जीएसटी भवन” में हिन्दी पखवाड़े पर कवि सम्मेलन आयोजित

पंचकूला:

पंचकूला सेक्टर 25 केन्द्रीय माल और सेवाकर, पंचकूला क्षेत्र “जीएसटी भवन” में हिन्दी पखवाड़ा के समापन समारोह के अवसर पर कवि सम्मेलन का आयोजन किया गया और प्रतिभागियों को पुरस्कृत किया गया। कार्यक्रम की अध्यक्षता मुख्य आयुक्त राजेश सोढ़ी ने की। उन्होंने अपने अध्यक्षीय भाषण में अतिथि कवियों का अभिनंदन किया और हिन्दी पखवाड़ा का भव्य स्तर पर आयोजन करने के लिए संबंधित अधिकारियों की प्रशंसा की।
मंच का संचालन राष्ट्रीय कवि संगम के प्रान्त प्रभारी सुरेंद्र सिंगला ने किया। कवि सम्मेलन में गीतकार प्रवीण सुधाकर, युवा कवि यश कंसल, कवयित्री सविता सावीं और प्रशिक्षक प्रभात गर्ग ने भाग लिया। कवियों ने अपनी रचनाओं से श्रोताओं को मंत्रमुग्ध कर दिया। आयुक्त सुनील सिंह कटियार ने हिन्दी पखवाड़ा के सफल आयोजन पर सभी को बधाई दी और मुख्य आयुक्त, अतिथि कविगण एवं सभी अधिकारियों का कवि सम्मेलन में आने के लिए धन्यवाद किया।
कार्यक्रम में पुरस्कार वितरण भी किया गया जिसमें मुख्य आयुक्त राजेश सोढ़ी, आयुक्त सुनील सिंह कटियार ने अतिथि कवियों को स्मृति चिह्न, पौधा और उपहार देकर सम्मानित किया। अपर आयुक्त अमनदीप सिंह और सुंदर लाल, संयुक्त आयुक्त अवनीश बंसल, सुखचैन सिंह और रचना सिंह ने प्रतिभागी अधिकारियों को स्मृति चिह्न और पौधा भेंट कर पुरस्कृत किया । वरिष्ठ अनुवाद अधिकारी बरखा राम मित्तल को हिन्दी पखवाड़ा 2021 के आयोजन में सक्रिय भूमिका निभाने के लिए विशेष तौर पर सम्मानित किया गया ।

Special Online Lecture on Sardar Patel

The Department of Gandhian and Peace Studies in collaboration with Dean, Alumni Association, PU, Interdisciplinary Centre for Swami Vivekananda Studies and Department of Art History and Visual Arts, Panjab University, organized a special lecture on “Understanding Sardar Patel and his contributions to India” by Dr. Sanjay Joshi, Additional Collector, Government of Gujarat and Former Chief Manager of the ‘Statue of Unity’ Presently posted at The Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie to 

celebrate the Jayanti of Mahatma Gandhi from 28th September, 2021 to 2nd October, 2021, today.

Dr. Sanjay Joshi in his address emphasised that the personality like Sardar Patel is difficult to find in the present times as he lived and died for the masses for their upliftment. He further added that  in 1917, Patel found the course of his life changed after having been influenced by Mohandas K. Gandhi. Patel adhered to Gandhi’s satyagraha (policy of nonviolence) in so far as it furthered the Indian struggle against the British. But he did not identify himself with Gandhi’s moral convictions and ideals, and he regarded Gandhi’s emphasis on their universal application as irrelevant to India’s immediate political, economic, and social problems. 

Nevertheless, having resolved to follow and support Gandhi, Patel changed his style and appearance. He quit the Gujarat Club, dressed in the white cloth of the Indian peasant, and ate in the Indian manner. His efficient leadership of the Bardoli campaign earned him the title sardar (“leader”), and henceforth he was acknowledged as a nationalist leader throughout India. He was considered practical, decisive, and even ruthless, and the British recognized him as a dangerous enemy. Sardar Vallabhbhai Patel, also worked extensively for the rights of minorities and women, and against untouchability and caste discrimination. Vallabhbhai Patel was instrumental in the creation of the All-India Services which he described as the country’s “Steel Frame”.

