Review of the Targets and Action plan of Sports Deptt, U.T.

Chandigarh, 3rd July 2019:


Being passionate for Sports and enthusiastic for befitting Sports Development in U.T., Chandigarh, Sh. V.P. Singh Badnore, Administrator, U.T., Chandigarh convened a meeting of Officers of Sports Department, U.T., Chandigarh and other Senior Officers of Chandigarh Administration to take a stock of the status of the varied target and action plan of Sports Department, U.T, Chandigarh in this fiscal year. 

The following issues were discussed, resolved and approved by the Administrator in the meeting:-
1.       Accreditation of Academies :- It was shared that Chandigarh Hockey Academy for Boys under the operation & management of Chandigarh Sports Council has been accredited by Ministry of Youth Affairs & Sports (MYAS / Sports Authority of India (SAI), GOI under Khelo India Scheme of MYAS / SAI, GOI and the requisite MOU has been signed and the selected hockey talent from across India will be professionally groomed at this academy by Mr. Deepak Thakur, Hockey Olympian who has been taken on board to Coach the said Hockey incumbents.

Expression of Interest / Application for Accreditation of Chandigarh Football Academy for Boys on the pattern of Chandigarh Hockey Academy has been sent to the concerned quarters of MYAS / SAI, GOI under Khelo India Scheme and will be accredited soon.  

The Administrator directed concerned Officers of Sports Department, U.T., Chandigarh to follow up the matter with Concerned MYAS / SAI, GOI’s Department pertaining to Khelo India Scheme for expeditious outcome. 

2.     Construction of Synthetic Athletic Tracks at Sports Complexes, Sectors – 7, Chandigarh :- The said Athletic track has been duly approved by the Administrator and rough cost estimate for the same is being prepared by the concerned Engineering Department, U.T., Chandigarh on war footing and has also directed that there is no need of approval of Heritage Committee.  The Administrator has also directed Chief Architecture Department for accomplishment of the modalities immediately. 

3.       Proposal for water sports development at Lake Sports Complex :- 
The Administrator has approved water sports development at Lake Sports Complex and prior to that the requisite wet dredging for removal of silt to pave the way for requisite 2 km clear water course before the onset of monsoon was duly approved l.  The Concerned Engineering Department was given the necessary instructions regarding the same.

4.       Construction of World Class Shooting Range at Sarangpur, Chandigarh:- Since the Administrator has already approved the said shooting project and the modalities are being worked out for the same but during this interim stage, It has been directed to organize a shooting camp as well as a Shooting Competition at the existing shooting range, Sector – 25, Chandigarh in November, 2019 with collaboration of Police Department, U.T., Chandigarh. 

5.       Sports Gradation:- The process of sports gradation certificates to the players for their academic fulfilment was concluded on 30.06.2019 and a total 520 players were issued sports gradation certificates by the Sports Department, U.T., Chandigarh in tandem with its Sports Gradation policy. 

6.       Sports Scholarship:-Scholarship to the first, second and third positions holders of bonafide players of Chandigarh to the tune of Rs. 78,88,600/- has been disbursed for the year 2017-18 and Cash Award for the year 2018-19 will be disbursed as early as possible. 

7       Cash Award:- Cash Award for the achievement of Chandigarh players at International for the year 2017-18 will be disbursed by the Chandigarh Sports Council before August, 2019 after following due process. 

8      Summer Coaching Camp:-  ummer Coaching Camp of all the sports disciplines was organized by the Sports Department, U.T., Chandigarh at all its Coaching Centres from 12th to 28th June, 2019 which was attended by numerous players with zeal and commitment and Sports Department Chandigarh distributed nourishing refreshment / diet free of cost to the campers. 

9    High Altitude Summer Coaching Camp:- Chandigarh Sports Council organized High Altitude Summer Coaching Camp at High Altitude Training Centre, SAI at Shillaroo, HP for its Chandigarh Football and Hockey Academy players from 3rd June to 4th July, 2019 which benefited the players for their physical & physiological fitness development. 

10.    Sports Events / Tournaments:- Chandigarh Sports Department has planned to organize Inter School Tournaments for U-14 and U-19 in August, 2019 and October, 2019 respectively, whereas, Sports Department, U.T., Chandigarh has planned to celebrate National Sports Day 2019 in August, 2019 to commemorate the birth Anniversary of Hockey legend Major Dhyan Chand.

