हामीद अंसारी की परेशानी जोशी की जुबानी

 

नई दिल्ली. संघ और भाजपा से जुड़े रहे पूर्व प्रचारक संजय विनायक जोशी फिर से जोश में आ गए हैं. अचानक उन्होंने एक ब्लॉग लिखकर अपने तेवर दिखा दिए हैं. यूं तो उन्होंने पूर्व उप-राष्ट्रपति हामिद अंसारी पर निशाना साधा है लेकिन सीधे तौर पर उनके निशाने पर भारत ही नहीं दुनियां भर के मुसलमान और इस्लाम तो है ही, उनकी तरफदारी करने वाले लोग भी हैं. इस ब्लॉग को उनकी फौरी प्रतिक्रिया के तौर पर देखा जाए या भविष्य का कोई संकेत, ये तो आने वाले वक्त में ही पता चलेगा, लेकिन उनके तेवर काफी सख्त हैं.

जोशी बिना लाग लपेट के सीधे हामिद अंसारी पर सवाल उठाते हुए लिखते हैं कि, ‘हाल ही में पूर्व उपराष्ट्रपति हामिद अंसारी ने कहा था कि देश के मुस्लिमों में बेचैनी का अहसास और असुरक्षा की भावना है. अभी-अभी आ रही एक बेहद सनसनीखेज खबर से साबित हो गया है कि आखिर हामिद अंसारी जैसे लोगों में असुरक्षा की भावना क्यों पनप रही है. खबर है कि उत्तराखंड में मदरसों में पढ़ने वाले करीब 2 लाख मुस्लिम बच्चे रातों-रात गायब हो गए हैं’. दरअसल उन्होंने व्यंग्यात्मक लहजे में आधार लिकिंग के बाद उत्तराखंड में वजीफों में आई कमी को हामिद अंसारी के बयान से जोड़ दिया है.

वो आगे लिखते हैं, ‘ये तो अकेले उत्तराखंड का मामला है, अब आप खुद ही समझ सकते हैं कि जब सीएम योगी आदित्यनाथ ने उत्तर प्रदेश में मदरसों को अपना रजिस्ट्रेशन करवाने को कहा तो क्यों इतना हंगामा खड़ा कर दिया गया. इस बात से साबित हो गया है कि बीजेपी की सरकार आने के बाद से मुस्लिम खुद को क्यों असुरक्षित महसूस कर रहे हैं’. वजीफे के मुद्दे पर ही नहीं वो मदरसों को और भी बातों के लिए निशाने पर लेते हैं, ‘उत्तर प्रदेश में तो और भी काफी कुछ चल रहा है. सरकारी पैसों की लूट वहां भी ऐसे ही की जा रही है, साथ ही खुफिया एजेंसियों ने ये भी अलर्ट दिया है कि कई मदरसों में बच्चों को कट्टरपंथी शिक्षा भी दी जा रही है. इस तरह की गड़बड़ियों को देखते हुए सीएम योगी ने सभी मदरसों का रजिस्ट्रेशन जरूरी कर दिया है. राज्य में कई मदरसे बिना रजिस्ट्रेशन के चल रहे हैं, उन्हें फंड कहाँ से आता है, इसकी किसी को कोई जानकारी तक नहीं है.इन मदरसों में क्या पढ़ाया जा रहा है, इस पर भी सरकार का कोई नियंत्रण नहीं होता. जबकि ऐसे छात्रों को लगातार अल्पसंख्यक कल्याण योजनाओं के तहत तमाम फायदे मिलते रहते हैं.’.

हामिद अंसारी पर निशाना साधते हुए संजय जोशी लिखते हैं, ‘उत्तर प्रदेश सरकार राज्य में चल रहे लगभग 800 मदरसों पर प्रतिवर्ष 4000करोड़ रुपये खर्च करती है. मगर हैरत की बात है कि इसका एक बड़ा हिस्सा छात्रों तक पहुंचने की जगह उन लोगों की जेब में जा रहा है, जिन्हें लेकर हामिद अंसारी जैसे लोग परेशान हो रहे हैं’. मदरसों के बाद वो अपने ब्लॉग में इंटरनेशनल लेवल पर हो रही घटनाओं को इस्लाम से जोड़ देते हैं, ‘वैसे देखा जाय तो पाकिस्तान में मुसलमानों को कौन मार रहा है ? अफगानिस्तान में मुसलमानों को कौन मार रहा है? सीरिया में मुसलमानों की हत्या कौन कर रहा है? यमन में मुसलमानों को कौन मार रहा है? इराक में मुसलमानों को कौन मार रहा है? लीबिया में मुसलमानों की हत्या कौन कर रहा है? कौन है जो मिस्र में मुसलमानों को मार रहा है? जो सोमालिया में मुसलमानों को मार रहा है? बलूचिस्तान में भी मुसलमानों को मार रहा है? अब मैं सोच रहा हूँ जब ये सभी देश इस्लामिक हैं… तब शान्ति कहाँ है? मैं इस्लाम पर सवाल नहीं कर रहा हूँ, क्योंकि सभी लोग जानते हैं की इस्लाम एक शांतिपूर्ण धर्म है… लेकिन शांति रहस्यमय रूप से से गायब है….!! अफगानिस्तान, इराक, सीरिया, लेबनान, यमन और मिस्र को किसने बर्बाद किया है ? या वहां दंगा करने के लिए कौन जिम्मेदार हैं ?’.

