Congress’s Silence Quizzical

Just when the Congress was settling down for a quiet weekend, the drama unfolding in Delhi shook the grand old party out of its calm.

Four non-NDA, non-Congress chief ministers — Mamata Banerjee, Chandrababu Naidu, Pinarayi Vijayan and HD Kumaraswamy — rallied behind Delhi counterpart Arvind Kejriwal, who has been sitting on a dharna at L-G Anil Baijal’s office for a week now.

For the Congress, this show of unity by the ‘federal front’ players is a worrisome prospect. As the race for 2019 heats up, the party seems to be at the tail end.

The first tell-tale sign was visible at JD(S) leader HD Kumaraswamy’s swearing-in as Karnataka chief minister. The opposition put up a grand show of strength at the event, but it was Mamata Banerjee who emerged as the glue and catalyst for this unity.

Even though it was a JD(S)-Congress alliance that was taking power, it was clear that other parties were calling the shots. For once, the Congress swallowed it pride and accepted playing second-fiddle. As speculation mounted that it would have to play a similar role in other states with powerful regional satraps, the Congress saw an opportunity in Delhi to assert itself.

A long-term plan was drawn up and it was decided that Ajay Maken and Sheila Dikshit must bury their hatchet and join forces. This was almost as unthinkable as CPI(M)’s Pinarayi Vijayan and Trinamool Congress chief Mamata Banerjee sharing space. But just as Vijayan and Mamata shared a podium on Saturday, Maken and Dikshit came together last week.

The Congress had hoped that Kejriwal’s dharna would alienate him further and the Congress could benefit in the national capital. This is perhaps why when opposition parties spoke up in Kejriwal’s support, the Congress kept mum.

“If we could forgive the DMK in 2004 and go with the Samajwadi Party in Uttar Pradesh, what stopped us from showing support to Kejriwal? The problem is that the Congress failed to choose who was their bigger enemy, the BJP or AAP. They chose AAP as the bigger enemy,” says a senior Congress leader.

While the drama was unfolding in Delhi, a senior Congress leader called someone close to Rahul Gandhi’s office and suggested that a statement be issued. The person on the other end said he would discuss and call back. The call, however, never came and the message was clear — the AAP was not to be shown any sympathy.

The irony is that the Congress is fighting a similar battle in Puducherry, where Chief Minister Narayansamy is at logger heads with Lt Governor Kiran Bedi.

NITI Aayog’s Meeting

Niti Aayog CEO Amitabh Kant responded to Delhi chief minister’s Twitter post questioning who had given Lieutenant Governor Anil Baijal the power to replace the CM at the council meeting.

Delhi Chief Minister Arvind Kejriwal today said he has not “authorised” LG Anil Baijal to attend the NITI Aayog meeting in his place after a report claimed the presence of the Constitutional head at the meeting.

However, NITI Aayog Chief Executive Officer Amitabh Kant described the report as “totally incorrect”.

“Under which provision of the Constitution does LG have powers to replace the Chief Minister? I have not authorised him to go in my place,” Kejriwal tweeted.

Kejriwal was responding to a Twitter user’s claim that LG Baijal “chose” to represent Delhi at the Niti Aayog meeting and had reached the meeting venue.

Responding to the report, Kant said, “This is totally incorrect. Lt. Governor of Delhi is not present at the Fourth Meeting of the Govening Council of NITI Aayog.” Kejriwal accompanied by his deputy Manish Sisodia and ministers

Satyendar Jain and Gopal Rai is staging a dharna at Baijal’s office for the last one week, demanding that IAS officers end their “strike” and approve doorstep ration delivery scheme of his government.

Kejriwal and his Cabinet colleagues are sitting at the office of Lt Governor Anil Baijal demanding his direction to the IAS officers to end their “strike” and approve doorstep ration delivery scheme, since last Monday.

Prime Minister Narendra Modi chaired the fourth meeting of the Governing Council of NITI Aayog at Rashtrapati Bhawan which is underway right now.

