आज “चंडीगढ़ की आवाज” के चेयरमैन अविनाश सिंह शर्मा एवं महामंत्री कमल किशोर शर्मा ने चंडीगढ़ यू०टी० सेक्रेटेरिएट में जाकर डी.एस.पी. सतीश कुमार को अपने पद का दुरूपयोग एवं गुंडागर्दी और धमकी और घर पर पुलिस भेज कर आयुष की मां ममता को मदद नहीं करने की धमकी के सबूत सी सी टीवी कैमरे का वीडियो और डी.एस.पी. से बातचीत का आडीओ दिया ।

अविनाश सिंह शर्मा ने कहा । डी.एस.पी. सतीश बताये कि किस राजनैतिक दलों के नेताओं के ईशारे पर घर पर पुलिस भेज कर गुंडागर्दी किए । आजाद भारत में पुलिस की हो रही तानाशाही नहीं सहेंगे । जब तक दोषियों पर कार्रवाई नहीं होगी चुप नहीं बैठेंगे । सडक से लेकर न्यायालय तक गुहार लगाएंगे ।

महामंत्री कमल किशोर शर्मा ने कहा कि जनता के हित में आवाज उठाने पर पुलिस आयुष की  मौत के गुनहगारों को बचाने के लिए पिछे हटने के लिए मजबूर कर रही थी । झूठे मुकदमे की धमकी देने एवं घर पर पुलिस भेज कर गुंडागर्दी से हम डरने वालो में नहीं है । गुनाहगारो को जेल के सलाखों के पीछे भिजवाएंगे । साथ ही डी.एस.पी. सतीश कुमार और घर पर आने वाले पुलिस को भी मालूम होना चाहिए कि कानून सब के लिए बराबर होता है । अगर अपनी जान पर खेल कर किसी गरीब के लिए लढ़ सकते है तो आपने ऊपर हो रहे गुंडा गर्दी का जवाब भी डट कर देंगे | कानूनी कार्रवाई पुलिस वाले पर भी होगी । अब जंग की शुरुआत हो गई है। देखते है। उच्च अधिकारियों की कार्रवाई का इन्तजार करेंगे ।

एचएमटी बचाओ संघर्ष समिति के संरक्षक व पूर्व चेयरमैन हरियाणा सरकार , विजय बंसल ने 3 जुलाई को एचएमटी बचाओ धरना करने का एलान किया है।विजय बंसल ने भाजपा सरकार द्वारा एचएमटी को बंद करने के विरोध में व इस औद्योगिक प्लांट पर निजी लोगो को फायदा पहुंचाने की नजर से प्रस्तावित सेब मार्किट बनाने के विरोध में तथा उद्योग लगाने की मांग को लेकर धरना देने का निर्णय लिया है।विजय बसंल के नेतृत्व में इससे पूर्व भी हजारो की संख्या में एचएमटी पिंजोर से चंडीगढ़ तक पदयात्रा निकाल कर सरकार के विरुद्ध रोष व्यक्त किया था।एचएमटी बचाओ संघर्ष समिति का गठन 2016 में किया गया था।गौरतलब है कि विजय बंसल ने सभी दलों के नेताओ को राजनीतिक स्वार्थो से उठकर क्षेत्र को बचाने के लिए व सरकार के विरुद्ध इस धरने में पहुंचने के लिए निमंत्रण दिया है।विजय बंसल ने बताया है कि इस धरने में कांग्रेस,इनेलो समेत अनेक विपक्षी दलों के नेताओ की आने की संभावना है।विजय बंसल के नेतृत्व में 3 जुलाई को एचएमटी बचाओ धरना एचएमटी के बस स्टैंड पर प्रातः 9.30 बजे होगा जहा हजारो की तादाद में स्थानीय निवासी व एचएमटी के कमर्चारी व सेवानिवृत कर्मचारी पहुंचेगे।विजय बंसल ने कहा कि एचएमटी इस क्षेत्र की जीवनरेखा है, और इसे बचाने के लिए सभी को एक मंच कर आकर लड़ाई लड़नी होगी तथा सरकार की जनविरोधीनीतियों के विरुद्ध इस लड़ाई में बढ़ चढ़ कर हिस्सा लेना होगा।विजय बंसल ने स्थानीय निवासियों से आह्वान किया है कि एचएमटी बचाओ धरना में हजारो की तादाद में पहुंच कर सरकार को अपनी एकता का परिचय दे।सरकार द्वारा एचएमटी की जगह पर सेब मंडी लगाने का प्रस्ताव हुआ है, जबकि इस क्षेत्र में सेब की पैदावार ही नही है और यहाँ के किसानो – नोजवानो व स्थानीय निवासियों को इस सेब मंडी से कोई फायदा नही होने वाला जबकि सरकार को यहां कोई बड़ा उद्योग लगाना चाहिए या एचएमटी को पुनः शुरू करके जनहित में कार्य करना चाहिए।एचएमटी बचाओ संघर्ष समिति के संरक्षक विजय बंसल ने कहा कि एचएमटी ट्रेक्टर प्लांट बन्द होने से लाखों का रोजगार खत्म हुआ है जबकि सरकार की जनविरोधी नीतियों के चलते मशीन टूल्स भी बन्द होने के कगार पर है।अब सरकार की मंशा जाहिर है जिसके विरोध में विजय बंसल के साथ हर स्थानीय निवासी,नेता,कार्यकर्ता व कर्मचारी कंधे से कंधा मिलाकर खड़ा है।

