Punjab government to seek review of SC order on DGPs’ appointment


The government feels the implementation of the said directions of the apex court would lead to political interference in state matters.

Chandigarh, August 9, 2018:

The Punjab Government has decided to seek a review of the Supreme Court order of July 3, 2018, directing states to choose and appoint their Director General of Police (DGP) from a panel to be constituted by the UPSC based on the concerned state government’s proposals.

The government feels the implementation of the said directions of the apex court would lead to political interference in state matters.

Chief Minister Captain Amarinder Singh has accepted the opinion of State Advocate General Atul Nanda that the directions amounted to infringement, by the Centre, of the state’s powers, since Law & Order was a state subject as per the provisions of the Indian Constitution.

According to an official spokesperson, a decision has been taken under the aegis of the Chief Minister to file an application in the apex court for modifications of its directions in its order dated July 3, after amending the Punjab Police Act 2007 to enable the constitution of a state police commission for appointment of DGP. The suggested procedure would be in line with the recommendations of the SC in Prakash Singh & Ors. v. Union of India & Ors., (2006) 8 SCC 1 (Prakash Singh’s case), according to the government.

In Prakash Singh’s case, the court had issued directions concerning police reforms in the various States. This included a direction to select the DGP of the state “from amongst the three senior-most officers of the Department who have been empaneled for promotion to that rank by the Union Public Service Commission (UPSC) on the basis of their length of service, very good record and range of experience for heading the police force.”

In its July 3, 2018 orders, the SC has directed states that “when they anticipate vacancy in the post of DG, they shall send their proposals to the Union Public Service Commission well in time i.e. atleast 3 months prior to the date of retirement of the incumbent on the post. The UPSC shall then prepare the panel as per the directions of in the judgment reported in (2006) 8 SCC 1, out which the State shall pick its DG.”

The apex court has further directed “that any legislation/rule framed by any of the States or the Central Government running counter to the direction shall remain in abeyance to the aforesaid extent.” It has, however, granted liberty to the states to approach the court for modification of the above direction in the event they are aggrieved by it.

The Chief Minister had sought the AG’s opinion in the matter and asked him to suggest the way forward for the state government. The matter assumes significance in view of the fact that the incumbent DGP, Suresh Arora, is due to retire on September 30, 2018.

In his opinion, Nanda has pointed out that the directions in Prakash Singh’s case were passed by the Supreme Court “in light of the absence of any legislation then occupying the field at that time”. He further notes that the State of Punjab had enacted the Punjab Police Act, 2007 on 5.02.2008, and Section 6 of the Act dealt with the selection and term of office of the DGP “but does not provide for selection of DGPs from the panel as prepared by the UPSC.”

In the grounds made out by him for seeking review of the SC decision, Nanda says a reading of Prakash Singh’s case judgement makes it evident that the directions therein were to stay in force only till the respective State legislations were enacted.

Further, he points out that Police is a subject-matter covered under Entry 2, List II of the Seventh Schedule of the Constitution and thus is under the exclusive legislative domain of the State Government. After the enactment of the Punjab Police Act, 2007, the selection and appointment of the DGP would take place as per the provisions therein, and this would continue until the Act or any provision is specifically struck down by the Court in exercise of its powers of judicial review, having found the provision/Act to be unconstitutional, he says.

The AG goes on to cite various judgements to argue that the directions issued in Prakash Singh’s case were meant to operate only till such time as they were replaced by a suitable legislation (in this case the 2007 Act).

He further points out that the state legislations had been kept in abeyance in the order of July 3, which was passed without hearing any of the States on the provisions of the various State enactments. In fact, the Supreme Court overlooked the fact that the prayer of the Union of India in the application for directions did not concern the issue of empanelment by the UPSC at all and was only restricted to the term of the DGP, in the opinion of the AG.

In fact, he said one has to appreciate that a writ petition of 2013, dealing with the constitutional validity of the state enactments, was still pending before the court, which did not take it up for hearing or consider it before passing its order.

Finding the SC order to be an infringement of the legislative and executive powers of the state, as well as the Parliament, Nanda has said that the SC order “grossly restricts and interferes with the ability of the State to appoint a candidate as DGP who is responsible for administering, controlling and supervising the police service to ensure its efficiency, effectiveness, responsiveness and accountability in the State.”

