Knowledge cannot percolate and sustain by rod learning and there is a dire need that today’s knowledge and examination system should be such that it should prepare students for creativity and originality and emphasised on the continues evaluation of one’s personality and assessment of knowledge, said Shri Mukul Kanitkar, while speaking Eminent Scholar and Academic Activist on the topic ‘The Examination System’ during online lecture organized by Publication Bureau Panjab University, Chandigarh.

He further added that in human life nothing is undoable and we should not only  take the phenomenon of all examinations of life in calm and composed manner, but also face the all challenges boldly by developing self-confidence, self-discipline and  preparing ourselves to compete with attributes and achievements of the our own.

On the occasion, there was a book release of the Punjabi Version of Mukul Kanitkar’s book entitled Hasde Hasde Parikhiya Deo by Prof. Raj Kumar, Vice Chancellor, PU. The book was translated by Prof. Uma Sethi, School of Punjabi Studies which is published by Publication Bureau of the University.

PU VC  apprised the theme of the lecture and talked about the scholarly personality of the speaker. He also appreciated efforts of the Publication Bureau for publishing the works of the scholar of other walks of life along with University teachers.

Earlier, Prof. Devinder Singh, Dept. of Laws gave brief introduction about the achievements of Shri Mukul Kanitkar.

Those present included Professor Anju Suri, Dean International Students, Prof. Sukhbir Kaur, Dean Student Welfare(W), Dr Parminder Duggal, Principal Ankur School. Professor Gurpal Singh Sandhu gave the vote of thanks.

बीटीसी चुनावों में भाजपा की बढ़त, बनी किगमेकर

असम के बोडोलैंड क्षेत्रीय परिषद ( Bodoland Territorial Council- BTC) चुनावों में किसी भी दल को बहुमत नहीं मिला है। शनिवार को आए चुनाव परिणाम खंडित जनादेश लेकर आए हैं इन चुनावों को अगले साल होने वाले असम विधान सभा चुनाव का सेमीफाइनल माना जा रहा था। हालाँकि, राज्य की सत्ताधारी पार्टी भाजपा ने 2015 में जीती गई एक सीट की तुलना में इस बार नौ सीटों पर जीत दर्ज कर बड़ी बढ़त बनाई है। पूर्वोत्तर राज्यों में बीजेपी को ऐसा समर्थन मिलने के बाद प्रधानमंत्री नरेंद्र मोदी ने खुशी जाहिर की है। रविवार को प्रधानमंत्री मोदी ने ट्वीट किया, एनडीए पूर्वोत्तर के लोगों की सेवा के लिए प्रतिबद्ध है. मैं हमारे सहयोगी यूपीपीएल और भाजपा असम को असम बोडोलैंड टेरिटोरियल काउंसिल (बीटीसी) चुनाव में बहुमत हासिल करने के लिए बधाई देता हूं।

असम/ नयी दिल्ली:

बोडोलैंड क्षेत्रीय परिषद (BTC) के चुनावों में बीजेपी को बड़ी सफलता मिली है। उसने 12 सीटें जीतने वाली यूनाइटेड पीपुल्स पार्टी लिबरल (UPPL) के साथ मिलकर बहुमत भी हासिल कर ली है। बदरुद्दीन अजमल की ऑल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट (AIUDF) से हाथ मिलाने के बावजूद कॉन्ग्रेस को केवल एक सीट मिली है। वहीं 17 साल से बीटीसी की सत्ता में बनी बोडोलैंड पीपुल्स फ्रंट (BPF) को 17 सीटों पर कामयाबी मिली है। हालाँकि सबसे बड़े दल के बावजूद वह सत्ता बचाने में असफल रही है।

बीटीसी के चुनाव असम विधानसभा चुनावों के सेमीफाइनल माने जाते हैं। इसे ध्यान में रखते हुए कॉन्ग्रेस ने अजमल से हाथ मिलाया था। अजमल मोदी सरकार के खिलाफ जहर उगलने के लिए जाने जाते हैं। हाल ही में यह बात भी सामने आई है कि एआईडीयूएफ द्वारा संचालित ‘अजमल फाउंडेशन’ को टेरर फंडिंग वाले विदेशी संगठनों से पैसा मिला है।