The first batch of Amarnath Yatra pilgrims was flagged of from the Bhagwati Nagar camp in Jammu at 04:45 am on June 27 and they will start their journey to the cave shrine from Baltal and Pahalgam routes on June 28. Officials said a total of 1,904 pilgrims including 330 women and 30 children were part of this batch of Amarnath Yatra pilgrims. The Central Reserve Police Force also launched bike-borne quick reaction teams on Tuesday that will not only respond to any attack or sabotage incident on the yatra route but also double up as an ambulance to rescue unwell pilgrims, security personnel or locals.

They Amarnath Yatra will begin on June 28 and conclude on August 26, coinciding with Raksha Bandhan.

Security at Amarnath Yatra:

Vehicles tagged with electromagnetic chips, bike and bullet-proof SUV police convoys and scores of bullet-proof bunkers have been deployed as part of the “biggest-ever” security blanket thrown to secure pilgrims undertaking the Amarnath Yatra.

Over 40,000 armed CRPF and state police personnel have virtually dotted the yatra routes from Jammu via Pahalgam and Baltal– with their overwhelming presence in armoured vehicles.

Helicopter service:

The advance online booking for Amarnath Yatra helicopter tickets began on April 27, 2018. Pilgrims could book the tickets through the websites of the heli-operators with which the arrangements had been finalised – UTAir India Private Limited and Global Vectra Helicorp Limited for the Neelgrath-Panjtarni-Neelgrath sector and Himalayan Heli Services Private Limited for the Pahalgam-Panjtarni-Pahalgam sector. The helicopter service can be availed at Rs. 1,600 for one way for Neelgrath-Panjtarni and Rs. 2,751 for Pahalgam-Panjtarni route.

Route of Amarnath Yatra:

The devotees start their Amarnath yatra from Srinagar or Pahalgam on-foot and take one of the two possible routes. The shorter but steeper trek via Baltal, Domial, Barari and Sangam is 14 km long and allows people to take a round trip in 1-2 days. This Amarnath Yatra route is considered more favourable for returning.  It is steep hence, difficult to climb.

The longer Amarnath yatra route via Pahalgam is generally preferred by most of the devotees. The length of the trek varies from 36 to 48 km. The trek usually takes 3-5 days one way. The Amarnath route is much wider than the Baltal trek and slopes gradually.

Registration process of Amarnath Yatra:

Registration and issue of yatra permit is done on first-come-first-serve basis. Travellers can get themselves registered at 440 designated bank branches of the Punjab National Bank, Jammu and Kashmir Bank and YES Bank in 32 states and Union Terriories across the country.

Over two lakh pilgrims have registered for the annual pilgrimage to the 3,880 metre high cave shrine of Amarnath in south Kashmir Himalayas till now. Last year, over 2.6 lakh people registered for the annual pilgrimage.

University Grants Commission V/s Higher Education Commission

NEW DELHI:

The University Grants Commission is all set to give way to the Higher Education Commission of India (Repeal of University Grants Commission Act) Act 2018, which the government is branding as the “end of inspection raj.”