Board of Directors of CSCL given nod to various projects


Chandigarh, 3rd July 2019: 10th Meeting of Board of Director’s of Chandigarh Smart City Ltd. was held today under the Chairmanship of Sh. Manoj Kumar Parida, Advisor to the Administrator, U.T., Chandigarh. 

Commissioner, Municipal Corporation, Chandigarh who is also Chief Executive Officer (CEO) of Chandigarh Smart City Ltd. presented that as per SWM Rules, 2016, Municipal Corporation, Chandigarh and Chandigarh Smart City Ltd. will be setting up material recovery facilities and transfer stations at three locations near Public Health store, Industrial Area, Phase-I, Chandigarh, inside the Sewerage Treatment Plant at 3 BRD and adjoining the Solid Waste Treatment Plant in Sector-25 (West), Chandigarh at the cost of Rs. 32.27 Crores approximately.  These stations will serve to collect and compact the biodegradable or wet waste and for segregation of dry waste by door to door collectors.  

He further explained that the aim is to make the city bin free in a phased manner and to reduce the number of trips of small vehicles which are presently being used for transportation of all kind of waste to the plant site.  Municipal Corporation, Chandigarh will involve existing waste pickers in functioning of material recovery facilities in collection and recovery of reusable and recyclable solid waste for sale to recyclers directly to earn their livelihood.  The Board after detailed deliberations approved the DPR to comply with the SWM Rules, 2016 and Swachh Bharat Mission.  

The CEO, CSCL apprised the Board that due to revision of norms for treatment of Sewerage by the NGT on 30.04.2019 in which it was ordered by NGT to reduce the phosphors level in the effluent to less than 1mg/ltr. before it is discharged into the streams.  The cost of up-gradation of STP’s which has earlier been approved as Rs. 810.00 Crore has been enhanced to Rs. 854.00 Crore.  The Board approved the revised cost of DPR for argumentation and up-gradation of STP’s to meet the requirement of latest norms for discharge of treated effluent.

The Board also approved Digital advertisement for Public Bike sharing Project in Chandigarh.  The project aims to become country’s largest public bike sharing project with 5000 bikes located at 617 locations across the city.  CSCL Board also approved provision of E-Bikes as part of the project.  The decision has been taken, keeping in view, making cycling possible in all weathers including summers season.  Project will be implemented on PPP mode.  

The Board also approved construction of state of art building proposed in Citizen Facilitation Centre, Sector-17, Chandigarh to house.  Integrated Command and Control Central (ICCC), Police, Command and Control room and SCADA for Municipal Services.  ICCC will also integrate all the Command control centers of Utilities, ITMS and City Surveillance.  ICCC will provide a single point of contact for citizen services, supervision and administration of Utility Management and Governance framework for the Chandigarh city.  The buildings including the interiors and furnishings will have all the latest security features like CCTV and Building management services and will be constructed at an estimated cost of Rs. 46.00 Crores. The DPR will be placed in the Technical Committee meeting for its vetting before floating the tenders.

The CEO, CSCL, Chandigarh further approved the proposal of latest status of various works as the tenders for Rs. 256 Crores already stands uploaded to be received on 15.07.2019.  The Chairman directed to speed up the works.  The meeting ended with thanks to the Chair.

Special Lecture at DDNSS, PU

Korel, Chandigarh July 3, 2019

            The Department of Defence and National Security Studies, Panjab University, Chandigarh organised a special lecture on the topic “Intra State conflict resolution and peace building – Role of the Armed Forces Special Power Act” by BRIG D S SARAO (Retd.) here today. Brig D.S. Saraois a military and strategic affairs analyst. He has done his bachelor and master degrees in the legal studies. His prowess with the legal studies enabled him to give insight into the legal provision of the Armed Forces Special Power Act (AFSPA).

            He broadly covered all the aspects of the AFSPA including its genesis, meaning and its various legal provisions, requirements and areas currently and in past that fell under this provision. The AFSPA was firstly implemented in the seven sisters of the North-East India including Assam, Manipur, Tripura, Meghalaya, Arunachal Pradesh, Mizoram and Nagaland on September 1, 1958 to quell the secessionist movement in the region. Punjab and Chandigarh also fell under the preview of this Act during militancy in Panjab state but was later withdrawn in 1997. AFSPA was applied in the state of Jammu and Kashmir in 1990 and has been in the force since then.