According to him, the Constitution has limited the functions of the UPSC to the extent of “consultation” on matters of “suitability of candidates for such appointments, promotions or transfers” – it does not empower the UPSC to determine the suitable candidates as is contemplated SC decision. And powers exercised by the SC under Articles 32 and 142, as done in the instant case, are required to be consistent with the provisions of the Constitution, he adds.

Nanda has also suggested the various amendments to be made to the Punjab Police Act, 2007 to pave the way for setting up the state police commission.

Questions raised over feasibility of the State of Khalistan in context of London Conclave of Referendum 2020

As  per  reports  in  Newspapers,  a  U.S.A.  based  Organisation, ‘Sikhs  for  Justice’  in  holding  a  “Referendum-2020”  in  London  on  12th  August, 2018,  with  the  object  of  achieving  Khalistan  and  in  the  foot-steps  of  Pakistan  seceding  from  India.

It  is  the  duty  of  this  Organisation  and  all  other  protagonists  of  Khalistan  to  tell  Sikhs  all  over  the  World  and  also  others,  beforehand and  just  now-  about  the  difficulties  and  hardships  Khalistan  and  its  people  are  likely  to  face  and  undergo,  after  getting  a  Sovereign  State of  Khalistan  and  how  those  difficulties  and  problems  these  Khalistanis  will  solve.

Suppose  India  decides  overnight  “Khalistan  Granted  with  Immediate  Effect”  and  also  simultaneously  tells  Khalistanis  that  now  onwards,  India  will  not  have  any  relations  with  Khalistan and  that  India  will  not  be  even  on  speaking  terms  with  Khalistan- all  relations  cut  off.  Khalistan  becomes  a  land-locked  country  like  Nepal  with  only  access  to  outside  world  through  Pakistan.  India  cuts  off  all  communication  including  road,  rail,  telephone,  even  airspace.  Borders  sealed-  Visa system  introduced.

Likely  Difficulties  and  Problems.

The  very  first  thing  the  two  governments  of  India  and  Khalistan  will  have  to  decide  will  be:

  1. Territorial  Division:  Hindu  majority  Districts  and  Tehsils  go  to  India- Jalandhar,  Hoshiarpur,  Nawanshahar,  Pathankot  and  Fazilka  Districts  and  Anandpur  and  Nangal  Tehsils  go  to  India.  Rest  of  Punjab  goes  to  Khalistan.  Canal  Headworks  and  Hydel  Power  Projects  situated  in  these  territories  go  to  India.  Ropar  and  Harike  Headworks  remain  in  Khalistan.  No  Hydel  Power  House  remains  in  Khalistan.
  • Mode  of  Partition:  It  can  be  on  the  pattern  of  Pakistan  when  One  Million  people  were  killed  on  both  sides,  lakhs  of  women  kidnapped  and  raped,  immense  property  and  other  losses.  The choice  lies  with  Khalistanis.
  • However even  if  Peaceful  Transition  is  to  be  envisaged,  can  anyone  guarantee  that  it  will  not  be  a  violent  separation  and  parting of  ways and  in  spite  of  best  efforts  of  both  Governments  it  turns  violent  and  out  of  Government  Control.
  •  Exchange  of  Population:  Choice  with  Khalistanis.  If  there  is to  be  exchange  of  population  as  in  the  case  of  Pakistan-  50  lakh,  mostly  well-off  Sikhs  may  have  to  migrate  to  India  leaving  immeasurable  property and  assets in  India-  Equal  number  of  Hindus,  mostly  working class  Harijan  Hindus  and  labourers  go  to  India  and  occupy  houses  in  India  left  over  by  wealthy  Sikhs,  as  happened  in  1947  Partition.

Although  many  other  things,  problems  and  difficulties  are  required  to  be  said  here,  but  leaving  aside  hundreds  of  those  difficulties  and  problems,  we  jump  to  division  of  Assets  and  Liabilities  and  other  such  important  problems.

India  relieves  all  Sikhs  from  Central  Services,  including  Army,  Airforce,  Central  Police  forces  and  al  such  other  services  and  tell  them  to  go  to  Khalistan.  Khalistan  get  about  1% share in  all  military  store  including  Airforce  and  in  many  other  things.  Only  one  airport  of  Halwara  remain  in  Khalistan.

