Chandigarh November 20, 2019

            The Centre for Police Administration and National Cadet Corps, Panjab University, Chandigarh in collaboration with Panchnad Research Institute organized a seminar cum special lecture titled “Sacha Sauda: Vand Chhako ki Vartman Prasangita” on the occasion of the 550th Birth Anniversary of Guru Nanak Dev ji. The occasion was graced by Prof. Karamjit Singh, Registrar, Panjab University. He illustrated the relevance of the concept of Sacha Sauda in current times. He mainly focussed on the principles of Sacha Sauda i.e. Value, Dharma, Karam and Discipline.

            Dr. Kuldeep Singh, Chairperson, Centre for Police Administration, Panjab University welcomed the key speaker and introduced the topic of the lecture. 

            The lecture was attended by Prof. A.S. Aluhwalia, Department of Botany, Prof Anil Monga, Police Administration, Dr. Sanjeev Ranjan, Dr. Arvind and researcher scholars and students of MA Police Administration and NCC cadets.

Special lecture at AIHCA, PU

Chandigarh November 20, 2019

            The Department of Ancient Indian History, Culture & Archaeology, Panjab University, Chandigarh   on the eve of “Heritage Week” organized a special lecture on “Introduction to Prehistoric Stone Tools”  by Dr. Parth R. Chauhan, Faculty, Humanities and Social Sciences, IISER,Mohali. In his illustrated talk he introduced students to variety of stone tools.  

            According to him, the cave sites are the best preserved sites to study stone tools.  He
threw light on how  the changing environment influenced the tool making.  The students
were given hand on experience on tool handling and identification.  Dr. Banani
Bhattacharya, Deputy Director, Archaeology and Museum, Haryana spoke on the outline of
Prehistory of India and informed students about the importance of this period to know
about the culture of those times.The lecture was attended by faculty members,
students and research scholars of Panjab University.

A case FIR No. 295, U/S 279, 304A IPC has been registered in PS-I/A, Chandigarh on the statement of Babu Nath R/o # 75/1, New Colony, Maloya, Chandigarh against Panna Lal R/o C/o Crane CITCO Mohan Transport, Plot No. 181/43, Ind. Area Phase-1, Chandigarh driver of truck No. HR68V-0463, who hit Activa No. CH01BH-0913, which was driven by Nath Yadav R/o # 421, New Colony, Maloya, Chandigarh near Colony No. 4 light point on 19.11.2019.  Activa driver namely Nath Yadav got injured and admitted lifted to GMCH-32, Chandigarh where he was declared brought dead. Investigation of the case is in progress.

A case FIR No. 237, U/S 279, 337 IPC has been registered in PS-36, Chandigarh on the statement of Karan Sharma R/o 28/A, Sector 44A, Chandigarh against driver of Creta car No. CH01BV-4414 driven by Karanbir Singh, who hit to pedestrian (complainant), while crossing slip road near petrol pump, Sector-43, Chandigarh on 15.11.2019. A case FIR No. 238, U/S 325, 506, 34 IPC has been registered in PS-36, Chandigarh on the complaint of Munish Madhav Prasher R/o # 1350, GBP Rosewood Estate-2, Dera Bassi, Mohali, against Ravinder Singh and Jagdeep Kumar, who beaten complainant at outside of District Court, Sector-43, Chandigarh on 18.11.2019. एनहांसमेंट रिकैलकुलेशन के मुद्दे पर हरियाणा स्टेट हुडा सेक्टर्स कानफिड्रेशन की राज्य कार्यकारिणी की एचएसवीपी के मुख्य प्रशासक समेत बङे अधिकारियों से पंचकुला स्थित मुख्यालय में आज बैठक संपन्न हो गई है।