लग रहा है कि संजय जोशी इस्लाम से जुड़े एक एक पहलू पर लिखने के मूड में थे, वो देश की बात भी करते हैं और उसके ‘गद्दारों’ की भी, ‘अजीब विडम्बना है , कुछ गद्दारों के लियें यहाँ इशरत बेटी है, कन्हैया बेटा है, दाऊद भाई है, अफजल गुरू है, लेकिन भारत माता नहीं !आखिर…ऐसा क्यों है……..’.

वो आगे लिखते हैं, ‘अब थोड़ा और ध्यान दीजिए…मुस्लिम + हिन्दू = समस्या, मुस्लिम + बौद्ध =समस्या, मुस्लिम + ईसाई = समस्या, मुस्लिम + सिख = समस्या, मुस्लिम + नास्तिक = समस्या, मुस्लिम + मुस्लिम =बहुत बड़ी समस्या! उदाहरण देखिए, हां-जहां मुस्लिम बहुसंख्यक है, वहाँ वे सुखी नहीं रहते हैं और न दूसरे को रहने देते हैं!

देखिए …मुस्लिम सुखी नहीं, गाजा में मुस्लिम सुखी नहीं ,म्हलचज में मुस्लिम सुखी नहीं, लीबिया में मुस्लिम सुखी नहीं ,मोरोक्को में मुस्लिम सुखी नहीं, ईरान में मुस्लिम सुखी नहीं, ईराक में मुस्लिम सूखी नहीं, यमन में मुस्लिम सुखी नहीं, अफगानिस्तान में मुस्लिम सुखी नहीं, किस्तान में मुस्लिम सुखी नहीं ,सीरिया में मुस्लिम सुखी नहीं ,लेबनान में मुस्लिम सुखी नहीं ,नाइजीरिया में मुस्लिम सुखी नहीं ,केन्या में मुस्लिम सुखी नहीं सूडान में ,अब गौर कीजिए ………! मुस्लिम सुखी वहां हैं, जहाँ कम संख्या में है…? मुस्लिम सुखी है आस्ट्रेलिया में, मुस्लिम सुखी है इंग्लैंड में, मुस्लिम सुखी है बेल्जियम में, मुस्लिम सुखी है फ्रांस में, मुस्लिम सुखी है इटली में, मुस्लिम सुखी है जर्मनी में, मुस्लिम सुखी है स्वीडन में, मुस्लिम सुखी है कनाडा में, मुस्लिम सुखी है भारत में, मुस्लिम सुखी है नार्वे में, मुस्लिम सुखी है नेपाल में, क्योंकि यहां जेहाद के नाम पर सब कुछ संभव हैं.

आखिरी लाइन वो उस विषय पर लिखते हैं जोकि उनके ब्लॉग का टाइटल है, ‘आतंकवादी का मजहब क्या होता है?’. वो लिखते हैं, ‘मुसलमान हर उस देश में सुखी है ! जो इस्लामिक देश नही है ……..और देखिये कि वो उन्हीं देशो को दोषी ठहराते है जो इस्लामिक नहीं हैं….! या जहां मुस्लिमो की लीडरशिप नही है…..! मुस्लिम हमेशा उन देशो को ब्लेम करते है जहां वे सुखी हैं…….! और मुस्लिम उन देशों को बदलना चाहते हैं….. जहां वे सुखी हैं ! और बदल कर वे उन देशों की तरह कर देना चाहते हैं! जहां वे सुखी नही हैं……..!और अंत तक वो इसके लिए लड़ाई करते हैं….! और इसको ही बोलते हैं..आदि और भी हैं ऐसे ही इस्लामिक जेहादी आतंकवादी संगठन! अब इतना तो आप सभी, जरूर समझ गए होंगे कि……आतंकवादी का मजहब क्या होता है…..?’

संजय जोशी अपने आप को बीजेपी का सदस्य कहते हैं, ये अलग बात है कि बीजेपी उन्हें आधिकारिक रूप से कही नहीं बुलाती. अब ऐसे में उनका ये ‘मुस्लिम विरोधी’ ब्लॉग विवादों में आता है, या उन्हीं की तरह गुमनामी में जाएगा, वक्त ही बताएगा.