1.Electricity:

HYDEL–  Bhakra,  Pong,  Dehar  Joginder  Nagar  already  in  India-  With  territorial  changes,  Thein  Dam,  Anandpur  Sahib,  Hydel  Channel,  Kotla, Ganguwal,  Mukerian  go  to  India.

2.THERMAL– All  Thermal  Power  Stations  remain  in  Khalistan. But  India  stops  coal  supply.  Imports  of  coal  not  possible.  All  Thermal  plants  in  Khalistan  shut  due  to  non-availability  of  Coal.

Result:  No  electricity  to  run  Tubewells,  all  Tubewells  in  Khalistan  inoperative;  no  Electricity  for  homes-  no  fans,  no  air conditioners,  no  fridges,  no  electricity  to  run  factories.  All  manufacturing  stops  in  Khalistan-  no  lights  to  celebrate  Khalistan.

 

Industry:  No  Electricity,  no  diesel  to  run  factories,  all  manufacturing  stops,  Factories  shutdown,  Labourers  go  home.  Sugar  mills  stop  working.  Sugarcane  rots  in  fields.  Lots  of  gur  for  producing  illicit  liquor.  Ludhiana  Cycle  Industry,  Hosiery  industry  shut  down.  No  import  of  raw  materials  and  no  export  of  stocks  already  accumulated.

Transport:  India  sends  back  all trucks,  Sikh  transport  owners  truck  drivers  to  India.  Lakhs  of  Trucks  on  roads-  No  Parking  space   place  available.  No  diesel  to  run  trucks-  No  diesel  to  run  buses,  no  petrol  to  run  cars,  scooters  etc.  All  road  transportation  comes  to  stand  still. No  vehicles  to  go  to  offices  even.  People  sit  idle  at  home,  no  electricity  for  televisions,  fans,  other  household  work.

Irrigation:  No  water  available  for  irrigation.  Crops  already  sown  go  dry.  No  new  crop  sowing as  no  water,  no  tractors,  no  tubewells,  no  diesel.  India  stops  canal  water  supply  from  Madhopur  Headworks,  Nangal,   Pong  etc.  as  we  did  with  Pakistan  on  1.4.1948.  by  shutting  U.B.D.C.  and  Dipalper  Canals.

Foodgrains:  Punjab  takes  pride  in  supplying  foodgrains  to  rest  of India.  Punjab  annually  contributes  about  3  crores  tons  of  Wheat and  Paddy  to  the  Central  Pool.  India  refuses  to  buy.  No  buyers  now.  Next year  no  problem  of  selling  foodgrains  as  not  a  grain  will  grow  in  Khlaistan.

Water  Supply:   system  in  Urban  and  Rural  areas  collapses  as  in  absence  of  electricity all  tubewells  stop  working.  Wells  and  Handpumps  all  over  Punjab already  unfunctional  as  water-tables  have  gone  down.  Canals  are  dry.                 No  drinking  water  all  over  Punjab.  Only  source  of  water  supply  all  over  Punjab  is  tubewell  water  and   due  to  water  table  having  gone  down  all  over  the  State,  not  a  single  well  or  Hand-Pump  in  the  State  is  functional.

Relations  with  Pakistan:  Only  country  having  good  relations  with  Khalistan  is  Pakistan,  on  whose  help  Khalistan  shall  have  to  rely.  Pakistan  already  facing  difficulties  of  its  own  on  every  front  refuses  to  help. Not  able  to  render  any  help  to  Khalistan.

‘ Guardians of Governance’ appointed

Deputy Commissioner hands over appointment letters to new Guardians of Governance

Nawanshahr, August 9, 2018:

Deputy Commissioner, Vinay Bublani, today, handed over appointment letters to as many as 10 newly recruited Guardians of Governance ( GoGs) in Nawanshahr district.

The ex-servicemen recruited as GoGs included  Harpal Singh, Sarbjit Singh, Ranjit Singh, Yadhwinder Singh, Ashok Kumar, Gopal Singh, Paramjit Singh, Gurdip singh, Sarup Singh and Vijay Kumar.

The DC exhorted them to serve the society with the same dedication, commitment and sense of patriotism as practised them during their service in defense forces. He asked them to monitor the implementation of the various development and welfare schemes at the grass root level objectively.

“The GoGs have great responsibility on their shoulders and they should keep public interest in their mind while reporting the shortcomings so that the benefit of the different development and welfare schemes should reach at the grass root level”, added the DC.