बैठक में कानफिड्रैशन के राज्यभर से आये 51 सदस्यों ने भाग लिया वहीं की हरियाणा शहरी प्राधिकरण की तरफ से मुख्य प्रशासक, चीफ कन्ट्रोलर अॉफ फाईनेंस, प्रशासक मुख्यालय टीम सहित मौजूद रहे।
बैठक के बाद कानफीड्रैशन का नेतृत्व कर रहे राज्य संयोजक यशवीर मलिक ने बताया कि बैठक में कान्फिड्रैशन की माँग पर प्राधिकरण के उच्चाधिकारियों ने वादा किया है कि राज्य के प्रत्येक जिले से एक – एक सेक्टर की रिकैलकुलैशन हर हाल में 30 नवम्बर तक पूरी कर ली जायेगी। इस संबंध में मुख्यालय की तरफ से सभी जिलों के प्रशासकों को आवश्यक लिखित निर्देश कल जारी कर दिये जायेंगे, इसके साथ ही निर्देशों को प्राधिकरण की वेबसाईट पर भी डाल दिया जायेगा। अधिकारियों ने कहा है कि इन सेक्टर्स की रिकैलकुलैशन को नमूने के तौर पर लिया जायेगा जिन्हें नई पोलिसी के अनुसार बिन्दुवार जाँच-परख करके अगले पाँच दिनों में यानि 5 दिसम्बर तक फाईनल कर दिया जायेगा। यह पूरी प्रकिया संबंधित सेक्टर की वेलफेयर एसोसिएशन के साथ मिलकर पूरी की जायेगी।वेलफेयर एसोसिएशन के जायज अॉब्जेकशन पर प्राधिकरण को संज्ञान लेना होना। उच्चाधिकारियों ने कहा है कि अगर दस दिनों के अंदर संबंधित जिला प्रशासक रिकैलकुलेशन प्रक्रिया पूरी करने में विफल रहता है तो उसके खिलाफ सख्त विभागीय कार्यवाही की जायेगी। उन्होंने कहा कि रिकैलकुलैशन की प्रक्रिया की निगरानी स्वयं मुख्यमंत्री मनोहर लाल खट्टर कर रहे हैं, उन्हें आज की बैठक की पूरी रिपोर्ट आज शाम को सौंप दी जायेगी।
अधिकारियों ने बैठक में कान्फीड्रैशन की अन्य माँग मानते हुए कहा है जिन लोगों के मोर्टगेज, कम्पलीशन आदि काम रुके हुए हैं ,उन्हें कल खोल दिया जायेगा, खरीद बेच को छोङकर अन्य सभी कार्य निर्बाध रुप से शुरु हो जायेंगे जिन्हें रिकैलकुलैशन प्रक्रिया पूरी होने तक बिना रुकावट जारी रखा जायेगा।

मलिक ने बताया कि प्राधिकरण ने कान्फीड्रैशन की उस माँग को भी मान लिया है जिसमें यह कहा गया था कि एनहांसमेंट के आदेश में अगर उच्च न्यायलय ने 15 फीसदी ब्याज भुगतान के निर्देश शामिल नहीं किया है नई पोलीसी के सेक्शन 28 के तहत ब्याज राशि सेक्टरवासियों से नहीं वसूली जा सकती। इससे संबंधित निर्देशों को भी रिकैलकुलैशन अब शामिल किया जायेगा। अकेले इस ब्याज राशि के भुगतान से बचाव से ही सेक्टरवासियों को बङी आर्थिक राहत मिल सकेगी।
इन सैंपल कैलकुलेशन के आधार पर ही फिर प्रदेशभर के सभी सेक्टर्स की रिकैलकुलेशन की जायेगी।

इस संबंध में बातचीत के दौरान श्री मलिक ने बताया कि अगर प्राधिकरण आज की बैठक में निर्धारित समय में रिकैलकुलैशन करने में विफल रहता है तो कान्फीड्रैशन 15 दिसम्बर को राज्य कार्यकारिणी की बैठक करके आन्दोलन को तेज कर देगा। बैठक में हिसार से राजकुमार रेड्डु, इन्द्रसिंह मलिक, बलवान सिंह, जीन्द से सतबीर सिंह, दिनेश रोहिल्ला, मनोज, किशोर कुण्डू, पंचकुला से बलवान सिंह, भानू शर्मा, के.के. जिन्दल, अविनाश मलिक, रचना रामपाल, सोनीपत से रान्जेद्र राठी पानीपत से आर एम मलिक समेत राज्यभर से कार्यकारिणी सदस्य मौजूद रहे।

