                        Today i.e. 09.01.2019, under the Road Safety Education Awareness Program the Team of CTP visited Home Science girls College, Sec-10 Chd to aware the 184 NCC cadets of different colleges of city, about traffic rules & consequences of not to wearing the safety helmets by the females, two wheeler riders and one should not Honk unnecessarily.  Jaswinder Singh DSP, Traffic, Col. V.K. Sheoran, S.M. Satish Singh and Girls Cadet Instructor Kamaljeet Kaur and 14 newly inducted traffic Marshals were also present on the occasion. During the campaign literature on Road Safety were distributed among cadets, some CCTV captured accident videos of Chandigarh also shown during the workshop and emphasis was made to follow the traffic rules and be safe on roads. DSP Traffic Admin Jaswinder Singh delivered a lecture on “traffic rules & to wear Helmet by women riders and pillion riders on two wheelers”, not to jump Red Light and offences in which Driving licence got suspend. Insp. Sita Devi told all the cadets about traffic signs. HC Bhupinder Singh sang a song on Road safety to encourage the use of helmets while driving two wheelers by females. Pledge was also taken by all to follow the traffic rules. . Col.  V.K. Sheoran presented a memento to Insp. Sita Devi and her team.

मत्स्य विभाग ने 65 मीट्रिक टन का लक्ष्य निर्धारित किया

पंचकूला, 9 जनवरी:

मत्स्य विभाग द्वारा 20 सूत्रीय कार्यक्रम के तहत जिला में 65 मिट्रीक टन मछली उत्पादन करने का लक्ष्य निर्धारित किया गया था, जिसके तहत गत मास तक विभाग द्वारा शत प्रतिशत लक्ष्य प्राप्त कर लिया गया है।

उपायुक्त श्री मुकुल कुमार ने बताया कि सरकार की ओर से मत्स्य विभाग के माध्यम से अनुसूचित जाति वर्ग के लोगों के लिये मछली पालन में अनेक योजनायें चलाई जा रही है। विभाग द्वारा इन योजनाओं पर अनुदान राशि महुैया करवाई जा रही है। उन्होंने लोगों से अपील करते हुए कहा कि वे नील क्रांति को बढ़ावा देने के लिये मत्स्य विभाग से संपर्क करें तथा चलाई जा रही योजनाओं का लाभ उठाते हुए इस व्यवसाय को अपनाये।

नए भवनों को ऊर्जा सरंक्षण के तहत बनवाना अनिवार्य-मुकुल कुमार

उपायुक्त मुकुल कुमार ने कहा कि हरियाणा नवीन एवं नवीकरणीय ऊर्जा विभाग द्वारा ऊर्जा संकट का समाधान व भविष्य की ऊर्जा  आवश्यकताओं को पूरा करने के लिए अक्षय ऊर्जा  संसाधनों व विकास एवं ऊर्जा  सरंक्षण को बढावा देने का कार्य किया जा रहा है। इसके तहत 100 केवी लोड से ऊपर के नए भवनों  को एनर्जी कंजरवेशन बिल्डिंग कोड के तहत बनवाना अनिवार्य है। इसके अलावा संबधित विभागों को इसी कोड के तहत एनओसी जारी की जानी है। 

उपायुक्त सैक्टर 1 स्थित रैड बिश्प टयूरिष्ट काॅम्पलेक्स में एनर्जी कंजरवेशन बिल्डिंग कोड क्षमता भवन विषय पर आयोजित एक दिवसीय मण्डल स्तरीय कान्फ्रेस कम कार्यशाला को संबोधित कर रहे थे। इस कार्यशाला में अम्बाला, यमुनानगर, कुरूक्षेत्र, कैथल, पंचकूला के हरियाणा शहरी विकास प्राधिकरण, लोक निर्माण विभाग, नगर योजनाकार, उद्योग विभाग, प्रदूषण बोर्ड, हाऊसिंग बोर्ड के भवन निर्माण से जुडे हुए पदाधिकारियों के अलावा जिला के आर्किटैक्चरों ने भाग लिया। 

