ऐसे समय जब महाराष्ट्र में विधान सभा चुनाव की घोषणा हो चुकी है और प्रमुख दलों के मुखिया विधान सभा में उम्मीदवारों के नाम को अंतिम रूप देने में जुटे हैं। ठीक ऐसे व्यस्त समय देश के रक्षा एवं कृषि मंत्री और तीन बार महाराष्ट्र के मुख्यमंत्री रह चुके शरदचंद्र गोविंदराव पवार महाराष्ट्र राज्य सहकारी बैंक घोटाले में अपना नाम आने से सकते में हैं। प्रवर्तन निदेशालय (ईडी) की ओर से बैंक घोटाले में पवार, उनके भतीजे अजित पवार और जयंत पाटिल समेत 70 लोगों के खिलाफ मनी लॉन्ड्रिंग का केस दर्ज करने से महाराष्ट्र की राजनीति में तूफान आ गया है।

महाराष्ट्र विधानसभा चुनाव 2019 की तारीख जैसे-जैसे नजदीक आ रही है, वैसे-वैसे एनसीपी प्रमुख शरद पवार की मुश्किलें बढ़ती जा रही हैं. अब खबर आ रही है कि महाराष्ट्र स्टेट कोऑपरेटिव बैंक में कथित अनियमितताओं में एनसीपी चीफ शरद पवार की मुश्किलें बढ़ गई हैं. ताजा जानकारी के मुताबिक ईडी ने नाबार्ड की रिपोर्ट पर शरद पवार के खिलाफ मामला बना लिया है. बताया जा रहा है कि शरद पवार सहित 75 नेताओं के खिलाफ नाबार्ड की तरफ से 2010 में तैयार की गई एक रिपोर्ट के आधार पर ईडी जांच कर रही है. शरद पवार और महाराष्ट्र स्टेट कोऑपरेटिव बैंक में 2001 से 2017 के बीच रहे पूर्व डायरेक्टरों से अब ईडी पूछताछ की तैयारी में है.

उधर बीजेपी ने भी एनसीपी सुप्रीमो शरद पवार पर कार्टून के जरिए तंज कसा है. शरद पवार पर महाराष्ट्र स्टेट को आपरेटिव बैंक घोटाले में ईडी के शिकंजे पर महाराष्ट्र बीजेपी ने यह हमला किया है. बीजेपी द्वारा पवार पर यह सियासी हमला सोशल मीडिया के जरिए किया गया है. बीजेपी ने कार्टून के जरिए पवार को फिल्म स्टार संजय दत्त की फिल्म के डायलॉग की याद दिलाई है. जिसमें कहा गया है, ‘बहुत कुछ लाइफ में कभी पहली बार ही होता है.’ बीजेपी के ट्विटर हैंडल पर अपलोड हुआ यह कार्टून वायरल हो रहा है.

आपको याद दिला दें कि पिछले दिनों बीजेपी ने अंडरवर्ल्ड डॉन दाऊद इब्राहिम और शरद पवार का नाम उछाला था. पाकिस्तान प्रेम पर तंज कसते हुए बीजेपी ने शरद पवार को पाकिस्तान में दाऊद इब्राहिम जैसे समर्थकों की मदद से पाकिस्तान में चुनाव लड़ने और पाकिस्तान का प्रधानमंत्री बनने की सलाह दी थी. गौरतलब है कि सूबे में विधानसभा चुनाव हैं और सोशल मीडिया पर सियासी जंग तेज हो गई है. वहीं दूसरी ओर एनसीपी प्रमुख शरद पवार ने अपने खिलाफ प्रवर्तन निदेशालय यानी ईडी द्वारा केस दर्ज किए जाने पर कहा है कि मैं जांच में सहयोग करूंगा और 27 सितंबर को ईडी दफ्तर जाऊंगा.

Today students of Panjab University were obliged to have Mr. Subodh
Kumar Jaiswal, Director General of police, Maharashtra, amongst us. He
is an alum of UBS and was earlier the commissioner of police, Brihan
Mumbai. He is also been additional secretary with Research and
Analysis wing (RA&W), an external intelligence agency for nine years.
In all, he has an experience of over 34 years in the Police
Department.

He started on a very humble note by recalling his college days here at
UBS. He narrated the journey of his life from Sindri, a district of
Dhanbad, to the Director General of Police. As per him, “Knowledge
gives us humility”. This line is so simple yet so deep that at times
we fail to realise its importance.

