Lack of political will, delayed our space program for a dacade: G Madhavan Nair

Hyderabad: Former Indian Space Research Organisation (ISRO) chairman G Madhavan Nair said on Wednesday that India had the anti-satellite missile capability more than a decade ago but there was no political will at the time to demonstrate it.

He said when China shot down an ageing weather satellite by launching a missile in 2007, India had the technology to undertake a similar mission. “…now (Prime Minister Narendra) Modi has taken the initiative and he had the political will and courage to say that we will do this. We have now demonstrated this to whole world,” Nair said.

He had headed the ISRO space commission and was secretary in the department of space from 2003 to 2009. Nair joined the BJP in October 2018.

Asked if India could have demonstrated the anti-satellite missile capability in 2007 itself, Nair said “certainly”, but it could not be done due to absence of “political decision” to go ahead with it at that time.

“Now, Modiji has courageously taken the decision,” he said.

The prime minister on Wednesday announced India had demonstrated the capability by shooting down a live satellite, describing it as a rare achievement that puts the country in an exclusive club of space superpowers.

India is only the fourth country to have such a specialised capability after the US, Russia and China.

भारत से अन्तरिक्ष में शांति की आशा रखता है चीन

भारत की बात करें तो यहाँ हिंदोस्तानी बोली जाती है। इसे भाषा कहें या ज़ुबान, इसमें बात करनी या समझानी बहुत आसान होती है। चीन को भी शायद हिंदुस्तानी समझ आने लग पड़ी है। हिंदुस्तानी कहावत है कि,‘ कमजोर कभी माफ नहीं कर सकता’ बस यही कहावत शायद मौजूदा हिंदुस्तानी हुक्मरानों को समझ आ गयी तभी अपने शासन काल में चुनावों और नतीजों के ठीक 2 महीने पहले अपने इस कार्यकाल के समाप्त होने से ठीक पहले “मिशन शक्ति” को सरंजाम दिया गया। एक “balance of power (terror, चीन के संदर्भ में)” वाली बात चीन के समझ आ गयी।

बीजिंग: 

चीन ने भारत के उपग्रह रोधी मिसाइल परीक्षण पर बुधवार को चीन ने प्रतिक्रिया व्यक्त की और आशा जताई कि नई दिल्ली गंभीरतापूर्वक बाह्य अंतरिक्ष में शांति बनाए रखेगी. चीनी विदेश मंत्रालय ने एक बयान में कहा, “हम प्रस्तुत रिपोर्ट से अवगत हैं और हमें आशा है कि सभी देश गंभीरतापूर्वक बाह्य अंतरिक्ष में स्थायी शांति की रक्षा करेंगे.”

प्रधानमंत्री नरेंद्र मोदी ने बुधवार को कहा कि भारत ‘एक अंतरिक्ष महाशक्ति’ बन गया है, क्योंकि उसकी उपग्रह-भेदी मिसाइल ने मात्र तीन मिनटों में पृथ्वी की निचली कक्षा में एक उपग्रह को सफलतापूर्वक भेदा है. इसके साथ ही भारत, अमेरिका, रूस और चीन के क्लब में शामिल हो गया है. 

इससे पहले अमेरिका, रूस और चीन के पास यह क्षमता थी. चीन के विदेश मंत्रालय ने भारत द्वारा उपग्रह रोधी मिसाइल के सफल परीक्षण को लेकर पीटीआई के एक सवाल पर लिखित जवाब में कहा, ‘‘हमने खबरें देखी हैं और उम्मीद करते हैं कि प्रत्येक देश बाहरी अंतरिक्ष में शांति बनाये रखेंगे. ’’

चीन ने ऐसा एक परीक्षण जनवरी 2007 में किया था जब उसके उपग्रह रोधी मिसाइल ने एक निष्क्रिय मौसम उपग्रह को नष्ट कर दिया था. मोदी ने कहा कि हमने जो नई क्षमता हासिल की है, यह किसी के विरूद्ध नहीं था.  उपग्रह 300 किमी की ऊंचाई पर एक पूर्व निर्धारित लक्ष्य था.

