Poster-Making Competition at PU

Chandigarh November 14, 2019

            As a part of celebration of 550th Birth Anniversary of Guru Nanak Dev Ji, Itihāsārthī of Department of History organized the Poster-Making Competition on the theme Guru Nanak, his Ideology, Teachings, Poetry and Messages, here today. In all 15 entries were received for poster making. The posters were displayed and adjudged by the faculty of the Department. The prizes were given to the students who bagged first three positions by teachers, Professor Surinder Singh (Retired), Professor M. Rajivlochan and Professor Anju Suri, the Chairperson. The certificates of participation were given to all the participants.

किसानों के लिए शुरु की गई जुर्माना माफी योजना 2019

दो लाख से अधिक किसान उठा सकेंगे योजना का लाभ
– बिना जुर्माना सिर्फ बकाया मूल राशि जमा करवाकर निकलें बकायदारों की सूची से बाहर
– ट्यूबवैल बिजली कनेक्शनों पर 31 मार्च, 2019 तक के बकाया बिलों का जुर्माना माफ

पंचकूला, 14 नवंबर- 

हरियाणा सरकार द्वारा प्रदेश के किसानों को राहत देते हुए जुर्माना माफी योजना-2019 शुरु की गई है। यह योजना उन किसानों के लिए है जो किसी कारण अपने ट्यूबवैल कनेक्शनों पर बिजली बिल नहीं जमा करवा पाए। 31 मार्च, 2019 तक के बकायदार किसान बिना जुर्माने के सिर्फ मूल बिल राशि जमा करवाकर इस योजना का लाभ उठा सकते हैं। यह योजना 30 नवंबर तक लागू रहेगी।

यह जानकारी देते हुए निगम के प्रवक्ता ने बताया कि 31 मार्च, 2019 तक उत्तर हरियाणा बिजली वितरण निगम के अंर्तगत 152 हजार से अधिक कृषि उपभोक्ताओं के बिजली बिल लंबित हैं। जिसमें करनाल सर्कल के 35235 उपभोक्ता, यमुनानगर के 30641, कुरुक्षेत्र के 20894, पानीपत के 20046, सोनीपत के 14388, कैथल के 12871, अंबाला के 11657, झज्जर के 5649 और रोहतक सर्कल के 787 उपभोक्ता शामिल हैं। वहीं, दक्षिण हरियाणा बिजली वितरण निगम के अंर्तगत 105 हजार से अधिक कृषि उपभोक्ताओं के बिजली बिल लंबित हैं। जिसमें सिरसा सर्कल के 18183 उपभोक्ता, फतेहाबाद के 15189, भिवानी के 13828, रेवाड़ी के 11774, नारनौल के 10088, जींद के 8339, पलवल के 7242, हिसार के 6974, गुरुग्राम-1 के 5585, फरीदाबाद के 4348 और गुरुग्राम-2 सर्कल के 3773 उपभोक्ता शामिल हैं। 

उन्होंने आगे बताया कि वे किसान जिनका कनेक्शन बिजली बिल न जमा करवाने के कारण काट दिया गया है, वो भी इस योजना का लाभ उठा पाएंगे। जिन किसानों का टयूबवेल बिजली कनेक्शन बीते दो साल में कटा है, बिना जुर्माने के सिर्फ बकाया मूल राशि जमा करवाने व निगम के अनुसार रीकनेक्शन की फीस जमा करवाने पर उनका कनेक्शन चालू कर दिया जाएगा। वहीं, दो साल से भी पुराने कटे हुए कनेक्शनों की बकाया मूल राशी जमा करवाने पर किसान नए कनेक्शन के लिए आवेदन भी कर पाएंगे। जिन उपभोक्ताओं के बकाया बिल संबंधी मामले कोर्ट में लंबित हैं, वह भी अपना केस वापिस लेकर सिर्फ मूल राशि जमा करवाकर इस योजना का लाभ उठा पाएंगे। 

योजना का लाभ उठाने के लिए उपभोक्ता संबंधित बिजली दफतर से संपर्क कर सकते हैं।

Three persons arrested for consuming liquor at public place

          Three different cases U/S 68-1(B) Punjab Police Act 2007 & 510 IPC have been registered in PS-17 & 26, Chandigarh against three persons who were arrested while consuming liquor at public place on 13.11.2019. Later they were released on bail.

One arrested under NDPS Act

          Chandigarh Police arrested a lady resident of Sector 25, Chandigarh and recovered 19 injections of pheniramine maleate and Buperanorphine drugs from her possession near Chowk Sector 38/38W/39/40, Chandigarh on 13.11.2019. A case FIR No. 412, U/S 22 NDPS Act has been registered in PS-39, Chandigarh. Investigation of the case is in progress.

