हरियाणा के पूर्व मुख्य मन्त्री भूपेन्द्र सिह हुड्डा ने आज सोनीपत के शहीद बीएसएफ जवान नरेन्द्र दहिया को श्रद्धांजली देते हुए कहा कि यह बहुत ही दुखदायी है कि नरेन्द्र की बर्बरता से पाकिस्तान रेंजर द्वारा नृशंस हत्या कर दी गई। भारत सरकार से आग्रह है कि वो ऐसा कारगर कदम उठाये कि ऐसी घटनाओं की पुनरावृति न हो तथा शहीद के परिवार को जल्द रोजगार व पर्याप्त वित्तीय सहायता दी जाये।
हुड्डा ने कहा कि आज कांग्रेस विधायकों ने राज्यपाल महोदय को एक ज्ञापन दिया है और उनसे निवेदन किया है कि सवैंधानिक मुखिया होने के नाते गत विधान सभा सत्र में कांग्रेस विधायक करण सिंह दलाल के विरूद्ध सत्तारूढ़ भाजपा व मुख्य विपक्षी दल इनेलो ने मिलकर जिस तरह नियमों के विरूद्ध कठोर कार्रवाई की है, वे उसमें दखल करें। दलाल का विधानसभा से एक साल का निष्कासन निरस्त हो और उन्हें सुरक्षा प्रदान की जाए, क्योंकि नेता प्रतिपक्ष अभय चौटाला ने करण दलाल को सिर में गोली मारने की बात मीडिया के सामने कही है। (ज्ञापन की प्रति साथ संलग्न है)।

Sir,
We wish to bring to your notice the illegal, unjust & arbitrary suspension of Shri Karan Singh Dalal, MLA from the House without giving him an opportunity to explain the position. Hon’ble Speaker ostensibly acted under undue pressure of the Government and was unable to maintain neutrality and objectivity. Therefore, we seek redressal from you, Sir.

On 11th September 2018, Shri Karan Singh Dalal, MLA raised a Calling Attention Notice regarding deleting of the ration cards of 25 lacs poor persons. During the discussion, he expressed anguish over the callousness of the Government and the injustice being meted out to the BPL families. He said that this Government has shamed Haryana by denying the ration to the poor people on the pretext of Aadhar Card.

To overcome the embarrassment and deviate from this sensitive issue, members of the treasury benches raised hue & cry over a ‘word’ used by Shri Dalal. He explained the context in which that ‘word’ was uttered by him and asked for the ruling of the Hon’ble Speaker. Hon’ble Speaker did not give any ruling and expunged the word from the proceedings as unparliamentary. The matter should have been over then and there.

But under the pressure of the treasury benches and in connivance with the Leader of INLD, a plan was devised to suspend him from the House for one year. A resolution (copy enclosed) was passed by the Assembly in contravention of Rules of Business. The Resolution is totally unconstitutional and unjust.
This unfortunate episode exposed the unethical understanding between the Ruling Party and the supposedly Opposition Party-INLD. Infact, the opposition should have supported such a sensitive issue concerning the poor people. Instead, they supported the Government to scuttle his voice and even supported the arbitrary and undemocratic resolution of the Government to suspend him from the House for one year.

Sir, it is requested that Hon’ble Speaker may be advised not to act as an agent of the Government and rescind the order of suspension to save his constituent’s constitutional & democratic rights. The punishment inflicted upon Shri Karan Singh Dalal is unmerited, unwarranted, injust and excessive. This betrays the intention of the Government to suppress the voice of the Opposition by brute majority.

Secondly, Sir, this Government has lost the confidence of the people of the State due to its incompetence, inexperience and insensitiveness. It is because of this, the Law & Order has deteriorated so much that a sense of insecurity and fear prevails in the minds of the people. This Government is in office and not in authority and it is the criminals whose writ runs large in the State. Even the Legislators are being threatened publicly and the Government is not taking any action against the culprits. The crime has been brought to the very doors of the people. The recent happenings at Rewari, Faridabad & other places are really very tragic. Prompt, strict and effective action is required to be taken in such matters, which is not being taken by the Government. The protection of the life and liberty of the people is the primary responsibility of the State in which the present Government has failed miserably. You are, therefore, requested to impress upon the Government to discharge its duties diligently.

During the discussion over the Calling Attention Motion brought in the House by Shri Karan Singh Dalal, there was heated exchange of words between Shri Karan Singh Dalal and Leader of Opposition. Instead of seconding the Motion which related to the poor people, the Leader of Opposition played in the hands of ruling party and started abusing Shri Karan Singh Dalal and flouted his shoe threatening Shri Karan Singh Dalal with dire consequences. Thereafter, briefing the Press, Shri Abhey Singh Chautala said that had he had revolver, he would have shot Karan Singh Dalal in the head. This criminal propensity of the Leader of Opposition has stunned the State. The Government has not taken any cognisance action of the threat as he is hand-in-hand with the Government. We request you to direct the Government to provide adequate security to Shri Karan Singh Dalal.
During the UPA Government, proposal was to purchase 126 Rafale Aircrafts at the rate Rs. 576 crores per Aircraft whereas NDA Government has agreed to purchase only 36 Rafale Aircrafts at the rate Rs. 1670 crores per Aircraft. Central Government is not disclosing the basis for such a high price of Rafale Aircraft. This has caused loss of about 41000 crores to the national exchequer. This has caused suspicion in the mind of the general public. Congress demands that this matter may be referred to Joint Parliamentary Committee (JPC) for bringing out the factual position.