The learning that we got from his words of wisdom were “A person must
have a) Integrity. b) Professionalism c) Desire to excel. If you don’t
set an example, you cannot be a leader. You should excel in whatever
you do in order to achieve success”.

One of the most important things for a B-school is to learn
networking. Mr. Jaiswal enlightened us that real networking is to
cherish friendship and make good friends, something that people
involved in competition often forget.

Him being a voracious reader was quite evident from his diverse
knowledge which as per him helps in the long run. In a nutshell, it
was an interactive session in which he not only shared this knowledge
and wisdom but also his plethora of experience.

उपायुक्त एवं जिला निर्वाचन अधिकारी मुकेश कुमार आहूजा ने जिला में स्थित सभी प्रिंटिंग प्रेस संचालकों को निर्देश दिये है कि उन्हें किसी भी प्रकार की चुनाव सामग्री प्रकाशित करते समय सामग्री के नीचे प्रकाशक का नाम स्पष्ट रूप से लिखना होगा।

  उन्होंने बताया कि पिं्रटिंग प्रेस संचालक को चुनाव संबंधित छापी गई प्रत्येक सामग्री की एक प्रति उपायुक्त एवं जिला निर्वाचन अधिकारी कार्यालय में उपलब्ध करवानी होगी। यह प्रति रिप्रजैंटटिव आॅफ पिपल एक्ट धारा-127ए(2) के तहत जमा करवानी होगी। उन्होंने बताया कि इन आदेशों की अवेहलना करने पर संबंधित प्रिंटिंग प्रेस संचालक के विरूद्ध नियमानुसार कार्रवाही की जायेगी और उसका लाईंसेंस भी निरस्त किया जा सकता है।

  विधानसभा चुनावों में आदर्श आचार संहिता के दौरान किसी भी उम्मीदवार या राजनैतिक पार्टियों द्वारा विज्ञापन सामग्री को पिं्रट अथवा इलैक्ट्रानिक मीडिया में छपवाने या प्रसारण करवाने से पहले मीडिया सर्टिफिकेशन एंड मोनिट्ररिंग कमेटी से सर्टिफिकेट प्राप्त करने होंगे। उन्होंने बताया कि विज्ञापन में सामप्रदायिक, गैर कानूनी, जाति, भाषा और राष्ट्र विरोधी सामग्री का प्रयोग नहीं होना चाहिए। अगर ऐसा होता है तो इसे आदर्श आचार संहिता का उल्लंघन माना जायेगा। ऐसे विज्ञापनों की जांच के लिये जिला स्तर पर मीडिया सर्टिफिकेशन एंड मोनिट्ररिंग कमेटी का गठन किया गया है। जिला निर्वाचन अधिकारी इस कमेटी के अध्यक्ष है और जिला सूचना एवं जनसंपर्क अधिकारी इसके सदस्य सचिव होंगे। इस कमेटी के समक्ष स्थानीय उम्मीदवार विज्ञापन सर्टिफिकेशन के लिये आवेदन कर सकता हैं। यदि उम्मीदवार जिला स्तर की कमेटी के किसी निर्णय से असंतुष्ट हो तो वह राज्य स्तरीय समिति में इसकी अपील भी कर सकता है।

UILS, PU organises Avant Garde Intra-Department Debate Competition 2019

            The Literary Society of University Institute of Legal Studies, Panjab University, Chandigarh, under the able guidance of Dr. Sasha and Dr. Chanchal Narang conducted an Intra-Department Debate Competition under Avant Garde 2019, the annual literary fest of the Department on 25th and 26th of September, 2019. 

            The Intra-department debate competition, aimed at helping the students with their verbal skills and the art of persuasion as well as allowing them to showcase their debating fervour, saw the earnest participation of 20 teams throughout the department. The medium of speech for the debate was English. The preliminary rounds were conducted on 25th September 2019 with the top 6 teams progressing to the finals. Motion of the House for the preliminary rounds was ‘This House believes that only private institutes can provide quality education’. The preliminary rounds were judged by nine senior teachers of the department.

            On 26th September 2019, the top 6 teams from the preliminary rounds contested for the much coveted running trophy of the UILS annual debate competition. Motion of the House for the Final Round was ‘This House believes that Vegetarianism should be made mandatory’. The final round saw a fierce competition among the top 6 teams for the pinnacle. Finals were judged by the accomplished mind of Dr. Rajinder Kaur.