BTC चुनावों में बीजेपी ने 40 में से 9 सीटों पर जीत दर्ज की है। 2015 में हुए चुनाव में उसे केवल 1 सीट मिली थी। भाजपा को मिली जीत पर केंद्रीय गृह मंत्री अमित शाह ने कहा, “एनडीए ने असम बीटीसी चुनाव में बहुमत हासिल किया है। हमारे सहयोगी यूपीपीएल, सीएम सर्बानंद सोनोवाल, हिमंत बिस्वा सरमा, रणजीत कुमार दास और असम भाजपा को बधाई। मैं असम के लोगों को एक विकसित उत्तर-पूर्व के प्रति प्रधानमंत्री नरेंद्र मोदी के संकल्प में उनके निरंतर विश्वास के लिए धन्यवाद देता हूँ।”

कॉन्ग्रेस की सहयोगी एआईयूडीएफ इस चुनाव में खाता खोलने में भी नाकाम रही। गण सुरक्षा पार्टी (GSP) को भी इस चुनाव में महज एक सीट ही मिली।

बता दें कि बोडोलैंड क्षेत्रीय परिषद में कुल 46 सीटें हैं। इनमें से 6 नामांकित होते हैं, जबकि 40 पर चुनाव होता है। इन 40 सीटों पर 7 और 10 दिसंबर को चुनाव हुए थे। इस साल की शुरुआत यानी फरवरी 2020 में बोडो शांति समझौते पर हस्ताक्षर किए जाने के बाद यह पहला चुनाव था।

पिछले 17 साल से बीटीसी पर शासन करने वाली बोडोलैंड पीपुल्स फ्रंट बहुमत के लिए जरूरी 21 सीटें इस बार जीतने में नाकाम रही है। उसे सिर्फ 17 सीटों पर जीत मिली है। 2015 में उसे 20 सीटें मिली थीं, जो इस बार तीन कम हैं।

पिछले चुनाव में बीपीएफ और बीजेपी के बीच गठबंधन था। लेकिन इस चुनाव में दोनों पार्टियाँ अलग-अलग चुनाव लड़ रही थीं और बीजेपी ने बीपीएफ को कड़ी टक्कर भी दी। इससे पहले, असम बीजेपी ने संकेत दिया था कि वह बीपीएफ के साथ 2021 के असम चुनावों में गठबंधन जारी रखना पसंद नहीं करेगी।

बीजेपी और यूपीपीएल ने औपचारिक तौर पर तो गठबंधन की घोषणा नहीं की है लेकिन दोनों ने ही स्पष्ट बहुमत नहीं मिलने पर चुनाव परिणाम बाद गठबंधन के संकेत दिए थे। यूपीपीएल प्रमुख प्रमोद ब्रह्मा दो सीटों से जीते हैं।

उन्होंने शनिवार (दिसंबर 12, 202) देर रात बीटीसी चुनाव पर भाजपा मंत्री हिमंत बिस्वा सरमा, भाजपा की राज्य इकाई के अध्यक्ष रंजीत कुमार दास और भाजपा के राष्ट्रीय महासचिव और मंगलदोई के सांसद दिलीप सैकिया के साथ विचार-विमर्श किया। परिषद के गठन के संबंध में उनके निर्णय की घोषणा जल्द होने की संभावना है। सरमा ने बताया था कि इस संबंध में मुख्यमंत्री सर्बानंद सोनोवाल के साथ चर्चा के बाद निर्णय की घोषणा होगी।

गौरतलब है कि ऑल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट के प्रमुख बदरुद्दीन अजमल द्वारा संचालित ‘अजमल फाउंडेशन’ के खिलाफ असम के दिसपुर पुलिस स्टेशन में शुक्रवार (4 दिसंबर, 2020) को मामला दर्ज किया गया था। गुवाहाटी के सीपी एमएस गुप्ता ने बताया था कि यह मामला सत्य रंजन बोराह द्वारा दर्ज कराई गई शिकायत के बाद दायर किया गया था, जिसने एनजीओ पर विदेशी फंड प्राप्त करने और संदिग्ध गतिविधियों में इसका इस्तेमाल करने का आरोप लगाया था।