District GoG Head, Lt. Col.(retd) Chuhar Singh, District Supervisor, Captain (retd) Gurpal Singh, Tehsil Supervisors Captain (retd) Sat Pal Singh (Nawanshahr) and Captain (retd) Ranjit Singh (Banga) were present on the occasion.

‘Referendum 2020’ had no takers in Punjab : Manish Tiwari

 

With a US-based advocacy group, Sikhs For Justice (SFJ) set to hold pro-Khalistan event ‘Referendum 2020’ at Trafalgar Square in London on 12 August, senior Congress leader Manish Tewari on Wednesday said there were no takers for the same in Punjab.

Speaking to reporters at Ludhiana, the former Union minister said the ‘Referendum 2020’ had no takers in Punjab, rather anywhere across the world.

He said, it was a desperate bid by some people who wanted to stay in circulation for one reason or the other. Tewari said, the horrible memories of the dark decade of terrorism were too fresh in Punjabis’ memories to be forgotten and they will not let anybody to fiddle with peace in Punjab.

Replying to a question whether the ‘Referendum 2020’ was being supported by Pakistan’s Inter-Services Intelligence (ISI), the former Ludhiana member of Parliament said, ISI has been trying to stoke trouble in India right since Pakistan‘s defeat in the 1971 war and it has never given up since.

On the issue of forming a united opposition alliance for 2019 Lok Sabha polls, he said that the Congress party was in favour of a broad-based alliance of like-minded secular and progressive forces to defeat the Bharatiya Janata Party (BJP) led National Democratic Alliance. He expressed confidence that the alliance will fructify in the form of state level seat adjustments across India.

Hitting out at Bhagwant Mann, leader of AAP’s dissident MLAs Sukhpal Singh Khaira on Wednesday claimed the Sangrur MP’s “outbursts against him and party leader Kanwar Sandhu were out of “sheer frustration and personal hatred”.

Khaira also claimed that Mann’s resignation, after Delhi chief minister Arvind Kejriwal’s apology to SAD leader Bikram Singh Majithia, was tendered as part of “strategy” with the consent of the party leadership in Delhi. Khaira also said that he and the MLAs supporting him would hold a massive march in October which would start from Talwandi Sabo.

The Bholath MLA’s attack on the Sangrur MP comes a day after Mann had called Khaira and Sandhu as “opportunists”.

Khaira asked Mann if the issue of AAP convenor Kejriwal’s apology to SAD leader Bikram Singh Majithia had “ended” for him after “agreeing” to resume the post of chief of state unit. Khaira said Mann’s “outbursts” against him and Sandhu were out of “sheer frustration and personal hatred”.

“During a meeting at my home four months back, senior AAP leader Manish Sisodia told me you react too early on every issue. He told me that Mann’s resignation (from the post of president state unit) was part of strategy and he resigned with our consent,” claimed Khaira while addressing media in Chandigarh.

Sisodia told me that I could also resign (as LoP in Assembly) with their consent and there will not be any problem, Khaira said.

“I told Manishji I am not a man of double standards,” Khaira claimed.

Mann had resigned as AAP’s Punjab chief in March this year after Delhi chief minister Arvind Kejriwal apologised for leveling charges of involvement in drugs trade against SAD leader former Punjab minister Majithia.

Khaira asked Mann if he had given his approval to Kejriwal’s apology after accepting the post of state unit chief.

“I want to ask Mann that you gave resignation on Kejriwal’s apology…You have now accepted the post of state unit chief. Does it mean that issue of Kejriwal’s apology has ended for you and you have given your approval to it,” asked Khaira.

Replying to the Mann’s charge that Khaira was fighting only for the “chair”, Khaira said the MP’s statement had upset him.

“I was not expecting such a statement from Mann. He had described me as courageous in his tweet. What sin have I committed in the last seven days which prompted Mann to make such a statement,” said Khaira.

On Mann demanding that Khaira and Sandhu should resign, Khaira put a counter-question. Does AAP belong to any individual? he asked.

Rebutting Mann’s charge of him being an “opportunist”, Khaira said he entered politics with Congress in 1997 and joined AAP in December 2015.

“But Mann was first with Lok Bhalai Party, then he joined Manpreet Badal’s PPP and thereafter he moved into AAP. And now he calls us opportunist. People will judge him,” said Khaira.