आयोग ने माननीय उच्चतम न्यायालय के आदेशों के गौरव की अवमानना की है: राकेश बहादुर

ऑल इंडिया अंबेडकर महासभा के कार्यकारी राष्ट्रीय अध्यक्ष राकेश बहादुर ने आयोग पर आरोप लगाया कि उसने स्थानीय सर्वोच्च न्यायालय के एक नवीनतम फैसले दिनांक 12 सितंबर सरेआम अवहेलना की है उन्होंने बताया कि माननीय सर्वोच्च न्यायालय ने अपने निर्भय प्रदीप सिंह बनाम हिमाचल प्रदेश सरकार से स्पष्ट कहा है कि अनुसूचित जाति के उम्मीदवारों का साक्षात्कार अलग नहीं बल्कि सामान्य श्रेणी के उम्मीदवारों के साथ इकट्ठे लिया जाए किंतु आयोग ने अभी हाल में एचपीएस परीक्षा के बाद उन्होंने शेड्यूल जारी किया उसमें इन्होंने पहली सामान्य श्रेणी के बाद में अनुसूचित जाति के उम्मीदवारों के साक्षात्कार लिए ऐसा कर आयोग ने माननीय उच्चतम न्यायालय के आदेशों के गौरव की अवमानना की है क्योंकि आयोग के अध्यक्ष ने आरक्षित वर्ग के योग्य उम्मीदवारों को कम अंक देकर उन्हें सामान्य श्रेणी के उम्मीदवारों से नीचे के कर्मों में रखा है इस कारण से आयोग द्वारा चयनित सूचियों में अनुसूचित जाति के चयनित उम्मीदवार हमेशा वरीयता में नीचे के क्रमों में आते हैं और जो क्रम में सबसे ऊपर होते हैं वह जल्द ही देश की सर्वोच्च सेवा आईएएस में पदोन्नति हो जाते हैं जबकि आरक्षित उम्मीदवारों को इस पदोन्नति के लिए लंबा इंतजार करना पड़ता है ऐसा करके सरकार अनुसूचित जाति के उम्मीदवारों के साथ अन्याय करती हैं
हरियाणा वाल्मीकि महासभा के प्रधान महासचिव राजेंद्र प्रवक्ता ने बताया कि हमें माननीय उच्चतम न्यायालय के फैसले की मुख्य सचिव हरियाणा का अध्यक्ष हरियाणा लोक सेवा आयोग को साक्षात्कार के शेडूल से पूर्व भेज दी गई थी किंतु बावजूद उसके सरकार ने उक्त फैसले के लागू ना करके माननीय उच्चतम न्यायालय की अवहेलना की है आवाम के प्रदेश प्रवक्ता राकेश करोसिया ने बताया कि वह आज इसकी एक शिकायत हरियाणा के महा हेम राज्यपाल व अध्यक्ष �

Area, Chandigarh who alleged that Akash and Sanjeet beaten/threatened complainant, while going towards his residence on 15.11.2019. R/o # 101, Sector-11, Chandigarh alleged that Lokesh R/o # 176 C/o Soni Village, Kaimbwala, Chandigarh stolen away cash Rs. 1 lakh, two gold jhumka, gold bangles, diamond studs one pair, gold chain one pair from complainant’s relative house i.e. # 6099, Duplex Manimajra, Chandigarh on 17.11.2019. 69.75 lakh MT of paddy has so far arrived in Haryana Mandis

Chandigarh, Nov 18

More than 69.75 lakh metric tonnes (MT) of paddy has so far arrived in Haryana Mandis as compared to over 68.20 lakh MT of paddy arrived during the corresponding period last year.

          While stating this here today, a spokesman of Food, Civil Supplies and Consumer Affairs Department said that out of the total arrival of paddy, government agencies had so far procured over 63.79 lakh MT of paddy whereas the remaining quantity of over 5.95 lakh MT of paddy was procured by the millers and dealers.

          He said that more than 34.71 lakh MT of paddy have purchased by the Food, Civil Supplies and Consumer Affairs Department. Over 19.75 lakh MT by Hafed, over 9.28 lakh MT have been purchased by the Haryana Warehousing Corporation and 4,718 MT have been purchased by the Food Corporation of India.

