नई दिल्ली : केंद्र सरकार युवाओं को रोजगार देने के लिए नई योजनाओं के साथ ही अलग-अलग विभागों में रिक्तियों की घोषणा कर रही है. पिछले करीब एक साल में सरकार ने रेलवे में ग्रुप सी और डी के करीब डेढ़ लाख पदों पर रिक्तियां घोषित की है. इन पदों के लिए नियुक्ति प्रक्रिया जारी है. 22 जनवरी को ग्रुप सी के लिए दूसरे चरण के कंप्यूटर बेस्ड टेस्ट का आयोजन देश के अलग-अलग शहरों में किया गया है. इन पदों के लिए करीब दो करोड़ उम्मीदवारों ने आवेदन किया था.

युवाओं को रोजगार देने का बड़ा फैसला
केंद्रीय रेल मंत्री पीयूष गोयल ने बुधवार को कहा कि केंद्र सरकार ने युवाओं को रोजगार देने का बड़ा फैसला किया है. उन्होंने कहा कि सरकार ने पिछले वर्ष करीब डेढ़ लाख पदों के लिए रिक्तियां घोषित की थी. केंद्रीय मंत्री ने कहा कि आने वाले दो साल में ढाई लाख और पदों पर रिक्तियां घोषित कर युवाओं की नियुक्ति की जाएगी. इस तरह रेलवे कुल चार लाख पदों पर नियुक्तियां करेगा.

दो साल में एक लाख कर्मचारी होंगे रिटायर
पीयूष गोयल ने कहा कि रेलवे में आने वाले समय में रेलवे में करीब ढाई लाख पदों पर और नियुक्तियां की जाएंगी. भारतीय रेलवे में अभी करीब 1 लाख 32 हजार पद खाली हैं. अगले दो सालों में एक लाख कर्मचारी रिटायर होने वाले हैं. ऐसे में करीब ढाई पदों पर और नियुक्तियां करने की योजना है. मौजूदा नियुक्ति प्रक्रिया को जोड़ दें तो कुल चार लाख पदों पर रेलवे में नियुक्तियां की जाएंगी. उन्होंने बताया कि 12 लाख कर्मचारियों के साथ रेलवे सबसे बड़ा नियोक्ता है.

दो से ढाई महीने में पूरी होगी प्रक्रिया
उन्होंने यह भी बताया कि अभी सवा से डेढ़ लाख पदों के लिए चल रही नियुक्ति प्रक्रिया अगले दो से ढाई महीने में पूरी हो जाएगी. आपको बता दें कि ढाई लाख पदों पर होने पर भर्ती में आर्थिक रूप से कमजोर उम्मीदवारों को 10 प्रतिशत आरक्षण दिया जाएगा. यह प्रकिया भी दो चरणों में पूरी होगी. पहले चरण में एक लाख 31 हजार 428 पदों पर भर्ती के लिए नोटिफिकेशन जारी होगा. यह नोटिफिकेशन फरवरी या मार्च में जारी होने की उम्मीद है.

वहीं दूसरे चरण में 99 हजार पदों पर भर्ती के लिए नोटिफिकेशन जारी किया जाएगा. गोयल ने कहा कि युवा जोश के साथ भारतीय रेल की सेवा में आए. भर्तियों की घोषणा के अलावा रेल मंत्री ने पिछली सरकारों को निशाने पर लिया. उन्होंने कहा कि यदि पिछ्ली सरकारों ने आज की तरह रेलवे में निवेश किया होता तो आज जो परेशानी हो रही है वह नहीं होती

Chandigarh Police solved murder mystery of sector 25

Chandigarh Police has achieved a major success with the arrest of murder’s accused Ranjit S/o Bira R/o # H. No 3123, Sector 25 Chd (age 24 Yrs) and Raman @ Chautala S/o Sh. Ramesh Kumar R/o H. No 2323, Sector 25 Chd (age 25 Yrs) and one juvenile (age 17 Yrs) apprehended in the case by the team led by Insp./SHO Rajiv Kumar comprising SI Ashok Kumar I/C PP-24 Chd under the close supervision of Sh. Krishan Kumar, SDPO Central Division.

