“Car Free Day” is observed worldwide on 22nd September. Every year, one day is set aside so that instead of cars people use bicycles, public transport or walking to move around. “Car Free Day” is observed with an aim to make people realize that life is possible without dependence on cars, side-by-side leading to good health and peer bonding.

Chandigarh Traffic Police in association with various cycling groups of the city and members of IMA, Chandigarh is going to organize a Cycle Rally (entry free) on 22.9.2018 at 7.00 AM from Sukhna Lake, Chandigarh to avoid air pollution, noise pollution and traffic congestion in public interest.  The aim of this event is to build a better, healthier, connected community by encouraging city residents to pedal for short distances and experience the City Beautiful together in a way that is just not possible in a car.

All citizens of Chandigarh are requested to take part in this Cycle Rally to be held on 22.9.2018 at 7.00 AM from Sukhna Lake, Chandigarh. This 9 KM long cycle rally will start from Sukhna Lake and will be passing through various sectors of the city using cycle tracks and will finally culminate at IMA, Sector 35, Chandigarh. Participants are encouraged to wear the everyday working dress for taking part in this event to experience whether it is possible to move without cars.

State Level Launching of Pradhan Mantri Jan Arogya Yojana on 23rd September

Chandigarh, 20th September, 2018: State Level launching of Pradhan Mantri Jan Arogya Yojana under Ayushman Bharat, National Health Protection Mission is being held at Tagore Theatre on  23rd September, 2018 (Sunday) at 1:30 pm by His Excellency Shri. VP Singh Badnore, Governor of Punjab and Administrator of U.T. Chandigarh.

Pradhan Mantri Jan Arogya Yojana (PMJAY) will provide health protection cover to poor and vulnerable families. It will ensure access to healthcare to more than 10 crore poor and vulnerable families in India who have hitherto been left out of the healthcare system and the development story of the country. As the largest targeted health assurance scheme in the world it presents the opportunity, together with it the challenge of providing secondary and tertiary medical care to over 50 crore poor and deprived Indians – a population almost equal to that of Europe or the combined population of US, Canada and Mexico. Beneficiaries under PMJAY will be entitled to a medical cover of up to Rs 5 lakh per family per year.

The scheme will provide the health insurance policy to poor families and the beneficiaries will get ‘cashless and paperless’ access to health services in all empanelled hospitals across India.

In Chandigarh, 23,687 households have been determined by the Socio-Economic Caste Census of 2011. Of these, 392 are the rural households, while 23,295 are urban households which shall be covering 1,18,435 number of beneficiaries of the city. They will be entitled to avail cashless services at the empanelled Govt. & Private Hospitals in the city for Primary, Secondary & Tertiary health care services.

Ten Health & Wellness Centers will be operationalized from the same day in U.T. Chandigarh.

Preparation & Sale of Low Cost Nutritious Snacks at Home Science College

Keeping up with the theme of Poshan Maah, to overcome under nutrition and stunting in growing young children the Post Graduate students of Government Home Science College, Chandigarh have set up a special kiosk on the campus for display and sale of low cost nutritious snacks. They prepared healthy cakes and muffins using variations in ingredients such as whole wheat, oats, ragi, bajra, wheat bran instead of maida. To enhance the protein content fsoya flour, flax seeds, groundnut, nuts, pumpkin seeds were added. All these items were sold at low prices in the campus.

The students gave demonstration on healthier alternatives such as using banana and other fruits to reduce the use of refined sugar. Use of carrots and pumpkin to increase Vitamin A content and use of jaggery to increase iron content was also advocated. Simple tips to make tiffins more attractive, colorful for school going children were given. Use of left over water after boiling vegetables, using cooked vegetables to knead dough and adding variety in methods of cooking was discussed.

A presentation was also held for 150 participants comprising of (76 women attending NULM training in Fashion Designing in the college, support staff and undergraduate students) on using varied household methods of enhancing nutritive value of foods such as soaking, germination, fermentation, mutual supplementation of food.

Principal Prof. Sudha Katyal appreciated the efforts and encouraged the students to spread the message of good nutrition further and emphasized the need to use such healthy practices at home to ensure good health for one and all.