            He stressed that Armed Forces is the last resort in the hand of the central government to resolve the intra state conflict and build peace. The primary purposes and missions of the Indian Armed Forces are national security, territorial integrity and safeguard our countries from the external threats. They are only deployed in intra state conflicts when State police and para military forces are not able to control the situation and the area is declared disturbed by the State or the Central Govt. AFSPA has the special provisions to assist the Armed forces conducting its operations and missions. Without the AFSPA, they would be handicapped to perform their duties assigned in the extraordinary situations.

            He called for the faith in the Indian Armed Forces, who are well trained, disciplined, organised, educated and having robust command and control system in place. They have shown their capacity and capabilities to operate effectively under the ambit of the AFSPA. Any dilution in the act would result into the compromise with their operational capabilities to deal with danger against the national security. This could result into the dangerous consequences to the nation. 

            The lecture was attended by faculty members, serving and retired armed forces officers pursuing various courses in the department, research scholars and students. The lecture was followed by a questions and answers session with the audience.

PU VC meets Post-Doctoral Fellows(PDFs)

Korel, Chandigarh July 3, 2019

            Prof Raj Kumar Vice-Chancellor Panjab University held a meeting with Post-Doctoral Fellows (PDF) from various departments of PU, here today. He proposed for organizing the technical session-cum-group discussion on the New Economic Policy.  

            He suggested the PDFs to get involved in feedback exercise on the draft of National Policies of various domains. Further, he advised the forum to conduct an exercise to compile the opinions on New Economic Policy. 

            He also appreciated the work done by Academic Forum of Post-Docs for the Orientation Seminar organised by them for 103 PhD students to guide them and help them apply for Post-Doctoral Fellowships.  

            He urged PDFs to help in the admission process to take application numbers to greater heights and also to get involved in mentorship of hostel students this year to streamline things further for students.  

            Further, it was suggested by the Dr. Sukhwinder Singh, Director, Computer Centre, that all research work conducted by the PDFs till date shall be soon updated on the Panjab University website (in a fixed format) so that there is global access to the work being done in this University. 

            Panjab University Post-Doctoral Fellows Academic Forum was recently incepted and has been regularly organising research and academic related activities.  

Administrator Allows Operation of Bike Taxis in Chandigarh

Korel, Chandigarh, 3rd July 2019: 

The Administrator, Union Territory, Chandigarh is pleased to allow the operation of Bike Taxis in Chandigarh subject to following conditions as well as fulfilment of the conditions as laid down in Section 74(2) and 84 of the Motor Vehicle Act, 1988;

I)             The applicant of a permit must be an individual, firm registered under the Partnership Act, 1932 or a company registered under the Companies Act, 2013.
II)              The motor cycle, as defined in Section 2(27) of the Motor Vehicle Act, 1988 for which the permit is being granted must be registered as a commercial vehicle, and the Licensing Authority must allow conversion of private to commercial motor cycles within a period of 15 days from the date on which such application is made.
III)            The applicant for a permit shall comply with all applicable rules and regulations prescribed under the Motor Vehicles Act, 1988.
IV)           The applicant for a permit may also own or provide on lease any vehicle or employ any driver.
V)              The word ‘Bike Taxi’/Contract Carriage shall be predominantly written on the vehicle.
VI)           The vehicle shall be fitted with yellow number plate for identification.
VII)        The vehicle shall have a valid insurance certificate.
VIII)     The motor cycle /bike shall carry a first aid box and the driver/rider shall both wear protective helmets of ISI mark.
IX)           The owner of vehicle shall have adequate parking space available with him/her.
X)              Decent standards of comfort and cleanliness shall be maintained.
XI)           The motor cycle permit shall not be transferable as per provisions of sections 82 of the Motor Vehicles Act, 1988.
XII)        The motor cycle and permit shall be issued to new vehicles or a vehicle which not more than 7 years old from the date of purchase.
XIII)     Character/Police verification of driver must be got done. 