इसके अलावा असम सरकार की दो बच्चों की नीति पर बदरुद्दीन अजमल ने करारा हमला बोला था। अजमल का कहना था कि मुस्लिम बच्चे पैदा करते रहेंगे और वे किसी की नहीं सुनेंगे। अजमल ने कहा था, “मैं निजी तौर पर मानता हूँ और हमारा मजहब भी मानता है कि जो लोग दुनिया में आना चाहते हैं, उन्हें आना चाहिए और उन्हें कोई रोक नहीं सकता है।”

पिछले दिनों बदरुद्दीन अजमल पर निशाना साधते हुए हिमंत बिस्वा सरमा ने कहा था कि ‘अजमल की सेना’ के पुरुष अपनी धार्मिक पहचान छिपाकर सोशल मीडिया पर लड़कियों से दोस्ती कर रहे हैं और फिर उनसे शादी कर रहे हैं। अगर अजमल की सेना हमारी महिलाओं को छूती है, तो उनके लिए एकमात्र सजा मौत की सजा होगी।

भ्रष्टाचार के आरोपों में निलंबित जेल अधिकारी ‘जाखड़’ ने किसान आंदोलन के समर्थन में दिया इस्तीफ़ा

पंजाब के निलंबित डीआईजी जेल, जाखड़ ने पंजाब सरकार को अपना इस्तीफा भेज दिया है। हालांकि, सरकार ने इसे अभी मंजूर नहीं किया है। किसान आंदोलन के नाम पर इतना बड़ा कदम उठाने के चलते जाखड़ मीडिया की सुर्खियां बन गए हैं। एक अंग्रेजी दैनिक की रिपोर्ट बताती है कि जाखड़ को घूस के आरोप में कुछ महीनों पहले निलंबित कर दिया था। उनपर जेल अधिकारियों से महीने के हिसाब से रुपए लेने के आरोप हैं। लखविंदर सिंह जाखड़ ने विजय कुमार से घूस की माँग की थी। जाखड़ और उनके कर्मचारी ने मासिक रूप से प्रति महीने 10,000 रुपए की माँग की थी। एक कैदी उनके ड्राइवर को 3000 रुपए का घूस दिया करता था। जाँच में गया कि इस मामले में अभी और भी कई तह हो सकते हैं। पटियाला जेल के सुपरिटेंडेंट रहते हुए उन्होंने बेअंत सिंह के हत्यारे बीएस राजोआना को मिले मृत्युदंड का पालन करने से इनकार कर दिया था।

चंडीगढ़/ दिल्ली:

पंजाब के एक DIG लखविंदर सिंह जाखड़ ने ‘किसानों’ के समर्थन में अच्छी-अच्छी बातें करते हुए अपने पद से इस्तीफा दे दिया और कहा कि वो पदमुक्त होकर किसानों की सेवा करना चाहते हैं। इससे मीडिया के एक वर्ग को मसाला मिल गया। प्रोपेगेंडा पत्रकार रोहिणी सिंह ने केंद्रीय रेल मंत्री पीयूष गोयल को इसके लिए जिम्मेदार ठहरा दिया और कहा कि उन्हें शर्म आनी चाहिए। इस दौरान ये तथ्य छिपा लिया गया कि उक्त DIG घूसखोरी का आरोपित है, निलंबित किया जा चुका है।

मोदी सरकार की तरफ से किसान संगठनों से बातचीत का जिम्मा केंद्रीय कृषि मंत्री नरेंद्र सिंह तोमर के अलावा पीयूष गोयल ने ही सँभाल रखा था। रोहिणी सिंह ने आरोप लगाया कि वो अपने ‘कॉर्पोरेट साथियों’ के लिए इस किसान आंदोलन का समर्थन करने वालों को कमजोर कर रहे हैं। उन्होंने ‘टाइम्स नाउ’ की खबर पर प्रतिक्रिया देते हुए ये बातें लिखीं, जिसमें बताया गया था कि आंदोलनकारी किसानों के समर्थन में पंजाब के DIG ने इस्तीफा दे दिया है।

सच्चाई ये है कि लखविंदर सिंह जाखड़ को मई 2020 में ही निलंबित किया जा चुका है। उन पर घूसखोरी के आरोप लगे थे। तब वो अमृतसर के DIG (जेल) के रूप में कार्यरत थे। पंजाब के जेल मंत्री सुखजिंदर सिंह रंधावा ने भ्रष्टाचार के मामले में उनके खिलाफ विभागीय जाँच का आदेश भी दिया था। पट्टी सब-जेल के इंचार्ज DSP विजय कुमार ने उन पर ये आरोप लगाए थे। इस मामले में जाँच के बाद चार्जशीट भी दायर की जा चुकी है।

