Mohali CBI court convicted two Punjab cops in a fake encounter case and sentenced for life in jail.
Two police officials Raghbir Singh and Dara Singh were convicted by the CBI court of N.S.Gill Additional Sessions Judge, SAS Nagar.
Both were charged for killing Harpal Singh in the fake encounter in 1992 in Beas area of Punjab. The victim was picked up and killed in a fake encounter after torture by police

In view of heavy flow of incoming traffic on Jan Marg from Kissan Bhawan Chowk to Cricket Stadium Chowk during morning peak hours on working days, it has been decided to close the two intersections connecting Sectors 22 and 23 on this stretch using moveable barricades for one hour i.e. 8.30 AM to 9.30 AM on all working days from 01.10.2018 onwards, in larger public interest.
Motorists coming out of Sector 23 onto Jan Marg shall have to take mandatory left turn towards Cricket Stadium Chowk. Similarly, motorists coming out of Sector 22 onto Jan Marg shall have to take mandatory left turn towards Kissan Bhawan Chowk and right turn shall not be allowed at these two intersections during the above said timings.
General public is requested to please co-operate with Chandigarh Traffic Police. Inconvenience caused to any on account of these restrictions is regretted.

कांग्रेस ने आधार अनिवार्यता को लेकर सुप्रीम कोर्ट के फैसले का स्वागत किया कांग्रेस ने कहा कि कोर्ट ने आधार कानून की धारा 57 को खत्म कर दिया है वह अब किसी प्राइवेट कंपनी को आधार देना अनिवार्य नहीं होगा अब अब धारा 57 हटने के साथ बैंक , मोबाइल ,स्कूल एयरलाइंस ट्रैवल एजेंट ,वगैरह आधार कार्ड देना जरूरी नहीं होगा यह समूचे तौर पर अच्छा फैसला है कोर्ट ने लोगों की निजता पर आक्रमण करने वाली चीजों को हटा दिया यह एक ऐतिहासिक फैसला है

आधार पर सुप्रीम कोर्ट ने बुधवार को अपना अहम फैसला सुनाते हुए इसकी वैधता को बरकरार रखा है। कोर्ट ने अपने फैसले में यह भी साफ कर दिया कि आधार कहां जरूरी है और कहां जरूरी नहीं है। शीर्ष अदालत ने कहा है कि मोबाइल फोन को आधार से लिंक नहीं किया जा सकता है। आइए जानते हैं अब कहां जरूरी होगा आधार और कहां नहीं…
कहां जरूरी
पैन कार्ड बनाने और आयकर रिटर्न दाखिल करने के लिए आधार नंबर जरूरी।
-सरकार की लाभकारी योजना और सब्सिडी का लाभ पाने के लिए आधार कार्ड जरूरी होगा।
कहां नहीं जरूरी
-सुप्रीम कोर्ट ने अपने फैसले में साफ किया कि मोबाइल सिम, बैंक अकाउंट के लिए आधार जरूरी नहीं है।
-सुप्रीम कोर्ट ने साफ किया कि स्कूल में ऐडमिशन के लिए आधार जरूरी नहीं।
-सीबीएसई, नीट और यूजीसी की परीक्षाओं के लिए भी आधार जरूरी नहीं।
-सीबीएसई, बोर्ड एग्जाम में शामिल होने के लिए छात्रों से आधार की मांग नहीं कर सकता है।
-14 साल से कम के बच्चों के पास आधार नहीं होने पर उसे केंद्र और राज्य सरकारों द्वारा दी जाने वाली जरूरी सेवाओं से वंचित नही किया जा सकता है।
-टेलिकॉम कंपनियां, ई-कॉमर्स फर्म, प्राइवेट बैंक और अन्य इस तरह के संस्थान आधार की मांग नहीं कर सकते हैं।
फैसले के दौरान कोर्ट ने क्या कहा
-आधार आम लोगों के हित के लिए काम करता है और इससे समाज में हाशिये पर बैठे लोगों को फायदा होगा।
-आधार डेटा को 6 महीने से ज्यादा डेटा स्टोर नही किया जा सकता है। 5 साल तक डेटा रखना बैड इन लॉ है।
-सुप्रीम कोर्ट ने आधार ऐक्ट की धारा 57 को रद्द करते हुए कहा कि प्राइवेट कंपनियां आधार की मांग नहीं कर सकतीं।
-आधार पर हमला संविधान के खिलाफ है। इसके डुप्लिकेट होने का कोई खतरा नहीं। आधार एकदम सुरक्षित है।
-लोकसभा में आधार बिल को वित्त विधेयक के तौर पर पास करने को सुप्रीम कोर्ट ने सही ठहराया।