 Once during his address to the probationers of these services, he asked them to be guided by the spirit of service in day-to-day administration. He reminded them that the ICS was no-longer neither Imperial, nor civil, nor imbued with any spirit of service after Independence. His exhortation to the probationers to maintain utmost impartiality and incorruptibility of administration is as relevant today as it was then. “A civil servant cannot afford to, and must not, take part in politics. Nor must he involve himself in communal wrangles. To depart from the path of rectitude in either of these respects is to debase public service and to lower its dignity,” he had cautioned them on 21 April 1947.He, more than anyone else in post-independence India, realised the crucial role that civil services play in administering a country, in not merely maintaining law and order, but running the institutions that provide the binding cement to a society. He, more than any other contemporary of his, was aware of the needs of a sound, stable administrative structure as the lynchpin of a functioning polity. The present-day all-India administrative services owe their origin to the man’s sagacity and thus he is regarded as Father of modern All India Services.

The online session was presided over by Professor Raj Kumar, Vice Chancellor, Panjab University.He mentioned that Sardar Patel took charge of the States department in July 1947. He sensed the urgent and imperative need of the integration of princely states. He followed an iron handed policy. He made it clear that he did not recognize the right of any state to remain independent and in isolation, within India. Patel also appealed to the patriotic and national sentiments of the Princes and invited them to join the forming of a democratic constitution in the national interest. He persuaded them to surrender defence, foreign affairs and communication to the government of India. Without a civil war, he secured the solidarity of the nation. For his immense contribution towards building of the Indian nation, Sardar Vallabhbhai Patel was posthumously awarded the Bharat Ratna in 1991.The Statue of Unity devoted to Sardar Patel’s act of unifying India stands on the banks of the Narmada river. It is 182m high, making it the tallest in the world. His birthday (October 31st) is celebrated as Rashtriya Ekta Divas (National Unity Day). The country is indebted to him for his selfless service.

Earlier, while  welcoming the dignitaries in the webinar, Dr. Manish Sharma, Chairperson of the Department payed his tributes to the Martyrs and introduced the topic and speakers and other invited guests, faculty members and students and informed the gathering that it was because of hard work of Sardar Patel, the reservation for the women was initially started in 1926 with the tough task and fight of 10 years. 

In his presidential remarks, Professor Devinder Singh congratulated the Department of Gandhian and Peace Studies and other departments for organizing this webinar and highlighting the untold stories of Sardar Patel .

The event was attended by the senior faculty members of the other departments and other parts of the country also and also by the research scholars and Master students of different departments.

Tree Plantation at PU

Chandigarh September 29, 2021

            The Department of Life Long Learning & Extension and Centre for Social Work in collaboration with Horticulture Wing of Panjab University organized a Tree Plantation Drive in the front and the surrounding of Emerging Area Building today.  Shrubs and trees like Hibiscus, Almenda and Ficus were planted and some herbs like Tulsi and Shrubs like Kaner and Chinese Rose were planted. Besides this, landscaping in three vacant spaces was done.

                        All the faculty and staff members of the Emerging Area Building actively participated in this drive. On the occasion, Dr. P.S. Kang, Chairperson, DLLL&E and Dr. Gaurav Gaur, Chairperson, Centre for Social Work, PU also addressed the gathering and conveyed the importance of Trees for the healthy environment. All corona protocols were observed by wearing masks and maintaining social distancing. 

DDNSS organized a webinar on India’s National Security Futures

The Department of Defence and National Security Studies, Panjab University, Chandigarh  organized a special lecture on the theme ‘India’s National Security Futures’ by Lt Gen Raj Shukla YSM,SM, GOC-in-C Army Training Command, Shimla through online mode.

Gen Shukla in his address brought out the seven key postulates that can shape and define the national security futures viz information,  role of technology, Artificial Intelligence, digitalization, R&D, foreign policy and economic buildup, capacity building, Border Management, climatic issues and civil-military fusion. He  mentioned how everything happening around us is linked to the domain of National Security.  He first brought out the effects of pandemic and how it has affectively disturbed the health services, economic buildup, social structure and the geo-politics of the world. He further highlighted the role of information in national security wherein sharing and assimilating the right information at the right time is key to secure your domain at the larger perspective.

