Punjab Chief Minister Amarinder Singh on Wednesday said he was “disappointed” over Prime Minister Narendra Modi’s “failure” to address any of the major concerns of the farmers at his Malout rally earlier in the day.
“The distressed farmers who had gathered to hear Modi found no succour for their problems in his long speech, which was high on fluff and short of substance,” Amarinder Singh said in a statement here.
Modi had visited Malout town, around 275 km from Chandigarh, to address a “thanksgiving rally” organised by BJP ally Shiromani Akali Dal in the wake of the “biggest hike in MSP for paddy” announced by the Modi government last week.
The Chief Minister said he was shocked over the fact that the Prime Minister failed to even mention the farmer suicides and debts or even the Swaminathan committee’s report.
Amarinder Singh, who heads the Congress government in agrarian Punjab, said the rally turned out to be a “sorry spectacle for the farmers who had braved sweltering heat in the hope of some concrete announcements from the Prime Minister”.
“Instead, Modi’s speech turned out to be an insipid affair, focused on tom-tomming of his government’s four-year rule, which has been a complete failure on all counts,” Amarinder Singh said.
The Chief Minister said it was unfortunate that Modi had let go of a major opportunity to address the serious concerns of the farming community.
“If he really wanted to thank the Punjab farmers for contributing to the nation’s Green Revolution and for continuing to feed millions of Indians day after day, Modi should have come out with some concrete announcements on the critical issues of farm loan waiver and total implementation of the Swaminathan report,” Amarinder Singh said.
“In his zeal to criticize the Congress, Modi conveniently forgot that it was my party (Congress) that was responsible for ushering in the Green Revolution and thus ensuring the country’s food security. He should have had the decency to at least acknowledge the Congress for waiving farmer loans while his own government had completely failed to provide them relief from massive debts,” the Chief Minister added.
Amarinder Singh also flayed the Akali Dal for “betraying” Punjab by letting Haryana Chief Minister Manohar Lal Khattar to participate in the rally in Muktsar district.
“Considering Khattar’s stand on the SYL (Sutlej-Yamuna Link Canal) and Punjab waters, the Akalis should not have let him be a part of the rally in the first place, or should have used the opportunity to corner him over these important issues which are vital to the interest of Punjab and its farmers,” Amarinder Singh said.
Just asking, why are you letting water or river Satluj flow down stream in Pakistan and how come an Indian state is not having right over that water?
Accusing the Congress of “betraying” the farmers during the “70 years” of its rule at the Centre, Prime Minister Narendra Modi said at a rally in Punjab on Wednesday that the recent hike in the Minimum Spport Price (MSP) of Kharif crops — approved by the NDA government — has brought much relief to the farmers across country.
“Ever since the government took the historic decision to hike MSP, the farmers are relieved. They are more confident in their produce now. However, the Congress and its allies are losing sleep. They cannot stand the fact that farmers in the country are sleeping well,” Modi said at a ‘thanksgiving’ rally of farmers in Punjab’s Muktsar district.
Modi praised the farmers for their contribution, but blamed the Congress for their agricultural woes. “I bow my head in front of the farmers, they have broken all records in terms of agricultural production and for their hard work. No matter what the situation, you have always worked in the interest of the country. But the lives of farmers, which should’ve been happy, was filled with woes. The reason is that in the past 70 years, the party which took the responsible to head the nation, only made commitments and did nothing. It cared only about one family and its peace,” he said.
Modi said that the “entire country knows the reality” about the Congress’ dreams, which were only in the interest of the Gandhi family.
“Why have the farmers been restricted to earning profit of only 10 percent of the cost for the past 70 years? Congress never cared about farmers. Congress betrayed them, and made false assurances. But NDA government took efforts to change this,” said Modi.
Modi assured that the farmers from Punjab and Haryana farmers will benefit from the new MSP. “For crops like maize, and jowar, MSP of more than 50 percent has been approved. For the farmers growing bajra, the MSP has been increased two-fold,” he said.”Whether it is the soldier at the border or the farmer on his field, our government has attempted to enhance the lives of both. Our government implemented ‘One Rank and One Pension’ and also fulfilled its promises relating to MSP,” he added.