SC/ST कर्मचारियों को सरकारी नौकरियों में प्रमोशन में आरक्षण देने के मामले में सुप्रीम कोर्ट की संविधान पीठ ने कहा है कि प्रमोशन में आरक्षण देना जरूरी नहीं है इस मामले में पुनर्विचार की कोई जरूरत नहीं है। इसके पहले सुप्रीम कोर्ट ने इस मामले में 30 अगस्त को सुनवाई के दौरान अपना फैसला सुरक्षित रखा था। इस मामले में कोर्ट को यह तय करना है कि 12 साल पुराने एम नागराज मामले में अदालत के फैसले की समीक्षा की जरूरत है या नहीं।
SC/ST को प्रमोशन में आरक्षण देने से सुप्रीम कोर्ट ने इनकार कर दिया. सुप्रीम कोर्ट ने बुधवार को अपने फैसले में कहा कि 2006 में नागराज मामले में दिए गए उस फैसले को सात सदस्यों की पीठ के पास भेजने की जरूरत नहीं है जिसमें अनुसूचित जातियों (एससी) एवं अनुसूचित जनजातियों (एसटी) को नौकरियों में तरक्की में आरक्षण देने के लिए शर्तें तय की गई थीं. सुप्रीम कोर्ट ने केंद्र सरकार की यह अर्जी भी खारिज कर दी कि एससी/एसटी को आरक्षण दिए जाने में उनकी कुल आबादी पर विचार किया जाए. हालांकि सुप्रीम कोर्ट ने प्रमोशन में आरक्षण का मसला राज्यों पर छोड़ा दिया और कहा कि राज्य चाहें तो आरक्षण दे सकते हैं. इसके लिए आरक्षण से पहले आंकड़े दिखाने होंगे..
गौरतलब है कि सुप्रीम कोर्ट में सुनवाई के दौरान केंद्र की मोदी सरकार ने कहा था कि एससी/एसटी सरकारी कर्मचारी प्रमोशन में आरक्षण के खुद हकदार हैं. केंद्र ने कहा कि एससी-एसटी पहले से ही पिछड़े हैं इसलिए प्रमोशन में रिजर्वेशन देने के लिए अलग से किसी डेटा की जरूरत नहीं है. सरकार ने सुप्रीम कोर्ट में कहा था कि जब एक बार एससी/एसटी के आधार पर नौकरी मिल चुकी है तो प्रमोशन में आरक्षण के लिए फिर से डेटा की क्या जरूरत है? केंद्र सरकार का कहना है कि एम नागराज फैसले पर फिर से विचार करने की जरूरत है. गौरतलब है कि 2006 के नागराज फैसले के बाद एससी-एसटी के लिए प्रमोशन में आरक्षण रुक गया था..
केंद्र सरकार ने सुप्रीम कोर्ट में बताया कि एससी-एसटी के लिए पिछड़ापन निर्धारित करने के लिए डेटा का संग्रह न तो व्यवहारिक है और न ही उसकी जरूरत है. केंद्र ने लिखित जवाब दाखिल करते हुए कहा कि संसद द्वारा बिल पास करने के बाद ही एक समुदाय को एससी कैटिगरी की सूची में शामिल कर लिया गया था. वहीं सुप्रीम कोर्ट ने कहा था कि 2006 के नागराज फैसले के मुताबिक सरकार एससी/एसटी को प्रमोशन में आरक्षण तभी दे सकती है जब डेटा के आधार पर तय हो कि उनका प्रतिनिधित्व कम है और वो प्रशासन की मजबूती के लिए जरूरी है..
हालांकि 1992 के इंदिरा साहनी और अन्य बनाम यूनियन ऑफ इंडिया और 2005 के ई वी चिन्नैया बनाम स्टेट ऑफ आंध्र प्रदेश में इस बाबत फैसले दिए गए थे. ये दोनों फैसले ओबीसी वर्ग में क्रीमी लेयर से जुड़े थे. केंद्र सरकार ने सुप्रीम कोर्ट से कहा था कि 2006 के नागराज फैसले से एससी-एसटी के लिए प्रमोशन में आरक्षण रुक गया है. केंद्र सरकार की तरफ से अटॉर्नी जनरल केके वेणुगोपाल ने सुप्रीम कोर्ट में कहा कि प्रमोशन में आरक्षण देना सही है या गलत इसपर टिप्पणी नहीं करना चाहता, लेकिन यह तबका 1000 से अधिक सालों से प्रताड़ित है. उन्होंने कहा था कि नागराज मामले में सुप्रीम कोर्ट की संवैधानिक पीठ को फैसले की समीक्षा की जरूरी है

Two different cases U/S 68-1(B) Punjab Police Act 2007 & 510 IPC have been registered in PS-03 & MJ, Chandigarh against three persons who were arrested while consuming liquor at public place. Later they bailed out.