          He said that more than 17.49 lakh MT paddy has arrived in mandis of Karnal, over 11.42 lakh MT in Kurukshetra, over 8.82 lakh MT in Ambala and over 8.30 lakh MT in Fatehabad. Similarly, over 7.22 lakh MT in Yamunanagar, over 7.15 lakh MT in Kaithal, over 1.63 lakh MT in Sirsa, over 1.60 lakh MT in Jind, over 1.53 lakh MT in Panchkula, over 1.46 lakh MT in Sonepat, over 1.21 lakh MT in Palwal, 82,966 MT in Hisar, 71,718 MT in Panipat, 11,483 MT in Faridabad, 11,013 MT in Rohtak and 8,653 MT in Mewat.

          He said that more than 2.69 lakh metric tonnes of bajra has arrived in the mandis of Haryana so far, whereas 1.80 lakh metric tonnes of bajra had arrived in the last year so far. Out of the total arrival of bajra, more than 2.67 lakh metric tonnes have been procured by government procuring agencies.

Haryana Govt to introduce “Global Cooperation and Engagement” Deptt.

Chandigarh, Nov 18 Haryana Government has decided to create a dedicated new department namely Department of Global Cooperation and Engagement in order to streamline and provide focus to various initiatives taken by the state government for the promotion of investment, employment for Haryana youth and welfare of Non Resident Indian (NRI)/Person of Indian Origin (PIO).

          A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.

          The department will also work to enhance international cooperation with provinces of foreign countries and engagement with cities under the sister provinces and twin cities programmes of Ministry of External Affairs, Government of India.

          The new department will deal in formulation of country wise strategies for promotion of investment, employment in the state, education and skill development and promotion of Haryanavi culture and welfare of Haryanavi diaspora, participation at bilateral and multilateral fora with the objective of pursuing issues of interest to the state involving cooperation in public and private sector organization. Apart from this, the department will deal in participation in bilateral working groups with a view to promote state’s interest in foreign countries in the area of trade and investment both in-bound and out-bound in consultation with Ministry of External Affairs.

          The department will also maintain liaison with Indian Missions abroad/Ministry of External Affairs/ foreign missions at New Delhi on matters pertaining to Haryana with regard to investment, employment, education, skill development, and culture and NRI/PIO affairs. Besides this, it will also work for development of global country wise marketing and communication strategies to ensure strong links with Haryanavi diaspora.

          Haryana is recognized as one of the preferred investment destinations in the country and has remained in the forefront of foreign direct investment in the country during the last 5 years. It has emerged as one of the largest automobile hubs in the country and is emerging as base for the knowledge industry. Haryanavi diaspora has a strong presence across countries like UK, USA, Canada, Australia and New Zealand. Apart from many State level MOUs with other countries and their provinces, many cities of Haryana have already signed twin city MOUs. 

Haryana cabinet empowered gram panchayats

Chandigarh, Nov 18

Haryana Cabinet which met under the Chairmanship of Chief Minister, Manohar Lal here today gave authorization to the Chief Minister to be continued for a further period of 6 months for all matters pertaining to the implementation of Goods and Services Tax in the State including framing of new rules and rate of tax, amendments thereto and issue of notifications under the Act.

In another decision related to gram panchayats, CM. Manohar Lal here today took an in-principle decision to bring an amendment in section 31 of the Haryana Panchayati Raj Act, 1994 allowing devolution of powers to Gram Sabha to ban intoxicating liquor within the local area of a Gram Panchayat.

        As per the decision, a Gram Sabha may, at any time, during the period commencing on 1st day of April and ending with the 31st day of December instead of 30th day of September of any year  pass a resolution banning the opening of a liquor vend in the Sabha area from April 1 of the next year.

          The Cabinet also decided to extend the date of submission of there solution in the office of Excise and Taxation Department to January 15 of the succeeding year instead of October 31 of the same year. 

          It was further decided that the quorum of the Gram Sabha meeting for passing such a resolution shall be one-tenth of its members.

HRA of minsters increased to 1 lakh per month

Chandigarh, Nov 18

Haryana Government has decided to revise the House Rent Allowance Admissible to the Ministers from Rs 50,000 to Rs 80,000 plus Rs 20,000 to cover electricity and water charges that is totaling Rs one lakh per month by bringing amendment in Rule 10-AA of the Haryana Ministers Allowances Rules, 1972.

          A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today.

          The new rules will be called the Haryana Ministers Allowances (Amendment) Rules, 2019.

          All allowances admissible to the Ministers have been revised by the government from or after April 1, 2016 except House Rent Allowance which was last revised on June 2, 2011.
