पुलिस की नियुक्तियां और पदोन्नतियां दोनों ही भेदभाव और दोषपूर्ण : धवन

 

पूर्व केंद्रीय मंत्री और भाजपा नेता श्री हरमोहन धवन ने गृह मंत्री को चंडीगढ़ पुलिस की नियुक्तियों और पदोन्नतियों दोनों हीको  भेदभाव पूर्ण और  बेहद अनुचित बताया.

उन्होंने गृह मंत्री को अपने अपने पत्र में कहा कि वह उनके ध्यान में लाना चाहते हैं  कि वर्तमान में चंडीगढ़ पुलिस विभाग में 21 डीएसपी है जिनमे से 11 चंडीगढ़ कैडर के और 10 दिल्ली से हैं| चंडीगढ़ में ASI से DSP प्रमोट होते है जबकि दिल्ली में SI से DSP बनाया जाता है| यदि इसे मर्ज किया गया तो इससे चंडीगढ़ पुलिस कर्मचारियों की हितों की अनदेखी और नुकसान होगा|

वर्ष  1966 में चंडीगढ़ को केंद्र शाषित प्रदेश घोषित किया गया था जो केंद्रीय गृह मंत्रालय के  अंतर्गत आता है| उसी वक्त से पंजाब और हरियाणा के बीच 60:40 अनुपात में  सभी पदों को साँझा किया जा रहा है।

इससे न केवल पुलिस बल में बल्कि यूटी के अन्य सभी विभागों के हजारों कर्मचारियों में भी बहुत असंतोष व् आक्रोश पाया जाता है।स्थानीय कर्मचारी अपने आपको असहाय और ठगा हुआ महसूस करते हैं, जब पंजाब और हरियाणा से लोग आकर भिन्न-भिन्न पदों में आसीन हो जाते हैं|

“इसलिए स्थानीय कर्मचारियों को न्याय प्रदान करने के लिए आपसे अनुरोध कर रहा हूँ। नियुक्तियों और पदोन्नतियों प्राथमिकता दोनों में चंडीगढ़ निवासियों को विशेष रूप से उनका हक़ दिया जाना चाहिए, खासकर जब वे योग्य हैं न कि पंजाब, हरियाणा से “आयात” किया जाये”, श्री धवन ने कहा|

एक ओर बार एसोसिएशन जयपुर  उदयपुर में हाई कोर्ट की अतिरिक्त पीठ स्थापित किये जाने के विरोध में  अपनी हडताल को ले कर चर्चा में है.दूसरी ओर उदयपुर ओर कोटा  एसोसिएशन हाई कोर्ट की अतिरिक्त पीठ स्थापित करने के लिए अड़ गई है ओर अपनी मांगें मनवाने के लिए विरोध प्रदर्शन कर रही है.

इस मसले को फिलहाल  केवल टालने के लिए मुख्यमंत्री ने एक समिति गठित की है .

इसमें स्पष्ट दिखाई दे रहा है कि चाहे  दोनों शहरों के वकील हों या फिर मुख्यमंत्री सभी अपने अपने हितों को ही ध्यान में रखे हुए हैं. न तो वकील ही अपने मव्क्किलों के प्रति संवेदनशील हैं और राज्य के राजनैतिक नेतृत्व को तो केवल आगामी चुनाव दिखाई दे रहे हैं. समिति  गठित कर मुख्यमन्त्री ने बहुत ही चतुराई से काम लिया है जिससे की वकील शांत रहे और आगामी कुछ  दिनों तक इसे टाला जा सके. ज्ञात रहे अगले दो दिनों में न्यायालय में गर्मियों की छुट्टियाँ शुरू होने वाली हैं.