Asserting that he was against the party’s decision to remove him in an “undemocratic” manner, Khaira said he would not become the LoP even if the party offers the post to him.

Kharar MLA Kanwar Sandhu asked Mann and other MLAs whether they opposed the call for autonomy for the Punjab unit.

Sandhu said they were compelled to raise the voice for autonomy in Punjab unit after party’s graph was sliding fast in the state.

“After we went through the party’s constitution, we came to know that the party has given immense power to volunteers. There has not been any state political affairs committee (PAC) and state executive committee yet in the state. The party was not functioning at all,” claimed Sandhu.

There have not been in-charges in 55-60 assembly constituencies, he claimed.

Asked what if the party acts against them, Sandhu said “how” could they stop it but added it would be a wrong precedent as they were fighting to strengthen the party.

On the Mann’s allegation that Khaira had refused to give his official residence for party activities, Sandhu said it was not possible neighbouring residents had raised objections many a time over holding of press conferences in that house.

Khaira said he campaigned in 38 Vidhan Sabha constituencies for the party and called the allegations of Mann in this regard as baseless.

उपसभापति राज्यसभा के लिए भाजपा का गेमपलान


इसे बीजेपी का ऐसा मास्टरस्ट्रोक माना जा रहा है जिस पर विपक्षी दलों को भी अपना उम्मीदवार खड़ा करने में कई दौर की बैठक करनी पड़ी


राज्यसभा के उपसभापति पद के चुनाव के लिए बीजेपी ने काफी सोच-समझकर सियासी बिसात बिछाई है. बीजेपी ने अपनी सहयोगी जेडीयू के राज्यसभा सांसद हरिवंश को अपना उम्मीदवार बनाया है. हरिवंश वरिष्ठ पत्रकार भी रहे हैं. उनके नाम को आगे कर बीजेपी ने एनडीए के भीतर के सियासी समीकरण को साधने की पूरी कोशिश की है.

हरिवंश का नाम सामने आने के बाद अपनी पार्टी के उम्मीदवार की जीत के लिए बिहार के मुख्यमंत्री और जेडीयू अध्यक्ष नीतीश कुमार काफी सक्रिय हो गए हैं. नीतीश कुमार ने उपसभापति पद के चुनाव में एनडीए के उम्मीदवार के समर्थन के लिए कई दूसरे छोटे राजनीतिक दलों से संपर्क साधना शुरू कर दिया है, जिनकी भूमिका काफी अहम है. इन राजनीतिक दलों की ताकत भले ही कम है, लेकिन, राज्यसभा के भीतर अपने उम्मीदवार की जीत के लिए इनका समर्थन बेहद अहम है.

गैर-यूपीए और गैर-एनडीए दलों की भूमिका बढ़ी

एनडीए और यूपीए के मौजूदा सांसदों की तादाद लगभग बराबर है. लेकिन, टीआरएस, बीजेडी और एआईएडीएमके जैसे गैर-एनडीए और गैर-यूपीए दलों की भूमिका बढ़ गई है. टीआरएस के 6, बीजेडी के 9 और एआईएडीएमके के 13 सांसदों का समर्थन काफी अहम हो गया है.

एआईएडीएमके के सभी 13 सांसद एनडीए उम्मीदवार का ही समर्थन करेंगे क्योंकि अविश्वास प्रस्ताव के दौरान भी उन्होंने सरकार का ही साथ दिया था. भले ही एआईएडीएमके औपचारिक तौर पर एनडीए का हिस्सा नहीं हो, लेकिन सूत्रों के मुताबिक, पार्टी एनडीए और सरकार के खिलाफ नहीं जाएगी.

दूसरी तरफ टीआरएस के राज्यसभा में 6 सदस्य हैं. एनडीए उम्मीदवार को जीत दिलाने के लिए टीआरएस के समर्थन की जरूरत होगी. नीतीश कुमार ने टीआरएस के समर्थन के लिए तेलंगाना के मुख्यमंत्री के चंद्रशेखर राव से बात भी की है. अभी पिछले कुछ महीनों में केसीआर के बीजेपी के करीब आने की संभावना भी दिख रही है. ऐसे में इस बात की उम्मीद की जा रही है कि टीआरएस एनडीए उम्मीदवार के पक्ष में ही वोट करेगी.