मोदी ने कहा कि मिशन शक्ति का उद्देश्य भारत की समग्र सुरक्षा को मजबूती प्रदान करना था और इस मिशन का नेतृत्व डीआरडीओ ने किया. विदेश मंत्रालय ने दिल्ली में जारी एक बयान में कहा कि भारत का बाहरी अंतरिक्ष में हथियारों की किसी होड़ में शामिल होने का कोई इरादा नहीं है

जब मोदी एक राष्ट्र एक चुनाव की बात कहते हैं तो उनका आशय होता है कि प्रधानमंत्री तो राष्ट्र का होता है, परंतु वह आता एक दल विशेष से है, जिसके प्रति उस सांसद जो कि प्रधान मंत्री है कि जिम्मेदारियाँ भी होतीं हैं। वह चुनाव प्रचार में भी संलिप्त होता है। चुनाव आते ही चाहे वह लोक सभा के हों, विधान सभा के हों या फिर स्थानीय निकाय के चुनाव हों, आचार संहिता लागू होते ही कार्यप्रणाली ठप्प हो जाती है, विकास कार्य थम जाते हैं और प्रगति से संबन्धित कार्यों का प्रचार-प्रसार भी रुक जाता है। इसकी एक बानगी देखिये कि भारत आज चौथी विश्वशक्ति बन कर उभरा, आज हम सामरिक दृष्टि से अन्तरिक्ष को सुरक्शित रखने में भी सक्षम हैं, विडम्बना यह कि प्रधान मंत्री जब राष्ट्र के नाम संदेश देते हुए इस उपलब्धि के बारे में बताते हैं तो विपक्ष अपने अपने कारणों से चुनाव आयोग को आचार संहिता के उल्लंघन कि शिकायत करता है, गोया कि चुनावों के दौरान भारत में सभी कार्य ठप्प होने चाइए और प्रधान मंत्री को प्रधानमंत्री नहीं रहना चाहिए।

नई दिल्ली: सीपीएम ने उपग्रह रोधी मिसाइल के सफल प्रयोग की देश को जानकारी प्रधानमंत्री नरेंद्र मोदी द्वारा दिए जाने पर सवाल उठाते हुए चुनाव आयोग से यह बताने का आग्रह किया है कि चुनाव के दौरान इस उपलब्धि का ‘राजनीतिक लाभ’ लेने की उन्हें अनुमति क्यों मिल गई. 

सीपीएम के महासचिव सीताराम येचुरी ने बुधवार को चुनाव को पत्र लिखकर कहा कि इस तरह के अभियान की देश-दुनिया को जानकारी सामान्य रूप से संबद्ध वैज्ञानिक संस्था द्वारा दी जाती है. इसके बजाय प्रधानमंत्री ने इसके लिए देश को संबोधित करने का रास्ता अपनाने था. 

‘घोषणा चुनाव आचार संहिता का उल्लंघन’ 
येचुरी ने प्रधानमंत्री द्वारा इस उपलब्धि को सार्वजनिक किए जाने पर सवाल उठाते हुए कहा कि चुनाव के दौरान जबकि प्रधानमंत्री स्वयं उम्मीदवार हैं, इस तरह की घोषणा चुनाव आचार संहिता का उल्लंघन है. उन्होंने आयोग से पूछा कि क्या प्रधानमंत्री द्वारा देश को संबोधित करने की आयोग को पूर्व जानकारी दी थी. 

उन्होंने उपग्रह रोधी मिसाइल ए-सेट के सफल प्रयोग के लिये डीआरडीओ के वैज्ञानिकों को बधायी देते हुए कहा कि भारत ने यह तकनीक 2012 में ही विकसित कर ली थी, जिसकी घोषणा तत्कालीन डीआरडीओ प्रमुख ने की थी. 