उपायुक्त ने कहा कि विभाग का कार्य नवीनतम ऊर्जा बचत उपकरणों को अनुदान पर उपलब्ध करवाना एवं ग्रामीण क्षेत्रों में उपलब्ध अक्षय ऊर्जा  के साधनों का समुचित सदुपयोग करना एवं बढावा देना है ताकि अधिक से अधिक सौर ऊर्जा का प्रयोग वाणिज्यिक भवनों, शिक्षण संस्थानोें, अस्पतालों, होटलों आदि एनर्जी कंजरवेशन बिल्डिंग कोड के तहत बनवाकर किया जा सके। उन्होंने कहा कि प्रतिभागी इस कार्यशाला का लाभ उठाकर लोगोें को लाभान्वित करने का कार्य करें।

उपायुक्त ने कहा कि सौर ऊर्जा का असीमित भण्डार है। इसका उपयोग हमारे दैनिक जीवन में बड़ा ही लाभकारी है। सौर ऊर्जा की असीम शक्ति का प्रयोग वर्तमान में हर क्षेत्र में किया जा सकता है। सरकार द्वारा सौर ऊर्जा के उपकरणों पर भारी अनुदान दिया जा रहा है। उन्होंने कहा कि पंचकूला के अधिकांश सरकारी भवनों एवं कार्यालयों मंे एलईडी लाईटों का प्रयोग किया जा रहा है तथा 30 केवी लोड से ऊपर भवनों में ऊर्जा सरंक्षण के उपाय अपनाए जा रहे है। उन्होंने कहा कि सोलर नीति के तहत 500 वर्ग गज के भवनों पर सोलर पावर प्लांट लगाया जाना भी अनिवार्य किया गया है। 

कार्यशाला को संबोधित करते हुए अतिरिक्त उपायुक्त जगदीप ढांडा ने कहा है कि इस तरह की कार्यशालाएं लाभदायक होती है। इस कार्यशाला का महत्व बड़ा ही अहम है और सभी प्रतिभागी भविष्य में बनने वाले मकानों में इस पद्धति का प्रयोग करके सौर ऊर्जा को बढावा देने का कार्य करेंगें। उन्होंने कहा कि इस प्रकार सौर ऊर्जा का सदुपयोग करके हम बिजली क्षेत्र में पूर्ण रूप से आत्मनिर्भर हो सकते हैं। कार्यशाला में भवन निर्माण, लाईटिंग, मैटिरियल, बायोमास एनर्जी सहित सौर ऊर्जा के बारे में विस्तार से जानकारी दी गई।  कार्यशाला में सौर ऊर्जा विशेषज्ञ मनी खन्ना, कुशाग्र जुनेजा, सुखचैन सिंह, सुरेन्द्र बगा, परियोजना अधिकारी राजेन्द्र सिंह, रवि खन्ना भी मौजूद रहे।

मेरी फसल-मेरा ब्यौरा ई-खरीद पोर्टल पर पंजीकरण करवाएं-मुकुल कुमार

उपायुक्त मुकुल कुमार ने बताया गया कि सरकार द्वारा मेरी फसल-मेरा ब्यौरा ई-खरीद पोर्टल की शुरूआत की है जिसमें किसानों को अपनी रबी 2018-19 में बोई फसलों की ऑन लाईन रजिस्टेªशन की जाएगी। 

उपायुक्त ने बताया कि किसान अगर स्वयं इस पोर्टल पर रजिस्ट्रेशन करवाता है तो उसको 10 रू प्रति एकड़ या अधिकतम 20 रू उसके खाते में प्रोत्साहन राशि दी जाएगी। यह पोर्टल 25 दिसम्बर से शुरू हो चुका है। इसके लिए किसान ई पोर्टल पर अपनी रबी फसल का ब्यौरा रजिस्टर्ड करवाएं। 

