Living conditions in Delhi have become “worse than hell”: Supreme Court

The Supreme Court was commenting on the rising air and water pollution in Maharashtra, and the inadequacy of measures being adopted to arrest it.

The Supreme Court today took a bleak view of the steps being taken to alleviate air and water quality levels in the national capital, and slammed the centre as well as the state governments involved for playing a blame game at a time when living conditions in Delhi have become “worse than hell”.

“Delhi has become worse than nark (hell). Life is not so cheap in India and you will have to pay. How much do you value a person’s life?” the court asked the Delhi government, saying that it has “no right to be in the chair”.

The two-member bench of Justices Arun Mishra and Deepak Gupta was referring to increasing instances of stubble burning in neighbouring states, a major contributor to air pollution in the national capital region, as well as a Bureau of India Standards (BIS) report claiming that water samples collected from 11 places across Delhi failed quality tests on 19 parameters. The Supreme Court has asked the centre and the Aam Aadmi Party government to provide relevant details in this regard.

The court’s comments on air pollution in the national capital region were just as scathing. “Why are people being forced to live in gas chambers? It is better to kill them all in one go, get explosives in 15 bags at one go. Why should people suffer all this? Instead, a blame game is going on in Delhi, I am literally shocked,” Justice Arun Mishra told Tushar Mehta, Solicitor General for the central government, upon being informed of an increase in stubble-burning cases in recent days.

The bench expressed dismay over the fact that instances of stubble burning were rising in Haryana, a state that initially seemed to be doing better than its counterparts in this regard. Punjab, it claimed, had let the issue get out of hand. “We hold the government machinery in your state responsible. You can’t let people die like this. Delhi is near-suffocating. Just because you aren’t able to implement measures doesn’t mean that people in Delhi-NCR should suffer and die from cancer,” the bench told Punjab Chief Secretary Karan Avtar Singh.

The Uttar Pradesh government came in for scorching criticism from the Supreme Court too. “Stubble burning has increased, why should we not penalize you and your machinery? We are not going to spare you now,” the bench told the state chief secretary, rejecting his explanation that around 1,000 complaints have been filed against farmers involved.

The court also issued notices to all the states concerned, asking them to provide details of air quality levels as well as the measures being implemented to tackle the dispersal of pollutants. It also issued notices to the governments of Delhi and its surrounding states, asking why they should not be made liable to compensate people for being forced to drink unpotable water and breathe impure air.

The air quality index in the national capital docked at 218 on Monday, which falls in the “poor” category.

PU Student Centre Pond decorated with Graffiti

            On the recommendations of the Committee constituted by Prof. Raj Kumar, Vice Chancellor under the Chairmanship of Prof. Harsh Nayyar, Department of Botany to assist Horticulture Division for making graffiti at the Student Centre pond. The necessary help by the Deptt. of Arts History & Visual Arts, PU was provided and a graffiti workshop was organised in collaboration with Horticulture Division on 23-24 November, 2019.

            The Horticulture Division provided the material for the workshop and prepared the background for conducting the workshop by cleaning the area including the minor repairs of the pond and removing the wild growth. The walls of the pond were filled with the required material by the Horticulture Division for making the surface smooth so that the graffiti should look impressive. All the material as requested by the Deptt. of Arts History & Visual Arts like paints, brushes, papers, stainers of different colours, spray paints etc. were supplied by the Horticulture Division.

            About 25 participants (students) displayed their skills in the workshop. They were served lunch and refreshments by the Horticulture Division. Their paintings depicted the message of cleanliness in the Campus through cartoon and other means. Due care was taken that the graffiti should focus on the theme of cleanliness and banning the use of plastic in the Campus. Due care was also taken that the banned items of single use plastic like disposable plates, cups etc. were not used during the workshop.

UBS ranked 18 by Outlook-ICARE India Rankings 2020

Reunion at Dr. SSBUICET, PU

            A reunion for the Batch of 1978, Dr. S. S. Bhatnagar University Institute of Chemical Engineering & Technology Panjab University Chandigarh (SSBUICET) was organized in Boys Hostel 3 of the University. 

            The class of 1978 revisited the Campus, 40 years after graduating and shared their experiences with the present students of the department. They expressed their gratitude for their achievements to the department, which was there learning base. Alumnus from India and abroad were present on the occasion apart from faculty of that time.

            The present Alumnus deliberated on the issue of renovation of the classrooms and labs of the department including the funds to be involved for the same. It is noteworthy that the Chemical Engineering Department building is the first building to be constructed in the University and holds heritage value.

            The meet ended on a good note with photo sessions, felicitations and nostalgia when Alumnus visited their old hostel rooms.