Mangal Pandey ‘The Lone Runner’

The chapters of India’s independence chapter began to be written in true sense in 1857 but it is said that the rebel of the rebellion against Angaji’s rule was played by the soldier with one of them. The aura of that soldier was such that when the forerunners ordered the other soldiers to confront him, they all retreated and the turn of martyrdom turned out to be the executioners refused to hang him. Perhaps that Indian soldier was a warrior of independence. He was none other than Mangal Pandey, born in 1827 in a Sarayuparan Brahmin family in Nagawa, a small village in Ballia, Uttar Pradesh. Today (July 19th) is the birth anniversary of Mangal Pandey. Pandey was admitted to the army of East India Company at the age of 22 as a constable. He was a soldier of the East India Company’s 34th Bengal Infantry. In the memory of Mangal Pandey, the Government of India issued a stamp in 1984. Films and dramas have become their life. Historians have different opinions about Mangal Pandey’s revolt.

One of the historians wrote that rumors of Indian soldier being killed by the European soldiers for making and opposing Indian soldiers forcibly terrorized Mangal Pandey and on 29 March 1857, in the drunken cannabis, Had rebelled against the rule. Some historians said that due to the rebellion he became an enfield gun, in which the cartridge had to be cut off by teeth. When the soldiers came to know that the outer shell of the cartridge was made of cow and pig fat to save the seal, Mangal Pandey had raised the voice against it. English historian Kim E. Wagner wrote in his book “The Great Fear of 1857 – Rumors, Conspiracy and Making of the Indian Unmissing”, “Knowing the fear of the sepoys, Major General J. B. Heyersi, on the Hindustani soldiers It was quite rumored to have called the assault as rumor, but it is quite possible that the heresy was able to spoil the situation by confirming the rumors reached to the soldiers. The soldiers who were terrorized by Major General’s speech were also Mangal Pandey of the 34th Bengal Native Infantry. “

British historian Rosie Lilvelan Jones has also presented some similar arguments in his book “The Great Upcoming In India 1857 – 58 Untold Stories, Indian and British”. According to these historians, Mangal Pandey fired at Sergeant Major James Hewison but he survived. This incident has been told by the hand of Sheikh Paltu. During the conflict, when the lieutenant Benpade Bag reached the spot, Pandey shot him, but the target missed, Bagh also fired on Pandey with his pistol, he did not even target. If the British officers asked the soldiers to capture Mangal Pandey, all the chase was withdrawn. Paltu tried to overcome Pandey.According to Jones, when Paltu told the jamadar Ishwari Pandey that he sent four soldiers to capture Mangal Pandey, Ishwari Prasad had told Paltu a gun and said that if Mangal does not let Pandey escape then he will shoot him.

According to Jones, Mangal Pandey has cursed his colleagues and said that “you people have provoked me and now you are not with me”, and many pedestrians, including the cavalry, come towards him, Pandey has put a gun in his chest with his chest The trigger was pressed by thumb but he was saved. On April 8, 1857, Pandey was executed by the hangers of Kolkata on refusal by local hangers.

Ishwar Prasad was also hanged after Mangal Pandey. This spark of rebellion imposed by Mangal Pandey is not extinguished again. After a month, on May 10, 1857, a revolt was started in Meerut Cantonment and after seeing this fire took the whole of North India into its grip. It is said that the British had imposed 34,735 laws on Indian revolt with the rebellion so that no one like Mangal Pandey could retain his head again.

SDPI cadres have been indulging in extremist activities by misinterpreting the Quran and Hadees: Aboobacker Musliyar

The murder of Students Federation of India(SFI) leader Abhimanyu at Maharaja’s College in Ernakulam on 1 July is widely viewed by Muslim scholars and social critics as a strong political message sent out by Social Democratic Front of India (SDPI).

Prominent Sunni leader Kanthapuram Aboobacker Musliyar believes that the radical organisation is trying to introduce political Islam in the state through terror deeds. He said SDPI cadres have been indulging in extremist activities by misinterpreting the Quran and Hadees.

SDPI is an amalgam of various radical Muslim outfits that became active in Kerala in the wake of the demolition of the Babri Masjid in 1992. It is the political arm of Popular Front of India (PFI), which came into being in 2006 by assimilating the elements of the dreaded National Development Front (NDF) and the banned Students Islamic Movement of India (SIMI).

The common thread that binds all these outfits is Qutbism and Mouridism which stands for “political Islam”, according to well-known social critic, Hameed Chennamangaloor. He said the PFI made this ideological position clear when they chopped off the right hand of New Man College professor PJ Joseph in 2010.

“The penalty for defaming Allah and Mohammed Nabi in Qutbism and Mouridism is slicing the palm of the right hand and left leg of the person who has committed the blasphemy. The assailants had also hacked Joseph’s left leg but narrowly missed the target,” said Hameed.

The involvement of the SDPI men in the murder of Abhimanyu was revealed following the arrest of Muhammed, head of its students’ wing, the Campus Front of India (CFI), by the police on 18 July.