नीतीश के चलते मान सकती है बीजेडी

बीजेपी को उम्मीद बीजेडी से भी है. बीजेपी के रणनीतिकारों को लग रहा है कि सीधे-सीधे बीजेपी के नाम पर नहीं तो कम-से-कम जेडीयू और नीतीश कुमार के  नाम पर बीजेडी राजी हो सकती है. उम्मीद की जा रही है कि नीतीश कुमार के कहने पर ओडीशा के मुख्यमंत्री शायद मान जाएं. बीजेडी अगर समर्थन कर देती है तो फिर एनडीए के लिए राहें आसान हो जाएगी.

बीजेपी का गेम प्लान भी यही है. बीजेपी को लगा कि अकले अपने दम पर बहुमत नहीं होने की सूरत में नीतीश कुमार को आगे कर उन दलों को साधा जा सकता है जो बीजेपी के साथ तो नहीं हैं, लेकिन, कांग्रेस के साथ भी जाना पसंद नहीं करते.

दूसरी तरफ, एनडीए के सहयोगी दलों की तरफ से भी जेडीयू के नाम पर ऐतराज नहीं है. अकाली दल और शिवसेना दोनों को लेकर पहले कई तरह के कयास लगाए जा रहे थे. अकाली दल के राज्यसभा सांसद नरेश गुजराल का भी नाम उपसभापति पद के लिए चर्चा में था. लेकिन, दूसरी सहयोगी जेडीयू के उम्मीदवार के नाम के ऐलान के बाद अकाली दल में थोड़ी नाराजगी भी दिखी थी. लेकिन, आखिर में अकाली दल ने एनडीए उम्मीदवार के पक्ष में खड़ा होने का फैसला किया है.

शिवसेना भी एनडीए के पक्ष में खड़ी हो सकती है

दूसरी तरफ, शिवसेना को लेकर भी कई तरह के कयास लगाए जा रहे थे. बीजेपी के साथ शिवसेना के रिश्ते ठीक नहीं हैं. सरकार में रहते हुए भी शिवसेना बीजेपी के खिलाफ बोलती रहती है. अविश्वास प्रस्ताव के दौरान भी शिवसेना ने जिस तरह से सदन से बाहर रहने का फैसला किया वो दोनों दलों के रिश्तों में कड़वाहट को दिखाने वाला है.

फिर भी शिवसेना को साधने के लिए जेडीयू उम्मीदवार को आगे करने की कोशिश सफल होती दिख रही है. सूत्रों के मुताबिक, राज्यसभा के भीतर 6 सांसदों वाली शिवसेना पार्टी एनडीए के समर्थन में खड़े हो सकती है.

राज्यसभा के गणित को आंकड़ों के हिसाब से देखें तो 245 सदस्यीय राज्यसभा में अभी 244 सदस्य हैं और 1 सीट खाली है. सत्ता पक्ष और विपक्ष दोनों को अपने उम्मीदवार को जिताने के लिए 123 सांसदों के समर्थन की जरूरत होगी. एनडीए के राज्यसभा में 90 सांसद हैं. इसमें बीजेपी के 73, बोडो पीपुल्स फ्रंट के पास 1, जेडीयू के 6, नामांकित सदस्य 4, आरपीआई (ए) के 1, शिरोमणि अकाली दल के 3 और सिक्किम डेमोक्रेटिक फ्रंट के 1 सांसद शामिल हैं. ऐसे में एनडीए को उम्मीद एआईएडीएमके के 13 सांसदों के अलावा सहयोगी शिवसेना के 3 और टीआरएस के 6 सांसदों पर टिकी है.

दूसरी तरफ विपक्ष के पास भी 112 सांसदों का समर्थन दिख रहा है. इसमें कांग्रेस के 50, आम आदमी पार्टी के 3, बीएसपी के 4, टीएमसी के 13, सीपीआई के 2, सीपीएम के 5, डीएमके के 4, इंडियन मुस्लिम लीग के 1, जेडीएस के 1, केरल कांग्रेस के 1, एनसीपी के 4, आरजेडी के 5, एसपी के 13, टीडीपी के 6 सांसद शामिल हैं.

लेकिन, सबकी नजरें टिकी हैं बीजेडी के उपर. अगर बीजेडी ने एनडीए उम्मीदवार को समर्थन देने का फैसला कर लिया तो फिर उपसभापति के चुनाव में एनडीए की राह आसान हो जाएगी.