रायपुर रानी में पोक्सो एक्ट पर जागरुकता शिविर आयोजित किया गया

जिला बाल संरक्षण ईकाई द्वारा जिला के गांवों में जागरुकता अभियान चलाया जा रहा है। इसी कड़ी में आज राजकीय वरिष्ठ माध्यमिक विद्यालय एवं राजकीय कन्या उच्च विद्यालय रायपुररानी में लैंगिक अपराधों पर बने कानून पोक्सो एक्ट पर जागरुकता शिविर आयोजित किया गया।
शिविर के दौरान जिला बाल संरक्षण इकाई पंचकूला से रोबिन सैनी व आशीष अहलावत ने बताया कि समाज में बच्चों में लैंगिक अपराधों के प्रति जागरुकता न होने के कारण बच्चों के प्रति अपराध बढ रहे हैं। बच्चों का कई बार किसी अनजान पर विश्वास कर लेना उनके लिए हानिकारक बन जाता है। पोक्सो एक्ट के अंतर्गत पीडि़त को निशुल्क कानूनी सहायता देने का प्रावधान है। शिविर में बताया गया कि बच्चों के साथ लैंगिक अपराधों से सुरक्षा अधिनियम 2012 के प्रति जागरुक न होने के कारण होते हैं। बच्चे अनजाने में जल्दी से इन घटनाओं का शिकार हो जाते हैं। उन्होंने बताया कि यौन अपराधों में कठोर सजा का प्रावधान है। इस अवसर पर बच्चों को स्पांसरशिप और फोस्टर स्कीम के बारे में जानकारी दी गई और बताया कि विभाग की ओर से आर्थिक रूप  से कमजोर परिवार के बच्चों को शिक्षा एवं अन्य सुविधाओं के लिए आर्थिक सहायता दी जाती है।

उपायुक्त मुकुल कुमार  ने कहा कि जिला के अधिकारी हरपथ पर आई हुई समस्याओं का निराकरण निश्चित समय पर करें ताकि पंचकूला को 26 जनवरी 2019 तक पूर्ण रूप से गडढे मुक्त घोषित किया जा सके।
उपायुक्त आज स्थानीय लघु सचिवालय के सभागार में हरपथ को लेकर अधिकारियों की बैठक की अध्यक्षता कर रहे थे। उन्होंने बताया कि अब तक हरपथ पोर्टल पर ऑनलाईन 144 समस्याएं आई हैं, इनमें से अधिकंाश का निराकरण किया गया है। लेकिन कई समस्याओं को समय पर नहीं निपटाया गया, जिसके कारण सरकार द्वारा चलाई जा रही रैंकिंग का लाभ नहीं मिल पाता। इसलिए अधिकारी समय पर इन समस्याओं का निराकरण करें। हरपथ आई समस्या का निराकरण 10 दिन में किया जाना अनिवार्य है। उन्होंने कहा कि पंचकूला में अधिकांश सडक़े सही हैं। यदि किसी स्थान पर कोई गडढा हो जाता है तो उसको भी समय पर भरने का कार्य करें ताकि नागरिकों को किसी प्रकार की दिक्कत न आए।
उपायुक्त ने बताया कि हरपथ पर नगर निगम की 103 समस्याएं आई, जिनमें से 25 समस्याओं का निराकरण निश्चित अवधि के बाद तथा 45 समस्याएं समय पर निपटाई गई हैं।  इसके साथ लोक निर्माण विभाग की 29, हरियाणा शहरी विकास प्राधिकरण की 8 तथा हरियाणा राज्य कृषि विपणन बोर्ड की आई हैं। इनका भी निराकरण समय पर किया गया है। उन्होंने कहा कि हरपथ पोर्टल पर आई समस्याओं के निराकरण के लिए सभी विभागों में नोडल आफिसर तैनात कर दिए गए है। हरपथ पर आई समस्याओं की प्रतिदिन निगरानी करें। अब कोई भी विभाग इन समस्याओं के निराकरण में देरी न करें। समस्या के निराकरण के बाद शिकायतकर्ता संतुष्ट नहीं है तो उसे दोबारा से खोल सकता है। इसलिए समस्या का सही निष्पादन सुनिश्चित करें।
उपायुक्त ने बताया कि नवम्बर माह में सक्षम युवा लगाकर इस कार्य की समीक्षा करवाई जाएगी तथा उसके बाद जिला को गडढे मुक्त घोषित किया जाएगा। बैठक मे ंअतिरिक्त उपायुक्त जगदीप ढांडा, एसडीएम पंकज सेतिया, मुख्यमंत्री के सुशासन सहयोगी सरोज, मोहित कुमार सहित कई विभागों के अधिकारी मौजूद रहे।