Accident

A case FIR No. 223, U/S 279, 337 IPC has been registered in PS-11, Chandigarh on the statement of Mangleshwar Parsad R/o Village-Nawada Distt-Ahemdabad (UP) who reported that unknown driver of Alto car No. PB011517 sped away after hitting to cyclist namely Sanjay Kumar R/o Village-Nawada Distt- Ahemdabad (UP) near Small Chowk Sector-11, Chandigarh on 12.11.2019. He got injuries and admitted in PGI, Chandigarh. Investigation of case is in progress.

A case FIR No. 289, U/S 279, 337 IPC has been registered in PS-Ind. Area, Chandigarh on the complaint of Chirag R/o # 117/B, Sector-30/B, Chandigarh who reported that driver of Three Wheeler No. CH-01TA-8407 namely Rajinder R/o # 819, Milk Colony, Dhanas, Chandigarh hit to complainant (pedestrian) near Verka Booth turn, Ph-1, Ind. Area, Chandigarh on 09.11.2019. Alleged person arrested and later bailed out. Investigation of case is in progress.

‘जज कानून से ऊपर नहीं हैं.’: जस्टिस डी वाई चंद्रचूड़

जस्टिस डीवाई चंद्रचूड़ ने एक अलग फैसले में कहा, ‘जज कानून से ऊपर नहीं हैं.’ जस्टिस चंद्रचूड़ ने कहा कि न्यायपालिका अलग-थलग में काम नहीं कर सकती, क्योंकि न्यायाधीश संवैधानिक पद का आनंद लेते हैं और सार्वजनिक कर्तव्य का निर्वहन करते हैं.

नई दिल्ली: देश के मुख्य न्यायाधीश (CJI) का दफ्तर भी सूचना के अधिकार (RTI) के दायरे में आएगा. यह फैसला सुप्रीम कोर्ट की पांच जजों की संवैधानिक बेंच ने सुनाया है. सुप्रीम कोर्ट ने फैसला सुनाते हुए कहा कि पारदर्शिता न्यायिक स्वतंत्रता को कम नहीं करती है. सूचना देने से न्यायपालिका की स्वतंत्रता प्रभावित नहीं होती, लेकिन कुछ सूचनाओं की निजता और गोपनीयता का ध्यान रखा जाना चाहिए. सूचना और निजता में बैलेंस रहे.

सीजेआई रंजन गोगोई की अध्यक्षता वाली 5 सदस्यीय संविधान पीठ ने दिल्ली हाईकोर्ट के 2010 के निर्णय को सही ठहराते हुए इसके खिलाफ सुप्रीम कोर्ट के सेक्रेटरी जनरल और शीर्ष अदालत के केंद्रीय सार्वजनिक सूचना अधिकारी की अपील खारिज कर दी. 

यह व्यवस्था देते हुए संविधान पीठ ने आगाह किया कि सूचना के अधिकार कानून का इस्तेमाल निगरानी रखने के हथियार के रूप में नहीं किया जा सकता है और पारदर्शिता के मुद्दे पर विचार करते समय न्यायपालिका की स्वतंत्रता को ध्यान में रखना चाहिए. यह निर्णय सुनाने वाली संविधान पीठ के अन्य सदस्यों में न्यायमूर्ति एनवी रमण, न्यायमूर्ति धनन्जय वाई चन्द्रचूड़, न्यायमूर्ति दीपक गुप्ता और न्यायमूति संजीव खन्ना शामिल थे.

इससे पहले दिल्ली हाईकोर्ट ने एक आरटीआई एक्टिविस्ट की याचिका पर 2010 में फ़ैसला दिया था कि सुप्रीम कोर्ट के चीफ़ जस्टिस का ऑफिस सूचना के अधिकार कानून के दायरे में आएगा. हाईकोर्ट के इस फ़ैसले के खिलाफ सुप्रीम कोर्ट के सेक्रेटरी जनरल व सेंट्रल पब्लिक इंफार्मेशन ऑफिसर की तरफ से सुप्रीम कोर्ट में दाखिल तीन याचिकाओं पर सुप्रीम कोर्ट ने चार अप्रैल को फ़ैसला सुरक्षित रख लिया था.