He further added that the nation has to strengthen its Artificial Intelligence (AI) vis-a-vis its neighbours and beyond.  In addition to enhance our AI, the nation also has to work profusely on technological research and development. The changing technology has changed the parameters of war fighting and the future of armed forces is not limited to the borders but has to look beyond their area of interest and reach. The strategic depth is what the nations are looking for and that can only be achieved by enhancing our assets.  

The speaker aptly emphasized on the significance of foreign policy too. The present world order has called for a more strong yet supple foreign policy wherein country’s national interest should not be compromised. The Geo-political, geo-economic conditions define country’s stature in conjunction with its foreign policy and decision making.

Prof. Raj Kumar, Vice-Chancellor Panjab University graced the event as Chief Guest and shared his views on the role, contribution and the supreme sacrifice the armed forces have made in the security of the nation. He highlighted the significance of discipline like national security in raising the consciousness amongst the masses, to acknowledge the hardship of the forces and contribute to nation building.  

Earlier, Dr Jaskaran Singh Waraich, Chairperson, introduced the speaker to the audience and welcomed all the distinguished dignitaries who joined the special lecture.

Later Gen. Shukla answered the various queries raised by the audience. The lecture was presided by Prof Rakesh Datta. The webinar was attended by various notable personalities like Lt. Gen K J Singh (Retd) former Army Commander, Western Command; Maj Gen Amarjit Singh (Retd) Director Gyan Chakra, members of Gyan Chakra and Gyan Setu think tanks, Senior veterans, serving armed forces personnel, university faculty, research scholars and students from various departments of the University.  

PU VC releases a Book on Intellectual Property

            A book entitled ‘Intellectual Property: A Primer for Academia’ authored by Professor Rupinder Tewari, IPR-Chair Professor, PU and Ms Mamta Bhardwaj, Scientist-C, DST-Centre for Policy Research, PU, was released by Prof. Raj Kumar, Vice Chancellor, Panjab University, Chandigarh today. He remarked that that this book has come at a right time as IP is gaining strong foothold in higher education because we are living in a Technology-led era. Intellectual Property, especially patents, is a crucial vertical of Technology driven innovations.

            PU VC acknowledged the academic and administrative contributions of Professor Tewari on his retirement after serving the alma mater for over 42 years. He appreciated the efforts put in by Professor Tewari in enhancing the innovation ecosystem of PU by bringing many schemes/programmes from the funding agencies of the government of India.

            The authors stated that the present book offers a clear and focused view on all categories of IP such as patents, copyrights, trademarks, geographical indications, plant varieties etc. The book is unique as it provides additional information on national/international agencies dealing with IP, IP &Technology portals, institutions offering IP courses and patent status of higher education institutes in India.

Webinar on “AFGHANISTAN: THE TALIBAN TAKEOVER, REGIONAL POWERS AND IMPLICATIONS FOR INDIA” by Dr. Shalini Chawla at the Department of Defence and National Security Studies.

The Department of Defence and National Security Studies, Panjab University, Chandigarh organized a special webinar on the topic “AFGHANISTAN: THE TALIBAN TAKEOVER, REGIONAL POWERS AND IMPLICATIONS FOR INDIA” by Dr. Shalini Chawla, a distinguished fellow and heads Pakistan and Afghanistan studies at the Centre for Air Power Studies (CAPS), New Delhi. She was a research scholar at the Institute for Defence Studies and Analyses, 1999-2002. She worked as a free-lance defence analyst from 2003-2005 in Colombo, Sri Lanka. She joined CAPS in 2006 and focus of her studies is Pakistan and Afghanistan.

Through this lecture, Dr. Chawla mainly wanted to draw attention to the challenges that India is going to face due to the Afghan crisis. She said that the agreement reached between the United States and the Taliban organization has many flaws and there is no concept of peace in it. The withdrawal of US troops from Afghanistan has posed many challenges and opportunities for regional powers such as Pakistan, Iran, China, Russia, and India. Talking about the implications for India, she said that at present the situation in the case of India is very unfavorable and it may face many more challenges in the near future. New Delhi does not recognize the Taliban as a governing authority in Afghanistan. As a friendly neighbor, India has always been concerned about peace and security in and around Afghanistan. That is why the Government of India supports all peace initiatives and engages with many stakeholders, including regional countries.