Muhammad reportedly told the police that Abhimanyu was eliminated as part of a larger decision to counter the dominance of the CPM student wing on the Maharaja College campus. Police believe the murder was committed by SDPI workers, who were summoned by Muhammed to the campus. The search for those directly involved in the murder is still on.

Documents seized by the police in the raids carried out on the offices and homes of CFI, SDPI and PFI leaders revealed that they have been targeting not only SFI but also the CPM as well as its youth wing as they posed hurdles in their growth, according to a report in The Indian Express.

Abhimanyu was hacked to death after SFI objected to the use of a college wall for graffiti by the CFI to welcome new students to the college. The killing of Abhimanyu is part of a series of over 30 murders in which the SDPI and PFI activists are alleged to be involved.

The SDPI floated the student wing in 2009 as part of its strategy to spread its wings in the state. It was established with the main objective of empowering college campuses by creating a new generation of committed activists. The student wing came to the limelight by running a campaign against college rules that prohibited headscarves on campus.

The SDPI has been trying to expand its base in the state by championing the cause of Dalits, tribals and other marginalised sections of the society. Hameed feels that the public posturing is a cover for propagating their core ideology of political Islam.

“The PFI and SDPI propagate that Islam is the only religion in the world and Quran is the only religious text. These outfits argue that religious freedom that the Muslims enjoy cannot be complete without creating a political Islamic State. They have been, therefore, trying to spread these ideas through madrasas and social networking sites,” said Hameed.

He said the PFI and SDPI have been growing in the state also due to the soft stand adopted towards them by the mainstream secular parties such as the Congress and the CPM. He said all major parties in the state have been taking the support of these outfits during the elections.

Curiously, the CPM forged an electoral understanding with the SDPI in the last Assembly election. The party is still ruling several local bodies in north Kerala with the support of SDPI. The CPM seems to have realised its mistake following the murder of its activist.

Party state secretary Kodiyeri Balakrishnan called the SDPI the Indian version of the Islamic State and cautioned political parties against attempts by party workers to intrude into their organisations. The CPM has also launched a campaign to reveal the true colours of the SDPI.

However, NP Chekutty, a political analyst based in Kozhikode, told Firstpost such campaigns would only provide a further boost to the SDPI. He said that the best way to counter the party is to understand the issues they raise.

“The SDPI has been trying to make inroads into the political space by trying to bring into political mainstream the marginalised sections like the Dalits and the tribals, who are ignored by the CPM, Congress, Indian Union Muslim League and other major parties. Many members of these marginalised sections are moving close to the party as they have not been given any role in the mainstream parties,” said Chekutty.

He said a large section of the Dalits and tribals believe that the mainstream parties are interested only in the middle and upper middle-class sections of the society. The SDPI has understood this and they are trying to take advantage of it, he added.

“I don’t know whether the SDPI is genuine in its support to the marginalised sections or not. But the presence of many non-Muslims in the SDPI leadership in various districts and at the state-level shows that the Dalits and tribals trust the party,” Chekutty said.

However, senior journalists like MP Prashanth doubt the sincerity of the SDPI. Prashanth believes that the party is taking the company of Dalits and tribals for gaining political acceptance. The party’s core ideology is jihad, he alleges.

In fact, there have been conflicts within the organisation over the ideology. Rashid Abdulla, a founding leader of the NDF who is now believed to be living in Afghanistan, accused the SDPI leadership of deviating from its ideology.

He was quoted by The Times of India as saying that the NDF was formed to wage jihad against the oppressors of Muslims, including the CPM and the RSS, but there was a dilution in its mission following the merger between the NDF and PFI.

He said that the organisation had lost its Islamic character after the formation of the political front. Prashanth believes that through the murder of Abhimanyu, the SDPI may be aiming to retain the hardcore cadres of the organisation.

Arif Mohammad Khan’s statement valid till date

A piece of news has barely scratched the surface of our consciousness. It involves a powerful and influential local cleric from Bareilly’s Dargah Aala Hazrat seminary issuing a fatwa against a woman, asking locals and the faithful to ostracize her. Nida Khan, according to the cleric, has committed a “grave crime”. A victim of ‘triple talaq’, Nida had the temerity to campaign against the practice of instant divorce in Indian Muslim communities.

What makes Nida’s “crime” even “greater” is that she runs an NGO in Bareilly, Uttar Pradesh, through which the courageous crusader supports Muslim women — a voiceless, marginalised group on the fringes of community space — who have been victimised by triple talaq or ‘nikah halala’ (the custom that dictates that a divorced couple can remarry only if the woman marries another man, consummates her new marriage and then proceeds to divorce).

According to a nation wide survey involving over 4,700 married Muslim women across 10 states conducted by Bharatiya Muslim Mahila Andolan (BMMA) — a women’s rights organisation that has been at the forefront of the fight against triple talaq, polygamy and nikah halala — more than 90 percent respondents want the ritual of instant divorce and polygamy to be banned in India. The survey also showed that 88 percent Muslim women favour divorce through “talaq-e-ahsan” — a practice spread over three months and involving negotiation.

