AMID THE ongoing outcry over suspected drug overdose deaths in Punjab, Chief Minister Captain Amarinder Singh on Wednesday had to personally face questions on the issue during his rare presence in the Punjab and Haryana High Court.

Amarinder was in the High Court on Wednesday afternoon during the hearing of a election petition against him. The plea against his election to the Assembly in 2002 has remained pending for the past 16 years. The plea filed by a Patiala resident had alleged that Amarinder resorted to corrupt practices during the polls.

Though the hearing in the courtroom of Justice Daya Chaudhary lasted only few minutes, the judge took the opportunity to remind the Chief Minister about the police failure in the implementation of Narcotic Drugs and Psychotropic Substances (NDPS) Act in the state. After recording his statement in the election case, Amarinder had taken a seat when Justice Chaudhary, while addressing him and state Advocate General Atul Nanda, said that she wanted to comment about the NDPS Act since the CM was himself was present in the court.

The judge said though the final reports were presented in the NDPS cases, there was a delay in submission of FSL reports before the courts. Justice Chaudhary said the provisions of NDPS Act were not being followed in the state and stressed on the need of submitting the FSL reports along with the final probe reports in drugs cases. Stating that many false cases and instances of drug implanting had also come to the fore in recent times, Justice Chaudhary said it was important that the forensic labs were strengthened for timely detection of false cases. The judge asked the CM to ensure strict implementation of the provisions of NDPS Act.

While Justice Chaudhary observed that the situation was comparatively better in Haryana and UT Chandigarh, Amarinder assured the court he would personally look into the matter and hold meetings in this regard. The hearing in the election petition lasted only few minutes as the counsel of petitioner Harkirat Singh was not available during the hearing.

पंजाब में पानी में चलने वाली बसें होंगी नीलाम, करीब 9 करोड़ में खरीदी थी बादल सरकार ने

चंडीगढ़। पंजाब के स्थानीय निकाय मंत्री नवजोत सिंह सिद्धू  ने पूर्व बादल सरकार पर पंजाब के खजाने को लूटने का आरोप लगाया है। उन्होंने कहा कि पूर्व उपमुख्यमंत्री नवजोत सिद्धू ने अपनी जिद्द को पूरा करने के लिए पानी में बस चलाने का निर्णय लिया था, जिससे सकरकार को करीब 9 करोड़ रुपए का नुकसान उठाना पड़ा। सिद्धू ने कहा कि अब सुखबीर बादल की खरदी हुई पानी में चलने वाली बस नीलाम की जाएगी।वह आज यहां पत्रकार वार्ता को संबोधित कर रहे थे।

नवजोत सिद्धू ने कहा कि वह पंजाब को आर्थिक मंदी से निकालने के लिए हर संभव कोशिश कर रहे हैं। उन्होंने कहा कि अपनी जिद्द को पूरा करने के लिए सुखबीर बादल पानी वाली बस लेकर आए, और बसें चली नहीं, इन बसों पर 8 करोड़ 62 लाख खर्च हुआ है और कमाई हुई 70 हजार रुपये ही हुई। उन्होंने कहा कि पूरे खर्च का 5 प्रतिशत वापिस हुआ। कैबिनेट मंत्री ने कहा कि पिछली सरकार में सरकारी बसें घाटे में रहीं, जबकि बादल परिवार की बसें फायदे में रहीं। ऐसा क्या हो गया कि सरकारी बसें घाटे में रहीं, जबकि बादल परिवार की बसें फायदे में रहीं।

Addressing the public relations and advertising professionals, Pushpinder Singh said that creativity is the key to profitability of any business, though they are no more than 1 percent of such agencies in the country engaged in creative work.

Though digital agencies have mushroomed in the country, hardly anyone is making profits except those engaged in digital media buying.

Responding to the question of future of Indian print media vis-à-vis advent of digital media, Pushpinder said that print media would survive in the country only because of huge niches and pockets of markets available for the print media to reach out, where vernacular media has succeeded.

The digital versions of newspapers have cropped up though none has any robust revenue model in place, which would continue to exist with the printed versions, he added.

CJ Singh, National Executive Vice President of PRCI underlined the need for result-oriented communication approach and strategies to benefit the stakeholders that any organisation intends to reach.

