Goal oriented approach of Health Department appreciated by Union Health Minister

Union Health Minister Dr Harsh Vardhan in a communication to HE Governor Punjab cum Administrator UT Chandigarh has appreciated the goal oriented approach of Health Department, Chandigarh.

 In an effort to move towards a Results Based Financing in health sector and to promote a culture that rewards good performance, and encourages health sector reforms Conditionalities have been introduced under National Health Mission (NHM). These are a set of pre-decided indicators which when achieved earn incentives and in case of non- achievement leads to penalty wherein the State loses a part of its resource envelope.

The conditionalities for 2018-19 have shown an Improved performance as per NITI Aayog’s State Index report 2018 for indicators like Operationalizing Health and Wellness Centres (AB-HWCs), covering districts under National Mental Health Program, screening of 30+ populations for Non Communicable Disease (NCD), implementing Human Resources Information System (HRIS) and improving functioning of Primary Health Centres in rural as well as urban areas. Owing to its performance UT Chandigarh has earned funds over and above the assured resource envelope of 2019-20.The Union Health Minister has lauded the efforts of Chandigarh Administration and entire health team working in health sector for this effort.

Tree Plantation at P.U. Sports Grounds

Sports Grounds in coordination with Dr. Parminder Singh, Directorate of Sports and Department of Physical Education Panjab University, Chandigarh. Around 100 trees were planted by PU VC, students and faculty members at Panjab University sports grounds

International Day of Peace at PU

            Mahatma Gandhi Peace Club of Institute of Educational Technology and Vocational Education, Panjab University today celebrated International Day of Peace on the Theme: “Climate Action for Peace”. Celebrations started with tree plantation in the institute with a aim to cherish what the environment provides us would be the exact way for us to live peacefully and in harmony with our precious environment . Each student adopted one plant to make this world a greener place, to help in nurturing it to life and being responsible for its growth. Students recited poems, gave speeches, presentations and presented skits highlighting the different aspects of climate changes occurring across the World.

            Dr. Kanwalpreet Kaur, Chairperson, IETVE appreciated the efforts of the students and said “a peaceful society is one where there is harmony between the different institutions and equal opportunities for everyone. Peace will enable a sustainable environment to take shape and a sustainable environment will help promote peace”.

Blood Donation Camp

            A Blood Donation Camp was organised by the Panjab University Teachers’ Association (PUTA) and Students Central Association (Evening Studies) at Department of Evening Studies, Panjab University, Chandigarh, which evoked a very enthusiastic response from the donors.

            The prominent donors included Dr. Neeraj Aggarwal, University Institute Of Hotel And Tourism Management and member of PUTA Executive. Approximately 150 persons donated blood. Students showed a lot of enthusiasm in the event. 151 units of Blood was collected during the camp.

            Professor R.K. Singla, Dean Research was the Chief Guest on the occassin to bless the donors. Professor Rajesh Gill, President PUTA encouraged the students and appreciated the excellent work done by SCA-DES President Harkirat Singh and Secretary Balraj Singh. Professor Gurpal Singh, Chairperson, DES-MDRC thanked the donors who came forward to contribute to the noble cause.

Counselling Workshop at GH-3, PU

            Panjab University Alumni Association (PUAA), in collaboration with Social Substance organized a counseling workshop in Sarojini Hall (Girls Hostel 3), Panjab University, Chandigarh. The main motive of this counseling session was to extend relations with existing and future alumni and equip students with necessary knowledge to resolve their mental health issues like abuse, addictions, anger management, depression, Bereavement and loss and low self confidence.

            Ms. Neelam Dhamija, Ms. Kamal Malhi and Ms. Kavita Sharma chaired this workshop and had an interactive session with residents. They taught the students how they can extract best from a challenging situation. Ms. Kavita Sharma acquainted  residents with harmful effects of overuse of gadgets and how to get rid of screen addictions. Ms. Kamal Mahi told the students that overuse of phone or internet alert the reptilian brain in human body and we must calm it through meditation and practice. She taught the residents how to do meditation and exercise to detox mind and feel happy. She explained that the root cause of anxiety these days is fear which is totally a trans state and not permanent. We should love and comfort ourselves just like we expect somebody else to comfort us. Ms. Neelam Dhamija addressed the questions asked anonymously by residents and guided them how they can excel in academics and built self confidence. The workshop was concluded with a vote of thanks by Dr. Ravneet Kaur, Warden, Girls Hostel 3.

International workshop on “Chemistry and Biology of Complex Glycans” an event under CRIKC

            Five days International GIAN workshop on the theme “Chemistry and Biology of Complex Glycans” kick started at Panjab University.

            Prof. S. K. Mehta, Local GIAN Coordinator and Director, SAIF/CIL PU welcomed Prof. Kuberan (Kuby) Balagurunathan, Foreign faculty, University of Utah, USA and faculty and participants from various institutions. He also highlighted the major objectives of the GIAN program including details of previous 14 GIAN courses conducted by PU during Phase I and II. He also informed that MHRD has announced the commencement of GIAN Phase III. The faculty is invited to submitted proposals for consideration by Oct. 15, 2019 to be completed during 2020. 