In a landmark ruling in April last year, a five-judge bench of the Supreme Court had set aside the Hanafi tradition of triple talaq as a “manifestly arbitrary” practice not covered by Article 25 (freedom of religion) of the Constitution. In delivering the judgment, justice Rohinton Fali Nariman had observed that it is “not possible for the court to fold its hands when petitioners (Muslim women) come to court for justice,” according to a report in The Hindu.

For Nida’s “crime”, however, cleric Mufti Afzaal Razvi wrote in the fatwa: “If Hinda (Nida Khan) does not apologise, she should be boycotted. Nobody should talk or greet her and people should stop eating with her, should not visit her if she is taken ill and if she dies, they should not read her last prayer or let her be buried in a graveyard,” reported Times of India which claimed to possess a copy of the “fatwa’.

The newspaper report also mentions that Nida suffered a miscarriage after allegedly being beaten by her husband in 2015 and she was eventually divorced by her husband through triple talaq a year later. The fatwa forbids Muslims from meeting her. It says: “Any person, including her family and triple talaq victims, who will meet her and do not follow Sharia decision, will stand at the same position as Nida.”

It doesn’t end here.According to a report by ABP News, the Bareilly cleric “ostracized” Nida and another woman — Farhat Naqvi, who happens to be the sister of Union Minister Mukhtar Abbas Naqvi and also runs an organisation to support Muslim women — for daring to raise their voices against triple talaq. The fiery Nida has dismissed the ‘fatwa’ and slammed the All India Muslim Personal Law Board — the self-styled gatekeepers of shariah law. “We don’t accept the AIMPLB but Islam, which came to us 1400 years ago. We will continue fighting for our daughters. These people have always subjugated women but now the time has changed,” the report quoted her, as saying.

The saddest part is, for campaigning against a practice deemed unconstitutional by the Supreme Court and considered un-Islamic in several Muslim-majority nations, Nida has been extended police protection.

There has hardly been any voice in Nida’s support. The self-righteous Left, which has huge similarities with Islamism in its way of controlling the thoughts and actions of its followers and prioritization of group identity over individual rights, is expectedly looking the other way. The liberals are silent because hounding of Muslim women by clerics doesn’t fit into its majoritarian narrative.


The Congress, whose president recently proclaimed himself as the “eraser” of hatred and fear and announced that he stands with the “exploited, marginalised and the persecuted”, is trying his best to scuttle the Muslim Women (Protection of Rights on Marriage) Bill, 2017, so that it doesn’t turn into a law. Introduced by the NDA government after Supreme Court set aside the practice of ‘triple talaq’, the bill seeks to make it easier for Muslim women to approach the law seeking subsistence allowance and custody of minor children. It declares instant divorce as “illegal” and “void”.

The Bill has been passed in Lok Sabha, where the BJP has a majority. It is stuck in the Upper House because the Opposition wants to send it to a “select committee” for “closer scrutiny”. In reality, it is a delaying tactic by the Congress-led Opposition which has been caught in a no man’s land. The Opposition is non-committal and desperate to buy time because it doesn’t want to be seen coming out against a legislation that seeks to address legitimate grievances of Muslim women. On the other hand, it is wary of backing the Bill and courting the ire of the powerful mullahs’ club.

If Rahul Gandhi was truly the fellow traveler of the “exploited, marginalised and the persecuted”, he would have led Congress in unconditionally backing the triple talaq Bill and undoing his father Rajiv Gandhi’s historic blunder who — in order to appease male Muslim leaders — used his brute majority in Parliament to overturn a Supreme Court verdict in 1986 and deny Shah Bano Begum, a poor, septuagenarian, divorced Muslim woman her alimony.

On Congress’ decision to block the triple talaq Bill in Rajya Sabha, former Union minister Arif Mohammad Khan who resigned from the Rajiv Gandhi cabinet in protest against the decision to overturn the Shah Bano verdict, had this to say to India Today: “The Congress party is acting at the behest of Muslim Personal law board, the way its members have congratulated Congress is a testimony to this and it is a very unfortunate situation… Congress party doesn’t care about victims and individuals, but those who promise vote bank, like the Muslim personal law board.”

What the fatwa against Nida and the fate of triple talaq Bill tells us is that the fate of real minorities — such as Muslim women — remains endangered in India because the political system is unable to help them and the civil society finds it easier to indulge in pop activism than tackle uncomfortable realities and lived experiences.

Hashtag campaigns such as #TalkToAMuslim dominate social media — championed by the likes of actor and globally acclaimed public intellectual Swara Bhasker — that are condescending (if well-meaning), reductive and serve to alienate Muslims further through an exclusive focus on religious identities. Instead of such bubblegum activism in echo chambers, it might be worthwhile listening to the voices of courageous Muslim women in India who are still being persecuted for resisting obscurantist practices propagated by misogynistic men. Talk to them.