The Council is likely to discuss important issues such as measures taken to double farmers’ income; progress of flagship schemes such as Ayushman Bharat, National Nutrition Mission, and Mission Indradhanush; development of aspirational districts and celebration of the 150th birth anniversary of Mahatma Gandhi.

The Governing Council will also review the work done during the previous year and deliberates upon the future developmental priorities.

The day-long meeting will be attended by Union Ministers, Chief Ministers from the States, Lieutenant Governors of Union Territories and senior officials from the Government of India.

The Governing Council of NITI Aayog is the premier body tasked with evolving a shared vision of national development priorities, sectors, and strategies with the active involvement of States in shaping the development narrative.

The bureaucrats in Delhi are not meeting Delhi ministers as part of their protest against an alleged assault on Chief Secretary Anshu Prakash in February.

They are demanding an apology from Kejriwal for the incident.

दिल्ली के सीएम अरविंद केजरीवाल अपने कुछ खास सहयोगियों के साथ धरने पर हैं। लेकिन ये धरना उनके पिछले धरनों से अलग है। इस दफा वो खुले मैदान से हटकर एलजी दफ्तर के एसी कमरे में न्याय की गुहार लगा रहे है। अरविंद केजरीवाल का आरोप है कि उपराज्यपाल अनिल बैजल के इशारे पर आईएएस अधिकारी हड़ताल पर हैं। तो वहीँ आईएस अधिकारीयों का कहना है कि दिल्ली काम कर रही है और कहीं भी कोई हड़ताल नहीं है. अधिकारी और कुछ भी कहने से बचते रहे.

अरविंद केजरीवाल कहते हैं कि यदि उपराज्यपाल चाहते तो सभी आईएएस अधिकारी काम पर लौट आते। लेकिन उनके अड़ियल रुख की वजह से दिल्ली की व्यवस्था चरमरा गई है। अधिकारियों की हड़ताल, दिल्ली में जल संकट और पीएम मोदी के मुद्दे पर उन्होंने टाइम्स ऑफ इंडिया से तफ्सील से बात की। एकतरफ उनका दर्द छलका और दूसरी तरफ गुस्सा। इन सबके बीच केजरीवाल का धरना सातवें दिन में प्रवेश कर चुका है।

आप सरकार के मुखिया  ने मोदी सरकार पर निशाना साधते हुए कहा कि आप सरकार बनने के तुरंत बाद से ही दिक्कतें शुरू हो गईं। केंद्र सरकार के इशारे पर आईएएस अधिकारी जितनी दिक्कतें पैदा कर सकते थे उसमें कोरकसर नहीं छोड़ी। अब तो हालात ये है कि अधिकारी न तो बैठकों में आते हैं। न ही फील्ड का दौरा करते हैं। दिल्ली सरकार शक्तिविहीन हो चुकी है। ​

आईएएस अधिकारियों और एलजी अनिल बैजल के रुख पर केजरीवाल ने कहा कि अधिकारियों की हड़ताल प्रायोजित है। उन्हें भड़काया गया है। इन सब मुश्किलों के बीच आप सरकार बेहतर कर रही है। दिल्ली में मुफ्त शिक्षा, बेहतर स्वास्थ्य सुविधा मिलने के बाद लोग सवाल पूछते हैं कि मध्य प्रदेश, गुजरात और छत्तीसगढ़ में क्या हो रहा है। इन सवालों से बीजेपी परेशान है और आप सरकार की राह में कांटे बिछा रही है। लेकिन वो भी तब तक धरने पर बैठे रहेंगे जब तक आईएएस अधिकारी हड़ताल वापस नहीं ले लेते।