किसान अधिक जानकारी व मार्गदर्शन के लिए टोल फ्री न0 1800-180-2060 पर काॅल कर सकते हैं। इसके अलावा किसानों की रबी फसल का आॅफ लाईन रजिस्टेªशन भी किया जा रहा है इसके लिए कृषि विभाग, पशुपालन विभाग, पंचायत विभाग, मछली पालन विभाग व मार्केटिंग बोर्ड के अधिकारियों की ड्यूटी गांव स्तर पर लगाई गई है। इस कार्य में सक्षम युवाओ का भी सहयोग लिया जा रहा है।

उपायुक्त ने बताया कि किसानों द्वारा काश्त की गई फसल की सूचना जैसे कि गेंहू, सरसों इत्यादि एक फार्म में भरी जाएगी। किसानों को इस सूचना के लिए आधार न0, बैंक खाते इत्यादि की सूचना गांव स्तर पर लगाए गए अधिकारियों को उपलब्ध करवानी होगी। इसके पश्चात इस सूचना को मार्केटिंग बोर्ड के अधिकारियों द्वारा ई-खरीद पोर्टल पर दर्ज करना होगा। अगर कोई काॅमन सर्विस सैन्टर ;ब्ैब्द्ध इस सूचना को दर्ज करता है तो उसको 10 रू. प्रति रजिस्टेªशन की प्रोत्साहन राशि दी जाएगी।

          Chandigarh Police arrested Amarjeet Singh R/o # 1271, Deep Complex, Hallo Majra, Chandigarh near light point, Sector-31/32, Chandigarh and recovered 10 injections of Buprenorphine & Pheniramine drugs from his possession on 08.01.2019. Dowry

A lady resident of Sector-11, Chandigarh alleged that her husband resident of Sector-15, Chandigarh harassed complainant’s to bring more dowry. A case FIR No. 23, U/S 498-A IPC has been registered in PS-Women, Chandigarh. Investigation of case is in progress.

Accident

          A case FIR No. 09, U/S 279, 304-A IPC has been registered in PS-34, Chandigarh on the statement of Jarnail Singh R/o # 4229 Sec-46D,  Chandigarh against driver of Apache M/Cycle No. HP-23C-3117 namely Parshant Nayak R/o # 854, Ward No. 3, Gadh Sankar, Distt-Hoshiarpur (PB) who hit to complainant and his relative namely Sanjeev Kumar R/o Kaithal, Haryana (both pedestrian) at 45/46 Dividing Road, Chandigarh on 08.01.2019. Both got injured and admitted in GMCH-32, Chandigarh where Sanjeev Kumar declared brought dead by doctors. Investigation of the case is in progress.

Deterred public servant while discharging govt. duty

A case FIR No. 09, U/S 353, 332 IPC has been registered in PS-39, Chandigarh against unknown driver of car No. CH03X7840who hit and sped away to lady constable and deterred her while discharging Govt. Duty at dividing road, Sector 38/39, Chandigarh on 08.01.2019. She got injured and admitted in GH-16, Chandigarh for treatment. Investigation of the case is in progress.

Youth held for burglary at 45 naka 4 cases of theft solved

            Keeping in view of spurt in incidence of snatching and vehicle theft cases, senior officers has issued special directions and instructions to curb and detect this crime. Working on the directions of the senior officers, on 6.1.2019, acting on secret information a team of Police Station-34 Chandigarh led by SI Satnam Singh, I/c Police Post Burail Chandigarh laid down naka in Sector-45 Chandigarh under the close supervision of SHO Police Station-34 Chandigarh. During Naka Abhishek Kumar @ Chetu S/o Ranjit Singh R/o # 1259 Village Burail Chandigarh riding on Motor Cycle no. PB-65 C- 9672 apprehended and one Cell Phone recovered from his possession which was snatched in Case FIR No. 442 dated 29.12.2018 U/s 379,356 IPC PS-34 Chandigarh make MI-Note- 4.Accused is matric pass and habitual offender and a drug addict. He was previously arrested in Case FIR No. 296 dated 18.8.2017 U/s 379,411 IPC Police Station 34 Chandigarh. He is committing crime of snatching and auto lifting to purchase drugs from One persons namely Amarjeet Singh S/o Baldev Singh age 50 years, Resident of H.No. 1271 Deep Complex Hallo Majra Chandigarh who is arrested from Sector 32 and Case FIR No. 12 dated 8.1.2019 U/s 22 NDPS Act PS 34 Chandigarh registered against him carrying 10 injections {intoxication} without license or permit.