She further said that India is historically linked to Afghanistan, and it is its gateway to Central Asia. It has always wanted to protect the Afghan territory from Pakistan so that they cannot use it for any anti-India activities. But after the Taliban occupation of Afghanistan, India is now concerned about its commitment to the Afghan people. She is also apprehensive about the China-Pakistan alliance in Afghanistan. It fears that the soil of Afghanistan may be used by Pakistan for its anti-India terrorist activities.

She further said that regional powers like Pakistan and China are supporting the Taliban government for their strategic interests. Pakistan has already said that they will support an independent, democratic and sovereign Afghanistan, which they mean by a Taliban government ruling the Afghan people. Dr. Chawla stressed that Pakistani leaders always think that the Taliban will help them in the acquisition of Kashmir from India. That’s why they are providing the Taliban with equipment training and money to the best of their ability. Another hidden aim of Pakistan is that it wants to form a pro-Pakistan government in Afghanistan, which will help them resolve the border issues with Afghanistan and it will prevent the Pashtuns from demanding a separate Pashtunistan. She further said that since Pakistan’s own economy is in trouble, it is difficult to say how long Pakistan will support the Taliban with money and equipment. She said Pakistan would face international repercussions for its actions in Afghanistan.

While explaining China’s position in Afghanistan, Dr. Shalini highlighted that China always acts according to its security and strategic interests. Diplomatically, China has said that it is always ready to develop friendly and cooperative relations with Afghanistan and play a constructive role in Afghanistan’s peace and reconstruction. But its main objectives are: defending its borders and controlling the spread of extremism in Xinjiang, exploration of minerals in Afghanistan, and controlling regional expansionism. Apart from these, China’s main multilateral approach is to build three main alliances: Afghanistan-China-Pakistan, Afghanistan-Pakistan-Iran-China, and third is China-Pakistan-Afghanistan-Nepal. Like India, China also sees Afghanistan as a route to Central Asia. Dr. Chawla also focused on Russian and Iranian interests in the Afghan region. She said that with the Taliban’s takeover of Afghanistan, Russia is also concerned about its border security and influence in the region. Keeping its security interests in mind, Russia hosted a peace conference between the Afghan government and the Taliban in March 2021. But later when the Taliban controlled Afghan territory, Russian leaders also became concerned about the security challenges they would face in Central Asia and the Afghan region. Talking about Iranian interest in Afghanistan, Dr. Shalini said that Iran is portraying diplomatically that it is very concerned for the peace and security of Afghanistan but in reality, it is more concerned about the security of Afghan Shias. Decades of conflict have driven hundreds of thousands of Afghan refugees into Iran. Iran expects peace and stability there from the Taliban regime in Afghanistan and is looking for friendly relations with Afghanistan. Concluding her lecture, Dr. Chawla said that everything looks very pessimistic right now. Every state is looking after Afghanistan and acting according to its interest. Presently, the situation for India is not in its favor and the Pakistan-Afghanistan alliance is a big challenge, but India is still committed to help the Afghan people.

The lecture was attended by members of various faculty members, serving and retired armed officers pursuing various courses in the department, research scholars and students. The lecture was followed by a question answer session with the audience.

Gurjot Singh Malhi, IPS, former DGP, Haryana has been nominated as Ordinary Fellow

            Mr. Gurjot Singh Malhi, IPS, former DGP, Haryana has been nominated as Ordinary Fellow in the list of 36 Members nominated by the Vice President of India and the Chancellor of Panjab University, Shri M. Venkaiah Naidu to the Senate of PU Chandigarh.

            He is presently posted as Advisor to CEO, Tata, SIA Airlines(Vistara) and also the Chief Ethics Counsellor. He has been closely associated with all aspects of setting up this joint  venture airline right from its very inception and has been a member of the management team of the organisation throughout. He has contributed immensely to the deliberations of various university governing institutions and mechanisms.