अरविंद केजरीवाल ने कहा कि अगर पीएम चाहें तो एक मिनट के अंदर हड़ताल खत्म हो जाएगी। वो पीएम से अपील भी करते हैं कि हड़ताल को खत्म कराने के लिए उन्हें आगे आना चाहिए। वो बहुत सी बैठकों में शिरकत कर चुके हैं। लेकिन पीएम न तो उनसे बोलते हैं न ही उनकी तरफ देखते हैं। इससे भी बड़ी बात ये है कि बैठकों में दिल्ली के नुमाइंदों को बोलने का मौका नहीं मिलता है।

PM told to “rise above politics”, & do not “restrict the federal system”. 4 CMs

Chief ministers from four states met Prime Minister Narendra Modi on the sidelines of the Niti Aayog governing council meeting on Sunday and requested him to resolve the tussle between Delhi Lt Governor Anil Baijal and the AAP government.

“I along with the Hon’ble CMs of Andhra Pradesh, Karnataka and Kerala have requested Hon’ble PM today to resolve the problems of Delhi government immediately (sic),” West Bengal Chief Minister Mamta Banerjee tweeted after meeting with Modi.

On Saturday evening, Banerjee, Andhra Pradesh’s Chandrababu Naidu, Kerala’s Pinarayi Vijayan, and Karnataka’s H D Kumaraswamy rallied behind Delhi Chief Minister Arvind Kejriwal who has been camping at the L-G office for the last seven days.

The four addressed a press conference at Kejriwal’s residence in New Delhi, urging the Centre to “rise above politics”, solve the “constitutional crisis” and not “restrict the federal system”.

Before arriving at Kejriwal’s residence, the four chief ministers were not allowed to meet either the Delhi CM or Lt Governor.

Asked about the absence of support from the Congress, which has attacked Kejriwal’s protest as an attempt to obscure the AAP failures, Banerjee said, “I do not know, because the Congress has its own existence in Delhi and it doesn’t want any other party to come into power. That is their problem.”

The AAP is planning to hold a protest march from Mandi House to PM Modi’s office. “Though no formal permission was taken from the police by AAP for the Sunday march, security arrangements have been made nevertheless. Since Section 144 (prohibitory orders) are already imposed in New Delhi and no gathering is allowed around the PM’s office, the protesters will be dealt with according to the law,” said a police officer.

The party has been demanding agitating IAS officer’s to end their “strike” and return to work.  Kejriwal, along with his three cabinet ministers, has been on a sit-in protest at L-G’s office, demanding his intervention to end the “strike”. The bureaucrats, on the other hand, maintain that no such strike is going on.

“Puneri pagadi, a symbol of the pride and identity of the city” Sena

NCP chief Sharad Pawar’s directive to the Pune unit of the party, to replace the Puneri pagadi used for felicitation with the turban that was used by social reformer Mahatma Jyotiba Phule, has sparked a political controversy, with the Shiv Sena alleging that the NCP has insulted the “Puneri pagadi, a symbol of the pride and identity of the city”.

“The NCP chief has insulted the residents of Pune by seeking to replace the Puneri pagadi with another turban. There is always some hidden meaning in the action of the NCP chief and it will be revealed soon,” said Shiv Sena leader Sanjay Raut. The BJP, meanwhile, chose to remain mum on the issue.

NCP leader Jaidev Gaikwad hit back at the Sena, saying, “Mahatma Phule was from the city and he was a great social reformer who fought for social justice for the poor and those from the backward class. His turban should be considered a symbol of the revolution and reforms that are associated with the identity of the city. Pawar has made a much-needed correction by introducing the turban used by the social reformer…”

“There is no need to create controversy over it as the NCP is free to use the turban it wants and the other political parties can follow what they want… in fact, objections by opposition parties indicate that they follow the ideology of a specific community,” he said.

The BJP, meanwhile, responded cautiously to the issue. “We will not be vocal about the debate on the Puneri pagadi and the turban of Mahatma Phule… the party does not want to get into a controversy… it will follow the existing practice,” said BJP leader and Pune Mayor Mukta Tilak.