            The team of Surner Singh and Sehaj was adjudged as the winner, the team of Kashish Aggarwal and Ekamjot Kaur was awarded the trophy of the first runners-up while the team of Abhishek Bindal and Jainender Singh Kataria was adjudged as the second runners-up.  

            The esteemed judges shared their thoughts with students and provided them with some valuable tips on debating and rhetorical speech. They congratulated all the winners and encouraged all the participants for their future endeavours. Overall, the event turned out to be a great learning experience for all the participants as well as the volunteers.

4th Pran Nath Vohra Oration held at PU

            The Department of Chemistry, Panjab University organized the 4th Pran Nath Vohra Oration & award ceremony, here today as a tribute to the distinguished alumnus of the department, late Dr. Pran Nath Vohra (1919-2004). The Oration was delivered by Padma Vibhushan Prof. Rajagopala Chidambaram, DAE-Homi Bhabha Professor at Bhabha Atomic Research Center. He is an internationally acclaimed physicist who is known for his integral role in India’s Nuclear weapons program. Prof. Chidambram has represented and led both the teams who conducted Nuclear Tests during Pokharan I (1974) and Pokharan II (1998). Besides this, Prof. Chidambaram has served on many prestigious positions in Federal Government of India as Principal Scientific Advisor and as Chairman, Atomic Energy Commission. He is the former director of Bhabha Atomic Research Centre (BARC) and has served as chairman of the board of Governors of International Atomic Energy Agency. He was also a member of the Commission of Eminent Persons appointed by the Director-General, IAEA, in 2008 to prepare a report on “The Role of the IAEA to 2020 and Beyond”.

            Well known for his contributions to National defence and Energy security to India, Prof. Chidambaram in his talk emphasised on the need to increase the utility of all the energy sources including nuclear energy in uplifting the energy production in India. He emphasised on the fact that the development of nation and upgradation of its Defence and Security go hand in hand and are meaningless if done alone. Prof. Chidambaram talked about the need of increasing the energy production by 6 to 8 times of the present energy production in India. He specifically pressed on the importance of Women literacy in achieving all-round development of the nation as this factor alone plays a key role in defining GNI per capita of the nation. He reminded all scientists, especially young chemists and researchers to adopt a path to sustainability in their future scientific endeavours and suggested to explore the scientific potential of sharp minds throughout the country and focussed on inter-institute collaborations to achieve the desired goals. Prof. G.R. Chaudhary, Convener, Pran Nath Vohra Trust Fund concluded the function with his vote of thanks.

            Prof. Chidambaram’s other prominent awards are the Distinguished Alumnus Award of the Indian Institute of Science (1991), the C.V. Raman Birth Centenary Award of the Indian Science Congress Association (1995), the Distinguished Materials Scientist of the Year Award of the Materials Research Society of India (1996), the R.D. Birla Award of the Indian Physics Association (1996), the H. K. Forodia Award for Excellence in S & T (1998), the Hari Om Prerit Senior Scientist Award (2000), the Meghnad Saha Medal of the Indian National Science Academy (2002), the INS Homi Bhabha Lifetime Achievement Award of the Indian Nuclear Society (2006), the Life Time Contribution Award in Engineering (2009) from Indian National Academy of Engineering, the C.V. Raman Medal of the Indian National Science Academy. Prof. Chidambaram is a Fellow of all the science Academies in India and the Third World Academy of Science (TWAS), Trieste (Italy).

Chandigarh Police arrested Amit Kumar R/o # 15/B, Sunder Nagar, EWS Colony, Part-2, Mauli Jagran, Chandigarh while he was illegally possessing 65 quarters of country made liquor near main road, Kabadi Market, Makhan Majra, Chandigarh on 25.09.2019. A case FIR No. 174, U/S 61-1-14 Excise Act has been registered in PS-Mauli Jagran, Chandigarh. Later he was bailed out. Investigation of the case is in progress.

Cheating/Criminal Breach of Trust

          A case FIR No. 228, U/S 406, 420 IPC has been registered in PS-26, Chandigarh on the complaint of Amrit Lal R/o # 711/6, BDC, Sector-26, Chandigarh who alleged that he purchase old vehicle Honda CRV bearing CH-01-AY-9217 from Mohd. Wasim R/o # 1452, Sector-29/B, Chandigarh and given payment of Rs. 3.90 lakh and documents to alleged person. But alleged person did not delivered the vehicle. Investigation of case is in progress.

