70% महिलाओं ने भी कहा- मिले अबॉर्शन का अधिकार

 

डबलिन.  आयरलैंड में पहली बार महिलाओं को गर्भपात कराने का अधिकार मिला       है। 35 साल पहले बने कानून में यहां अबॉर्शन यानी गर्भपात को गैरकानूनी घोषित कर दिया गया था। अब देश के 30 लाख लोगों ने जनमत संग्रह में वोट करके इस कानून को बदलने की राय जाहिर कर दी है। भले ही नतीजा अब आया है, लेकिन महिलाओं के हक की ये लड़ाई 6 बरस से चल रही थी। इस पूरे कैंपेन का चेहरा भारतीय मूल की महिला सविता हलप्पनवार थीं। इस कानून में बदलाव के लिए कराए गए जनमत संग्रह को कराने में आयरलैंड के प्रधानमंत्री लियो वाराडकर ने अहम भूमिका निभाई। बता दें कि लियो वाराडकर भारतीय मूल के हैं।

नई दिल्ली.  देश के 7 राज्यों के 23 शहरों में शनिवार को पारा     45 डिग्री सेल्सियस के पार पहुंच गया। इनमें सबसे ज्यादा मध्य प्रदेश के 9 शहर हैं। राजस्थान का श्रीगंगानगर देश में सबसे ज्यादा गर्म रहा। यहां अधिकतम पारा 46.6 डिग्री दर्ज हुआ। दिल्ली भी गर्मी के सितम से अछूती नहीं रही, यहां तापमान ने 46.2 डिग्री के साथ तीन साल का रिकॉर्ड तोड़ा। मध्य प्रदेश के अलावा राजस्थान के 5, हरियाणा के 3, महाराष्ट्र-पंजाब के 2-2 और उत्तर प्रदेश का एक शहर इस लिस्ट में शामिल है।

देश में औसतन एक हजार लोगों पर 1.7 नर्स कर रहीं काम

 

 

नई दिल्ली/त्रिवेंद्रम/इंदौर/जयपुर.देश में नर्सों की स्थिति बेहद खराब है। इन्हें न्यूनतम 20 हजार रुपए प्रतिमाह भी नहीं दिया जा रहा है। जबकि, ये करीब 10 से ज्यादा तरह की गंभीर संक्रामक बीमारियों के बीच घिरकर मरीजों की सेवा कर रही हैं। बीते सप्ताह केरल में निपाह वायरस के मरीजों का इलाज करते समय नर्स लिनी पुतुसेरी की मौत इसका उदाहरण है। यूनाइटेड नर्सेज एसोसिएशन के केरल के स्टेट जनरल सेक्रेटरी सुजानापाल बताते हैं कि प्राइवेट अस्पतालों में नर्सों की सैलरी 8 हजार रुपए तक है। ये इन्हें इंसान नहीं मानते हैं। नर्सों से दबाव देकर 12-15 घंटे नौकरी करवाई जाती है। हालात इतने खराब हैं कि कुछ लोगों ने अब अपना करिअर तक छोड़ दिया है।

  • दिल्ली नर्सेज फेडरेशन के महासचिव एलडी रामचंदानी का कहना है कि देश में एक हजार की आबादी पर 1.7 नर्स काम कर रही हैं। जबकि, वैश्विक औसत प्रति हजार 2.5 नर्स का है। अपनी मांगों के लिए देशभर में नर्सेज आंदोलन कर रही हैं, लेकिन न तो कोई राज्य सरकार और न ही केन्द्र सरकार इस ओर ध्यान दे रही है।