Scientists urged for white space analysis and ethical practices in research and publication

Chandigarh November 13, 2019

University Institute of Pharmaceutical Sciences, Panjab University has organized a one-week (10-17 Nov), 4th IBRO/APRCChandigarh Neuroscience School funded by International Brain Research Organization, to commemorate its Platinum Jubilee year. Forty-five delegates are attending the event and fourteen renowned national and international neuroscientists are giving scientific deliberations. Today, four of them interacted with the delegates highlighting the importance of rightful living. They also sensitized the delegates on rising epidemics of neurodegenerative diseases arising due to stressful life, wrong ways of living, nuclear family and ignorance about stress management practicing.

Dr Pike See Universiti Putra Malaysia delivered a highly interactive talk on autosomal dominant disease, tuberous sclerosis complex which is a tumor suppressor syndrome due to mutations in TSC1 or TSC2, encoding hamartin and tuberin, respectively. She then emphasized on how gene manipulations and its strategy can translated into a novel gene therapy.

Dr Laxmi T Rao Professor of Neurophysiology, NIMHANS, Bangalore enlightened the gathering about Autism spectrum disorder (ASD), a devastating childhood neurodevelopmental disorder with a range of symptoms related to social-communication deficits and restricted stereotypic behavior. She informed that child abuse and insult lead to effective disorders in adulthood giving symptoms of depression, anxiety and schizophrenia. It is very important for the working parents to train the next generation in a positive atmosphere provide good nutrition, allow them to grow them in normal behaviour and channelize children into focused life.  

Dr KP  Mohanakumar, Director Inter University Centre for Biomedical Research & Super Specialty Hospital MG University Kottayam, Kerala cited two successful stories from his laboratory on neurodegenerative disease research, with special attention to Parkinson’s disease. He discussed how white space analysis in 2004 helped to reveal neuroprotective effect of then to be of patented antiulcer drug, irsogladine in Parkinson’s disease. He also highlighted that the problem of the brain which is coming up very fast these days, has to be identified at a young stage, the child grows into an Autistic child. The social system in India which is now moving towards the nuclear family, leaving the child alone with the made is leading to autism.

Dr. Dr B.S. Shankaranarayana Rao, Professor of Neurophysiology, National Institute of Mental Health and Neuro Sciences, Bengaluru, sensitized the young budding neuroscientists with the various aspects, related to ethics in scientific research and publication. He said that with changing technology and society, and the way we live, scientists can no longer claim that science is neutral but must consider the ethical and social aspects of their work and urged the participants to abide by several core principles of ethics. He informed that they have Centre for Well Being where the counselling is given to the whole family and also, to the Corporate Heads. He cited urbanization and stress as a major reason of all the problems of society. He advised that in order to reduce stress the professional problems should be dissociated from the family. The quality time matters for a stress free family. He shared about national mental health survey which depicted problems in young couple leading to divorce, based on which, policies have been made in consultation with the Government.

Dr Anurag Kuhad, organizing secretary IBRO/APRC Chandigarh Neuroscience School, University Institute of Pharmaceutical Sciences, Panjab University, Chandigarh specifically shared the personal views of Professor Pike See an International IBRO Faculty from Malaysia on “Future of Indian Neuroscience”. He said that Professor See is highly impressed with the enthusiasm of the young generation of Indian Neuroscientists. Her interaction with the B Pharm, M Pharm, PhD and Post Doc of UIPS was very exciting and appreciated the inquisitiveness of the students. Dr See said that the credit specifically goes to all UIPS faculty members specifically to Professor Kanwaljit Chopra, Chairperson UIPS for shaping their students in an outstanding manner so that they can make their place in International Institutes of very high repute in the field of Neuroscience Research. Dr See is 100% sure that future of Indian Neuroscience is very secure. She whole heartedly appreciated the Indian hospitality and said that she would love to keep visiting India in future as well. She showed her strong desire to collaborate with Indian neuroscience researchers.

Invited for WorkShop on Tackling Unstructured Data by American Council on Science

            Dr. Gurpreet Singh Bawa who just completed his Ph.D under the supervision of Professor Suresh Kumar Sharma, Department of Statistics, Panjab University, Chandigarh has been invited to conduct a session on unstructured data analysis in the upcoming annual conference on Computational Science & Computational Intelligence (CSCI) to be held at Las Vegas, USA, from 5-7th December, 2019. The conference has been organized by the reputed American Council on Science and Education (ACSE). The sessions will also involve showcase of his recent innovation on ‘Fine tuning feedback-based recommendation system using deep learning models in word vector space representations’. Prof Suresh Kumar Sharma has been consistently advising him with all his innovation work.