He asserted that his government will not overlook the problems faced by the farmers, and said that the vision to double farmer incomes by 2022 was formed right after the NDA government was formed. “We have been holding constant discussions on this topic since then,” he said.
Speaking about the various schemes of the Centre, the prime minister said: “The SAMPADA (Scheme For Agro-Marine Processing And Development Of Agro-Processing) scheme is in place so that the farmers don’t lose their produce. New warehouses and food parks are being built across the country. The entire supply chain is being strengthened and it is being ensured that the farmer does not suffer due to crop failure.
“Under the Krishi Kalyan Abhiyan, more than 25 lakh hectares of land in the country have been brought under micro-irrigation.”
He stressed that Punjab had benefited greatly from the NDA government’s plans. “A total of 60 lakh accounts were opened in state under Jan Dhan Yojana. Under the Ujjwala scheme, 7.5 million free gas connections have been given. 23.5 lakh people have got loans from MUDRA (Micro Units Development and Refinance Agency) scheme. Nearly four million people have been insured,” he said.
Modi also spoke of the recent ‘Ease of Doing Business’ rankings. “Haryana has made considerable progress and is on the third position on the the ‘ease of doing business’ report by the World Bank. I want to congratulate Chief Minister Manohal Khattar and his government for this feat. But I also want to urge the people of Punjab to ask their government and the Congress why their state is ranking low on the list. They should question on their states downfall since the end of Parkash Singh Badal’s governance,” he said.
Modi also expressed concern over the problem of stubble burning, and said that the central government has allocated over Rs 50 crore for Punjab, Haryana, Uttar Pardesh and Delhi under a scheme to tackle the problem.
He appealed to farmers not to burn crop residue keeping in mind the health concerns. “As per an estimate, if farmers don’t burn stubble and allow crop residue to remain on their fields, they can save an expenditure to the tune of Rs 2,000 per hectare on use of fertilisers,” he said.
Stubble burning has been a major concern in northern India during the harvesting season. It led to severe air pollution in National Capital Region and its neighbouring areas in the past few years, prompting the authorities to take measures to tackle the problem.
The event — jointly organised by the Shiromani Akali Dal (SAD) and the BJP in the view of the hike in MSP — was attended by Haryana chief minister Manohar Lal Khattar and SAD president Sukhbir Singh Badal.
On 4 July, the Cabinet Committee on Economic Affairs (CCEA) approved the MSP of 14 Kharif (summer-sown) crops. MSP for paddy was hiked by a steep Rs 200 per quintal.
After the hike, the MSP of paddy (common grade) was Rs 1,750 per quintal for 2018-19 season and the support price of Grade A variety of paddy was Rs 1,770.
Sukhbir Singh Badal had earlier said that farmers from Punjab, Haryana and Rajasthan would attend the rally and they would give a rousing welcome to the prime minister for his “bold and decisive” step to implement the Swaminathan Commission report which called for 50 percent profit on input cost.
After Modi’s address on Wednesday, the SAD chief praised him, while lashing out at the Congress.