                                During interrogation of the accused the Total 08 Smart Phones, 1 Laptop and 3 Two wheelers have been recovered and with his arrest the following cases of Police Station-34 have been worked out.

            The accused is on Police remand with Police Station-34 Chandigarh, he will be produced in court on 9.1.2019.

1 held for vehicle theft 4 cases solved

Keeping in view of spurt in incident of Snatching, Vehicle thefts and Burglary, senior officer of Chandigarh Police has issued special directions and instructions to curb and detect this crime. Working on the directions of senior officers, a team of police station Sector- 39, led by HC Krishan Kumar laid down a Naka near 39 C+D turn near petrol pump, Sector-39, Chandigarh under the close supervision of SHO/PS-39, Chd. During Naka one person riding on Pulsor M/C No. PB 65 AR 5358 came from Ziri Mandi Chowk and Naka party signaled him to stop the motor cycle. The motor cycle rider disclosed his name as Manmohan Sharma S/o Gobind Ram Sharma R/o VPO- Birla, Teh- Nahan, District-Sirmour HP age 27 years. He was asked to show the documents of the motorcycle but he could not be produced any documents. On suspicious the engine & Chassis number of the motor cycle verified through mobile app and as per verification the registration number of motor cycle found fake whereas the original number of motorcycle is CH 01 AD 1316. On thorough interrogation, the above said Manmohan Singh disclosed that he had stolen the said Pulsor M/C from Mouli Jagran and was driving the said motorcycle with fake number. In this regard a FIR No. 08 dated 08.01.19 u/s 473, 411 IPC PS-39, Chd against the above said Manmohan Sharma. 

During further investigation the following vehicles have been recovered from his possession which he had stolen from the area of other Police Station’s of UT, Chandigarh and  hidden the same at various places in UT, Chandigarh.  With the arrest of accused, the following M.V. theft cases of other police station have been solved:-

Profile of Accused:         

  1. Manmohan Sharma S/o Gobind Ram Sharma R/o VPO- Birla, Teh- Nahan, District-Sirmour HP age 27 years, came to Chandigarh before 4/5 years ago. He was working as cook in various hotels of Chandigarh and for the last two month he was working in Hotel at Kajheri, Chandigarh. He started taking drugs and became drug addict. He started committing the vehicle theft to full fill his demand of drugs. He used to steal the vehicle and further gave it to his friend circle by saying that he is the owner of that vehicle and lieu of that he took Rs. 2000/2500 from them with the pretext that he needs money and assured them that he will return their money shortly and will get back his vehicle. 

Previous History- Nil

Note: –            Accused Manmohan Sharma is being produced in the court today for judicial custody.

Special Search Operation / Verification

On the intervening night of 8/9.1.19, from 11 pm to 5 am, special search
operations/Roko Toko activities have been conducted/carried out in various jungle & residential areas of Chandigarh viz., Village Kajheri, Aadarsh Colony in Sec.54, New Indira Colony, Village Kishangarh, Mouli Jagran, Sector-19, Chandigarh in close supervision of ASP/South and DSP/East, Chandigarh to prevent any anti-social activities in view of forthcoming Republic Day Celebrations.
During search operations, total 119 persons & 50 vehicles were rounded
up and are being verified. For the purpose, around 51 copies of I/Ds of suspected persons have been procured for further verification of their antecedents. Further, 2 unclaimed vehicles i.e., M/Cycle No.PB23E7150 & Aviator No.CHOIBN9813 have also been taken into police possession under section 25 Police Act at Police Post Sector-61, Chandigarh and 5 challans against traffic violations have been issued.
During this operation, tenant verification were also done and violation of
DM order u/s 144 CrPC have been found where Landlords have not given necessary information of their tenants to the local police. In this regard, 3 cases have been registered under section 188 IPC against those who failed to inform local police regarding tenants/PGs residing in their premises in violation of instructions issued by the Deputy Commissioner of UT, Chandigarh. The detail of cases is as below:

  1. FIR No.5 dated 8.1.19 u/s 188 IPC PS-19 against PG owner Gurpreet Singh S/o Inder Pal Singh R/o Kothi No.439, Sector-20/A, Chandigarh.
  2. FIR No.5 dated 8.1.19 u/s 188 IPC, PS-MM against owner Mahender Kumar Saw S/o Bishun Saw R/o # 2449, MWT, MM, Chandigarh.
  3. FIR No.6 dated 8.1.19 u/s 188 IPC, PS-MM against owner Gurpal Singh S/o Lt. Ralla Singh R/o # 405/3, Dera Sahib, MM, Chandigarh.
    Further, during search/verification operation, one tenant Nasir Ahmad Wani S/o Ghulam Mahsi Wani R/o Village Gugloosa, PO-Trehgam, District Kupwara, J&K, age-19 years was also rounded up. It was found that he had started threatening to his neighbours for disclosing his identity to police. On suspicion, his antecedents were got verified from his concerned PS in J&K & found that 2 cases have been registered against him as mentioned below:
  4. FIR No.96 dated 19.8.16 u/s 147, 148, 149, 332, 427, 307, 336, 188 RPC, PSKarel Pora, District Kupwara, J&K
  5. FIR No.90 dated 15.12.18 u/s 354, 323, 341 RPC, PS-Karel Pora, District
    Kupwara, J&K.
    Moreover, he also found wanted to Karel Pora Police Station of District
    Kupwara, J&K in case crime against woman. Accordingly, he has been arrested under section 107/151 CrPC at PS-MM, Chandigarh for further necessary prevention of crime. A case u/s 188 IPC at PS-MM has also been registered against the owner Gurpal Singh S/o Lt. Ralla Singh R/o # 405/3, Dera Sahib, MM, Chandigarh of the house of said tenant Nasir Ahmed Wani for not informing local police in violations of the Deputy Commissioner’s instructions into the matter.

Rahul lied about his income notice of 155.41 Crore served

Congress leaders Sonia Gandhi  and Rahul Gandhi had “escaped” incomes — over what was declared and assessed — in 2011-12 of Rs 155.41 crore and Rs 154.96 crore respectively, according to an income tax order passed after reassessing their incomes relating to Associated Journals Ltd.

Rahul Gandhi had filed a return of income declaring Rs. 68.12 lakh for the assessment year. Also as per the reassessment order, income of Congress leader Oscar Fernandes has been found to be Rs 48.93 crore, according to sources in I-T department.

In the Supreme Court, which is hearing appeal of Congress leaders against re-opening of their tax assessment, former finance minister P Chidambaram, appearing for Sonia Gandhi, said that a tax liability of Rs 44 crore against her had been erroneously imposed after reassessing her income. He said that assessing officers of the department had without application of mind came to the conclusion that Rs 141 crore of her income relating to AJL “escaped” as she did not declare it in filing her return. Rahul Gandhi is also facing liability of similar amount.

As per the I-T reassessment order, more than Rs 300 crore of Gandhis’ income “escaped” and their tax liability is around Rs 100 crore.

The assessment order was passed on December 31 against Sonia Gandhi, Rahul Gandhi and Fernandes after reassessing their income for the year 2011-12 and order copies given to them. These were kept in abeyance as per Supreme Court directions as the court examines validity of I-T department action.

Challenging re-opening of the tax assessment before a bench headed by Justice A K Sikri, Chidambaram said I-T officials decision defied “common sense” as the department concluded she had “escaped income” of Rs 141 crore for getting 1,900 shares in a Non-profitable Organisation ‘Young Indian’.