राजस्थान हाईकोर्ट बार एसोसिएशन ने उदयपुर मे हाईकोर्ट की बेंच खोलने की संभावनाएं तलाशने के लिये राज्य सरकार द्वारा गठित कमेटी के विरोध मे हाईकोर्ट बार एसोसिएशन ने सेशन न्यायालय तक वाहन रैली निकाली तथा दी बार एसोसिएशन जयपुर ने उदयपुर में हाईकोर्ट की बेंच खोले जाने के लिए बनाई गई कमेटी के राज्य सरकार के निर्णय के विरोध में अधिवक्ताओं द्वारा निकाली गई वाहन रेली का बार एसोसिएशन अध्यक्ष राजेश कर्नल व महासचिव नरपत सिंह ने पुष्प वर्षा व जलपान के साथ भव्य स्वागत किया, यह जान कारी वरिष्ठ अधिवक्ता श्री दिनेश पाठक ने दी.
श्री पाठक ने बताया कि सरकार के निर्णय का घोर विरोध करते हुए अभिलंब शीर्ष नेतृत्व से मिलकर समस्या को खत्म करने की बात कही है वाहन रैली मे हजारो अधिवक्ताओं ने भाग लिया ! उधर कोटा मे हाईकोर्ट की बेंच खोले को लेकर कोटा सम्भाग के अधिवक्ता आन्दोलनरत है तो उदयपुर के अधिवक्ता भी उदयपुर मे बेंच खोले जाने के लिये आन्दोलन कर रहे है जिसके विरोध मे जोधपुर के अधिवक्ता उदयपुर मे बेंच खोले जाने को लेकर सरकार द्वारा बनायी कमेटी के निर्णय के विरोध मे हडताल पर है जिससे समूचे राजस्थान मे वकीलो की हडताल का माहौल बना है जिससे आम जन को न्याय प्राप्त करने काफी परेशानी का सामना करना पड रहा है.

चंडीगढ़, 30 मई- हरियाणा के स्वास्थ्य मंत्री श्री अनिल विज ने कहा कि पंचकूला में एक एचसीएस अधिकारी द्वारा महिला से कथित तौर पर छेडख़ानी के खिलाफ सख्त कार्रवाई की जाएगी। इसके लिए मुख्यमंत्री श्री मनोहर लाल से बात करेंगे।

श्री विज ने पत्रकारों द्वारा पुछे गए एक सवाल के जवाब में कहा कि यदि अधिकारी ने किसी भी प्रकार की गलत हरकत की है तो उसके साथ किसी तरह की रियायत नही बरती जाएगी। उन्होंने कहा कि ऐसे व्यक्ति के खिलाफ एफआईआर दर्ज करवायी जाएगी और दंडित किया जाएगा, क्योंकि कानून सभी के लिए एक समान है।

स्वास्थ्य मंत्री ने कहा कि हमारी सरकार पैट्रोल एवं डीजल की कीमतों को कम करने का रास्ता खोज रही है, जिसके सकारात्मक परिणाम मिलेंगे। उन्होंने कहा कि कांग्रेस के गत 10 वर्षीय शासन के दौरान पैट्रोल की कीमतें करीब 36.49 रुपये से बढक़र करीब 73.70 रुपये हो गए थी, जोकि प्रति वर्ष करीब 4 रुपये की दर से बढ़ाये गये थे। लेकिन वर्तमान सरकार के दौरान करीब 60 पैसे प्रतिवर्ष की दर से दाम बढ़े हैं। इसके बावजूद भी हमारी सरकार इन्हें कम करने का रास्ता निकाल रही है।

श्री विज ने कहा कि कांग्रेस के नेता कभी रथ यात्रा तो कभी साईकिल यात्रा निकाल कर स्वयं को भावी सीएम घोषित करने में लगे हैं। इससे लगता है कि इनकी बस एवं साइकिल ही आपस में टकरा जाएगी, क्योंकि देश व प्रदेश की जनता इनकी हकीकत को जान चुकी है कि ‘घर में सूत न कपास, जुल्लाहे संग लट्ठम -लठा’। इसी लिए कांग्रेस के लोग अपनी हार का छुपाने के लिए ईवीएम मशीनों को दोषारोपित करते है परन्तु वही ईवीएम पंजाब में कांग्रेस के लिए ठीक हो जाती है।

“Gaon Bandh” a call from Haryana

At least five farmer organisations in Haryana have given a call of ‘Gaon Bandh’ (village shutdown) under which farmers won’t go to urban areas to sell farm produce such as vegetables, fruits and milk from June 1-June 10. The protest is to press for their demands of loan waiver and 50 per cent margin over cost of production for crops in real terms. Farmers bodies of Madhya Pradesh, Rajasthan, Maharashtra and many other states have also given similar call as part of the nation wide agitation on the call of Rashtriya Kisan Mahasangh, an umbrella body of over 100 farmers organisations.

“This form of agitation is new for us as farmer groups of MP and Maharashtra have been giving calls for `Gaon Bandh’. We have been staging dharnas and rallies but this time we have also urged Haryana farmers to participate,” said Suresh Koth, president of Bhartiya Kisan Sanghrash Samiti’s Haryana unit. According to Koth, farmers are expressing surprise over this forum of agitation.