निजी अस्पताल से सरकारी या बड़े कॉर्पोरेट अस्पताल जाना मजबूरी

  • ऑल इंडिया गवर्नमेंट नर्सेज फेडरेशन की महासचिव जीके खुराना का कहना है कि निजी अस्पताल में नर्सों का बुरा हाल है। यहां महीने में 10 से 15 हजार रुपए नर्सेज को दिया जाता है।
  • खुराना का कहना है कि छोटे शहरों में तो हालात इससे भी बदतर हैं। यही कारण है कि नर्सें निजी अस्पतालों में दो से तीन साल का अनुभव लेकर सरकारी या बड़े कॉर्पोरेट अस्पताल में चली जाती हैं। सरकारी अस्पतालों में शुरुआती दौर में नर्स को करीब 45 हजार और रिटायरमेंट के समय नर्स की सैलरी करीब 90 हजार होती है।

सरकारी नर्सें भी 15 साल से रिस्क अलाउंस की कर रही हैं मांग

  • वहीं दूसरी तरफ नर्सिंग फेडरेशन करीब 15 साल से सरकारी अस्पताल में तैनात नर्सों के लिए रिस्क अलाउंस की मांग कर रहा है, लेकिन इस पर भी अब तक सरकार की ओर से कोई जवाब नहीं मिल पाया है। एक ओर देश में नर्सेज को बीएससी नर्सिंग के बाद स्पेशल कोर्स कराके कुछ दवाइयां लिखने का उन्हें अधिकार देने पर काम चल रहा है।
  • वहीं दूसरी ओर वर्तमान में कार्यरत नर्सों द्वारा किए जा रहे काम को नाकाफी बताया जा रहा है। यही वजह है कि नर्सेज को अभी तक न तो सातवें वेतनमान का फायदा मिला है और न ही रिस्क अलाउंस।

Udhav releases audio clip of CM Maharashtra

 

In the run-up to the Palghar Lok Sabha bypoll, Shiv Sena chief Uddhav Thackeray released an audio clip, purportedly of Chief Minister Devendra Fadnavis asking BJP workers to use all possible means to win the by-election. Thackeray released the audio clip while addressing a rally last night in Palghar where the bypoll will be held on May 28. The BJP alleged that the Sena had tampered with the audio clip and that it would release its complete version soon. The party said it would also complain to the EC about the “misuse of technology”.

Fadnavis was purportedly heard saying in the clip, “If somebody is challenging our existence in Palghar and has betrayed our trust, back-stabbed us while calling itself our ally, then they should be taught a lesson. We should not be sitting quietly now. We should launch a big attack and show them what the BJP is.” “If we want to win this election, then an answer has to be given in the same measure…Give an answer by using ‘saam, daam, dand, bhed’ (negotiation, money, punishment and division). Do not tolerate anybody’s bullying. On the contrary, bully them…I will stand behind you,” he purportedly said.

After releasing the audio, Thackeray demanded action against Fadnavis by the Election Commission (EC). Opposition Congress and NCP also demanded an EC probe into the clip. Shiv Sena MP Sanjay Raut said use of such language against an opponent does not befit a chief minister. Maharashtra Pradesh Congress Committee (MPCC) chief Ashok Chavan sought Fadnavis’ clarification on the audio clip.

“The CM should issue clarification about the clip. We demand that a probe by the Election Commission into it and appropriate action,” he said. “If the clip is authentic, then the chief minister should immediately resign, but if it is fake, then Fadnavis should take action against Uddhav Thackeray,” Chavan said in a tweet.

NCP spokesperson Nawab Malik demanded a probe by EC and a complaint against the chief minister under section 506 of IPC . “If the chief minister is threatening people in such a manner, then it amounts to vitiating the election atmosphere,” he said. “The chief minister and ordinary citizens are all equal before law when it comes to following the election code of conduct. The Shiv Sena should make a written complaint to the EC instead of resorting to such tactics,” he said. Responding to the clip and the allegations, BJP spokesperson Madhav Bhandari said, “The Sena is showing an incomplete and edited audio clip, because it is shaken foreseeing its imminent defeat.”

“We will complain to the Election Commission about the condemnable misuse of technology and also release the full clip,” he said.

With 38 Kumaraswamy New CM

BENGALURU: The three-day-old Kumaraswamy government in Karnataka today won a vote of confidence without a contest, with the BJP MLAs walking out of the Assembly before the floor test, in an unexciting end to the 10-day high-voltage political drama after the polls yielded a hung House.