Another chance for Modi to exhibit his oration skills

The promptness shown by Lok Sabha Speaker Sumitra Mahajan in admitting the no confidence motion against the Centre  and the Narendra Modi government showing even greater promptness in holding this debate Friday—only two days after Parliament opened for its Monsoon Session—stumped the Opposition, which had been making noises over the issue since a washed-out latter half of the Budget Session.

It has become the subject of much debate as to why the ruling BJP leadership acted with this kind of alacrity from the word go in the Monsoon Session. More so, when it didn’t take cognisance of such attempts earlier, remained non-committal, and used all kinds of stalling tactics in last session.

Firstpost spoke to senior BJP leaders to get a few reasons why the ruling party acted this way:

First, although the Congress, its allies and those friendly to its cause, were rooting for a no-confidence motion against the Modi government, they were not in a hurry to have it debated on floor of the House. They were aware that once the issue was debated and voted, they wouldn’t have anything else to cling to against the government in this session.

This is the monsoon season: Heavy rain may bring down the temperature in some parts, but the run-up to the four Assembly elections—Madhya Pradesh, Chhattisgarh, Rajasthan and Mizoram—have made political conditions too hot to bear. The BJP and the Congress are pitted head-to-head in these states and the outcome of these Assembly elections could potentially set the tone for 2019 parliamentary elections. The Congress and its allies would like this Monsoon Session to be stormy.

Consider the proceedings of the House on Wednesday when the Speaker accepted the no-confidence motion. Mallikarjun Kharge, leader of Congress party in Lok Sabha, and Trinamool Congress leader Saugata Roy urged the Speaker to fix a date within 10 days for debate and vote on the no-confidence motion.

This clearly indicated they were not particularly keen to have it immediately. Remember, this session only has 18 working days, of which three are on Friday, a day usually reserved for private member business.

Second, by accepting the motion and putting it on within three days of Parliament opening, the BJP wishes to expose the Opposition, particularly Congress president Rahul Gandhi. In April, the Congress president said if he is allowed to give “a speech for 15 minutes” then Modi would not be able to stand in Parliament. Effectively meaning that the Congress president, through his oratory, would vanquish Modi, so much so that he would run away from Parliament. Rahul earlier said the government was not letting him speak in Parliament because if he speaks there would be an “earthquake”. BJP Rajya Sabha MP and media cell chief Anil Baluni said, “Rahul must speak. Let that earthquake come, if he is able to cause it.”

Third, Sonia Gandhi on Wednesday said: “Who says we don’t have numbers?” (to topple the Modi government). The last time she made such a statement was in 1999 after meeting President KR Narayanan at Rashtrapati Bhavan when she asserted: “We have 272 and we hope to get more”. She didn’t have the numbers. Even this time around, the Congress is on a hopelessly weak footing in terms of numbers.

BJP leaders have already started mocking Sonia’s statement. Parliamentary affairs minister Ananth Kumar said, “Sonia is very weak in mathematics and thus can’t calculate the numbers. She got it wrong in 1999 and she is getting it wrong this time.”

Fourth, in a House whose strength is 534 seats (10 vacancies) excluding the Speaker, the TDP, which is moving the motion has 16 MPs. The Congress, the largest party supporting the motion has 48 seats. To defeat the Modi government on floor of the House, the Congress would need the support of 268 members, present and voting. The BJP has 273 seats.

Fifth, prompt acceptance of no-confidence motion denied the Congress a chance to move the motion and initiate the debate Friday morning.  The earliest any member of Congress could speak under the circumstances is at number three on the Speaker’s list, and within allocated time. Usually, the leader who opens the debate sets the agenda for the day. The Congress’ name would not be on the record and it is usually the lead speaker who has the luxury of time. Though Congress’ Mallikarjun Kharge was among the eight leaders who submitted notices for no-confidence motion to the Speaker, TDP leader K Srinivas beat them all to it.

Sixth, the BJP may use the no-confidence motion as an occasion to send the message that the so-called Opposition unity is not a reality. The fact that eight different leaders from different Opposition parties filed notices for no-confidence indicates that either the coordination among Opposition parties was lacking or each party was trying to prove a point against the other.

Seventh, if the BJP succeeds in getting a number higher than 314 (NDA’s strength in Lok Sabha), that would be a huge talking point against the Opposition in the upcoming days. AIADMK has already said it would not vote for the Opposition-sponsored motion and would vote for the government. AIADMK has 37 MPs.

Eighth, by deciding to have a debate on Friday, the government sought to kill any pretext for the Opposition to disrupt the proceedings of the House. The government has to get several important Bills including Triple Talaq, those on Goods and Services Tax (GST), ratification of Governor’s Rule in Jammu and Kashmir and passage of those all-important six Bills which would replace ordinances. These include Fugitive Economic Offenders Bill, Criminal Law (Amendment) Bill which introduces death penalty for rape of minors below 12, Insolvency and Bankruptcy Code (Amendment) Bill, and Commercial Courts (Amendment) Bill, 2018.