Case FIR No. 13 Dt 22.01.2019 U/s 302 added 201, 34 IPC PS-11 Chd was registered on the statement of Sh. Vasudev S/o Sh. Kanga Muttu R/o Jhuggi No. 534, DBC Sec- 25 Chandigarh where is stated that on 22.01.19 at around 6.45 AM when he was going to bathroom, he found that one unknown person age about 25-30 yrs found lying unconscious condition. It seems that he was attacked with sticks and sharp weapons by some unknown persons, so he informed police. PCR Vehicle rushed the person to GH-16 Chd where duty doctor declared injured person brought dead vide CR No. 20180545075. During further investigation deceased name revealed as Sandeep S/o Raj Kumar R/o Jhuggi No. 279, DBC Sec- 25 Chandigarh. On the thorough inspection of the body, wound marks were found present on his neck, Chest and at back. From the inspection of the dead body it seems that some unknown persons had murdered him and above said case was registered.

Today, secret information received that three persons who murdered Sandeep on the intervening night of 21/22.01.19 are roaming near jhuggian, motor market Sector 38 Chandigarh. On this information, special team was deployed and one juvenile (age 17 Yrs) apprehended and another two accused namely Ranjit S/o Bira R/o # H. No 3123, Sector 25 Chd (age 24 Yrs) and Raman @ Chautala S/o Sh. Ramesh Kumar R/o H. No 2323, Sector 25 Chd (age 25 Yrs) were arrested. During interrogation they confessed the crime which they have committed.

  पंचकूला के विधायक एवं मुख्य सचेतक ज्ञानचंद गुप्ता ने सैक्टर 19 में लगभग 30 करोड की लागत से बनने वाले रेलवे ओवर ब्रिज के स्थल का दौरा कर वहां पर विस्तार से अवलोकन किया। इस मौके पर उनके साथ भाजपा के महामंत्री हरेन्द्र मलिक, लोक निर्माण विभाग के कार्यकारी अभिंयता हरपाल सिंह सहित अन्य लोग भी मौजूद रहे। 

गुप्ता ने कहा कि रेलवे ओवर ब्रिज की लम्बे समय से लोगों की लम्बित मांग थी। गत सरकारों ने लोगेां की इस मांग की अनदेखी की और इस ओर कोई ध्यान नहीं दिया जिससे लोगेां को असुविधा का सामना करना पड़ा। हरियाणा के मुख्यमंत्री के समक्ष लोगों की समस्या उन्होंने स्वंय रखी ओर मुख्यमंत्री के प्रयासों से इसके निर्माण की राशि स्वीकृत हो चुकी है और निकट भविष्य में शीघ्र ही मुख्यमंत्री द्वारा इसकी आधारशिला रखी जाएगी। उन्होंने इस फाटक का अवलोकन करते हुए बताया कि निर्माण कार्य के दौरान लगभग एक साल के लिए फाटक बंद किया जाएगा और  लोगो की सुविधा के लिए वैकल्पिक व्यवस्था   की जाएगी। उन्होंने कहा कि सीआईडी कार्यालय के सामने भी आरयूबी बनाया जाएगा। इसके लिए दोनों कलर्वट को खोल दिया जाएगें तथा रेलवे की भूमि पर कच्चे रास्ते को मोटरएबल कर दिया जाएगा।

पंचकूला 23 जनवरी:

         सरकार की ओर से सामाजिक न्याय एवं अधिकारिता विभाग द्वारा चलाई जा रही कल्याणकारी योजनाओं के तहत जिला में हर माह 14 हजार 240 लाभपात्रों को 3 करोड़ 41 लाख 66 हजार 600 रुपए से अधिक की राशि की वितिय सहायता उपलब्ध करवाई जा रही । अब प्रत्येक लाभपात्र को 2000 रुपए की मासिक पैंशन एवं सहायता राशि देनी आरम्भ कर दी गई है।   