However, Bharatiya Kisan Union Haryana unit president Gurnam Singh Chaduni is more confident over the prospects of this form of the stir. “We will stage dharnas near the towns. If any farmer goes to the towns to sell their products we would request them to return to the village and sell the same near the roadside. Urban residents may go to the villages to buy the farm products,” said Chaduni.

Prime Minister Narendra Modi, who arrived in Indonesia Tuesday night, was seen flying kites with Indonesian President Joko Widodo at a kite exhibition in Jakarta. They inaugurated the first joint kite exhibition themed on India’s epics Ramayana and Mahabharata at the Jakarta’s National Monument. The Ramayana theme has been designed by Indonesian organisers while the Mahabharata theme is designed by Indians.

“The leaders jointly unveiled a Kite Exhibition on the theme of Ramayana and Mahabharat,” Ministry of External Affairs said in a statement. “The Leaders welcomed the conclusion of the MoU between Layang-layang Museum Jakarta and Kite Museum of Ahmadabad and noted with appreciation the holding of the First Joint Kite Exhibition on the theme of Ramayana and Mahabharat at National Monument in Jakarta,” it said.

Modi met with Widodo at the Merdeka Palace — one of the presidential palaces in Indonesia’s Jakarta — and was accorded a red carpet welcome on his arrival. He also visited Istiqlal Mosque in Jakarta.

The Prime Minister is on the first leg of his five-day three-nation tour to Indonesia, Malaysia and Singapore. After holding extensive talks on a broad range of issues, PM Modi and Widodo agreed to upgrade their ties to Comprehensive Strategic Partnership as the two countries signed 15 agreements including one on defence cooperation. The agreement also included the cooperation in the field of defence, space, science and technology, railways and health.

Modi, who is on his first ever official visit to Indonesia, said both the countries have agreed to upgrade their ties to Comprehensive Strategic Partnership. In a joint press statement after the talks, he also said that India’s Act East Policy and the vision of SAGAR (Security and Growth for all in the Region) matches President Widodo’s Maritime Fulcrum Policy.

“India and Indonesia will double their efforts to take bilateral trade to USD 50 billion by 2025,” he said.

Modi and Widodo, during the meeting, highlighted potential areas of cooperation in marine, economy, and socio-culture as well as discussed regional and global issues.

Strongly condemning the recent terror strikes on three churches in Indonesia’s second-largest city Surabaya, PM Modi said India stands resolutely with Jakarta in the fight against terror.

10 lakh employees reject 2 per cent salary hike, ATM services likely to be hit

Around 10 lakh bank employees went on a two-day strike from Wednesday as the conciliation efforts by the government failed to convince bank unions to call off the stir against the proposed low wage hike. The call for the strike has interrupted the banking services across the country.

As several rounds of talks between banks and the unions did not make any headway, the United Forum of Banking Unions (UFBU), an umbrella body of nine bank unions, has gone on strike against the proposed wage hike of 2 per cent as against 15 per cent given last time, All India Bank Employees Association (AIBEA), general secretary C H Venkatachalam said.

Under the last 10th Bipartite Wage Settlement that was made effective from 1-11-2012, IBA had agreed for a hike of 15 per cent increase over the total wage Bill, he said.

Mangaluru breaks 1982 rainfall record, receives 334 mm till 8:30 am

The price of petrol on Wednesday is at Rs 78.42 a litre in Delhi, Rs 86.23 in Mumbai while diesel stood at Rs 69.30 a litre in Delhi, Rs 73.78 in Mumbai.

After 16 days of continuous hike, there was cheer on Wednesday morning as the Indian Oil Corporation Limited (IOCL) website showed that the petrol prices have been cut down by up to 60 paise while diesel price went down by 59 paise. But the joy was short lived as the actual reduction in price was just 1 paisa.

“The reduction was supposed to be 1 paisa but due to a clerical error the price prevalent on May 25 was communicated as today’s price,”said a senior official of IOCL.

The reduction comes after 16 consecutive price increases since May 14 when fuel retailers ended a 19-day pre-Karnataka poll hiatus to pass on a spike in global oil rates.

Scared PC in court for relief

Another senior Congress leader Kapil Sibal, also a former minister, represented P Chidambaram in court.