Renuka B. Salwan, Director Public Relations, and Vice Chairperson of Northern Region of PRCI, provided an overview of the PRCI in upgrading the skills of the PR professionals, and presented vote of thanks to the guest speaker.

नशा तस्करों पर पंजाब सरकार सख्त,फांसी का प्रस्ताव पास

चंडीगढ़ के पंजाब सिविल सचिवालय में पंजाब कैबिनेट की अहम बैठक में बड़ा फैसला लिया गया है। यह बैठक मुख्य तौर से पंजाब में बढ़ रहे नशे के मुद्दे को लेकर रखी गई है।

इस मौके पर पंजाब कैबिनेट ने नशा तस्करों को फांसी की सजा का प्रस्ताव पास किया है। इस बैठक में पंजाब पुलिस के कई मुख्य अधिकारी भी मौजूद थे। बैठक के बाद पंजाब कैबिनेट मंत्री तृप्त राजिंदर सिंह बाजवा ने कहा- ड्रग्स स्मगलरों के खिलाफ हमारी सरकार सख्त कार्रवाई करेगी। नशा तस्करों को किसी भी कीमत पर बख्शा नहीं जाएगा।

उल्लेखनीय है कि पंजाब विधानसभा चुनावों दौरान नशा एक बड़ा मुद्दा रहा था, जिसको कांग्रेस पार्टी ने अपनी रैलियों व नुक्कड़ मीटिंगों में पूरी तरह कैश किया व सरकार बनने पर इसको पंजाब भर में से समाप्त करने का वादा किया था। जैसे ही कांग्रेस ने पंजाब में सरकार की कमान सम्भाली तो पंजाब के मुख्यमंत्री कैप्टन अमरेन्द्र सिंह ने पंजाब पुलिस को प्रदेश भर में से नशा समाप्त करने की मुहिम छेडऩे के निर्देश जारी कर दिए। पर पिछले कुछ दिनों से नशे के कारण हो रही नौजवानों की मौतों को लेकर यह अहम फैसला लिया गया है।

पंजाब सरकार मादक पदार्थों के दोषियों को सजा के लिए केंद्र को अनुरोध करेगी


अभी कुछ ही दिन पहले पंजाब सरकार ने नाबालिग से दुष्कर्म के दोषियों को मृत्युदंड का प्रावधान किया है यह एक बहुत ही सराहनीय कदम है, अब कप्तान सरकार नशे के दलालों को मृत्युदंड देने के लिए प्रस्ताव पारित करेगी.

पंजाब में विपक्ष द्वारा कांग्रेस सरकार पर राज्य में मादक पदार्थ के इस्तेमाल के खिलाफ कार्रवाई करने की मांग को लेकर डाले जा रहे दबाव के बीच पंजाब मंत्रिमंडल ने मादक पदार्थ बेचने वालों व इसके तस्करों के लिए केंद्र सरकार से मौत की सजा की सिफारिश करने का निर्णय लिया है।
मंत्रिमंडल की विशेष बैठक की अध्यक्षता मुख्यमंत्री अमरिंदर सिंह ने की। उन्होंने राज्य के पुलिस महानिदेशक सुरेश अरोड़ा को मादक पदार्थ के खतरे को लेकर कड़े कदम उठाने का निर्देश दिया। एक आधिकारिक प्रवक्ता ने कहा कि मंत्रिमंडल की बैठक में मादक पदार्थ बेचने वालों व तस्करों के खिलाफ मौत की सजा की सिफारिश करने का फैसला किया गया। इसे लेकर जल्द ही केंद्र सरकार को एक औपचारिक सिफारिश भेजने पर सहमति बनी।
प्रवक्ता ने कहा कि मंत्रिमंडल ने अतिरिक्त मुख्य सचिव (गृह) एन.एस. कलसी के नेतृत्व में एक विशेष कार्य समूह का गठन करने का फैसला किया, जो मादक पदार्थों के इस्तेमाल की जांच व नियंत्रण के लिए कार्रवाई की दिन प्रतिदिन के आधार पर समीक्षा व निगरानी करेगा। मंत्रिमंडल ने मादक पदार्थों की अधिक मात्रा की वजह से होने वाले मौत के मामलों का भी जायजा लिया। इसे लेकर विशेष कार्य बल (एसटीएफ) प्रमुख हरप्रीत सिंह सिद्धू ने माना कि यह चिंता की बात है।
एनडीपीएस अधिनियम के तहत गिरफ्तारियों व जब्ती के आंकड़ों का हवाला देते हुए डीजीपी ने जिक्र किया कि मौजूदा सरकार के सत्ता में आने के बाद आंकड़ों में तेजी से बढ़ोतरी हुई है।