Special lecture on Impact of Social Media on Society

            Department of Sociology, Panjab University in collaboration with Population Research Centre organized a special lecture by Dr. Harmesh Kumar, a licenced psychologist with the California Department of Corrections and Rehabilitation, USA on Impact of Social Media on Society. He emphasized that social media influences the individuals in both positive and negative ways. It may have brought the world together and also made the people more aware about events throughout the world but it has also resulted in isolation and alienation among individuals especially the elderly. He highlighted that in US the social media also tried to influence the public in a wrong way during election times resulting in passing false information. Thus it is responsible for creating falsehood among individuals making it hard to have good relations with all.

            Dr. Rani Mehta, Chairperson commented that social media caused more stress as it brought in the agony of trolls and bad comments which created mental health issues for people.

            Mr. Vinod Kumar, Assistant Professor stated that communication gap is the major concern in today’s world due to presence of social media.

            Mr. Dishant, Research Scholar questioned the weak emotional levels of individuals in today’s society and how to overcome these. The lecture was very thought provoking and enriching and was well received by all.

            Prof Kiran Preet Kaur, Honorary Director was also present on the occasion. The lecture was followed by healthy discussion with the audience which consisted of faculty members and students from Sociology Department.

महाराष्ट्र में राजनीतिक उठापटक जारी

महाराष्ट्र में राजनीतिक उठापटक जारी है. एनसीपी ने अजित पवार पर बड़ी कार्रवाई की है. अजित पवार को विधायक दल के नेता पद से हटाया गया है. दिलीप वलसे पाटिल बने एनसीपी विधायक दल के नए नेता चुने गए हैं. एनसीपी चीफ शरद पवार ने 48 विधायकों के साथ अपने आवास में बैठक की. 6 विधायक मीटिंग से नदारद रहे. सूत्रों के मुताबिक, अजित पवार के साथ तीन विधायक हैं. उधर, अजित पवार ने कहा वह अपने निर्णय से पीछे नही हटेंगे.

अजित पवार ने उन्हें मनाने आए एनसीपी के नेता हसन मुशरिफ, सुनील तटकरे, दिलीप वलसे पाटिल को साफ शब्दों में कहा कि वह अपने निर्णय से पीछे नही हटेंगे. पार्टी को बचाना है तो एनसीपी बीजेपी को सपोर्ट करे. वर्ना कुछ विधयक जो मीटिंग में आ रहे हैं, वह लगातार बीजेपी के संपर्क में हैं. उन्होंने यह भी कहा कि अगर एनसीपी को टूट से बचाना है तो बीजेपी को सपोर्ट करना होगा. 

एनसीपी की बैठक में धनंजय मुंडे भी भाग लेने पहुंचे. मुंडे ने ही अजित पवार के साथ विधायकों को अपने पक्ष में किया और बीजेपी के समर्थन के लिए उन्हें तैयार किया. अब वही मुंडे एनसीपी की बैठक में भाग लेने पहुंचे. मुंडे अजित पवार के खास बताए जाते हैं. इनके पीए फडणवीस की शपथ ग्रहण समरोह में भी दिखाई दिए थे. महाराष्ट्र के बीड इलाके से चुनाव जीतकर आए हैं. बीजेपी की धाकड़ नेता और अपनी चचेरी बहन पंकजा मुंडे को चुनाव मे हराया है.

अजित पवार को मनाने की कोशिश जारी है. सूत्रों के मुताबिक, अजित पवार के साथ सिर्फ 5 विधायक रहे गए है जिनके नाम बालासाहेब पाटिल, अनिल पाटिल, नरहरि जिरवाल, धनंजय मुंडे और दौलत दरोडा शामिल हैं. अजित अगर नहीं मानें तो पार्टी उन पर कार्रवाई करेगी. उधर, शिवसेना के सभी नाराज, क्रोधित, उदास और मायूस विधायकों को सांत्वना देने और उनकी हिम्मत बनाए रखने के लिए उद्धव ठाकरे ललित होटल पहुंचे. विधायकों के साथ बैठक की. शिवसेना के 56 विधायक बैठक में पहुंचे. 4 निर्दलीय विधायक भी बैठक में हिस्सा लेने पहुंचे

कांग्रेसी नेता विजय वडेटटीवार के घर पर आए विधायक में से कुछ विधायक दो कार में बैठकर रवाना हुए. पूछने पर कोई जानकारी नहीं दी. यानी कांग्रेस पार्टी के विधायको को आदेश दिया गया है कि वो अपनी लोकेशन के बारे में कुछ ना बताएं. सूत्रों का कहना है कि इन विधायको को गुप्त तरीके से मुंबई के बाहर ले जाने की तैयारी हो रही है.

रात 11:45 से सुबह 8:40 तक जब बाज़ी पलट गयी

नयी दिल्ली(ब्यूरो):  महाराष्ट्र में शनिवार सुबह सबको चौंकाते हुए बीजेपी के देवेंद्र फडणवीस ने मुख्यमंत्री और एनसीपी के अजीत पवार ने उपमुख्यमंत्री के रूप में शपथ ले ली. करीब साढ़ें आठ घंटे में बाजी शिवसेना-कांग्रेस-एनसीपी से निकल कर बीजेपी के हाथ में आ गई. जाने इन घंटों में कब – क्या-  हुआ..