“There is no basis for speculation that the NCP is joining the government in Delhi,” Prafulla Patel

 

Senior NCP leader Praful Patel on Monday denied reports that the Nationalist Congress Party was going to join the NDA government. “There is no basis for speculation that the NCP is joining the government in Delhi,” Patel said on Twitter. The tweet followed reports that his party was likely to join the Narendra Modi-led government and could also get a cabinet berth in the next reshuffle. The speculation was sparked by a perceived closeness between NCP supremo Sharad Pawar and Prime Minister Narendra Modi.

Pawar, who before the 2014 general elections had said it was difficult to “accept” Modi as the prime minister, now enjoys a good equation with him.

At an event last year, Modi expressed his respect for Pawar, who, he said, had helped him in his initial years in politics.

There has been talk of an imminent cabinet expansion, especially in view of vacancies in two key portfolios –defence and Urban Development.

RSS – BJP Make Major Changes in Organisation in UP

 

Following recent defeats for the BJP in bypolls in Uttar Pradesh, the RSS on Saturday made some key changes in the posts of organisation secretaries of the party’s regional units in the state by replacing BJP appointees with RSS pracharaks. Sources said the decision to make the changes was taken in the ongoing meeting of organisation secretaries convened by the RSS in Surajkund, Haryana.

The organisation secretary is a key link between the party and the Sangh. The organisation secretaries replaced are Shiv Kumar Pathak (Gorakhpur region), Om Prakash (Kanpur-Bundelkhand) and Braj Bahadur (Awadh) — all three are BJP leaders. Ratnakar, who was the RSS ‘vibhag pracharak’ of Kashi (Varanasi) region and was thus far organisation secretary of Kashi region, was given additional charge of Gorakhpur region. His centre of work will remain Kashi.

Pradumn, earlier vibhag prachark in Rajasthan, was appointed organisation secretary for Awadh region. He was in-charge of different cells of the BJP in UP so far. Bhawani Singh, earlier vibhag pracharak of Agra and so far organisation secretary of Braj region, has been given charge of Kanpur-Bundelkhand too. His centre will remain Agra.

The roles of BJP leaders who were asked to step down will be decided later, it was informed. A BJP leader said that the influence of the RSS in decision-making in the party at the regional level will increase now with appointment of RSS pracharaks. “They will have a key role in BJP organisation ahead of the Lok Sabha polls. They will also have a say in restructuring of the party organisation,” the leader said.

ममता, चंद्रबाबू नायडू सहित चार मुख्यमंत्रियों को नहीं मिली केजरीवाल से मिलने की इजाजत

दिल्ली के उपराज्यपाल अनिल बैजल ने चार राज्यों के मुख्यमंत्रियों को धरने पर बैठे दिल्ली के मुख्यमंत्री से मुलाकात की अनुमति नहीं दी। दिल्ली के सीएम अरविंद केजरीवाल छह दिनों से उपराज्यपाल के कार्यालय सह आवास ‘राजनिवास’ में धरने पर बैठे हैं। पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी, आंध्रप्रदेश के सीएम चंद्रबाबू नायडू, केरल के मुख्यमंत्री पिनरई विजयन और कर्नाटक के सीएम एचडी कुमारस्वामी आज केजरीवाल से मिलने वाले थे। आम आदमी पार्टी (आप) के नेता राघव चड्ढा ने शनिवार को ट्वीट किया कि उपराज्यपाल ने मिलने की इजाजत नहीं दी।

राघव के ट्वीट को आगे बढ़ाते हुए केजरीवाल ने कहा कि यह अत्यंत विचित्र होता जा रहा है। इससे पहले चड्ढा ने ट्वीट किया था कि पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने शनिवार रात आठ बजे दिल्ली के मुख्यमंत्री अरविंद केजरीवाल से मुलाकात के लिए उपराज्यपाल से समय मांगा है।