राष्ट्रीय औद्योगिक अप्रेंटिशिप प्रोमोशन स्कीम कि समीक्षा कई होंगे लाभान्वित

स्थानीय लघु सचिवालय के सभागार में राष्ट्रीय औद्योगिक अप्रेंटिशिप प्रोमोशन स्कीम की समीक्षा करने के लिए उपायुक्त मुकुल कुमार की अध्यक्षता में बैठक का आयोजन किया। इस बैठक में जिला के कई उद्योगपतियों ने भाग लिया और इस स्कीम के सफल क्रियान्यवन को लेकर अपने सुझाव एवं विचार सांझा किए।
उपायुक्त ने बताया कि आईटीआई पास युवाओं को निपुण बनाने एवं उनमें दक्षता लाने के उद्देश्य से यह योजना क्रियान्वित की गई है। इसलिए सभी उद्योगपतियों को इस कार्य में ज्यादा से ज्यादा बढचढ कर भाग लेना चाहिए ताकि प्रत्येक युवा को निपुण करके रोजगार के काबिल बनाया जा सके। उन्होंने कहा कि उद्योगों में नवीनतम तकनीकि पर आधारित उपकरणों एवं मशीनों का प्रयोग होता है। आईटीआई पास युवाओं को इन मशीनों की सही जानकारी नहीं मिल पाती। इसलिए सरकार ने यह योजना क्रियान्वित की है।
उपायुक्त ने बताया कि सरकारी विभागों में राष्ट्रीय औद्योगिक एप्रेंटिशिप प्रोमोशन स्कीम के तहत 1239 युवाओं को नियुक्त किया गया है लेकिन उद्योगों में कम युवाओं को इस योजना का लाभ दिया गया है। इसलिए उद्योगपतियों को इस कार्य के लिए आगे आना चाहिए। इस स्कीम के तहत उन्हें अर्धकुशल कारीगर मिलने के साथ साथ सरकार की ओर उन्हेें 10 प्रतिशत राशि भी मुहैया करवाई जा रही है। देशभर में वर्ष 2021 तक लगभग 50 लाख अर्धकुशल युवाओं को अप्रेंटिशिप में नियुक्त करके पूर्ण रूप से कुशल बनाया जाएगा ताकि प्रत्येक हाथ को रोजगार मिल सके। सरकारी विभागों में सफल आयोजन को लेकर पंचकूला पूरे प्रदेश में अव्वल है तथा औद्योगिक क्षेत्र में भी अग्रणीय बनाने के लिए कार्य करें।
इस स्कीम के नोडल आफिसर एवं आईटीआई के प्राचार्य भूपेन्द्र ने बताया कि इस स्कीम के तहत कार्य करने वाले युवा को पहले साल 8030 रुपये का मानदेय प्रदान किया जाता है। इसके लिए प्रत्येक औद्योगिक प्रशिक्षण संस्थान में प्लेसमेंट सैल का गठन किया गया है। कोई भी उद्योगपति अपनी इच्छानुसार अप्रेंटिशिप लेने के लिए सैल से सम्पर्क स्थापित कर सकते हैं। उन्होंने बताया कि उद्योगों में 30 नवम्बर तक एक हजार युवाओं को अप्रेंटिशिप में लगाने का लक्ष्य निर्धारित किया गया है।
बैठक में नगराधीश ममता शर्मा सहित उद्योगपतियों ने अपने अनुभव एवं विचार सांझा किए।

मतदाता सूचियों के संधोधन के लिए अपने अपने मतदान केन्द्रों में 22-23 सितम्बर को मिलें

उपायुक्त एवं जिला निर्वाचन अधिकारी श्री मुकुल कुमार ने बताया कि भारत निर्वाचन आयोग के निर्देशानुसार फोटोयुक्त मतदाता सूचियों के संशोधन के लिए 22 व 23 सितंबर को अवकाश वाले दिनों में विशेष अभियान चलाया जाएगा। इन दिनों में जिला के सभी मतदान केन्द्रों पर बूथ लैवल अधिकारी नये वोट बनवाने के साथ-साथ मतदाता सूचियों में मतदाताओं के नाम व पते के संशोधन तथा मतदाता सूचियों के नाम हटवाने के मामले पर दावे एवं आपत्तियां प्राप्त करेंगे।
उन्होंने यह भी बताया कि विशेष अभियान के तहत बूथ लैवल अधिकारियों द्वारा मतदाताओं के वोट बनाने का कार्य किया जा रहा है। उस कार्य को भी अधिकारियों द्वारा चैक किया जाएगा। उन्होंने कहा कि अकसर बीएलओ के न बैठने की भी शिकायत मिलती है इसलिए इस कार्य को सुनिश्चित करने के लिए बीएलओ विशेष अभियान के तहत ही नहीं मतदान केन्द्रों पर भी उपस्थित रहकर इस कार्य को करें।
उन्होंने कहा कि मतदाता सूचियों का संशोधन एक जनवरी 2019 को अर्हता तिथि मानकर किया गया है, जिसके तहत जो नागरिक एक जनवरी 2019 को 18 वर्ष का हो जाएगा, वह भी अपनी वोट बनवा सकता है। उन्होंने बताया कि फोटोयुक्त मतदाता सूचियों में नाम शामिल करवाने के लिए अपने नजदीकी मतदान केन्द्र के बूथ लैवल अधिकारी से फार्म नंबर 6 लेकर उसके साथ जन्म प्रमाण पत्र, निवास स्थान प्रमाण पत्र, दो रंगीन फोटो प्रस्तुत करनी होंगी। इसी प्रकार जो मतदाता स्थान छोड़ कर चले गए हैं अथवा मृत्यु हो गई है, ऐसे मतदाताओं के नाम सूची से हटाने के लिए फार्म नंबर 7 भरकर बूथ लैवल अधिकारी को उपलब्ध करवाया जा सकता है। इसी प्रकार शुद्धिकरण करवाने के लिए फार्म नंबर 8 भरकर दे सकते हैं। यह फार्म 31 अक्तूबर तक बूथ लैवल अधिकारी को दिये जा सकते हैं। उन्होंने पात्र व्यक्तियों के अपील करते हुए कहा कि वे इस कार्यक्रम का अधिक से अधिक लाभ उठाएं।