– शुक्रवार रात लगभग 11.45 बजे अजीत पवार-बीजेपी में सौदा हुआ.
– लगभग 11.55 बजे फडणवीस ने पार्टी से बात की और शिवसेना-राकांपा-कांग्रेस के दावा करने से पहले शपथ ग्रहण करने का आग्रह किया.
– रात 12.30 बजे मुंबई से दिल्ली जाने के लिए तैयार राज्यपाल ने अपनी यात्रा रद्द की.
– रात 2.10 बजे राज्यपाल के सचिव को कहा गया कि तड़के 5.47 बजे राष्ट्रपति शासन हटाने का आदेश दाखिल करे और 6.30 बजे शपथ ग्रहण कराने का प्रबंध कराने का प्रबंध करें.
– रात 2.30 बजे सचिव ने सूचित किया कि वह दो घंटों में फाइल दाखिल कर देंगे और 7.30 बजे शपथ ग्रहण करने की उन्होंने सलाह दी.
– शुक्रवार रात 11.45 बजे से शनिवार सुबह नौ बजे तक अजीत फडणवीस के साथ रुके और शपथ ग्रहण से पहले उन्हें नहीं जाना था.

– सुबह 5.47 बजे राष्ट्रपति शासन हटाया गया, लेकिन इसकी घोषणा नौ बजे की गई.

– सुबह 8.10 बजे प्रतिक्रियाएं आनी शुरू.
– सुबह 8.40 बजे प्रधानमंत्री नरेंद्र मोदी ने नए मुख्यमंत्री और उप मुख्यमंत्री को बधाई दी.

कॉंग्रेस क वजह से कोई देर नहीं हुई: अहमद पटेल

अहमद पटेल ने सफाई दी कि गठबंधन बनने में कांग्रेस की वजह से कोई देरी नहीं हुई. दिन फ़ोन के बाद ही हम यहाँ पहुंच गए हमारी तरफ से देरी नहीं हुई ,प्रक्रिया में जो समय लगना चाहिए था वही लगा. एक दो मुद्दों पर ज्यादा चर्चा की जरूररत थी इसलिए हम 12 बजे मिलने वाले थे.

बीजेपी सरकार बनने के बाद कांग्रेस ने एक प्रेस कॉन्फ्रेंस में कहा कि शनिवार सुबह बिना बैंड बाजे के सीएम पद की शपथ हुई है. कांग्रेस ने कहा कि यह महाराष्ट्र के इतिहास का काला दिन है. कांग्रेस ने बीजेपी सरकार बनने का ठीकरा एनसीपी पर थोपते हुए कहा कि जो हुआ वह एनसीपी की वजह से हुआ.

कांग्रेस के वरिष्ठ नेता अहमद पटेल ने कहा कि महाराष्ट्र में कांग्रेस-एनसीपी-शिवसेना गठबंधन की ही सरकार बनेगी. बीजेपी सरकार को विश्वास मत में हराएंगे. उन्होंने कहा कि गठबंधन पर हमारी तरफ से कोई देरी नहीं हुई. अहमद पटेल ने दावा किया कांग्रेस विधायक नहीं टूटने वाले हैं. उन्होंने कहा कि कांग्रेस राजनीतिक और कानून दोनों लड़ाई लड़ेगी. अहमद पटेल ने कहा कि बीजेपी को हराने के लिए शिवसेना-कांग्रेस और एनसीपी साथ हैं.

प्रेस कॉन्फ्रेंस में एनसीपी प्रमुख शरद पवार ने दावा किया कि बीजेपी और अजित पवार सदन में बहुमत साबित नहीं कर पाएंगे, अंतिम बाजी हम ही जीतेंगे. शरद पवार ने कहा कि हम बीजेपी के सख्त खिलाफ है. उन्होंने फिर दोहराया कि अजित पवार ने खुद बीजेपी को समर्थन देने का फैसला किया. शरद पवार ने कहा है कि यह सुबह ही पता चल गया था कि कोई दूसरा सरकार बनाने जा रहा है.

शरद पवार ने कहा कि कुछ विधायकों को सुबह अजित पवार ले गए जबकि इन विधायकों को यह अंदाजा नहीं था कि उन्हें किस लिए ले जा जाया जा रहा है. इस कॉन्फ्रेंस के दौरान कुछ एनसीपी विधायकों ने अपनी बात भी रखी.

वहीं शिवसेना प्रमुख उद्धव ठाकरे ने कहा कि ‘आज जो हुआ उससे यही लगता है कि अब आगे चुनाव नहीं करवाए जाने चाहिए. उन्होंने कहा ऐसा लगता है कि अब सीधे ही सरकार बनवानी चाहिए. ‘