पेयजल समस्या: पार नज़र के

मोरनी, 3 जुलाई:

जनस्वास्थ्य अभियांत्रिकी राज्यमंत्री डाॅ. बनवारी लाल ने कहा कि हरियाणा में मुख्यमंत्री मनोहरलाल के नेतृत्व में कार्य कर रही भाजपा सरकार ने पिछले साढ़े चार वर्षों में प्रदेश के 1070 गांवों में पेयजल सुविधा में सुधार और बढ़ौतरी की है।

  राज्यमंत्री आज मोरनी ग्राम पंचायत के तहत मौहड़ी राजकीय विद्यालय में साधु की खील पेयजल परियोजना का उद्घाटन करने के उपरांत गांववासियों को संबोधित कर रहे थे। उन्होंने कहा कि सरकार ने प्रदेश में पेयजल सुविधा में विस्तार के लिये ग्रामीण व शहरी क्षेत्र में 164 नहर आधारित और 96 नलकूल आधारित जलघर स्थापित किये है। ग्रामीण व शहरी क्षेत्रों में 2165 नलकूप और 483 बूस्टिंग स्टेशन शुरू करने के साथ साथ सिवरेज के पानी को साफ करने के लिये 53 मलशोधन सयंत्र स्थापित किये गये है और 20 मलशोधन सयंत्रों का निर्माणकार्य प्रगति पर है। उन्होंने बताया कि साधु की खील सिंचाई परियोजना पर 93.60 लाख रुपये खर्च किये गये हैं। इस परियोजना के तहत 50 हजार लीटर क्षमता का वाॅटर टेंक स्थापित किया गया है और 6500 मीटर पाईप लाईन बिछाई गई है। इस परियोजना से मोरनी व आस पास के क्षेत्र में स्थित 26 ढ़ाणियों को स्वच्छ पेयजल की आपूर्ति होगी।

पार्क – मैदान पीने के पानी से सराबोर शहर वासी टैंकरों के आगे लाइन लगाने को मजबूर

   इस मौके पर कालका की विधायक श्रीमती लतिका शर्मा ने इस मौके पर कहा कि पिछले साढ़े चार वर्षों में कालका विधानसभा क्षेत्र का अभूतपूर्व विकास हुआ हैं। उन्होंने कहा कि निगम क्षेत्र के साथ साथ मोरनी व अन्य पहाड़ी इलाकों में सड़क, पेयजल, शिक्षा और स्वास्थ्य सुविधाओं के विस्तार पर विशेष बल दिया गया है। उन्होंने कहा कि सरकार ने जितनी घोषणाएं की है, उनका कार्य भी पूरा किया है और शेष घोषणाओं का कार्य युद्ध स्तर पर जारी है। उन्होंने दुर्गंम क्षेत्र की इन ढाणियों में लोगों की पेयजल समस्या का समाधान करने के लिये मुख्यमंत्री मनोहरलाल व जनस्वास्थ्य मंत्री डाॅ. बनवारीलाल का आभार व्यक्त किया।

          Two different cases U/S 68-1(B) Punjab Police Act 2007 & 510 IPC have been registered in PS-49, Chandigarh against two persons who were arrested while consuming liquor at public place on 02.07.2019. Both were bailed out later.

Two arrested under NDPS Act

Chandigarh Police arrested Ricky @ Choti R/o # 1288, Sector- 52, Chandigarh from T-Point, slip road near spring garden. Sector- 53, Chandigarh and recovered 20 injections of drugs from his possession on 02.07.2019. A case FIR No. 144, U/S 22 NDPS Act has been registered in PS- 36, Chandigarh. Investigation of the case is in progress.

Crime Branch of Chandigarh Police arrested a lady resident of DMC, Chandigarh from dumping ground, DMC, Chandigarh andrecovered 3.80 Kg Charas from her possession on 02.07.2019. A case FIR No. 85, U/S 20 NDPS Act has been registered in PS- Maloya, Chandigarh. Investigation of the case is in progress.

Accident

          A case FIR No. 142, U/S 279, 323 IPC has been registered in PS-26, Chandigarh on the statement of Keshav Partap Singh R/o # 1528, Sector- 7/C, Chandigarh who alleged that driver of car No. CH-01AV4802 who hit to complainant’s car No. CH-01BS-6611 near Sidhu Petrol Pump, Sector- 7, Chandigarh on 02.07.2019. Later one person namely Hardil Khural R/o # 1163/1, Sector- 18/C, Chandigarh has been arrested in this case. Investigation of the case is in progress.