हरियाणा के स्वास्थ्य मंत्री श्री अनिल विज ने कहा कि यदि दुष्यंत चौटाला उनके कथित आरोपों के दस्तावेज उपलब्ध करवाते हैं तो उसकी पूरी जांच करवाई जाएगी तथा किसी भी दोषी को छोड़ा नही जाएगा।
श्री विज ने आज यहां पत्रकारों के सवालों का जवाब देते हुए कहा कि इनेलो के दुष्यंत चौटाला एक भ्रमित व्यक्ति है, जिनको स्वयं नही पता कि वह क्या कह रहे हैं और क्या कहना चाहते हैं। उन्होंने कहा कि दुष्यंत हर बार अलग-अलग ब्यान दे रहा हैं। वह कभी लोकल परचेज में 100 करोड़ रुपये का घोटाला बता रहा है, तो कभी एनएचएम में 300 करोड़ का तथा कभी किसी और में बड़ा घोटाला होने का अंदेशा प्रकट कर रहा हैं। इसलिए उनकी बातों पर विश्वास नही किया जा सकता है, इसके बावजूद भी यदि वह सरकार को दस्तावेज उपलब्ध करवाएगें तो उसकी पूरी जांच करवाई जाएगी।
स्वास्थ्य मंत्री ने कांग्रेस के रणदीप सिंह सुरजेवाला के ब्यान को हास्यस्पद करार देते हुए कहा कि प्रधानमंत्री से बहस के लिए एक स्तर होना चाहिए परन्तु सुरजेवाला का कोई मानसिक एवं राजनैतिक स्तर नही है। उन्होंने कहा कि कांग्रेस ने ही अपने करीब 60 वर्ष के शासन के दौरान न केवल खेती को बर्बाद किया है बल्कि किसानों को खुदकुशी करने के लिए मजबूर कर दिया है। उन्होंने कहा कि हमारी सरकार ने जब किसानों को उनकी फसलों के न्यूनतम समर्थन मूल्य को डेढ गुणा किया है तो कांग्रेस को यह हजम नही हो पा रहा है।

Sangrur, July 10, 2018: Four drug smugglers were arrested and 900 grams Heroin, supplied by a Delhi-based African national, recovered from them in Sangrur district.
The police said that three accused were residents of Bazigar Basti, Dhuri and one of Nabha in the district.
Around 1000 Alprasafe tablets were also recovered from them.
The investigation showed all the accused had bought these drugs from an African national staying in Uttam Nagar, New Delhi for Rs 11 lakh.
They used to sell Heroin to local addicts in small quantity.
Recovered household items which smugglers had purchased with drug money
These drug smugglers also used this drug money to purchase luxury household items and vehicles which have been confiscated by the police.
The recovered items included one Alto car, two Motorcycles, two Scooters, two Refrigerators, three washing machines, two water coolers, two LCD, 15 gas cylinders, 2 steel almirah, one double bed and one sofa set.
The Deputy Superintendent of Police rank, according to Indian women’s cricket team twenty 20 skipper Harmanpreet Kaur, has reportedly been withdrawn by the Punjab government over the controversy over her graduation degree. According to The Times of India, the decision was taken by the state government after a probe confirmed that her degree was fake.
Reacting to the report, Harmanpreet Kaur’s manager said that no official communication had been received by the cricketer. He said, “We have not received any official letter from Punjab police regarding the termination of her job. This is the same degree which she submitted in the Railways. How it can be fake and forged?”
This comes days after the cricketer snubbed mediapersons when the controversy about her degree came to the fore. She had made mediapersons wait for over an hour outside her vanity van during an event in Mohali.
After hours of persuasion, Harmanpreet Kaur had issued a statement saying, “I am aware of it (controversy), government is taking care of that. I am hoping for a positive response.”
Harmanpreet was earlier employed with the Indian Railways but was relieved from her duties earlier in 2018 after she put in a request to join Punjab Police.
The Punjab government had also taken up the matter with the Railway Ministry to waive the bond condition and allow Harmanpreet, who is a native of Moga, to join as a DSP in Punjab Police from March 1.
The Times of India report says that the Punjab government has written a letter to her communicating that since her educational qualification remains that of a class 12 passout, she can be retained in Punjab Police department only as a constable.
It further said that though the state government has decided to strip her of the DSP rank, they would not go ahead with any legal action against Harmanpreet, citing her international repute as an Indian cricketer.