Fugitive Economic Offenders Bill aims to confiscate the property of those that have fled the country to avoid facing prosecution for economic offences. The Fugitive Economic Offenders Bill, 2018, was introduced in Lok Sabha in March 2018. Subsequently, an Ordinance was promulgated on 21 April, 2018. The Criminal Law (Amendment) Bill increases the punishment for rape of women, and introduces death penalty for rape of minor girls below the age of 12. The Insolvency and Bankruptcy (Amendment) Bill aims to address existing challenges in the Insolvency and Bankruptcy Code.

Ninth, the no-confidence motion gives an opportunity to the government to claim that it is not afraid of any issue raised by the Opposition.

Tenth, and most important, it allows Modi, the master orator and communicator, to take the floor of Parliament when an overwhelming number of Indians in all parts of the country would be listening intently. It would be an occasion to list the achievements of his government, take on Rahul and rest of Opposition leaders in his characteristic style: Mixing substance and rhetoric and unveil new expressions which would be talked about for ages. Friday would be the time for the rock star speaker in Modi to rise. Till date, he has not disappointed his supporters and sympathisers.

इस बिल के पास होने के बाद देश में बैंकों को चूना लगाकर विदेश जाने वालों के खिलाफ कार्रवाई करना आसान हो जाएगा


लोकसभा में सरकार ने भगोड़ा आर्थिक अपराधी बिल 2018 को पास करा लिया है. इस बिल के पास होने से नीरव मोदी और विजय माल्या जैसे लोगों पर नकेल कसी जा सकेगी.

इस बिल के पास होने के बाद देश में बैंकों को चूना लगाकर विदेश जाने वालों के खिलाफ कार्रवाई करना आसान हो जाएगा. इस बिल में ऐसे प्रावधान किए गए हैं कि अगर कोई व्यक्ति घोटाला करके विदेश भाग जाता है और देश नहीं लौटता है तो उसकी संपत्ति बिना अदालती कार्रवाई के जब्त की जा सकती है.

वैसे यह नियम उसी सूरत में लागू होगा जब घोटाला 100 करोड़ रुपए से ज्यादा का हो. अगर घोटाला इससे कम का है तब यह लागू नहीं होगा. इस बिल के मुताबिक, स्कैम करके भागने वालों की संपत्ति बेचकर सबसे पहले कर्ज देने वाले बैंकों को पैसा लौटाया जाएगा. इतना ही नहीं इस तरह के मामलों की सुनवाई मनी लॉन्ड्रिंग केस की तरह होगी.

बीजेडी अविश्वास मतदान से दूर रहने का फैसला


 

BJP के सत्ता में आने के बाद पिछले चार सालों में विपक्ष द्वारा पहली बार लाए गए अविश्वास प्रस्ताव पर शुक्रवार को लोकसभा में चर्चा होगी. BJD के 19 सांसद लोकसभा में है।

NDA नेतृत्व वाले केंद्र सरकार के खिलाफ संसद में अविश्वास प्रस्ताव पर ओडिशा की सत्तारूढ़ पार्टी BJD शुक्रवार को अपने रुख का खुलासा करेगी. BJD के एक वरिष्ठ नेता ने यह जानकारी दी.

BJP के सत्ता में आने के बाद पिछले चार सालों में विपक्ष द्वारा पहली बार लाए गए अविश्वास प्रस्ताव पर शुक्रवार को लोकसभा में चर्चा होगी. BJD के 19 सांसद लोकसभा में है.

BJD के वरिष्ठ सांसद प्रसन्ना पटसानी ने बताया कि इस मुद्दे पर BJD के संसदीय दल (BJDPP) की बैठक गुरुवार को नई दिल्ली में हुई. इस बैठक की अध्यक्षता भृतुहरि महताब ने की.

उन्होंने बताया कि BJD का संसदीय दल इस पर गुरुवार को कोई अंतिम फैसला नहीं ले पाया और अब पार्टी अध्यक्ष नवीन पटनायक ही इस पर फैसला करेंगे. पटसानी ने कहा कि पटनायक इस मुद्दे पर जो भी फैसला लेंगे उसे मानकर संसद में शुक्रवार को चर्चा होगी.

सत्तारूढ़ पार्टी के सूत्रों ने बताया कि BJD सांसद शुक्रवार को चर्चा में हिस्सा लेंगे और राज्य के मुद्दों को यहां पेश करेंगे लेकिन वह मतदान के दौरान अनुपस्थित रह सकते हैं. BJD के संसदीय दल की बैठक में गुरुवार को BJD के सभी सांसद मौजूद थे. इन सांसदों में हाल ही जमानत पर रिहा हुए रमा चंद्रा हंसदा भी मौजूद थे.