केजरीवाल, उपमुख्यमंत्री मनीष सिसोदिया और कैबिनेट मंत्री सत्येंद्र जैन व गोपाल राय सोमवार से ही राजनिवास में धरने पर हैं। इनकी मांग है कि उपराज्यपाल दिल्ली में प्रशासन चलाने वाले आईएएस अधिकारियों को अघोषित हड़ताल खत्म कर काम करने का निर्देश दें।

उपराज्यपाल अनिल बैजल द्वारा केजरीवाल से मुलाकात की मंजूरी नहीं मिलने के बाद ये चारों मुख्यमंत्री अरविंद केजरीवाल के घर से राज निवास तक पैदल जाएंगे. आम आदमी पार्टी ने यह जानकारी दी है. सभी मुख्यमंत्री रविवार को पीएम मोदी की अध्यक्षता में होने वाली नीति आयोग की बैठक में शामिल होने के लिए दिल्ली आए हुए हैं.

अरविंद केजरीवाल पिछले छह दिनों से धरने पर बैठे हैं. उन्होंने कहा था कि, हम तब तक यहां से नहीं जाएंगे, जब तक LG साब IAS अधिकारियों को मेरी सरकार के साथ फिर सहयोग शुरू करने का निर्देश नहीं देते. तीन महीने से वे हमारे द्वारा आहूत की गई बैठकों में आने से इंकार कर रहे हैं, और किसी भी निर्देश का पालन करने से भी. क्या आपने देश के किसी भी हिस्से में IAS अधिकारियों के काम करना छोड़ देने के बारे में सुना है…?

बंगाल की मुख्यमंत्री ममता बनर्जी ने दो दिन पहले ही अरविंद केजरीवाल और आम आदमी पार्टी के आंदोलन को अपना समर्थन दिया था. ममता बनर्जी ने ट्वीट किया था, ‘दिल्ली के मुख्यमंत्री अरविंद केजरीवाल देश की राष्ट्रीय राजधानी में पिछले कुछ दिनों से उप राज्यपाल के कार्यालय में बैठे हैं. निर्वाचित मुख्यमंत्री को अवश्य ही उचित सम्मान मिलना चाहिए.’ ममता ने ट्विटर पर लिखा था, ‘मैं भारत सरकार एवं दिल्ली के उप राज्यपाल से समस्या का तत्काल समाधान करने की अपील करती हूं ताकि लोगों को परेशानी न हो.’

इन सबके बीच दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने ट्वीट किया, ‘मुझे नहीं लगता माननीय उप-राज्यपाल ने खुद ये फ़ैसला लिया होगा. साफ़ है पीएमओ ने उन्हें इजाज़त नहीं देने के निर्देश दिए होंगे. बिल्कुल उसी तरह जैसे आईएएस हड़ताल पीएमओ ने करवाई है.’

वहीं उन्होंने दूसरा ट्वीट किया जिसमें उन्होंने लिखा, ‘हम एक लोकतंत्र में रहते हैं. क्या पीएम दूसरे राज्यों के मुख्यमंत्रियों को सीएम से मिलने से रोकेंगे? राजभवन किसी की व्यक्तिगत संपति नहीं है. ये भारत की जनता का है.

दिल्ली के डिप्टी सीएम मनीष सिसोदिया ने भी ट्वीट किया है कि, ‘ आखिर कैसे पीएमओ दूसरे राज्यों के मुख्यमंत्रियों को दिल्ली के मुख्यमंत्री से मिलने से रोक सकते हैं. क्या ये दिल्ली में अघोषित आपातकाल है?

गौरतलब है कि इससे पहले भी अनिल बैजल ने यशवंत सिन्हा, संजय सिंह को मिलने की अनुमति नहीं दी थी. इसके अलावा केजरीवाल की पत्नी, उनके भाई और उनकी मां को भी उनसे मिलने नहीं दिया गया था. एलजी कार्यालय के सूत्रों का कहना है कि मंत्रियों के परिजन उपराज्यपाल कार्यालय से बाहर उनसे मुलाकात कर सकते हैं, क्योंकि ऐसी मुलाकातों पर कोई प्रतिबंध नहीं है.