The ministry of human resource development (MHRD) has uploaded the draft of the Act, which provides for establishing the HECI by repealing the UGC Act, 1956, on its website on Wednesday evening. The government is inviting feedback from the public.

The ministry has prepared a draft Act for repeal of UGC and setting up of the commission, whose mandate would be to improve academic standards with a specific focus on learning outcomes, evaluation of academic performance by institutions, mentoring of institutions, training of teachers and promoting the use of educational technology, among others. Unlike UGC, HECI will not have grant functions and would focus only on academic matters. The ministry will deal with the grant functions.

The idea is to downsize the scope of regulation with “no interference in the management issues of the educational institutions,” according to a senior government official.

The proposed commission will have 12 other members appointed by the central government, apart from the chairperson and vice-chairperson. The members would include secretaries of higher education, ministry of skill development and entrepreneurship and department of science and technology, as well as the chairpersons of AICTE and NCTE and two serving vice chancellors, among others.

According to the draft, the functions of the commission include steps for promoting the quality of an academic instruction and maintenance of academic standards, specifying learning outcomes for courses of study in higher education, laying down standards of teaching, assessment, research and evaluating the yearly academic performance of higher educational institutions, as well as putting in place a robust accreditation system for evaluation of academic outcomes by various HEIs, mentoring of institutions found to be failing in maintaining the required academic standards and ordering those institutions to be closed that fail to adhere to the minimum standards as long as it does not affect the student’s interest or those that fail to get accreditation within the specified period, among others.

Educationists, stakeholders and others can furnish their comments and suggestions by July 7, 2018, until 5 pm.

रुपये देकर गन्दा पानी बर्दास्त नहीं करेगे, चंडीगढ़ की आवाज

चंडीगढ़ की आवाज के चेयरमैन अविनाश सिंह शर्मा ने बताया कि अपनें आवास सेक्टर # 2207, 45/C  में  आज जब वे पानी के सप्लाई से पीने के लिए पानीकी बोतल भरे। तो गंदे व बदबूदार पानी आया। ज़ोर का प्यास लगी थी। प्यासा रह जाना अच्छा लगा। पानी पीने का हिम्मत नहीं जुटा पाए ।

             अविनाश सिंह शर्मा ने कहा कि चंडीगढ़ की सांसद किरण खेर तो मिनरल वाटर पीती है। हवाई सफ़र मे लगी रहती हैं। चंडीगढ़ की जनता के दुःख दर्दसे क्या लेना देना है। समय रहते किरन खेर , नगर निगम मेयर, देवेश मोदगिल सावधान हो जाएं।

अन्यथा सेवा में दोषियों पर कानूनी कार्रवाई करवाना जानता हूं । पानी की सप्लाई के एवज में नगर निगम रूपया र्लेती हैं । सेवा में दोषी अधिकारियों को निर्देश दे दे‌ । जो भी भ्रष्टाचार हो रही है। बन्द करे।

Congress uses Drug Abuse as  weapon to snatch power and now the situation is worse than before.

Coming close on the heels of International Day against Drug Abuse and Illicit Trafficking, a Jasbir Singh, a former Army man of village Kila Kavi Santokh Singh in Taran Tarn, was brutally beaten up and his legs were broken by the drug mafia on Tuesday. Subsequently, Jasbir Singh wrote a letter in his blood to Punjab Chief Minister Capt. Amarinder Singh asking him to ‘wake up’ and act against the drug menace in the state even as the Punjab BJP leaders took a strong exception to the incident and lambasted the state government for its failure to initiate effective measures to deal with the problem.

Drugs are openly being sold in Punjab, people are dying of drug overdose, doctors and medicines are not available in rehabilitation centres, smuggler are running drugs racket from jails, drug peddlers are attacking the police and Congress MLAs- Surjit Dhiman and Harminder Singh Gill – stand testimony to it and a solider is thrashed by drug mafia for raising his voice.  All this proves that Chief Minister Capt. Amarinder Singh, who had come into power after taking an oath to end the drug menace within a month of assuming office, has failed to tackle the issue of drug abuse. This was today stated by former BJP national secretary Harjit Singh Grewal and Vineet Joshi, Chairman, Joshi Foundation while addressing a press conference organized to expose the shortcomings of the government on the drug menace front just a day after the International Day against Drug Abuse and Illicit Trafficking.