इज़राइल यहूदियों कि मातृभूमि, हिब्रू हमारी राष्ट्रीय भाषा अब एचएम यहूदी राष्ट्र : इज़राइली संसद

 

 

इजरायल की संसद ने देश को यहूदियों के मुल्क के तौर पर परिभाषित करने वाला विधेयक गुरुवार को पारित कर दिया. हालांकि, इसके बाद अब अरब नागरिकों के प्रति धड़ल्ले से भेदभाव शुरू होने की आशंका जताई जा रही है.

अरब सांसदों और फलस्तीनियों ने इस कानून को नस्लवादी भावना से प्रेरित बताया और कहा कि संसद में हंगामेदार बहस के बाद इस विधेयक के पारित होने पर ‘रंगभेद’ वैध हो गया है.

विधेयक 55 के मुकाबले 65 वोटों से पारित हो गया. इससे हिब्रू देश की राष्ट्रीय भाषा बन गई है और इसमें यहूदी समुदायों को बसाए जाने को राष्ट्रीय हित में बताया गया है.

इससे पहले अरबी को आधिकारिक भाषा माना जाता था और उसे अब केवल विशेष दर्जा दिया गया है. यह विधेयक गुरुवार सुबह पारित किया गया. इसमें इजरायल को यहूदियों की ऐतिहासिक मातृभूमि बताया गया है और कहा गया है कि यहूदियों को वहां आत्मनिर्णय का अधिकार है.

हालांकि, इसमें उस विवादास्पद उपधारा को राष्ट्रपति रिवेन रिवलिन सहित अन्य की आलोचना के बाद बदल दिया गया, जिसमें केवल यहूदी समुदाय के लोगों को बसाने की बात कही गई थी.

इजरायली प्रधानमंत्री बेंजामिन नेतन्याहू ने विधेयक पारित होने के बाद कहा, ‘यह यहूदियों और इजरायल के लिए ऐतिहासिक पल है. इजरायल यहूदियों का देश है, जो सभी नागरिकों के अधिकारों की रक्षा करता है. मैं दोहराता हूं, ये हमारा राष्ट्र है, ये यहूदी राष्ट्र है.’

नेतन्याहू ने कहा कि ‘हाल ही में कुछ लोगों ने इस तथ्य को अस्थिर करने की कोशिश की है यानी उन्होंने हमारे अस्तित्व और हमारे अधिकारों को अस्थिर करने की कोशिश की है. इसलिए आज हमने ये कानून बनाया है. ये हमारा देश है. ये हमारी भाषा है. ये हमारा राष्ट्रगान और ये हमारा झंडा है. इजरायल अमर रहे.’

इजरायल के 1948 के आजादी के घोषणा पत्र में इसे एक लोकतांत्रिक यहूदी देश के रूप में पहचान दी गई है. इस देश ने अब तक 70 सालों तक इस पहचान को बना रखा है. इस नए बिल का काफी लोग विरोध कर रहे हैं. उनका कहना है कि ये बिल देश की 20 प्रतिशत अरब अल्पसंख्यकों की स्थिति कमजोर करेगा और रंगभेद की शुरुआत करेगा.

कांग्रेस चाहती है कि मोदी अविश्वास प्रस्ताव के दौरान रहें अनुपस्थित

हैरानगी है कि गोहिल को 20 जुलाई 2018 कि अहमियत नहीं मालूम


गुजरात में सत्तारूढ़ बीजेपी और विपक्षी दल कांग्रेस ने राज्य में बाढ़ जैसी स्थिति को लेकर एक – दूसरे पर निशाना साधते हुए भारी बारिश के कारण एक – दूसरे के शीर्ष नेताओं के दौरे रद्द करने पर सवाल खड़े किए.

कांग्रेस के वरिष्ठ नेता शक्तिसिंह गोहिल ने 20 जुलाई को प्रधानमंत्री नरेंद्र मोदी के गुजरात दौरे को टालने पर सवाल किया तो बीजेपी के भरत पांड्या ने कहा कि कांग्रेस प्रमुख राहुल गांधी ने भी अपना दौरा रद्द कर दिया.

मुख्यमंत्री विजय रुपाणी को लिखे एक पत्र में गोहिल ने कहा कि मोदी को बारिश के बावजूद यहां आना चाहिए.

कांग्रेस के राष्ट्रीय प्रवक्ता ने कहा , ‘चूंकि प्रधानमंत्री ने पहले ही 20 जुलाई को गुजरात का दौरा करने की योजना बनाई थी तो उन्हें अपना राजनीतिक कार्यक्रम को आधिकारिक दौरे में बदलना चाहिए और जमीन पर जाकर प्रभावित लोगों से मिलना चाहिए.’

गोहिल के बयान पर प्रतिक्रिया देते हुए बीजेपी प्रवक्ता भरत पांड्या ने कहा कि कांग्रेस को यही सलाह राहुल गांधी को देनी चाहिए.