 उपायुक्त मुुकुल कुमार नेे इस संबध में जानकारी देते हुए बताया कि सामाजिक न्याय एवं अधिकारिता विभाग द्वारा वृद्धावस्था सम्मान भत्ता, विधवा/बेसहारा पैंशन, दिव्यांग पैशन, लाडली सुरक्षा भत्ता, बौना भत्ता योजना के तहत 2 हजार रुपए प्रतिमाह सहायता दी जा  रही है। इसी प्रकार निराश्रित बच्चों को वितिय सहायता, स्कूल न जाने वाले 18 वर्ष से कम आयु के मंदबुद्धि बच्चों को वितिय सहायता जैसी कल्याणकारी योजनाएं चलाई जा रही है। उन्होंने बताया कि विभाग द्वारा 7842 बुजुर्गो को एक करोड़ 96 लाख 13 हजार 400 रुपए की राशि सम्मान भत्ता के रूप में उपलब्ध करवाई जा रही है। इसी प्रकार 3243 विधवा एवं बेसहारा लाभपात्रों को 71 लाख 67 हजार 600 रुपए की राशि पैंशन के रूप में दी जा रही है।

     उपायुक्त ने बताया कि लाडली पैंशन योजना के तहत 428 लाभपात्रों को 10 लाख  39 हजार 200 रुपए की आर्थिक सहायता प्रदान हर माह दी जा रही है। निराश्रित बच्चों को दी जाने वाली वितिय सहायता योजना के तहत 1349 लाभार्थियों को अब तक 30 लाख 79 हजार 600 रुपए की राशि प्रदान की गई।

इसी प्रकार सरकार की ओर से 0 से 18 वर्ष तक के स्कूल न जा सकने वाले 236 निशक्त बच्चों को 3 लाख 77 हजार 600 रुपए की राशि मुहैया करवाई गई। उन्होंने बताया कि दिव्यांग पैंशन योजना के तहत 1142 लाभार्थियों को 28 लाख 89 हजार 200 रुपए की राशि आर्थिक सहायता के रूप में उपलब्ध करवाई गई।  

Priyanka Gandhi Vadra appointed AICC general secretary of Uttar Pradesh East

This is the first time that Ms. Vadra will be occupying any official post in All India Congress Committee.

The Congress has appointed Priyanka Gandhi Vadra as a general secretary months before the Lok Sabha elections. She will take charge in February first week.

A communique released by the Congress on Wednesday says party president Rahul Gandhi has appointed Ms. Vadra — his sister — as All India Congress Committee (AICC) general secretary of Uttar Pradesh East. Jyotiraditya Scindia has been appointed as general secretary of Uttar Pradesh West.

Ghulam Nabi Azad, who was AICC general secretary of Uttar Pradesh, will now be in charge of Haryana.

K.C. Venugopal will take over the post of AICC general secretary (Organisation), which was held by Rajasthan Chief Minister Ashok Gehlot. Mr. Venugopal will continue as AICC general secretary in charge of Karnataka, says the communique.

This is the first time Ms. Vadra will be occupying any official post in the AICC, although she has been a regular at Congress strategy headquarters at 15, Gurdwara Rakam Singh Road office. She has campaigned for her mother Sonia Gandhi and brother Rahul Gandhi in Rae Bareli and Amethi respectively in elections.

Speculations had been rife for a long time on Ms. Vadra’s political entry. During the 2016 Uttar Pradesh Assembly elections, there was a wide speculation that she would be projected as the chief ministerial face of the party.  Ms. Vadra had earlier rejected such suggestions  as “conjecture” and “baseless rumours.”

The Congress now has only seven MLAs in Uttar Pradesh and won just two seats from the State in the 2014 Lok Sabha elections.

Congress will play on the front foot: Rahul

Welcoming his sister into the party’s leadership, Mr. Gandhi said Congress was fighting a battle of ideologies in the coming elections.

Talking to reporters at his Lok Sabha constituency, Amethi, he said: “The Congress is fighting a battle of ideologies. And the Congress party is not going to play on the back foot anywhere, it will play on the front foot… Be it Priyanka or Jyotiraditya; they are powerful leaders of the Congress and through these two young leaders, we want to alter the politics of Uttar Pradesh.”