The former BJP state party secretary said, “Punjab government is not serious towards ending the problem of drug abuse in the state because the state government merely organized a single function in Jalandhar to complete the formality”.

Elaborating how the drug menace is hurting Punjab, Joshi said, “Not only people are dying due to drug overdose, but addicts are committing suicides when they don’t get drugs, they have even murdered their parents. Some have even caused fatal accidents on roads while driving on a high”.

Grewal said, “Had the Capt. Amarinder Singh government serious in curbing the drug menace, drugs wouldn’t have been easily available to jail inmates and nor would have the smugglers been able to run their racket sitting behind the bars.  Such news items appear in media on a daily basis, an inquiry is ordered but it bears no results. A government doctor posted in Ludhiana jail had clearly stated that drugs are easily accessible in Ludhiana Jail and he is forced to administer them drug laced injections. The Congress government kept mum on it”.

 “Newpapers have reported that drugs are being sold in Sensi Basti in Barnala, Chakki Dariya in Pathankot, Majri village in Ropar, Chauntra village in Ludhiana, Amritsar, Sri Muktsar Sahib, Jalalabad, Mandi Gubaya, Hoshiarpur etc. and have even pointed to a nexus between smugglers and the police. Government should reveal what steps it has taken”, he said.

The BJP leaders further said, “If the government doesn’t want to listen to the opposition or the media, it should at least listen to its MLAs who have accepted to this truth. Congress MLA from Patti Harminder Singh Gill had admitted in a three-minute video that drugs have reached every household in Punjab. Another Congress MLA Surjit Singh Dhiman announced in a public function that drugs are being openly sold in Punjab owing to the nexus between political leaders and government officers”.

“Capt. Amarinder Singh should at least hear to former PM Manmohan Singh who on December 24, 2017 stated in Anandpur Sahib that efforts to curb drug menace in Punjab will always fall short. The gist was that drugs are being sold in Punjab and the efforts to curb it will fall short”, said Joshi and Grewal.

“Punjab’s health minister Brahm Mohindra celebrates International Day against Drug Abuse on one hand and fails to provide ‘anti-drug’ medicines to government centres. Special drug rehabilitation centres have been opened for women but the existing centres are devoid of drugs, doctors and funds”.

Drug peddlars in Punjab have become bold enough to attack the police, leave aside nabbing them. Be it the incident from Samrala Chowk in Ludhiana, village Dulenwala in Moga or Amritsar- the government is helpless in front of the drug mafia.

“Recently a four-minute audio of two peddlers went viral on the social media which talks about ‘blessings’ of Congress leader including a Congress MLA. The chief minister should answer as to why no inquiry was initiated into the audio clipping”, asked the BJP leaders.

 Joshi and Grewal demanded that the SHO of the concerned police station should be suspended if a death is reported due to drug overdose in the area. Similiary, the DSPs and the SPs should be suspended if drug related deaths are reported in around 50 percent area under their authority. “Only then the drug menace will be curbed, otherwise it would look like a mere eyewash”, they added.

निगम पालतू कुत्तों की पंजीकरण धन से अपनी आय बढ़ाएगा

पहले एक घर/ मकान में सिर्फ 2 पालतू कुत्ते, अब पालतू कुतों के पंजीकरण से अपनी आय बढ़ाएंगे. आवारा कुत्तों से बच्चों को नुचवायेंगे, शहर के पार्कों में पालतू जानवर नहीं जा सकते, पर आवारा कुतों को वहां से निकाल नहीं सकते, आपका कुत्ता काट भी ले तो रु 50000 जुरमाना पर आवारा कुत्ते  के काटे को तो नगर निगम का आशीर्वाद समझ कर ग्रहण करें

चंडीगढ़। निगम सदन की आगामी  29 जून को होने वाली  259वीं मासिक बैठक में पालतू कुत्तों के  रजिस्ट्रेशन  बायलॉज 2010 में संशोधन कर डॉग रजिस्ट्रेशन फीस बढ़ाने का एजेंडा लाया जा रहा है। सदन के समक्ष इस पर सभी पार्षदों की राय लेकर रजिस्ट्रेशन फीस बढ़ाने पर पक्की मुहर लगाई जा सकती है।