Barely three months after AAP National Convener Arvind Kejriwal tendered an apology to Shiromani Akali Dal (SAD) leader Bikram Singh Majithia for falsely accusing him of being involved in drug smuggling, AAP MP from Sangrur, Bhagwant Mann, Monday levelled accusations against Majithia for “patronising drug traders”.

Kejriwal had tendered the apology to Bikram Majithia in March this year in a defamation case which had been filed against him by Majithia for levelling drug-related allegations against him. At the time, Bhagwant Mann had taken exception to Kejriwal’s apology and had ‘resigned’ from his position as state president of AAP in Punjab.

Addressing AAP MLAs and office bearers at a sit-in protest organised at the MLA hostel against the recent drug-related deaths in the state, Mann alleged that it appears that Congress and SAD are, both, running the government in the state as “alliance partners” as no action has been taken against any Akali Dal leader including Bikram Majithia. Later speaking to media persons, Mann again reiterated his allegations. When reminded about the apology tendered by Arvind Kejriwal to Majithia, Mann said he might have done so under “some legal compulsions.”

A statement issued by AAP later in the day also reiterated Mann’s comments against Majithia. Efforts were made to contact Majithia for his reaction to Mann’s comments but his phone was switched off and an aide informed that he was out of the country.

Amarinder calls AAP leaders for meeting

While the AAP sit-in was in progress, Sandeep Sandhu, an OSD to Chief Minister Capt Amarinder Singh, reached the spot and received a memorandum of demands from AAP leaders. After consultations, Amarinder agreed to meet the AAP delegation at 2:30 pm Tuesday. The AAP leaders then called off the ‘dharna’.

Fake marksheet racket busted

 

MOHALI: The police busted a fake marksheet racket, with the arrest of one person on Monday. Ashwani Kumar operated the alleged racket from his private academy at Lohgarh in Zirakpur.

Zirakpur SHO inspector Pawan Kumar said the accused has been sent in two-day police remand.

According to police, a complaint was filed by Nitesh Mohan, a Sangrur resident, alleging Ashwani has issued a fake marksheet for clearing Class XII examination of ICSE. When he checked the certificate online, he found it to be fake. Kumar said, “We learnt he had been operating through his academy from where he issued marksheets for classes X and XII. We will interrogate him to find out the number of certificates issued by him.”

Police said Mohan, in his complaint, alleged that he came to know that the academy makes students clear Class XII examinations despite them failing. He approached the academy and Ashwani demanded Rs 1.5 lakh for getting him to clear Class XII without appearing in the examinations.

Mohan alleged he had paid Rs 80,000 for the deal and Ashwani in return gave him the marksheet showing as “passed Class XII”.

Sources said the accused during preliminary interrogation claimed he has issued more than three dozen such fake marksheets to various students. Police said they suspect that Ashwani has links with other touts in different states.

The data collected during the 2021 Census will be stored electronically, the first time since the decennial exercise was conducted in 1951 in Independent India.

According to an amended rule notified by the Registrar General of India (RGI) on June 19, “The schedules and other connected papers shall be disposed of totally or in part by the Director of Census Operations, after creating an electronic record of such documents.”

Electronic format

A Home Ministry spokesperson said till now the “schedules” (a tabular form containing details of individuals), carried by enumerators to households, were being stored in a physical form at the government’s storehouse in Delhi. It is based on these schedules that the relevant statistical information on population, language, and occupation are sorted and published.

“The records running into crores of pages were occupying space in government office and it has now been decided that they will be stored in an electronic format. Any tampering with the data will invite punishment under the Information Technology Act, 2000,” said the spokesperson.

The RGI issued the notification as the process for the 2021 Census kicks in.

The spokesperson said enumerators will start “house listing” in 2020 and the headcount will begin from February 2021 onwards. “An individual’s household data is not published by the RGI. They are published in the form of tables on the Census website. The data is preserved for 10 years and then it is destroyed. From now on it can be stored forever in electronic format,” he said.