विपक्षी दलों ने पीएम पर लगाया राजनीति करने का आरोप
सीपीएम के अलावा अन्य राजनीतिक दलों ने ‘मिशन शक्ति’ की सफलता के लिए डीआरडीओ और वैज्ञानिकों को बधाई देते हुए बुधवार को आरोप लगाया कि प्रधानमंत्री नरेंद्र मोदी इस पर राजनीति कर रहे हैं.

कांग्रेस अध्यक्ष राहुल गांधी ने राष्ट्र के नाम संबोधन को लेकर प्रधानमंत्री नरेंद्र मोदी पर तंज कसते हुए कहा कि वह मोदी को ‘विश्व रंगमंच दिवस’ की बधाई देते हैं.
राहुल गांधी ने ट्वीट कर कहा, ‘ बहुत खूब डीआरडीओ, आपके कार्य पर हमें गर्व है.’ उन्होंने प्रधानमंत्री मोदी के राष्ट्र के नाम संबोधन को लेकर कटाक्ष करते हुए कहा, ‘मैं प्रधानमंत्री को विश्व रंगमंच दिवस की बधाई भी देना चाहता हूं.’ 

पश्चिम बंगाल की मुख्यमंत्री और तृणमूल कांग्रेस की नेता ममता बनर्जी ने दावा किया कि मिशन शक्ति पर घोषणा प्रधानमंत्री नरेन्द्र मोदी की एक और बेइंतहा नौटंकी तथा प्रचार का तरीका है.

सपा अध्यक्ष अखिलेश यादव ने मिशन शक्ति की सफलता के लिए डीआरडीओ और वैज्ञानिकों के बधाई दी तथा आरोप लगाया कि प्रधानमंत्री मोदी ने बेरोजगारी, कृषि संकट और महिला सुरक्षा जैसे मुद्दों से ध्यान भटकाने के लिए टेलीविजन पर आकर घोषणा की.

Lecture to commemorate 550th Birth Anniversary of Shri Guru Nanak Dev Ji held at PU

Panjab University and ICSSR North Western Region jointly organized a lecture on “Guru Nanak Bani Da Sabhayacharak Sandharbh”, here today in connection with 550th Birth Anniversary of Shri Guru Nanak Dev ji. 
The program was organized to create awareness among the people about Guru Nanak Dev ji’s teachings, principles and Banis. 

Prof. Harmohinder Singh Bedi, Chancellor, Central University of Himachal Pradesh addressed the audience on Guru Nanak’s preaching. He discussed about Sidh Gosht, Classical Rags, Banis of different Bhagats and Saints, Prof. Sahib Singh’s Teeka pothi and Bhakti Lehar. He shared his views with the audience about the diversity in Guru Nanak Dev ji’s bani as it contains traces of Panini, the Sanskrit Grammar, Marathi, Rajasthani, Islamic and many more languages. He also emphasized on the three principle teachings (Kirat Karo, Naam Japo, Vand Shako) of Guru Nanak Dev ji. Prof. Bedi
concluded the lecture by saying that to understand the Asian culture or Sabhayachar of Hindustan, it is important to understand the Gurbani.
Prof. Shankarji Jha, Officiating Vice Chancellor and DUI,  Prof. Karamjeet Singh, Registrar, Prof. Sanjay Kaushik, Director, ICSSR were present on the occasion.

The session ended with a vote of thanks given by Prof. Yog Raj Angrish, Chairperson, Punjabi Department, PU.

Students and teachers from Jammu Univ shared their experiences

            Department of Hindi, Panjab University today hosted a delegation of two teachers and 16 students from Dept. of Hindi, Jammu Central University. Dr.Gurmeet Singh, Chairperson, Dept of Hindi, informed that, ” An open mic event was organized at the Department in which students from both universities exchanged their experiences and recited poems and songs.” The students later visited the Department Library and also interacted with faculty members Prof. NeerjaSood, Prof. Baijnath Prasad, Prof. SatyapalSehgal, Dr. Ashok Kumar. The Department gifted books to all members of the delegation from their book bank.