            Dr. Deepak B. Salunke, Course Coordinator, gave brief overview of five day workshop and highlighted the importance of area of carbohydrates and glycans. Prof. Kuby, guest faculty from University of Utah, USA, elaborated the basics of Carbohydrate chemistry and the beauty of sequential synthesis of polysaccharides. He interactively explained importance of carbohydrates in everyday life and subsequently. He motivated the participants to excel in their field by exhaustively utilizing available facilities.

सोनिया गांधी के अन्तरिम अध्यक्ष बनते ही यह तय माना जा रहा था की अब हरियाणा की चुनावी राजनीति में पड़ा असमंजस छंट जाएगा। सुरजेवाला और तंवर के बीच की राजनैतिक उठापटक बंद हो जाएगी और हुड्डा पिता पुत्र के भी हक में फैसले आएंगे। वही हुआ। आज हुड्डा खेमे में जोश की वह लहर है की शायद यह वोटों की सुनामी ही ले आए।

भूपेंद्र सिंह हुड्डा के हाथ में प्रदेश कॉंग्रेस की कमान क्या आई कि क्षेत्रीय राजनीति में उफान आ गया है। जहां दूसरे राजनैतिक दलों के नेता भाजपा में शामिल होने कि होड लगा रहे थे वहीं अब दिग्गज नेताओं को अपना भविष्य कॉंग्रेस में दिखाई पड़ रहा है। भूपेन्द्र सिंह हुड्डा के हरियाणा की बागडोर हाथ में लेते ही इनेलो के दिग्गज नेताओं ने कॉंग्रेस में शामिल हो अपने विपक्षियों की सिट्टी पिट्टी गुम कर दी है। जहां हल्का काल्का में भाजपा चौधरी के आने से घबराई ही है वहीं झज्जर जिले में बादली विधानसभा क्षेत्र में दीपेंद्र समर्थक कई उम्मीदवार टिकट की गारंटी पर जनसंपर्क में जुट गए हैं। उन सब का ख्याल यह है कि अब यहां पूर्व विधायक वह दो बार विधायक रहे नरेश प्रधान को कांग्रेस की टिकट मिलने वाली नहीं है उनकी जगह नये व्यक्ति को टिकट मिलेगी।

दीपेंद्र सिंह हुड्डा समर्थक कई उम्मीदवारों में ने अपनी अपनी गाड़ियों पर लाउडस्पीकर टीका कर चुनाव प्रचार की ऐसा समां बांधा कि नरेश प्रधान का नाम इन के शोर में दब कर रह गया है। जबकि वे इतने हल्के उम्मीदवार नहीं है जितना यह लोग मान कर चल रहे होंगे। लड़ाकू और हार ना मानने वाले जुझारू नेता हैऔर उनका चुनाव लड़ना तय है। हल्के में यह प्रचार अब भी है कि अंतिम क्षणों में पार्टी दीपेंद्र हुड्डा को बादली से चुनाव में उतार सकती है। यदि ऐसा हुआ तो कांग्रेस रोहतक लोकसभा क्षेत्र के 9 विधानसभा क्षेत्रों में किसी एक पर भी ब्राह्मण उम्मीदवार को टिकट नहीं दे पाएगी और पार्टी को फिर इन क्षेत्रों के अलावा दूसरे जिलों में भी आलोचना का शिकार होना पड़ेगा।

कांग्रेस की टिकट मिलनेेेे की आस में आस जनसंपर्क में जुटे दीपेंद्र समर्थकों में पिछली बार निर्दलीय चुनाव लड़ चुके कुलदीप वत्स दीपक धनखड़ जगबीर गुलिया प्रमुख है। इन तीनों ने चुनावक्षेत्र में धुआंधार प्रचार शुरू कर रखा है।

जानकार यह मानकर चल रहे हैं कि अंत में दीपेंद्र हुड्डा ही मैदान में आएंगे और चुनाव इसलिए भी रोचक हो जाएगा कि फिर पूर्व विधायक नरेश प्रधान निर्दलीय प्रत्याशी के रूप में मैदान में आ खड़े होंगे। उन दोनों का 2014 के चुनाव से आपसी तारतम्य अविश्वास के खतरनाक मोड में फंसा हुआ है। नरेश प्रधान जमीन से जुड़े बादली गांव के मूल निवासी इस गांव के सरपंच रहे है और ऐसे उम्मीदवार हैं जिन्हें गुलिया खाप का नैतिक समर्थन प्राप्त होता रहता है। वे जाटों में स्वीकार्य अकेले ब्राह्मण है और जनता से सीधे संपर्क में रहते हैं।

उधर भाजपा के ओम प्रकाश धनकड की तरह जेजेपी का उम्मीदवार भी जाट आ गया तो तीन जाटों में एक गैर जाट ब्राह्मण नरेश प्रधान सिस्टम से चुनाव को चला गए तो हल्के में गुलिया खाप उनके लिए संकटमोचक बनकर आगे आ सकती है ।फिर यहां चुनाव बहुत ही रोचक हो जाएगा।