It turned out to be a smooth sailing for the 58-year- old H D Kumaraswamy, as BJP members trooped out of the House after Leader of the Opposition B S Yeddyurappa’s blistering attack on the “unholy” JD(S)-Congress coalition.

Kumaraswamy’s motion seeking the confidence vote was declared passed by voice vote by Speaker K R Ramesh Kumar in the absence of the BJP MLAs.

Kumaraswamy described the BJP walkout as “escapism”.

The first signs of the BJP conceding defeat in the numbers game were visible when it pulled out its candidate Suresh Kumar from the race for the Speaker’s post, saying it had decided to honour the parliamentary tradition that the presiding officer should be chosen unanimously.

Congress’ Ramesh Kumar was elected the Speaker unopposed.

The JD(S)-Congress coalition had claimed the support of 117 MLAs in the 224-member House with an effective strength of 221.

While the Congress has 78 MLAs, Kumaraswamy’s JD(S) has 36, and BSP 1.

The alliance also claimed support of the lone KPJP MLA and an independent.

As Kumaraswamy had won from two constituencies, the 104-member BJP needed seven more MLAs to defeat the motion.

But like on May 19, when Yeddyurappa failed to muster support of as many lawmakers required to anchor his government’s ship safely, and stepped down, the BJP did not go for a showdown.

Seeking the trust vote, Kumaraswamy asserted the Congress-JD(S) coalition government would complete its five- year term, while maintaining he was conscious that his party JD(S) does not have a majority on its own.

“I am pained that people have not placed their trust in me,” he said, as he moved the motion seeking the vote of confidence of the Assembly in his government.

He, however, said the the coalition government will be “stable for five years”.

“We will work for the people. We are not here to fulfil our personal interests,” he said, adding neither he nor the members of his family ever hankered after power, and spent most of their time in politics seated in opposition benches.

The chief minister said there was a “blot” on JD(S) supremo and former prime minister H D Deve Gowda after he (Kumaraswamy) joined hands with the BJP to form a coalition government in 2006.

Kumaraswamy said he was now relieved as that “blot” on his father’s reputation caused by his act of aligning with the BJP has been removed (with the formation of a secular government).

Deve Gowda had strongly opposed Kumaraswamy’s decision to form a coalition government with the BJP.

He also said the government was committed to waiving farm loans, as promised during the elections.

Kumaraswamy accused the BJP-led government at the Centre of using its agencies like the Income Tax department and the Enforcement Directorate against its political rivals.

He alleged that “fake documents” had been created to claim he had floated a company in Malaysia and had “huge” properties there.

“An ED fellow asked me about it. I am ready to face any inquiry,” Kumaraswamy said, asserting he would not be cowed down by such bullying tactics.

Before staging a walkout, Yeddyurappa launched a stinging attack on Kumaraswamy, saying the chief minister was known for his acts of “betrayal”.

The BJP under Yeddyurappa had propped up the JD(S)-led government in 2006 as part of a power sharing arrangement of rotational chief ministership.

After Kumaraswamy had completed his 20-month term and Yeddyurappa’s turn came to become the chief minister, the JD(S) withdrew support in seven days.

Yeddyurappa told the Congress members that Kumaraswamy and Deve Gowda would “finish” their party.

“The father (Deve Gowda) and sons will finish the Congress,” Yeddyurappa said, adding he had no problem “if you want to be onboard the sinking ship of Kumaraswamy”.

Dubbing the JD(S)-Congress alliance as “unholy”, he said the two parties had defied the popular mandate which was in BJP’s favour.

“The JD(S) lost security deposit in 121 constituencies and did not win even a single seat in 16 districts,” he said, adding the coalition dispensation was a “government on daily wages”.

Today’s confidence vote was the second in less than a week, and on both occasions the BJP baulked at the prospect losing the numbers game and chose to avoid voting.

Yeddyurappa, who was sworn in as the chief minister on May 17, had stepped down two days later in the face of impending defeat without going through the motions of a floor test.