Sir, You are also aware that the prices of Petrol & Diesel are highest ever. The common man is worst affected by the unprecedented hike. This has lead to inflation and increase in cost of production of the crops. Several States like Rajasthan,

Chhatisgarh, Karnataka etc. have reduced VAT on petroleum products to give relief to the people. Haryana has the highest sale of Petrol & Diesel in Northern Region. It is, therefore, requested to direct the State Government to reduce the VAT on Petrol & Diesel to provide relief to the people.

पूर्व मुख्यमंत्री ने राज्यपाल महोदय को दिये ज्ञापन में राफेल सौदे का जिक्र करते हुए कहा कि भाजपा राफेल सौदे पर जेपीसी का गठन करे ताकि दूध का दूध और पानी का पानी हो जाये, क्योंकि जनता के मन में राफेल लड़ाकू विमानों की खरीद को लेकर बड़ा घोटाला होने की आशंका है। ज्ञापन में राज्यपाल महोदय के संज्ञान में लचर कानून व्यवस्था का मामला भी लाया गया है तथा बताया कि राज्य में भय का वातावरण है। हर रोज हो रही हत्याओं, बलात्कारों, अपहरण की घटनाओं ने जन मानस को हिला कर रख दिया है। पुलिस प्रशासन के लचर रवैये के चलते लोगों का सरकार से विश्वास उठ गया है।
मीडिया से रूबरू होते हुए हुड्डा ने कहा कि जब तक केन्द्र सरकार पैट्रोल व डीजल को जीएसटी में नहीं लाती, राज्य सरकार को वैट कम करके लोगों को राहत देनी चाहिए तथा खाद व कृषि उपकरणों पर सरकार टैक्स माफ करे। गन्ना उत्पादक किसान अपने बकाये के लिए कई दिनों से धरने पर हैं, लेकिन सरकार अपनी ही धुन में मस्त है। सरकार सभी गन्ना उत्पादकों का बकाया शीघ्र अदा करे। बाजरे की खरीद पर अब भी शर्तें थोपी हुई हैं, जो नाजायज हैं। किसान की फसल का एक-एक दाना खरीदा जाए और खरीद के ज्यादा केंद्र बनाएं जाएं ताकि किसी किसान को परेशानी ना हो। हरियाणा सरकार ने स्टॉम्प डयूटी बढ़ा कर गलत काम किया है। सरकार की गई बढ़ोतरी को वापिस ले।
पूर्व मुख्यमंत्री ने कहा कि उखेड़ा और सफेद मक्खी रोग के चलते दादरी, भिवानी, हिसार, जीन्द, फतेहाबाद व सिरसा जिलों में हजारों एकड़ में नरमा ( कपास ) बर्बाद हो गई है। उसकी स्पेशल गिरदावरी करके सभी प्रभावित किसानों को कम से कम 40 हजार प्रति एकड़ मुआवजा दिया जाए। सरकार के निर्देश पर बैंकों ने प्रधानमंत्री बीमा योजना की आड़ में किसानों के के.सी.सी. खाते से बिना सहमति के पैसे काट कर बीमा कंपनियों तो मालामाल बना दिया पर किसान वर्ग को कोई राहत नहीं दी। कई जिलों में तो पिछली बार के खराबे का मुआवजा अभी तक नहीं दिया गया है।
हुड्डा ने कहा कि कर्मचारी किसी भी सरकार की धुरी माने जाते हैं। हरियाणा में शायद ही कोई ऐसा विभाग होगा जिसके कर्मचारी अपनी मांगों को लेकर सड़कों पर ना हों। इसका दोहरा नुकसान है। एक और विभागीय काम रुके हुए हैं, वहीं जनता भी अपने दैनिक कार्यों के लिए ठोकर खा रही है। प्रदेश में लाखों पद खाली पड़े हैं, जिसके कारण आम जनता के काम बाधित हो रहे हैं, पर सरकार अपने चहेतों को बैकडोर से समायोजित कर रही है। बेरोजगार युवकों में इससे भारी निराशा और आक्रोश है। भाजपा सरकार उन्हें रोजगार दे या उन्हें अपने चुनावी घोषणा पत्र में किये गए वायदे के अनुसार छह हजार और नौ हजार का भत्ता दे। उन्होंने मांग की कि एम.पी.एच.डब्ल्यू. के सलैक्शन में हुई धांधली की जाँच की जाये।
पूर्व मुख्यमंत्री ने कहा कि प्रदेश सरकार के मुखिया की इससे बड़ी विफलता क्या होगी कि वो इतना लंबा समय बीत जाने के बाद भी एसवाईएल पर सुप्रीम कोर्ट का निर्णय हरियाणा के पक्ष में आने के बाद भी इस मुद्दे पर प्रधानमंत्री नरेन्द्र मोदी से मिलने का समय तक नहीं ले पाए। जनता समझ गई है कि पानी को लेकर इनेलो की लड़ाई महज एक ढ़ोंग है। अगर उन्होंने 1987 में न्याय युद्व चला राजीव-लोंगोवाल समझौते का विरोध ना किया होता तो हमें अपने हक का पानी कब का मिल गया होता। विधानसभा में गत दिनों हुए प्रकरण ने साफ कर दिया कि इनेलो भाजपा की सहयोगी है।
हुड्डा ने कहा कि जनक्रांति यात्रा के छः चरण पूरे हो गए हैं और हम राज्य के हर कोने में होकर आए हैं। लोग जिस तरह से उत्साह के साथ उमड़ कर आगे आ रहे हैं और समर्थन व सहयोग कर रहे हैं, उससे स्पष्ट है कि आगामी चुनावों में कांग्रेस की सरकार बड़े बहुमत से बनना तय है।