Child from marriage of Muslim man and Hindu woman legitimate, entitled to father’s property: SC

The Supreme Court on Tuesday said that although the marriage between a Muslim man and Hindu woman is an irregular marriage, described as “fasid” in Mohamadan law, the children born out this wedlock are legitimate and have claim over the property of the father.

“The marriage of a Muslim man with an idolater or fire­worshipper is neither a valid (sahih) nor a void (batil) marriage, but is merely an irregular (fasid) marriage. Any child born out of such wedlock (fasid marriage) is entitled to claim a share in his father’s property,” observed the bench of Justice N.V. Ramana and Justice Mohan M. Shantanagoudar in their judgment.

Upholding an order of the trial court and that of the Kerala High Court, Justice Shantanagoudar speaking for the bench said: “It would not be out of place to emphasise at this juncture that since Hindus are idol worshippers, which includes worship of physical images/ statues through offering of flowers, adornment, etc., it is clear that the marriage of a Hindu female with a Muslim male is not a regular or valid (sahih) marriage, but merely an irregular (fasid) marriage.”

स्वच्छता सर्वेक्षण 2019 में खुले में शौचमुक्त प्लस बना पंचकूला – राजेश जोगपाल

पंचकूला 23 जनवरी:

       कड़ी मेहनत कम स्टाफ के बावजूद पंचकूला शहर ने ओडीएफ प्लस में बाजी मार ली है। पंचकूला अब ओडीएफ (खुले में शौचमुक्त) प्लस हो गया है। पंचकूला की सफलता इसलिए भी महत्वपूर्ण है, क्योंकि इस पहले ही प्रयास में निगम को इसके लिए प्रमाण पत्र जारी कर दिया गया है। अब पंचकूला नगर निगम ओडीएफ प्लस-प्लस की रैकिंग के लिए अपनी तैयारी शुरू कर रहा है। ओडीएफ प्लस की रैंकिंग का सीधा लाभ अब पंचकूला को केंद्रीय स्वच्छता सर्वेक्षण में इस बार देखने को मिलेगा। पंचकूला को अब करीब 500 नंबर मिल सकते हैं। यही नहीं अगर ओडीएफ प्लस-प्लस की रैंकिंग मिल जाती है, तो निगम को इसमें स्वच्छ सर्वेक्षण में सीधे 750 नंबर मिलेंगे। शहर में नगर निगम ने लगभग 150 से अधिक सुलभ शौचालय बनाए हुए हैं।

स्वच्छता टीमों ने पंचकूला के विभिन्न क्षेत्रों ओडीएफ प्लस के दावे के आधार पर स्थानों को चिह्नित कर उनका औचक निरीक्षण किया। यह निरीक्षण सुबह चार बजे से रात को 11 बजे तक अलग-अलग टीमों की ओर से किया गया। इसमें शहर की रूटीन स्वच्छता के अतिरिक्त मुख्य रूप से शहर के विभिन्न शौचालय का निरीक्षण किया गया।

निरीक्षण में यह जांचा गया

सर्वेक्षण टीम ने देखा कि लोग खुले में शौच तो नहीं जा रहे हैं। इसके अतिरिक्त शौचालय में देखा गया कि वहां स्वच्छता की क्या स्थिति है, पानी आ रहा है या नहीं। सफाई के लिए कर्मियों की ड्यूटी है या नहीं। साथ ही आस-पास के लोगों से क्षेत्र की स्वच्छता के बारे में फीडबैक भी लिया गया।

  पंचकूला नगर निगम के शौचालयों में बेसिक सुविधाएं साबुन, फिरनेल, तेजाब, यूनिरल गोलियां, शीशा, तौलियां, बाइपर, एक आदमी लगाया एक्जोस्ट पंखा, सभी तीनों समय सफाई सारी सुविधाएं दे रखी थी। कहीं कोई लीकेज ओडोनिल, लाइट, होलोजन लाइट लगाई हुई थी।नगर निगम के प्रशासक राजेश जोगपाल ने बताया कि ओडीएफ प्लस रैंकिंग हासिल करने के बाद से निगम ने ओडीएफ प्लस-प्लस के लिए आवेदन प्रक्रिया शुरू कर दी है।