आरोप है कि अप्रैल 7, 2020 को लखविंदर सिंह जाखड़ ने विजय कुमार से घूस की माँग की थी। जाखड़ और उनके कर्मचारी ने मासिक रूप से प्रति महीने 10,000 रुपए की माँग की थी। एक कैदी उनके ड्राइवर को 3000 रुपए का घूस दिया करता था। जाँच में गया कि इस मामले में अभी और भी कई तह हो सकते हैं। पटियाला जेल के सुपरिटेंडेंट रहते हुए उन्होंने बेअंत सिंह के हत्यारे बीएस राजोआना को मिले मृत्युदंड का पालन करने से इनकार कर दिया था।

अब उन्होंने पंजाब सरकार को ‘किसान आंदोलन’ के समर्थन के नाम पर अपना इस्तीफा भेजा है। उन्होंने खुद को ‘किसान का बेटा’ करार देते हुए दावा किया कि इतनी ठण्ड में भी किसान कई किलोमीटर दूर जाकर प्रदर्शन कर रहे हैं, वो उनकी ही सेवा के लिए इस्तीफा दे रहे हैं। निलंबन के बाद उन्हें 15 दिन पहले ही फिर से बहाल किया गया था। एडीजीपी (जेल) पीके सिन्हा ने उनके इस्तीफे की पुष्टि की है।

‘दैनिक जागरण’ ने उच्च-स्तरीय सूत्रों के हवाले से दावा किया है कि जब किसी अधिकारी पर भ्रष्टाचार का केस चल रहा हो तो ऐसी स्थिति में इस्तीफा स्वीकार नहीं किया जा सकता। हालाँकि, पीके सिन्हा ने इस पर टिप्पणी करने से इनकार कर दिया। पट्टी जेल से रुपए लेने के आरोप DIG लखविंदर सिंह जाखड़ के खिलाफ जाँच कर रहे आईजी रूप कुमार ने उन्हें दोषी पाया था। फिर भी मीडिया का एक वर्ग इसके लिए सरकार को जिम्मेदार ठहरा रहा।

रोहिणी सिंह को हाल ही में ‘किसान आंदोलन’ को लेकर ही पत्रकार रुबिका लियाकत से ‘फ़्लैट जवाब’ मिला था। किसान आंदोलन पर रुबिका के एक शो की 9 मिनट की वीडियो शेयर की। इस वीडियो में रुबिका समझा रही थीं कि आखिर सरकार किसानों की माँग मानने से पहले विचार क्यों कर रही है। रुबिका ने उनके बारे में कहा था कि इस महिला को मैं वैसे तो जानती नहीं लेकिन जब भी यूपी की एक क्षेत्रीय पार्टी का ज़िक्र करती हूँ तो बेचैन होकर अनायास ही मेरे टाइमलाइन पर कूद पड़ती हैं।

One arrested for possessing illicit liquor

    Chandigarh Police arrested Sandeep Kumar R/o # 1243, Small flats, Dhanas, Chandigarh and recovered 12 bottles of country liquor from his possession near Sector-56, Chandigarh on 12.12.2020. A case FIR No. 383, U/S 61-1-14 Excise Act has been registered in PS-39, Chandigarh. He was later bailed out. Investigation of the case is in progress.

Area, Chandigarh on the complaint Constable Charan Singh, Incharge of PCR vehicle against Daljeet Singh R/o # 2-B, Allian Enclave, Zirakpur, PB, driver of vehicle No. CH01BC-1187, who hit to PCR vehicle No. CH01GA6669 near light point, colony No.4, Ind. Area, Chandigarh and run away. Accused arrested in this case. Investigation of the case is in progress.

A case FIR No. 229, U/S 279, 337 IPC has been registered in PS-36, Chandigarh on the complaint Yusuf Khan R/o # P-1515, Teen Colony, Sector 52, Chandigarh against the unknown driver of motorcycle No. PB10FS1384, who sped away after hit to a pedestrian person near Petrol pump, Sector 52 on 11.12.2020. He got injured and admitted in GH-16, Chandigarh. Investigation of the case is in progress.