40% या इससे अधिक दिवयांग व्यक्तियों के लिए यूनिक आई डी कार्ड लाया गया

भारत सरकार द्वारा दिव्यांग जनों के लिए बहुत ही उत्कृष्ट कार्य किए जा रहे हैं। इसके मद्देनजर देश में 40 प्रतिशत या इससे अधिक दिव्यांग व्यक्तियों के लिए एक युनिक आईडी पहचान पत्र बनाया जा रहा है। इस पहचान पत्र में दिव्यांग व्यक्तियों की पूरी जानकारी शामिल की जाएगी। यह ऐसा पहचान पत्र होगा, जिसमें दिव्यांग व्यक्तियों को सभी सुविधाओं का लाभ प्राप्त होगा।
उपायुक्त श्री मुकुल कुमार ने बताया कि जिला में लगभग 3 हजार लाभार्थियों ने अपने यूडीआईडी कार्ड बनवाने के लिए आवेदन किया है, जिसमें से 2 हजार 147 से अधिक लाभार्थियों के कार्ड बन चुके हैं। यह कार्ड जल्दी ही उन्हें प्राप्त हो जाएंगे। उन्होंने बताया कि जिन दिव्यांग व्यक्तियों ने अभी तक यूडीआईडी कार्ड बनवाने के लिए आवेदन नहीं किया वे सभी व्यक्ति  शीघ्र ही अपने यूडीआईडी कार्ड बनवाने के लिए अपने दिव्यांग प्रमाण पत्र, आधार कार्ड की फोटो प्रति व एक पासपोर्ट साईज फोटो के साथ आवेदन करें। इसके अतिरिक्त अधिक जानकारी प्राप्त करने के लिए डीसी कार्यालय नई बिल्डिंग पहली मंजिल, कमरा नंबर 13 कार्यालय जिला समाज कल्याण अधिकारी से संपर्क करें।

Criminal Breach of Trust/ Cheating

A case FIR No. 305, U/S 406, 420, 120-B IPC has been registered in PS-17, Chandigarh on the complaint of a lady resident of Sector 28D, Chandigarh who alleged that her company Premium Acres Infratech Pvt Ltd. obtained the services of Alok Jain and Kapil Aggarwal C/o B Aggarwal & CO, B-19, GF Smile, Karol Bagh, New Delhi for filing of income tax returns and auditing purpose. The alleged person provided forged and fabricated acknowledgement receipts reg. Payment and filing of Income Tax on behalf of complainant’s Company and not deposited/filed income tax return. Investigation of the case is in progress.

Missing/Abducted

A person resident of Sector-19, Chandigarh reported that his niece age about 17 Years went to Beauty Parlor, Sector 18, Chandigarh from her residence on 19-09-2018 and missing since then. A case FIR No. 282, U/S 363 IPC has been registered in PS-19, Chandigarh. Investigation of the case is in progress.

A person resident of Manimajra, Chandigarh reported that his two daughters age about 20 & 14 Years have been missing from residence since 17-09-2018. A case FIR No. 254, U/S 363 IPC has been registered in PS-IT Park, Chandigarh. Investigation of the case is in progress.

MV Theft

Sh. Naveen R/o # 1603, Sector-7, Chandigarh reported that unknown person stolen away complainant’s XUV 500 car No. HR10W-1529 while parked near Polytechnic College, Sector-26, Chandigarh on 18-09-2018. A case FIR No. 303, U/S 379 IPC has been registered in PS-26, Chandigarh. Investigation of the case is in progress.