Kumaraswamy had taken oath on Wednesday in a grand ceremony where a galaxy of top leaders of anti-BJP national and regional parties were in attendance, in a rare show of unity ahead of the Lok Sabha polls next year.

The JD(S) leader’s real challenge will now be the expansion of his ministry, with leaders in the alliance already jockeying for Cabinet berths and plum portfolios.

The trust vote over, the MLAs of the ruling coalition, kept in a luxury hotel and a resort over fears of poaching by the BJP, would walk to freedom.

Delhi High Court delivered a split verdict over PMNRF

A division bench of the Delhi High Court on Wednesday delivered a split vredict over PMNRF  have made a reference to the Acting Chief Justice,” the bench said.

Central government’s standing counsel Jasmeet Singh said that Justice Bhat held that PMNRF is a public authority, whereas Justice Gaur noted that PMNRF is not a public authority. The bench was hearing PMNRF’s plea challenging a single judge’s order of November 19, 2015, dismissing its petition against a 2012 Central Information Commission (CIC) order, asking it to disclose the details of its institutional donors.

The division bench had earlier stayed the operation of the CIC order till further direction, saying the matter required consideration. PMNRF had approached the single judge in 2012 challenging the CIC’s order, which had said: “We are of the view that the details of the institutional donors should be placed in public domain and disclosed to the appellant (Aseem Takyar).”

However, the CIC had said it would not be appropriate to direct the Central Public Information Officer (CPIO) of PMNRF to disclose the names of the recipients and beneficiaries of the fund. Takyar had sought information regarding PMNRF, including the names and particulars of donors and beneficiaries from 2009 to 2011 under the RTI Act.

Lashkar-e-Taiba (LeT) operative Sheikh Abdul Naeem chargsheeted by NIA

The National Investigation Agency (NIA) on Friday filed a chargesheet in a Delhi court against suspected Lashkar-e-Taiba (LeT) operative Sheikh Abdul Naeem and nine others for allegedly preparing to revive the terror outfit’s activities in India on the directions of Pakistan-based handlers.

The NIA filed the final report before the court of District Judge Poonam A Bamba, naming ten persons, five of whom have been arrested, while five were absconding. The chargesheet also names two persons who have turned approvers. The accused were charged under various sanctions of the Unlawful Activities (Prevention) Act, Passport Act, Aadhaar Act and Arms Act.

+2 CBSE result tomorrow

Chandigarh : The Central Board of Secondary Education (CBSE) will release the result of Class 12 examinations tomorrow on May 26. The results time is not announced yet, however, it is expected to be out by 12 pm. This year, over 2.8 million (28 lakh) students appeared for the CBSE Class 10 and CBSE Class 12 examinations. A total of 1.6 million (over 16 lakh) students had registered for CBSE Class 10 exams. For CBSE Class 12 exams 2018, over 1.1 million (over 11 lakh) students appeared for the exam.

If one were to pick out a lasting memory from the first 4 years of Narendra Modi government, it would be visuals of the long queues outside ATMs. Demonetisation and the ensuing chaos will probably remain an indelible memory, but the report card must take note of three other factors: formalisation of the economy, financial inclusion and digitisation. None of this impacts you directly or immediately: you don’t get richer or pay less tax, but consistent efforts towards this end mean you get a clean and efficient economy, which then has an impact on tax rate, inflation and financial repression.

Digitisation

Ease of transaction greatly improved with the launch of mobile wallets and ultimately the Unified Payments Interface or UPI, which was launched just months before demonetisation. UPI allows a user to transfer money from one bank account to another instantly using a cellphone and is set to trump the popularity of e-wallets that shot to fame right after demonetisation. E-wallets allow you to make payments without using internet banking, but the wallet itself needs to be loaded first.

“Senior citizens and others who were not using digital payments have taken a lot of effort to understand digital payments. Demonetisation too has had a major impact. Some areas like government, educational institutions or housing societies, who were traditionally cash- or cheque-based have now adopted digital payments in a big way,” said Amrish Rau, chief executive officer, PayU India.