 

 

Former union minister P Chidambaram today moved a Delhi court for protection from arrest in the Aircel Maxis money-laundering case in which his son Karti Chidambaram is an accused. The court has told the Enforcement Directorate that no coercive action can be taken against Mr Chidambaram until the next hearing on June 5.

The senior Congress leader has to appear for the hearing.

Another senior Congress leader Kapil Sibal, also a former minister, represented Mr Chidambaram in court.

The Enforcement Directorate is investigating foreign investment clearance granted in 2006 to the Aircel-Maxis deal, when Mr Chidambaram was finance Minister in the Congress-led central government.

Karti Chidambaram was arrested by the CBI in February this year.

According to the CBI charge-sheet, Mauritius-based Global Communication Services Holdings, a subsidiary of Maxis, had sought approval for an investment of 800 million dollars in Aircel.

Though a cabinet panel led by the Prime Minister should have cleared the deal, the CBI said, the approval was granted by the Finance Minister at the time.

The CBI also alleges that Rs. 26 lakh was paid by Aircel Televentures Limited to a company allegedly linked to Karti Chidambaram days after the approval by the Foreign Investment Promotion Board (FIPB).

Nasi-Ul-Mulk to be interim Prime Miniser of Pakistan

 

Pakistan opposition leader has made a plea to the Chief Justice of Pakistan to appoint an interim prime minister and four interim chief ministers to supervise the process for the next general elections due by mid-2018.

One of the staunch rivals of the ruling party and leader of Awami Muslim League Shaikh Rasheed Ahmad in a statement issued in Lahore on Sunday has made a request to the Chief Justice Saqib Nisar to appoint a neutral interim prime minister for the country and chief ministers for Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa to ensure transparency before the next elections are held.

Shaikh Rasheed Ahmad who is also an ally of another opposition leader Imran Khan, the chief of Pakistan Tehreek-e- Insaaf (PTI), also said the establishment of an independent and powerful interim administration was necessary before the next elections.

Pakistan’s opposition leaders are fearing the installation of a pro-ruling party interim set-up before 90-days from election, a condition elaborated in the Constitution. Officially the elections are due by the end of June or July and a set interim set up must come by April if the elections are to be held on time.

Several other political opponents of Pakistan Muslim League-Nawaz (PML-N) government have also called for setting up of an interim government to supervise and ensure fair and free elections in the country.

One of the leading opponents of present government, General(Rtd.)Pervez Musharraf has also made repeated calls for establishment of a caretaker government in Pakistan to meet the rising challenges.

A caretaker government is mandated to hold the general elections within three months or 90 days and then hand over affairs of the state to the elected government as those holding official or ministerial positions cannot take part in elections.

As per the Pakistani Constitution, “the purpose of the caretaker Cabinet in Pakistan is to create a conducive environment for genuine elections, ensuring the neutrality of the government to facilitate a smooth transfer of power from one elected government to another.”

The Constitution also says that as a non-partisan administration, the caretaker’s primary role is to exercise the routine functions of government. The experience of other countries with this institution shows that an efficient caretaker government requires a clear set of rules that define its mandate, function and neutrality.

According to media reports, the ruling party’s Prime Minister Shahid Khaqan Abbasi will resume consultations with leaders of parliamentary parties next week.

But according to a report published earlier in the daily Express Tribune “these contacts will only be customary and decision for caretaker prime minister and National Assembly will be taken after proper agreement with leader of the opposition so as to avoid confrontation with parliamentary committee and the Election Commission”.

Before the elections are announced the National Assembly would be dissolved but the Senate would remain intact. The ruling party is seriously worried about the role of newly elected Senate Chairman Sadiq Sanjrani during the interim three months period.

Meanwhile, Prime Minister Abbasi who is also a leader of the ruling PML-N government, has also expressed his serious reservations on election of new Senate chairman who would become an acting president of the country in the absence of PML-N- nominated current President Mamnoon Hussain.

Abbasi’s strong criticism of the Senate chairman has also drawn reactions from allied party leaders.

PML-N’s long-time ally, Jamaat Ulema-e-Islam leader and Senator Abdul Ghafoor Haidri who is now part of new alliance of Islamists on Sunday criticised the prime minister’s statement against election of Sadiq Sanjrani.

Senator Haidri, a deputy secretary-general of Muttahida Majlis-e-Amal (MMA or United Action Union), in his statement said that the “prime minister should represent the nation and not one party” and claimed that “the way the PM has criticised the Senate chairman election, he himself would come under criticism”.