वादा था ‘‘लागत+50 %’’ समर्थन मूल्य का देंगे मौका, अब ‘झूठे ठुमके’ लगा कर रहे अन्नदाता से धोखा

साल 2014 के लोकसभा चुनाव से पहले प्रधानमंत्री, श्री नरेंद्र मोदी ने कुरुक्षेत्र व पठानकोट की भूमि पर आयोजित जनसभाओं में देश के किसान को ‘लागत+50% मुनाफा’ की सार्वजनिक घोषणा की, जिसे प्रधानमंत्री ने पूरे देश में दोहराया। भाजपा ने अपने 2014 के घोषणापत्र के पृष्ठ 44 पर बाकायदा किसान को ‘लागत + 50 % मुनाफा’ देने का वायदा अंकित किया। सच्चाई यह है कि 4 सालों से लागत+50 % मुनाफा का ‘न्यूनतम समर्थन मूल्य’ की बिसात पर मोदी सरकार कभी खरी नहीं उतरी।
हार की कगार पर खड़ी मोदी सरकार ने 4 जुलाई, 2018 को ‘समर्थन मूल्य’ की झूठ को ‘एक राजनैतिक लॉलीपॉप’ के जुमले की तरह देश को पेश करने का छल किया। हरियाणा के मुख्यमंत्री व कृषि मंत्री ने तो ‘झूठे ठुमके’ लगाकर किसानों को बरगलाने व बेशर्मी की एक नई मिसाल बना डाली। दूसरी तरफ, चाटुकारिता की दौड़ में एक कदम और आगे बढ़ाते हुए बादल परिवार ने तो समर्थन मूल्य की झूठी शान बघारने के लिए मलोट, पंजाब में 11 जुलाई, 2018 को प्रधानमंत्री की धन्यवाद जनसभा तक रख डाली।
सच तो यह है न समर्थन मूल्य मिला, न मेहनत की कीमत। न खाद/कीटनाशनक दवाई/बिजली/डीज़ल की कीमतें कम हुईं और न ही हुआ फसल के बाजार भावों का इंतजाम। क्या झूठी वाहवाही लूटने, अपने मुंह मियाँ मिट्ठू बनने, ढ़ोल- नगाड़े बजाने व समाचारों की सुर्खियां बटोरने से आगे बढ़ मोदी जी व हरियाणा/पंजाब के भाजपाई-अकाली दल नेतागण देश को जवाब देंगे:-

04 जुलाई, 2018 को मोदी सरकार द्वारा घोषित न्यूनतम समर्थन मूल्य ‘लागत+50%’ की शर्त को कहीं भी पूरा नहीं करता। यह किसान के साथ धोखा नहीं तो क्या है?
20 जून, 2018 को नमो ऐप पर किसानों से बातचीत करते हुए खुद मोदी जी ने ‘लागत+50%’ का आंकलन ‘C2’ के आधार पर देने का वादा किया (http://www.hindkisan.com/video/pm-modis-interaction-with-farmers-via-namo-app/)। स्पष्ट तौर पर कहा कि किसान के मज़दूरी व परिश्रम + बीज + खाद + मशीन + सिंचाई + ज़मीन का किराया आदि शामिल किया जाएगा। फिर वह वायदा आज जुमला क्यों बन गया?
अगर चार वर्षों में ‘लागत+50%’ मुनाफा सही मायनों में मोदी सरकार ने किसान को दिया होता, तो लगभग 200,000 करोड़ रुपया किसान की जेब में उसकी मेहनत की कमाई के तौर पर जाता। परंतु यह बात मोदी जी व भाजपा देश को नहीं बताएंगे। यह किसानों के साथ विश्वासघात नहीं तो क्या है?
2. क्या मोदी सरकार ने लागत निर्धारित करते वक्त निम्नलिखित मूलभूत बातों पर ध्यान दिया, जैसे कि:-
i. 16 मई, 2014 को डीज़ल की कीमत 56.71 रु. प्रति लीटर थी। यह लगभग 11.15 रु प्रति लीटर बढ़कर आज 67.86 रु. हो गई है।
ii. यहां तक कि पिछले 6 महीने में खाद की कीमतें बेलगाम हो 24 प्रतिशत तक बढ़ गईं। IFFCO DAP खाद का 50 किलो का कट्टा जनवरी, 2018 में 1091 रु में बेच रहा था, जो आज बढ़कर 1290 रु प्रति 50 किलो हो गया है। हर साल किसान 89.80 लाख टन DAP खरीदता है, यानि उसे 5561 रु करोड़ की चपत लगी।
ज़िंक – सलफेट की कीमतें 50 रु किलो से बढ़कर 80 रु किलो हो गयी, यानी 60% की बढ़ोतरी । इसी प्रकार “सुपर” के 50 kg के कट्टे की कीमत 260 रु से बढ़कर 310 रु हो गयी, यानी 20 % की बढ़ोतरी ।
iii. कीटनाशक दवाई हों, बिजली हो, सिंचाई के साधन हों या खेती के उपकरण, उन सबकी कीमतें बेतहाशा बढ़ गईं।
3. क्या मोदी सरकार ने आजादी के बाद पहली बार खेती पर टैक्स नहीं लगाया?