Financial inclusion

The other significant highlight of the government is in the field of financial inclusion. According to data updated on Pradhan Mantri Jan Dhan Yojana’s website on 9 May, there are about 316 million beneficiaries with deposits of around Rs81,203.59 crore.

If Jan Dhan got the economy banked, insurance through the Pradhan Mantri Jeevan Jyoti Bima Yojana (life insurance) and Pradhan Mantri Suraksha Bima Yojana (accident insurance) have given financial comfort at rock bottom prices.

The big bang reform has been the announcement of the National Health Protection Scheme which has the potential to reform the health industry. “The insurance cover of Rs5 lakh is more than what an average individual buys. The scheme will not only increase longevity of citizens of India as it will make medical care affordable and accessible, its biggest boon will be upliftment of the medical infrastructure in rural as well as urban areas,” said Tapan Singhel, managing director and chief executive officer, Bajaj Allianz General Insurance Co. Ltd.

Regulation

Real estate: One of the big steps forward for better order in the real estate market was the Real Estate (Regulation and Development) Act (RERA). On 1 May 2016, the sector got its first regulator. RERA focuses on transparency and safeguarding home buyers’ interest by curbing the rampant practice of siphoning off funds from one project to another by the developers leading to construction delays. But the dampener has been in implementation. Even after two years, many states have not implemented the Act completely, which is affecting homebuyers’ confidence and expectation.

Tax rationalisation: The implementation of goods and services tax (GST) is yet another move to increase transparency. GST collapses many taxes into one tax and the idea is to reduce the tax burden and also increase compliance. This is a step towards formalising the economy and a result of efforts such as these has been an increase in the tax base. In the last four years, there has been a substantial increase in the number of returns filed and the amount of tax collected. According to the income tax department, while 37.9 million ITRs were filed in FY14, 68.4 million ITRs were filed in FY18, an increase of 80.5%.

“Removal of cumbersome processes, rationalisation of tax rates, digitisation, and promotion of cashless economy has been a priority of the government,” said Rakesh Nangia, managing partner, Nangia & Co. LLP, a chartered accountancy firm.

Equities: Formalisation of the economy has also meant building confidence in equities as an asset class. In fact, today domestic flows and not foreign institutional investments (FIIs) are supporting the equity market and more and more people are investing in equity systematic investment plans (SIPs). This is important because over the long term and on a post-tax basis fixed income, gold or real estate don’t deliver.

Equity market valuations have remained elevated throughout the Modi government term so far. According to Sahil Kapoor, chief market strategist, Edelweiss Investment Research Ltd, “The policy reforms and objective towards lowering corruption and establishing an institutional structure in certain sectors has resulted in moving towards formalisation of the economy. This, in turn, aids financial inclusion and better direct tax adherence; the direct tax to GDP ratio has grown at an annualised 22% for the last three years. Along with this, focus on inflation has meant that the rally in financial assets was strong.”

The benchmark Sensex index gave around 13.5% annualised returns over the last four years. The BSE Mid Cap and BSE Small Cap indices have done better at roughly 25% annualised returns each.

While the government’s initiatives have been in the right direction, some feel the last-mile detailing has not been its strong point. “Execution has been a shortcoming of the government. For instance, recalibration of ATMs was not thorough. In fact the pricing of the Pradhan Mantri insurance covers is fixed by the government and doesn’t make sense for the insurers as at the current pricing, we are finding it difficult to reinsure these policies,” said a senior insurance executive, who didn’t want to be named. Madan Sabnavis, chief economist, Care Ratings Ltd, said, “Reforms undertaken by the government focus on creating better infrastructure, streamlining economic activity and simplifying transactions, the impact of which will percolate to individuals in times to come. But the reforms have not yet created progressively more jobs and there are few signs that black money has been brought back into the system or redistributed.”

Concerns remain on the job creation front and curbing of black money. The direction is right, but the journey has been bumpy.