 Later the delegation met DUI, Prof. Shankar JiJha, SVC, Prof. Devinder Singh and Chief of University Security, Professor AshwaniKoul. The delegation also visited A.C. Joshi Library, Gandhi Bhawan and Students Center. The delegation of students was accompanied by Dr.Vandana Sharma and Dr.ArvindYadav, faculty of Dept. Of Hindi Jammu Central University.

Two day National Conference ZOOCON-2019 organized by the Department of Zoology, PU, Chandigarh was concluded here today.Dr. R.K. Manchanda, 
Director General, Central Council for Research in Homoeopathy(CCRH), New Delhi in his address, expounded how biodiversity loss leading toresurgence of old infections can be better managed by homeopathicintervention for sustainable societal health. He explained the 
nanoparticulate hypothesis and hormesis activation as mechanism of action of homeopathic medicine. Dr.Manchanda also gave information regarding various schemes of Ministry of AYUSH to motivate the young students and promote research in this particular area.

Prof. R.K. Singla, Dean Research, PU, Chandigarh presided over the session and justified the relevance of theme of the conference as need of the hour. He motivated the young researchers by referring the need of perseverance for quality. The deliberations during the second day of the conference enriched the knowledge on the various aspects of biodiversity related to human health and societal welfare.

Prof. NirupamaAggarwal, UGC-Emeritus Fellow, University of Lucknow sensitised about Monogenean parasites, as major cause skin infection and large scale mortality in fishes.

Prof. SurenderGhaskadbi, Emeritus Scientist, MACS-Agharkar Research Institute, Pune elaborated about use of Hydra as model organism in
Evolutionary and Developmental Biology.

 Prof. Shyam S. Sharma gaveillustrating talk about use of natural products in stroke management.

Prof. Kanwaljit Chopra explained the nutraceutical potential in diabetes related diverse pathologies.

Prof. AkshayAnand inspired the budding scientists with his encouraging research related to diabetic risk score as screening strategy in Indian population.

Delegates from different Universities, Institutes and Colleges from North India illustrated their research outcomes in the form of oral and poster presentations. World Theatre Day celebrated at PU

National Seminar on “Gender and Disability” at PU

The inaugural session of the two day national seminar on “Gender and
Disability” organised by Department of Community Education and
Disability Studies, Panjab University Chandigarh started with the
welcome address by Dr. Dazy Zarabi, Chairperson of the department. She
discussed the objectives of the National seminar and welcomed the
delegates from different states.

Mrs. Rajinder Kaur, Deputy Director, Adult Education Department
Chandigarh Administration and member CCPCR highlighted that people
with disability in general are denied many rights like those of a
love, spouse, parent and so on.

Dr. Jitender Grover, Dean Faculty of Education, Panjab University,
Chandigarh delivered the presidential address wherein he stressed that
Gender and Disability are both a state of mind. It was also emphasized
that lack of proper infrastructure makes a person ask for help which
also affects their self esteem.

Dr. Kuldip Singh Principal, Panjab University Constituent College,
Nihal Singh Wala, Moga brought out that a woman is not born, she moves
from being girl to be a woman through societal practices. He also said
woman need to protect their kind. He gave example of Amrita Pritam and
Dalip kaur Tiwana from Punjabi literature. He very boldly highlighted
some facts of our society which people practised but don’t talk about.

Dr. B.S Chavan, Director Principal, GMCH Sector- 32 Chandigarh is
actively working for protecting the rights of women and disabled
children. He has setup homes for the disabled and homeless girl/women
across Chandigarh, Aavas and Aashreya are two such places. He
presented a report of initiatives taken by GRIID, Sector- 31,
Chandigarh for rehabilitation of persons with disabilities in
Chandigarh.

Later the Panel Discussion on Sociological, Economic, Political,
Policy and Legal Perspectives of Gender and Disability was held which
had panelists Dr. S K Prasad: Deputy Chief Commissioner, Office of the
Chief Commissioner for persons with disabilities, New Delhi, Prof. Raj