A case FIR No. 170, U/S 279, 304-A IPC has been registered in PS-34, Chandigarh on the statement of a lady namely M.S Chahat Verma R/o # 1430/2, Sector- 30/B, Chandigarh who alleged that unknown driver of bus sped away after hitting to complainant’s activa scooter No. CH-03W-9741 near Labour Chowk (Sector- 33/34/20/21) on 29.06.2019. Complainant’s mother namely Rajni (Pillion Rider) age- 50 yrs, got injured and admitted in GMCH-32, Chandigarh where she declared brought dead by doctor. Investigation of the case is in progress.

MV Theft

Deepak R/o # 728/2, Phase-2, BDC, Sector- 26, Chandigarh reported that unknown person stolen away complainant’s activa scooter No. CH-76(T)-6353 while parked near HDFC Bank, market, Sector- 20, Chandigarh on 29.06.2019. A case FIR No. 86, U/S 379 IPC has been registered in PS-19, Chandigarh. Investigation of the case is in progress.

Navjot Singh R/o # 2073/C, Block-B, Sector- 63, Chandigarh reported that unknown person stolen away complainant’s motor cycle No. UP-12P-6365 while parked near his residence on night intervening 15/16.06.2019. A case FIR No. 77, U/S 379 IPC has been registered in PS-49, Chandigarh. Investigation of the case is in progress.

Theft 

          A lady resident of Sector- 51, Chandigarh reported that unknown person stolen away complainant’s mobile phone from park near Sector- 51/A, Chandigarh on 02.07.2019. A case FIR No. 74, U/S 379 IPC has been registered in PS-49, Chandigarh. Investigation of the case is in progress.

Missing/Abduction

Rajesh Kumar R/o # 3076/1, Sector- 27/D, Chandigarh reported that her daughter age about 17 years has been missing from near his residence since 01.07.2019. A case FIR No. 141, U/S 363 IPC has been registered in PS-26, Chandigarh. Investigation of the case is in progress.

बीते दिन रविवार की रात को जालंधर शहर के महशूर इलाके के मॉडल टाउन क्षेत्र में गीता मंदिर के बाहर थाना न: 6 के मुलाजीमो द्वारा एक वेब पोर्टल के पत्रकार के साथ हाथापाई की गई, जिसके बाद जालंधर के पत्रकारों में इस घटना को लेकर भारी रोष था। इस पूरे मामले को पत्रकारो की संस्था पेमा(प्रिंट एंड इलेक्ट्रॉनिक मीडिया एसोसिएशन) के प्रधान सुरिंदर पॉल द्वारा कड़ा संज्ञान लेते हुए जालंधर शहर के पुलिस कमिश्नर को पीड़ित पत्रकार के साथ पुलिस कर्मी द्वारा की हाथापाई पर तुरंत कार्यवाही करने को कहा और उक्त मामला थाना न:6 के एसएचओ सुरजीत सिंह व एसीपी मॉडल टाउन धर्मपाल के पास पहुंचा। पत्रकारो के रोष को देखते हुए एसीपी मॉडल टाउन द्वारा दोषी पुलिस कर्मी थाना न: 6 में बतौर एएसआई तैनात रंजीत सिंह पर तुरन्त कर्यवाही करते हुए उसे लाइनहाजिर कर दिया गया।

इस मामले में पेमा प्रधान सुरिंदर पाल ने कहा कि पत्रकार के साथ पुलिस का ऐसा व्यवहार अति निंदनीय बताया और कहा पत्रकार दिन- रात सड़को पर घूम कर सच्चाई को सामने लाने का कार्य करता है । इसी वजह से समाज में एक पत्रकार की अपनी एक अहम भूमिका होती है और किसी भी पत्रकार के साथ पुलिस कर्मी का ऐसा व्यवहार करना दुर्भाग्यपूर्ण है और आगे उन्होंने कहा कि पेमा हर समय हर वक्त पत्रकारो के हक़ के लिए हमेशा खड़ी है और भविष्य में भी पत्रकारो के हक़ की आवाज़ को बुलंद करती रहेंगे।

इस मौके पर पेमा प्रधान सुरिंदर पॉल, परमजीत रंगपुरी, मोनू सबरवाल, एस.के.चावला, सनी भगत, वरुण अग्रवाल, धर्मिन्दर सोंधी, वरिंदर राजपूत, मनोज सोनी, दिनेश अरोड़ा,पवन,विकास मौदगिल, विक्की कंबोज,पवन कुमार विकास मोदगिल के साथ अन्य पत्रकार भी माजूद रहे।
