Haryana Cabinet today accorded approval to provide Government Job to Mrs Sujita Kumari, the daughter of Martyr Satya Narayan, serving in Army as a Sepoy, who was killed in Operation Meghdut on November 9, 1988.
She will be given job on compassionate appointment for Group-‘C’ post by giving relaxation in the policy as an exceptional case.
Sepoy, Satya Narayan serving in Army and resident of Village and PO-Mamaria Ahir, Tehsil and District Rewari was killed in Operation Meghdut on November 9, 1988. At that time Mrs Sujita Kumari daughter of Martyr Satya Narayan was ten months old. Now the Daughter of the Martyr is married and has made a request to give appointment on compassionate grounds. Her qualification is M.A B.Ed. As per qualification, she is eligible for Group-C post.
The ex-gratia amount given to the dependents of the martyrs was Rs 2.50 lakh on January 4,2006 which was increased to Rs 20 lakh on August 25,2014. Later on, on March 6,2017, it was again increased to Rs 50 lakh, by the present government.
In an another important decision Cabinet has given approval for the transfer of 17,601 square yards of land of Revenue Department to Municipal Council, Narnaul for construction of shopping complex in Old Court, Narnaul.
Haryana Cabinet here today accorded approval to the proposal of Revenue and Disaster Management to revise the Registration fee for the registration of non – testamentary documents relating to immovable property.
The rates of registration fees were revised on November 6, 2006 according to which the maximum rate of registration fee is Rs. 15000 if the value of consideration in money terms is exceeding Rs. 25 lakh. The registration fee is charged on a slab system. There has been a considerable hike in the rates of property since then. Therefore, it has become necessary to increase the rates of registration fee in order to augment the State Revenue to meet the increased development expenditure and to feed the expenditure of registration department.
As per the revised rates, if the registration of non – testamentary documents such as exceeds Rs 25 lakh but does not exceed Rs 30 lakh, present rate is Rs 15 thousand, if it exceeds Rs 30 lakh but does not exceed Rs 40 lakh, then the revised rate would be Rs 20 thousand, exceeds Rs 40 lakh but does not exceed Rs 50 lakh, then the revised rate would be Rs 25 thousand, if it exceeds Rs 50 lakh but does not exceed Rs 60 lakh, then the revised rate would be Rs 30 thousand, exceeds Rs 60 lakh but does not exceed Rs 70 lakh, then the revised rate would be Rs35 thousand, if it exceeds Rs 70 lakh but does not exceed Rs 80 lakh, then the revised rate would be Rs 40 thousand, exceeds Rs 80 lakh but does not exceed Rs 90 lakh, then the revised rate would be Rs 45 thousand and if it exceeds Rs 90 lakh then the revised rate would be Rs 50 thousand.
Non testamentary documents relating to immovable property are instrument of sale, gift, mortgages, sale certificates, rent or lease deed, collaboration agreement, deed of exchange of property, deed of settlement and deed of partition.

Cabinet also approved initiating Kalpana Chawla Haryana Solar Award and signing of memorandum of understanding between International Solar Alliance (ISA) and the state government.
The objective of Kalpana Chawla Haryana Solar Award scheme is to create a platform for participation of women and men scientists in solar energy sector thereby instituting an award dedicated to scientists and engineers working prominently in the field of solar energy research and development or associated with such research institute. Such awards will encourage their participation in solar sector and provide them a platform to access affordable, reliable and sustainable energy across 121 prospective member countries of ISA. It will help in achieving the universal goal of sustainable energy for all.
The award has been instituted in the fond memory of Kalpana Chawla, the daughter of Haryana, which not only encouraged the scientists all over the globe to work in the field of solar energy, but also strengthen the movement ‘Beti Bachao Beti Padhao’ of the government.
The entries for the award will be invited from the eligible scientists every year by writing to embassies of all member countries. Research scholars from all the academic and scientific institutes based in the 121 member countries of ISA will be eligible to apply. The research papers published in the reputed scientific journals will also be considered. The research and development leading to some useful solar application or related research will be one of the criteria for selection of award. The International Committee will scrutinize the applications based on the criteria laid down and finalize the candidate. The constitution of the International Committee will be finalized by the Director General of ISA.
The Award Committee constituted will screen the applications based on the criteria laid down and recommend three nominations. While Retired Head of the Council of Scientific and Industrial Research (CSIR) will be the Chairman of the Committee, Consultant, Renewable Energy or any other official nominated by Director General, ISA will be the Convener and Consultant (Legal) or any other official as nominated by Director General, ISA will be the Co- Convener of the Committee. The other members of the Committee included Director Indian Institute of Technology (IIT) Delhi or his or her representative, General Director of International Nuclear Event Scale (INES), France or his or her representative, Secretary, New and Renewable Energy, Government of Haryana or his or her representative and Director General, National Institute of Solar Energy (NISE) or his or her representative.
The Award Committee will screen the entries received and finalize the three nominations by March 31 every year. The three entries will be submitted to the International Committee for finalization.