70 वर्ष के इतिहास में पहली बार किसान और खेती पर टैक्स लगाने वाली यह पहली सरकार है। खाद पर 5% जीएसटी, ट्रैक्टर/कृषि उपकरणों पर 12 % जीएसटी, टायर/ट्यूब/ट्रांसमिशन पार्ट्स पर 18 प्रतिशत जीएसटी, कीटनाशक दवाईयों पर 18 प्रतिशत जीएसटी, कोल्ड स्टोरेज़ इक्विपमेंट पर 18 प्रतिशत जीएसटी पिछले एक साल में मोदी सरकार ने लगा डाला।
4. छोटे किसान को कर्जमाफी से मोदी सरकार कन्नी क्यों काट रही?
देश की आबादी में 62 प्रतिशत किसान हैं। परंतु प्रधानमंत्री, मोदी जी ने छोटे और मंझले किसान की कर्जमाफी से साफ इंकार कर दिया। प्रश्न बड़ा साफ है – यदि मोदी सरकार अपने चंद पूंजीपति मित्रों का 2,41,000 करोड़ रु. बैंकों का कर्ज माफ कर सकती है, तो खेत मजदूर व किसान को कर्ज के बोझ से मुक्ति क्यों नहीं दे सकती?
5. प्रधानमंत्री फसल बीमा योजना प्राईवेट बीमा कंपनी मुनाफा योजना बन गई?
2016-17 व 2017-18 में कृषि कल्याण से मोदी सरकार ने 19,800 करोड़ रु. इकट्ठा किए, जिसका इस्तेमाल फसल बीमा योजना में किया गया, परंतु फसल बीमा योजना से बीमा कंपनियों को 14,828 करोड़ का मुनाफा हुआ, जबकि किसान को मुआवज़े के तौर पर मिला केवल 5,650 करोड़।
6. क्या मोदी सरकार में किसान मुसीबत में और माफिया की पौ बारह सच नहीं?
भाजपा सरकार ने गेहूँ पर आयात शुल्क 25 प्रतिशत से घटाकर 0 प्रतिशत कर दिया। अनाज माफिया से मिलीभगत साफ है। कांग्रेस सरकार ने 2013-14 में 9261 करोड़ रु. के गेहूँ का निर्यात हुआ, जो 2016-17 में घटकर 4375 करोड़ रु. रह गया। साल 2015-16 में भाजपा सरकार ने 44 रु. प्रति किलो पर दाल के आयात की अनुमति दी थी, जबकि दालें 230 रु. प्रति किलो बिकी थीं। 2016-17 में भी 221 लाख टन के दाल के बंपर उत्पादन के बावजूद भाजपा सरकार ने 44 रु. प्रति किलो की दर से 66 लाख टन दाल के आयात की अनुमति दे दी। साफ है, किसान पिस रहा है और अनाज माफिया फलफूल रहा है।
7. क्या कृषि निर्यात औंधे मुंह नहीं गिरा और विदेशों से कृषि उत्पादों का बेतहाशा आयात नहीं बढ़ा?