The Gandhis have argued they are under no legal obligation to disclose details of acquiring shares in YI since such shareholding is not “interest” in a company. They had claimed shareholding in YI, being a non-profit and charitable company, cannot result in any interest that needs disclosure as neither a director nor shareholder has any right to receive dividends in, or interest in the property of such a company.

Chidambaram contended that the only asset of the company was the debt of Rs 90 crore but the I-T department erroneously fixed this as Rs 407 crore. He also challenged the I-T department’s decision on the ground that no “valid” notice was served to them within the limitation period for reassessing the income and the department had retrospectively withdrew the tax exemption given to YI.

Chidambaram also contended that CBDT had issued circular on December 31 saying that the provisions of Section 56(2)(viii)(a) of the Income Tax Act, 1961, shall not be applicable in cases of receipt of shares by a specified company as a result of fresh issuance of shares by the specified company but the circular was withdrawn by the board on January 4. He said that board is still examining the issue and raised question on how the I-T officials could pass an order when the issue is not well settled.

His contention was strongly objected by solicitor general Tushar Mehta who told the bench the circular had no bearing in the case and said assessing officer was bound to pass order even if the matter is under examination on the board.

The court, thereafter, asked Gandhis to place before the court the circular and file an affidavit within a week. The court asked I-T to file counter affidavit within a week thereafter and posted the case for hearing to January 29.

Dismissing their petitions, the Delhi HC had said the Gandhis and Oscar Fernandes had “the primary obligation to disclose the acquisition of shares” in Young Indian (YI)

10% quta bill to table in RS today

A day after Lok Sabha passed a landmark bill to provide 10 per cent reservation in jobs and education for the general category poor, the government will table the bill in Rajya Sabha on Wednesday as the Constitution (103rd Amendment) Bill. With most parties backing the proposed legislation, the government has described the bill as “historic” and in the country’s interest.

The opposition, including the Congress, dubbed the proposed law as a political gimmick that may not stand judicial scrutiny but came around to support it during voting, underlining the huge political import of the measure aimed at placating upper castes.

As many as 323 members voted in support of the bill, which seeks to amend Article 15 and 16 of the Constitution to enable reservation for the “economically weaker” sections in the general category, which had so far been kept out of the quota ambit. Three members voted against the bill.

Prime Minister Narendra Modi and Congress president Rahul Gandhi were present in the Lower House when the bill was passed.

Replying to an over four and half hour debate, Social Justice Minister Thaavarchand Gehlot sought to allay doubts raised by several opposition members about the legislation’s fate if challenged in the Supreme Court, saying he can say with confidence that the apex court will accept it. “Your doubts are unfounded. Put them to rest,” he told opposition members, many of whom dubbed the bill as “jumla” and “gimmick”, questioned its legal standing and accused the government of bringing it in haste with an eye on the Lok Sabha polls.

Making an intervention during the debate, Union minister Arun Jaitley informed the House that this constitutional amendment bill will not go to state assemblies for ratification, meaning that it will come into force after the Upper House passes it and the President gives his assent. Certain constitutional amendment bills require ratification from 50 per cent of state assemblies to come into force.

The bar of 50 per cent put by the apex court on the total reservation is for caste-based quota, while the bill seeks it provide it for the economically weaker sections in the general category, Jaitley said. Describing the bill as a political gimmick, opposition parties led by the Congress expressed apprehension that such a law may not stand judicial scrutiny.

Citing P V Narasimha Rao’s government effort to bring in 10 per cent reservation on the basis of economic criteria, K V Thomas (Cong) said it was struck down by the Supreme Court.

This legislation has been made in haste and has so many lacunas, he said, adding, it should be sent to Joint Parliamentary Committee for examination. “It was only yesterday that Union Cabinet approved the Constitution Amendment for 10 per cent quota for poor under the general category on an economic basis and was introduced in Parliament today. It raises the question on the sincerity of the government,” he said. It seems to be political ‘jumla’ to win the election, he added.