भाजपा में टिकिट के मानक क्या रहेंगे कयास लगाते रहिए

“विधायक क्या, मंत्री भी टिकटों को लेकर भ्रम न पालें। किसी की भी टिकट काट दी जा सकती है। इस मामले में विधायकों और मंत्रियों की परफॉर्मेंस को प्राथमिकता दी जाएगी, “पिछले दिनों जब भाजपा के अध्यक्ष जेपी नड्डा ने बैठक में कहा था तब ही से साफ था की भाजपा ऐन चुनावों से पहले अपने पत्ते नहीं खोलने वाली। इससे दो बातें साफ थीं एक कोई भी अनर्गल उम्मीद न पालें और दूसरी अभी भी समय है, सुधर जाओ। दूसरी ओर हुड्डा के हाथों कमान आने के बाद मुक़ाबला कड़ा होता नज़र आ रहा है। अकाली दल ने मोर्चा खोल दिया है और उसे प्रदेश में भीतर ही भीतर इनेलो का समर्थन मिलेगा। आम आदमी पार्टी के नेता भी च्नवी दंगल को बहुत रंगीन बनाने में जुटे हैं। जहां हम ए मजबूत विपक्ष की बात कर रहे थे वहीं अब भाजपा मुश्किल से सरकार बनाती दिख रही है। भाजपा के चिंतन मंच को बहुत चिंतन की आवश्यक्ता है।

हरियाणा में सत्तारूढ़ भारतीय जनता पार्टी मौजूदा चुनाव में अपने सीटिंग एमएलएज को टिकट देने के सवाल पर क्या रणनीति तय करेगी यह तो समय बताएगा परंतु यदि भाजपा की कार्यशैली पर गौर करें तो हम पाएंगे कि पार्टी ने मध्यप्रदेश और गुजरात जैसे राज्यों में हर चुनाव में एक तिहाई विधायकों की टिकटें काटने का काम हर बार किया है और उनके विशेषज्ञ कहते हैं कि भाजपा का लगातार सत्ता में रहना यह प्रमाणित करता है कि टिकट काटने का फैक्टर भी चुनाव में बड़ा काम करता है ।
ऐसे में हरियाणा में 15 तक मौजूदा भाजपा विधायकों की टिकटों पर कैंची चल सकती है। पार्टी कहो या सरकार ,इससे भी आगे मुख्यमंत्री मनोहर लाल खट्टर ने मजबूत इच्छाशक्ति दिखाते हुए उन बागियों की परवाह नहीं की जो मुख्यमंत्री को चलता करने की योजना पर काम करते रहे। इनकी संख्या17 _18 थी .।इसलिए यह सारे के सारे भाजपा विधायक डेंजर जोन में है। पाठकों को याद होगा कि दिल्ली नगर निगम चुनाव में भाजपा के सारे निगम पार्षदों की टिकटें काट दी थी। पिछले दिनों भाजपा के अध्यक्ष जेपी नड्डा ने बैठक में साफ कहा था कि विधायक क्या मंत्री भी टिकटों को लेकर भ्रम न पालें ।किसी की भी टिकट काट दी जा सकती है । इस मामले में विधायकों और मंत्रियों की परफॉर्मेंस को प्राथमिकता दी जाएगी।
इस दृष्टिकोण से देखें तो मौजूदा सरकार के कई मंत्रियों के लिए यह चुनाव खतरे की घंटी साबित हो सकता है ।कमाल इस बात का है कि भाजपा के सारे के सारे जाट एमएलए मंत्री अपने-अपने हलकों में सुखद स्थिति में नहीं है। कैप्टन अभिमन्यु ओम प्रकाश धनखड के विधानसभा क्षेत्रों में तो भाजपा प्रत्याशी को हार का मुंह देखना पड़ा था ।सुभाष बराला अपने हलके में फंसे नजर आ रहे हैं यहीस्थिति शिक्षा मंत्री रामविलास शर्मा की भी है मुख्यमंत्री मनोहर लाल ने अपने मंत्रिमंडल से उन मंत्रियों को बाहर का रास्ता दिखा दिया था जिन पर non-performingहोने का ठप्पा लग गया था। यह थे विक्रम ठेकेदार और घनश्याम सर्राफ। मौजूदा चुनाव में में यह दोनों भी बिना टिकट देखे जा सकते हैं ।जिन हलकों में सीटिंग बीजेपी एमएलए को दरकिनार किया जा सकता है उनमें कालका मुलाना लाडवा  पानीपत मंडी अटेली भिवानी गुड़गांव रेवाड़ी हिसार असंध पानीपत ग्रामीण आदि शामिल है। भाजपा नेता यह जानते हैं कि कांग्रेस चुनाव में भी सिटिंग एमएलएज को टिकट देने की कोशिश करेगी ।पिछले चुनाव में हारे भाजपा प्रत्याशी इस बार शायद ही टिकट प्राप्त कर पाए। एक दो नाम अपवाद के रूप में देखे जा सकेंगे।