राज्यसभा के उपसभापति पद के चुनाव में बीजेपी की रणनीति चर्चा का विषय है. जेडीयू उम्मीदवार के आगे आने से बीजेपी के साथ नीतीश कुमार की नजदीकी भी दिख रही है. नीतीश का बढ़ा हुआ कद भी दिख रहा है. इसे बीजेपी का ऐसा मास्टरस्ट्रोक माना जा रहा है जिस पर विपक्षी दलों को भी अपना उम्मीदवार खड़ा करने में कई दौर की बैठक करनी पड़ी.

Says he needs no certificate from Khaira-Sandhu for his love for Punjab, Punjabiyat

Khaira never demanded autonomy while in Congress for 25 years: Bhagwant Mann


Chandigarh, August 7, 2018:

Within hours of Sukhpal Khaira-led rebel AAP, Punjab group announcing a separate Political Affairs Committee, the senior party and Member of Parliament from Sangrur, Bhagwant Mann on Tuesday accused Khaira and journalist-turned politician Kanwar Sandhu of breaking the party in Punjab.

Mann asked Khaira to resign as AAP MLA and  stop representing the party publicly if he was unable to obey the party discipline. He also accused Khaira-Sandhu duo of misguiding the innocent volunteers in the name of Punjabiyat.

Addressing the media along with party MLA Meet Hayer, youth wing president Manjinder Singh Sidhu and state general secretary Narinder Singh Shergill, the Sangrur MP said that he need not explain his love and dedication for Punjab and Punjabiyat to Khaira and Sandhu.

Countering the allegations of Khaira-Sandhu, Mann said that he always stood by the people of Punjab but why Khaira-Sandhu’s love for Punjab rose just after the change of Leader of Opposition by the party and the state government withdrawing facilities given to Khaira.

Terming their outbursts against the AAP leadership as a manifestation of their power-hungry nature, Mann alleged that Khaira has dictatorial mindset. “Khaira is behaving like Prime Minister Narendra Modi who tags everyone anti-national who so ever goes against his will,” alleged Mann.

Takinga dig at Khaira’s demand for autonomy for the state unit, Mann wanted to know whether Khaira ever demanded autonomy from Sonia Gandhi when he was part of the Punjab Congress. Khaira remained in Congress for 25 years but never uttered a single word against the party that always worked against Punjab and Punjabis, demolished Sri Darbar Sahib and snatched waters of state, he added.

Mann said that Khaira-Sandhu even mocked his illness did not wait till he get discharged from hospital. He said Khaira must now be ready to face the heat from people of Bholath who elected him to raise their voice but he always focused on settling his personal scores with political opponents.

He asked are 2.75 Crores people of state are traitors as Khaira said from the stage that people who did not attend Bathinda Convention are anti-Punjab. He also cautioned the MLAs and volunteers supporting Khaira and Sandhu that they are shrewd people and will cash them for their personal purposes. He announced to meet MLAs and convince them to come back to party fold.

Replying on the question of taking back his resignation as state chief, Mann said that he will talk to the party high command on the issue and work hard to strengthen the party for 2019 elections.

Rejecting Khaira-Sandhu announcement to reconstitute the organization in state, Mann said that the lakhs of AAP volunteers worked hard to build the party and they have no right to demolish it.

He warned that the party will take legal action in case Khiara-Sandhu continue to violate party guidelines. He asked in which capacity son of Khaira addressed the Bathinda Convention if it was a workers’s convention.

Accusing Kanwar Sandhu of looting the rights of volunteers to get ticket from Kharar Vidhan Sabha constituency, Mann asked why not he stood for the rights of volunteers at that time. He said that he would never let the opportunists grab the party for their personal purposes.

Flaying Khaira-Sandhu of being opportunists, MLA Meet Hayer said that Sandhu even tried hard to get the LoP seat for himself but failing in that he started leveling baseless allegations against the party. He alleged that Sandhu claimed to tame Sukhpal Khaira in case party appoints him LOP in Punjab Vidhan Sabha.

Chandigarh police claims to have solved various cases of snatching by arresting three youths namely Honey, Paras and Vikram Singh under the supervision of Inspector Amanjot Singh.
According to the Police they had secret information about the boys that they were roaming around on activa . Honey was apprehended while looking for the prey later on same day his associates Paras and Vikram Singh also apprehended .
