्री सुषमा स्वराज ने ख़ुद यह जानकारी सार्वजनिक की है. मीडिया के प्रतिनिधियों से बातचीत के दौरान उन्होंने बताया कि हिंदी को संयुक्त राष्ट्र की अधिकृत भाषा का दर्ज़ा दिलाने की कोशिशें लगातार की जा रही हैं. उन्होंने बताया कि संयुक्त राष्ट्र संघ द्वारा प्रसारित हिंदी समाचार बुलेटिन 10 मिनट का है. इस बुलेटिन के प्रसारण की ज़िम्मेदारी भारत सरकार उठा रही है. इस पर आने वाला ख़र्च भी वही वहन कर रही है.
उन्हाेंने बताया कि हिंदी को संयुक्त राष्ट्र की अधिकृत भाषा बनाने का जहां तक सवाल है तो इस वैश्विक संस्था के 193 में 129 सदस्य देशों ने इसका समर्थन किया है. भारत ने संयुक्त राष्ट्र को यह भरोसा भी दिया है कि हिंदी को अधिकृत भाषा का दर्ज़ा देने पर आने वाला पूरा खर्च भारत सरकार उठाने के लिए तैयार है. भारत की तरह जर्मनी और जापान भी जर्मन और जापानी भाषाओं को संयुक्त राष्ट्र की अधिकृत भाषा का दर्ज़ा दिलाने और उस पर आने वाला खर्च उठाने को तैयार हैं.
UTs to inspect child shelters, ministry of Women and Child Development

In the aftermath of cases of sexual abuse at shelter homes in Muzaffarpur and Deoria, the Centre has asked State governments to inspect all child care institutes and submit a report by September 15, Union Women and Child Development Minister Maneka Gandhi told Parliament on Thursday.
The Ministry also said that in a consultation with States and Union Territories carried out earlier this year, it found that only 7,109 shelters for children across the country were registered under the Juvenile Justice (JJ) Act, 2015.
Ms. Gandhi said that the Centre had directed States and UTs in February to shut down all institutions not registered under law and shift the children to appropriate facilities.
Onus on States
Under the JJ Act, registration of all child care institutions, regardless of whether or not they are funded by the government, is mandatory. The Act puts the onus of registration on the State/ UT government.
The Minister said that she had written to Members of Parliament in August last year requesting them to visit hostels for working women, One Stop Centres, Swadhar Homes for women in difficult circumstances, Ujjwala Homes for trafficked women, and child care institutes, to inspect the living conditions and the level of care being provided in these homes.

बौद्ध धर्मगुरु दलाई लामा ने एक कार्यक्रम में कहा कि यदि जवाहर लाल नेहरू की जगह जिन्ना प्रधानमंत्री होते तो देशा का विभाजन नहीं होता. यह बात उन्होंने गोवा इंस्टीट्यूट ऑफ मैनेजमेंट में छात्रों से बातचीत के दौरान कही.
एक राष्ट्रीय दैनिक के मुताबिक , दलाई लामा ने कहा ‘महात्मा गांधी तो जिन्ना को प्रधानमंत्री बनाना चाहते थे, लेकिन नेहरू ने इसके लिए मना कर दिया. वह आत्मकेंद्रित थे. नेहरू ने कहा था कि मैं प्रधानमंत्री बनना चाहता हूं. भारत पाकिस्तान एक हो जाता अगर जिन्ना प्रधानमंत्री बन जाते. पंडित नेहरू बहुत ज्ञानी थे, लेकिन उनसे गलती हो गई.’
इस बीच एक छात्र ने जब यह पूछा कि आखिर कोई किस तरह इस तरह के निर्णय ले जिससे कि गलतियां नहीं हों? इस पर दलाई लामा ने नेहरू के निर्णय की पृष्ठभूमि में कहा, ‘गलतियां होती ही हैं.’
इंस्टीट्यूट की 25वीं वर्षगांठ के मौके पर बौद्ध धर्मगुरू को आमंत्रित किया गया है. गोवा में पिछले सात सालों में दलाई लामा का यह पहला लेक्चर है.
इससे पहले धर्मशाला नगर निगम ने दलाई लामा मठ को नोटिस भेजा था. यह नोटिस अवैध निर्माण के खिलाफ चलाई जा रही मुहिम के तहत भेजा गया था.