यह प्रस्ताव इस लिए भी महत्वपूर्ण माना जा रहा है, क्योंकि डॉग बाइट्स के बढ़ते मामले को नियंत्रित करने के लिए ऐसा करना जरूरी है।  2015 में सजिया एवं गत  17 जून को आयुष की ‘डॉगबाइट्स’ मेंं डेंथ के चलते निगम इस पर ज्यादा संजीदा रुख अपना रहा है। इससे कुत्तों की संख्या कम करने में भी मदद मिलने की संभावना है।

इसके अलावा नगर निगम, चंडीगढ़ में फंड क्रंच के मद्देनजर अब शहरवासियों पर ‘गोसेस’ लगाने की तैयारी हो रही है। इस  29 जून को होने वाली बैठक में इस प्रस्ताव को भी लाया जा रहा है। यदि यह प्रस्ताव सदन में पारित हो जाता है तो शहरवासियों की जेबें ढीली हो सकती हैं।

इसके तहत शहर में नये चार पहिया वाहन खरीदने वालों को  500 रुपए व नये दो पहिया वाहन पर  200 रुपए, देसी शराब पर  5  रुपए प्रति बोतल, इंग्लिश पर 10 रुपए प्रति बोतल सेस लग जायेगा। इसके अलावा बिजली के बिल पर भी प्रति यूनिट दो पैसे सेस लगाने की तैयारी हो रही है।

 29 जून की सदन बैठक में लाया जा रहा है प्रस्ताव, कुल 12 प्रस्तावों पर होगी चर्चा..

पंजाब नगर निगम एक्ट में संशोधन के लिए प्रस्ताव लाया जा रहा है। इन पर शहरवासियासें की आपत्तियां व सुझाव भी मांगे जाएंगे। सदन की बैठक में शहर की प्रत्येक इमारत को नगर निगम के फायर विभाग से ‘एनओसी’ लेनी होगी। इसके बदले में शुल्क भी देय होगा। इसके साथ ही सेक्टर 41 की फिश मार्किट की दुकानों को नीलाम करने की प्रक्रिया पर भी चर्चा होगी। परसों, यानि आगामी शुक्रवार को होने वाली सदन की बैठक में कुल  12  प्रस्ताव लाये जा रहे हैं, जिन पर चर्चा होनी है।

चेन झपटमारी में पुलिस ने पुलिस को पकड़ा

सिटी ब्यूटीफुल में पिछले काफी दिनों से चेन स्नैचिंग को लेकर मामला गर्माया हुआ था। यहां तक की हाईकोर्ट ने फटकार भी लगाई थी। पंजाबी में एक कहावत है कि बाड़ ही खा गई खेत, अर्थात जब जब रक्षक ही भक्षक बन गए है तो चेन स्नैचिंग कहां से रूकेगी। खाकी वर्दी एक बार फिर सवालों के घेरे में घिरती नजर आ रही है।

ध्यान रहे कि बीते  25 जून को एक्टिवा सवार महिला से चेन स्नैचिंग हुई थी जिसमें महिला ने पुलिस शिकायत में बताया था कि वह किसी घरेलू काम से शहर में जा रही थी लेकिन सेक्टर 22 के नुक्कड़ ढाबे के पास पहुंचते ही वह चैन स्नैचिंग की शिकार हो जाती है। यह चेन स्नैचिंग किसी आपराधी ने नहीं बल्कि यह एक खाकी वर्दीधारी सिपाही ने किया था। जिसे पुलिस ने गिरफ्तार कर लिया है। पकड़े  गये आरोपी की पहचान अर्शजदीप सिंह पुत्र निर्मल सिंह के रूप में हुई है। जो पंजाब पुलिस के तौर पर मोहाली के सुहाना थाने में तैनात है। हालांकि पुलिस आरोपी के पास से चैन भी बरामद कर ली है।

पुलिस के लिए शर्मनाक…

अब लोग किसके उपर भरोसा करे अगर एक खाकी वर्दी में दिख रहा भी आरोपी हो सकता है, वह चैन स्नैचिंग कर सकता है। तो लोग किसके पास अपनी दुख लेकर जाएंगे। वहीं पीडि़त महिला का कहना है कि मै जब पुलिस के लोगों को देखती हूं तो मेरे अंदर बने डर खत्म हो जाते है लेकिन मुझे क्या पता था कि एक रक्षक ही भक्षक बन जाएगा। यह इमानदार पुलिस के लिए बहुत ही शर्म की बात है।