लगभग 150 सार्वजनिक शौचालय पंचकूला, पिंजौर कालका जोन में बनाये हुये हैं। पंचकूला के सारे सार्वजनिक शौचालय सीवरेज सिस्टम से जुड़े हुये हैं। इसलिए ओडीएफ प्लस प्लस भी पंचकूला आसानी से हासिल कर लेगा। जोगपाल ने बताया कि अब स्वच्छ सर्वेक्षण में फीडबैक लेने का काम पूरे जोरों से चल रहा है। हजारों लोग अपनी प्रतिक्रिया दे रहे हैं। उन्होंने लोगों से अपील की कि वह अधिक से अधिक फीडबैक देकर पंचकूला को अव्वल लाने में सहयोग करें।

We are open to alliance with any party sharing common ideology on Punjab

Aam Aadmi Party (AAP) senior leader and Sangrur Member of Parliament (MP) Bhagwant Singh Mann on Wednesday said that there was no issue joining hands with any political outfit to oust the erstwhile SAD-BJP alliance government or the ruling Congress government under the leadership of Captain Amarinder Singh from the corridor of power.

In a press statement, Mann said that all possibilities of an alliance were being explored so that the alliance could put up a bold united face on the issues and concerns surrounding Punjab and the Punjabis, thereby showing these traditional political parties, knee-deep in corruption muck, were shown the doors.

Mann further said that all-out efforts were afoot to possible alliance with the Shiromani Akali Dal (Taksali) and Bahujan Samaji Party (BSP) were underway.

गणतन्त्र दिवस समारोह के लिए 24 जनवरी को फुल ड्रैस रिहर्सल-मुकुल कुमार

               राज्य स्तरीय गणतन्त्र दिवस समारोह के लिए 24 जनवरी को सैक्टर 5 स्थित परेड ग्राउण्ड में फुल ड्रैस फाईनल रिहर्सल आयोजित की जाएगी। इसमें सांस्कृतिक कार्यक्रमों के अलावा शानदार मार्च पास्ट तथा स्कूली छात्र छात्राएं पीटी एवं डम्बल की भव्य प्रस्तुित देंगे।

     उपायुक्त मुकुल कुमार ने इस संबध में जानकारी देते हुए बताया कि 26 जनवरी को आयोजित गणतंत्र दिवस समारोह में हरियाणा के राज्यपाल श्री सत्यदेव नारायण आर्य राष्ट्रीय ध्वज फहराएगें तथा शानदार परेड की सलामी लेगें। फाईनल रिहर्सल भी हुबहु गणतन्त्र दिवस समारोह की तर्ज पर होगी। इसलिए सांस्कृतिक कार्यक्रमों व परेड में भाग लेने वाली टीमें भी फुल ड्रैस में शामिल होंगी। उन्होंने बताया कि स्कूली बच्चे भी पी टी एवं डम्बल का प्रदर्शन भी शानदार ड्रैस में करेंगेे।

     उपायुक्त ने बताया कि सांस्कृतिक कार्यक्रमों में विभिन्न 8 स्कूल अपनी प्रस्तुति देगें। इनमें देशभक्ति व राष्ट्र भावना से ओतप्रोत एवं हरियाणवी संस्कृति को दर्शाने वाली मनभावक एवं रंगारंग प्रस्तुतियां शामिल होंगी। मार्च पास्ट में पुलिस, आईटीबीपी, एनसीसी जुनियर एवं सीनियर विंग के अलावा स्काउट गाईड की टुकडियां बेहतरीन प्रदर्शन करेंगी।

      कुमार ने बताया कि गणतन्त्र दिवस समारोह में विभिन्न विभागों द्वारा विकासपरक योजनाओं एवं जनकल्याणकारी योजनाओं को दर्शाने वाली झंकियों का भी प्रदर्शन किया जाएगा। इसके अलावा सराहनीय कार्य एवं बेहतरीन प्रदर्शन करने वालों को राज्य स्तरीय समारोह में सम्मानित किया जाएगा। उन्होंने आम नागरिकों से भी अनुरोध किया है कि वे राज्य स्तरीय गणतन्त्र दिवस समारोह में भाग लें।