सहारनपुर अपर मुख्य सचिव आबकारी उत्तर प्रदेश आबकारी विभाग के निर्देशों के चलते अग्नि शमन अधिकारी सहारनपुर के आदेश के अनुपालन में प्रभारी फायर सर्विस सहारनपुर धर्मवीर सिंह द्वारा टीम के साथ आज कार्यालय उप आबकारी आयुक्त सहारनपुर प्रभार नवाबगंज चौक पहुँचकर मॉकड्रिल का आयोजन किया गया, इस दौरान आबकारी विभाग के अधिकारियों/कर्मचारियों को अग्नि सुरक्षा से बचाव के सम्बन्ध में फायर परीक्षण दिया गया।

 उप आबकारी आयुक्त सहारनपुर प्रभार राकेश कुमार चतुर्वेदी ने बताया कि प्रभारी फायर सर्विस सहारनपुर धर्मवीर सिंह द्वारा आग से बचाव को लेकर मॉक ड्रिल कर बचाव के तरीके बताए गए।इसके साथ ही मॉक ड्रिल के माध्यम से अधिकारियों व कर्मचारियों ने आग बुझाने के तरीके को समझा एवं सभी ने अभ्यास भी किया, गैस सिलेंडर में आग लगने के बाद उसे बुझाने और अन्य कारणों से आग लगने पर उस पर नियंत्रण के उपाय की जानकारी सभी को दी गई, सभी कर्मियों को आग जैसी आपदा को नियंत्रित करने के लिए विस्तृत जानकारी दी गई, गैस सिलेंडर, बिजली और अन्य कारणों से लगने वाले आग पर नियंत्रण के उपाय बताए गए, अग्निकांड में फंसे लोगों को सुरक्षित बाहर निकालने के लिए भी विस्तृत जानकारी दी गई।

सहारनपुर जिलाधिकारी अखिलेश सिंह एवम वरिष्ठ पुलिस अधीक्षक डा,एस,चन्नप्पा का आधी रात को सडको पर निकलना,मानो अवैध खनन माफियाओ की सामत सी आ गई हो।जनपद पुलिस अब तक खनन माफियाओ के खिलाफ कई कार्रवाई को अंजाम दे चुकि है तथा अवैध खनन से भरे कई वाहनों को पकड़ भी  चुकि है,ओर तो ओर कई खनन माफियाओ के विरुद्ध कानूनी कार्रवाई भी कर चुकि है।बिहारीगढ पुलिस के बाद आज थाना बेहट पुलिस ने भी अवैध खनन से ओवरलोड दो वाहनो को जब्त कर दो लोगों को गिरफ्तार करने मे कामयाबी हासिल की है।आपको बता दे,कि डी,एम,एवम एस,एस,पी,सहारनपुर के निर्देश पर पुलिस खनन माफियाओ के विरुद्ध दबाकर कार्रवाई करने मे लगी है।थाना बेहट प्रभारी के निर्देशन मे बेहट पुलिस ने आज अवैध खनन से भरे दो वाहनों  जिनका नम्बर यू,पी,-19 टी,3456 तथा यू,पी,15-13 ए,टी,5192 को पकडा।

मोके से दो लोगों शाहरुख पुत्र युनुस निवासी हरिओम नगर थाना शाहपुर मुजफ्फरनगर एवम सलीम पुत्र कामिल निवासी कस्बा एवम थाना कांधला शामली को गिरफ्तार करने मे सफलता हासिल की है।यही नही जहाँ से ओवरलोड होकर खनन से भरे यह दोनों वाहन चले, उन गाडी मालिको विपिन कुमार पुत्र वीरेन्द्र सिह निवासी सुभाष नगर बडौत तथा विपिन पुत्र महिपाल निवासी भराडी शाहपुर झिंझाना शामली के विरुद्ध भी कार्रवाई की जा रही है।बेहट पुलिस द्वारा दोनों वाहनों को सीज कर दोनों अभियुक्तों को ढजेल भेज दिया है।

आपको बता दे, कि इससे पहले भी बिहारीगढ पुलिस कई खनन माफियाओ पर अपनी जबरदस्त कार्रवाई कर चुकि है।