            Dr. Gurpreet has been actively involved in innovation and research work in the domain of unstructured data analysis and has many research papers in this area in international and national Journals of repute. In the past, extensive research has been done by Gurpreet on subjects such as latent topic fine tuning, identification of conversational drivers of textual product reviews, deriving personality traits of consumers from social media posts and object detection retail monitoring using image processing. Recently, he has also written a book “Text as Data”, and it is related to modelling techniques for unstructured data analysis. Additionally, he has worked on developing in-house assets such as intelligent chatbot for retail ordering and customer intelligence.

11th Chandigarh National Crafts Mela from 15th-24th Nov at Kalagram

Chandigarh: 13th November 2019: The Chandigarh National Crafts Mela will make a comeback with its 11th edition from November 15 to 24 at Kalagram, Chandigarh. The event has been organized by North Zone Cultural Centre (NZCC), Patiala (Ministry of Culture, Govt. of India) and U.T. Administration, Chandigarh. 

National Crafts Mela is a unique event that showcases the diversity of handicrafts, handlooms, folk dances and music. It reflects the cultural diversity of the country. Folk artists and cultural groups from all over the country will perform live during the ten-day event. The theme this year is “West to East” (W.E.) featuring handicrafts and foods from Rajasthan, Gujarat to Bihar and Odisha.

This year 200 stalls have been constructed at the site to display spectacular work of artisans and craftsmen of different states including Chandigarh. The products would vary from clothes to jewellery and footwear to carpets, furniture and home decor.

The tribal art groups will be given a platform to showcase and sell their work. The venue would have a food court focusing on the theme serving specialty and street foods from various states. The food court has remained the most popular venue at the event.

Chandigarh Lalit Kala Akademi will display ‘Rhythmic Past” installation during the said Mela.

Cultural evenings have always been an important part of the fair. The folk performers like Been jogis, Baazigars, Nagada, Behrupias etc. would perform live during the Mela. Folk dancers from across the country will entertain the visitors with the all-day stage performances. 

Renowned celebrities of the Punjabi and Hindi industry like Gurdas Maan, Daler Mehendi, Kailash Kher, Jasbir Jassi, Roop Kumar Rathod and Sunali Rathod, Manmohan Waris, Jassie Gill, Babbal Rai, Womenia Band, Kamal Heer, Kanwar Grewal and others will perform during the evening.

The amusement area would offer different rides and swings for the visitors of all ages. One can also enjoy camel rides while watching folk performances.

A case FIR No. 238, U/S 61-1-14 Excise Act has been registered in PS-IT Park, Chandigarh. Investigation of case is in progress.

          Chandigarh Police arrested Vikram R/o # 63, Village Kishangarh, Chandigarh while he was illegally possessing 28 quarters of country made liquor near Sukhna Pulli (Bridge) Kishangarh, Chandigarh on 12.11.2019. A case FIR No. 239, U/S 61-1-14 Excise Act has been registered in PS-IT Park, Chandigarh. Investigation of case is in progress.

Chandigarh Police arrested Dilbagh Singh R/o # 107, Village Hussiarpur, Distt. Mohali (PB) while he was illegally possessing 20 bottles of liquor near Market Sector-38, Chandigarh on 12.11.2019. A case FIR No. 411, U/S 61-1-14 Excise Act has been registered in PS-39, Chandigarh. Investigation of case is in progress.

Action against Gambling

          Chandigarh Police arrested Manoj Kumar and Ravi both resident of Morigate Manimajra, Chandigarh while they were gambling near Children Park, Govindpura, Manimajra, Chandigarh on 12.11.2019. Total cash Rs. 2750/- was recovered from their possession. A case FIR No. 192, U/S 13-3-67 Gambling Act has been registered in PS-MM, Chandigarh. Later they were released on bail. Investigation of the case is in progress.

Chandigarh Police arrested Nitin Kapoor resident of Naya Gaon, Distt. Mohali, (PB) while playing satta near Sindhi Sweets, Sector-37, Chandigarh on 12.11.2019. Total cash Rs. 2640/- was recovered from his possession. A case FIR No. 410, U/S 13A-3-67 Gambling Act has been registered in PS-39, Chandigarh. Later he was released on bail. Investigation of the case is in progress.

MV theft

          Kanav Dogra R/o # 172/1, Sector-38/A, Chandigarh reported that unknown person stole away complainant’s Royal Enfield M/Cycle No. HP-03C-6368 parked in front of his residence during intervening night 11/12-11-2019. A case FIR No. 409, U/S 379 IPC has been registered in PS-39, Chandigarh. Investigation of the case is in progress.

Burglary

Vijay Kumar R/o # 5559, Maloya Colony, Chandigarh reported that unknown persons stole away house hold items and some cash (detail of items not estimated yet by complainant) from complainant’s residence after broken the locks on night intervening 11/12.11.2019.