किसान पर दोहरी मार यह है कि कृषि निर्यात में 9.4 बिलियन अमेरिकी डॉलर की कमी आई और कृषि आयात 10.06 बिलियन अमेरिकी डॉलर बढ़ गया। यानि किसान को 19.46 बिलियन अमेरिकी डॉलर का नुकसान हुआ।
हम प्रधानमंत्री/राष्ट्रीय कृषि मंत्री को समर्थन मूल्य के झूठ, फ़रेब व किसान से किये गए कुठाराघात पर खुले मंच से चर्चा की चुनौती देते है।
परेशान किसान कह रहा है –
अपनी फसलों के दाम, खुद्दारी के साथ चाहता हूँ,
तेरा रहमो करम नहीं, अपना हक चाहता हूँ ,
आख़िर कब तक छलेगा तू मुझे देखना चाहता हूँ,
कितने दिनों तक चलेगा झूठ ये तेरा देखना चाहता हूँ,
समाचारों की सुर्खियों से सिर्फ सरोकार है तुझे,
मैं तो बस अपने खेतों की खुशियाँ चाहता हूँ।
मशहूर सिंगर परमीश वर्मा पर हमला करने वाले गैंगस्टर दिलप्रीत बाबा को गिरफ्तार कर लिया गया है। उसे तीन गोलियां लगीं और वह बुरी तरह से घायल हो गया। चंडीगढ़ क्राइम ब्रांच की पुलिस ने पंजाब के गैंगस्टर दिलप्रीत बाबा को सेक्टर 43 बस स्टैंड के पीछे की सड़क पर से पकड़ा है।
क्राइम ब्रांच के इंचार्ज इंस्पेक्टर अमनजोत सिंह व उनकी टीम ने गैंगस्टर को पकड़ना चाहा, पर वह भागने की फिराक में था। इंस्पेक्टर अमनजोत ने पीछा करते हुए गैंगस्टर की कार को पीछे से टक्कर मारी। इस दौरान दोनों तरफ से करीब तीन राउंड फायरिंग की गयी। इसमें गैंगस्टर को तीन गोलियां लगीं।
एक गोली उसकी जांघ में जा धंसी और वह लहूलुहान हो गया। मौके पर पहुंची थाना पुलिस, ऑपरेशन सेल, पीसीआर और क्यूआरटी टीमों ने पूरे इलाके को सील कर दिया और फिर गैंगस्टर को गिरफ्तार कर लिया गया। फिलहाल उसे इलाज के लिए अस्पताल ले जाया गया है।

The Chief of Army Staff, General Bipin Rawat, visited Amritsar here today on Sunday to review the security situation and operational preparedness of the formations guarding the sensitive frontiers of the Western Theatre in the State of Punjab.
In a official release, he was received by Lt Gen Surinder Singh, , Army Commander of Western Command and Lt Gen Dushyant Singh, Corps Commander of the Vajra Corps.
This was the first visit of the Chief to the historical city of Amritsar since he took over the reins of the Indian Army. The General visited the Headquarter of Panther Division where Lt Gen Dushyant Singh briefed him on operational preparedness of the Vajra Corps in view of prevailing situation in the region. The General also interacted with all the Formation Commanders responsible for the defense of Punjab.
He appreciated the high standards of military preparedness and level of coordination with BSF in safeguarding the interest of nation in the areas under the command of Vajra Corps.
The Army Chief was accompanied by his wife Mrs Madhulika Rawat, President Army Welfare Wife Association and both of them interacted with service personnel, veterans and families of soldiers and lauded their contribution towards the service of the nation.

SSP Sangrur Mandeep Singh told Babushahi.com that ‘SHO City 2 Malerkotla, SI Nirmal Singh was suspended and transferred to the district Police Lines Sangrur for not taking keen interest in anti-drug campaign. He was also not taking action against Satta operators in Malerkotla city area.
Another SHO Sherpur police station Rakesh Kumar was suspended with immediate effect and transferred to the district Police Lines for not taking effective action against drug peddlers and loose control over subordinates, added the SSP.
He further told that similar action was taken against four police personnel of Sherpur Police Station ASI Darshan Singh 2139 / SGR, Driver HC Nirmal Singh 1120 / SGR, HC Deepak Kumar 658 / SGR and HC Karnail Singh 300 / SGR for not sharing information and lack of interest in the campaign against drug trade despite having knowledge of drug peddlers in the Sherpur area.