          A case FIR No. 335, U/S 420 IPC has been registered in PS-39, Chandigarh on the complaint of K.N. Pathak R/o # 382, Sector-38/A, Chandigarh who reported that unknown person sent message regarding installation of jio tower. Complainant approached them and sent his documents through whatsapp number for installation of jio tower at his native land i.e. Village Baragoan, Distt Sant Ravi Dass Nagar Bhadohi (UP). Later complainant received message that his file for installation tower has been successfully verified and complainant needs to deposit Rs. 14,313/- at Canara bank account number in the name of Reliance Jio Infocom. When complainant enquired about said account it was found in the name of some other person. Investigation of case is in progress.

Theft

A lady resident of Sector 27, Chandigarh reported that unknown person stole away gold/diamond jewelry and cash Rs 15,000/- from his purse lying in bed at ground floor of his residence on 25.09.2019. A case FIR No. 229, U/S 380 IPC has been registered in PS-26, Chandigarh. Investigation of case is in progress.

Kamal Kishore Batra R/o # 326, Sector 15A, Chandigarh reported that unknown person stolen away complainant’s I-phone lying at bench at Sai Baba Mandir, Sector 29, Chandigarh on 25.09.2019. Sandeep Kumar R/o T-83B, Railway Colony, Mauli Jagran,, Chandigarh reported that unknown person stole away one LED, one camera, two wrist watches and cash Rs 1,40,000/- from complainant’s house on 24.09.2019. Snatching

          A case FIR No. 244, U/S 379, 356 IPC has been registered in PS-34, Chandigarh on the complaint of a lady who reported that she was returning from market Sector 33, Chandigarh by foot when she reached near her house i.e. # 1344, Sector 33C, Chandigarh in the meantime one unknown person on motorcycle snatched away her hand bag containing advocate coat, two mobile phones, some document & keys on 25.09.2019. Investigation of the case is in progress.

‘मेहुल चोकसी एक धोखेबाज है’: गैस्टन ब्राउन

पीएम ब्राउन ने कहा कि चोकसी को एंटीगुआ में रखने का कोई इरादा नहीं है.

एंटीगुआ और बारगुडा के प्रधानमंत्री गैस्टन ब्राउन ने पंजाब नेशनल बैंक घोटाले के आरोपी मेहुल चोकसी को ‘धोखेबाज’ बताया है. पीएम ब्राउन ने कहा कि चोकसी को एंटीगुआ में रखने का कोई इरादा नहीं है. भारतीय जांच एजेंसियां चोकसी से पूछताछ करने के लिए स्वतंत्र हैं.

संयुक्त राष्ट्र सम्मेलन में भाग लेने न्यूयॉर्क पहुंचे गैस्टन ने कहा, ”मुझे पर्याप्त जानकारी मिली है कि मेहुल चोकसी एक धोखेबाज है. उसका मामला कोर्ट में चल रहा है. अभी तो हम कुछ नहीं कर सकते, लेकिन इतना जरूर कहना चाहता हूं कि हमारा मेहुल चोकसी को एंटीगुआ और बारबुडा में रखने का इरादा नहीं है.”

पूछताछ के लिए स्वतंत्र भारतीय एजेंसियां

प्रधानमंत्री ब्राउन ने अपने बयान में कहा कि एंटीगुआ में आकर भारतीय जांच एजेंसियां मेहुल चोकसी से पूछताछ करने के लिए स्वतंत्र हैं, बशर्ते चौकसी की भी सम्मति हो.

प्रत्यर्पण की संभावनाओं को मिला बल

एंटीगुआ और बारगुडा के पीएम ने कहा, ”मेहुल चोकसी एक धोखेबाज है. अगर उन्हें इस बारे में पता होता तो एंटीगुआ की नागरिकता नहीं दी जाती. उसे भारत प्रत्यर्पित किया जाएगा, क्यों कि वह एंटीगुआ का सम्मान नहीं बढ़ा रहा है. मेहुल ने हमारे देश की अदालत में अपील कर रखी है और जब तक उसकी सुनवाई पूरी नहीं हो जाती तब तक हम कुछ नहीं कर सकते. लेकिन अपील के खत्म होने पर उसका प्रत्यर्पण किया जाएगा.”

इससे पहले एंटीगा के प्रधानमंत्री गैस्टोन ब्रॉन ने कहा था कि चोकसी की एंटीगा और बरबूडा की नागरिकता बहुत जल्द रद्द की जाएगी. उन्होंने साफ-साफ कहा कि वह अपने देश को अपराधियों के लिए सुरक्षित जगह नहीं बनने देंगे.