भाजपा दबाव में है, क्योंकि दिल्ली में ‘आप’ सरकार कड़ी मेहनत कर रही है: अरविन्द

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल और उनके मंत्रिमंडल के तीन सहयोगियों का उपराज्यपाल निवास पर धरना शनिवार को भी जारी रहा। आम आदमी पार्टी (आप) की ओर से रविवार को प्रधानमंत्री आवास तक मार्च निकाला जाएगा, क्योंकि दिल्ली में जारी भारतीय प्रशासनिक अधिकारियों की हड़ताल को लेकर सरकार में गतिरोध की स्थिति बनी हुई है।

‘आप’ प्रवक्ता पंकज गुप्ता ने कहा कि दिल्ली उसी तरह का जनांदोलन शुरू करने जा रही है, जैसा कि हमने पहले किया था और दिल्ली की राजनीतिक तस्वीर बदल गई। उन्होंने कहा कि न सिर्फ पार्टी कार्यकर्ता, बल्कि दिल्ली की आम जनता भी रविवार चार बजे शाम मार्च में हिस्सा लेगी। उन्होंने आगे कहा कि हमने पूरी कोशिश की, मगर वे सुनने को तैयार नहीं हैं।

इस घोषणा से पहले केजरीवाल ने कहा कि आईएएस अधिकारी दबाव में हैं और उनकी हड़ताल भारतीय जनता पार्टी (भाजपा) से प्रेरित है। उन्होंने कांग्रेस अध्यक्ष राहुल गांधी से भी उनका रुख स्पष्ट करने को कहा कि क्या वह भाजपा के साथ हैं या दिल्ली की जनता के साथ। उन्होंने यह भी कहा कि उनकी सरकार के पास उतना अधिकार नहीं है, जितना पूर्व मुख्यमंत्री शीला दीक्षित के पास था।

उन्होंने कहा कि मेरे पास एक चपरासी का भी तबादला करने की शक्ति नहीं है, लेकिन दीक्षित के पास अधिकारियों का तबादला करने और भ्रष्टाचार के आरोपों में उनकी गिरफ्तारी भी करवाने की शक्ति थी।

भाजपा पर आईएएस अधिकारियों को हड़ताल के लिए उकसाने का आरोप लगाते हुए उन्होंने कहा कि भाजपा अधिकारियों पर हड़ताल करने के लिए दबाव डाल रही है। भाजपा दबाव में है, क्योंकि दिल्ली में ‘आप’ सरकार कड़ी मेहनत कर रही है। मैं यहां दिल्ली की जनता के लिए बैठा हूं और उन्हें यह सुनिश्चत करता हूं कि स्थिति बदलेगी।

Congress leaders opposed Sidhu’s demolition bid.

 

At least two senior Congress leaders in Punjab have openly opposed their own minister Navjot Singh Sidhu’s drive against illegal colonies in Jalandhar .

Congress MLA Sushil Rinku on Friday climbed atop a bulldozer and stopped a team of Jalandhar municipal corporation  officials from going ahead with demolish of an illegal colony on Kala Sanghian Road. Later Punjab food and supplies minister Bhart Bhushan Ashu too took exception to, what he called, the unusual haste shown in trying to raze unauthorised buildings in Jalandhar.

Ashu told TOI that as local bodies minister, Sidhu was heading the sub-committee on onetime settlement of unauthorised structures and the action could have waited till building owners were given another chance to comply with the new policy.

“Even though I am not aware of local details, I am not convinced about the timing of the demolition drive, especially when a policy will be ready by the month end,” Ashu said.

Ashu said that he would take up the issue in the next cabinet meeting.

Sidhu had, on Thursday, cracked the whip against officials of Jalandhar municipal corporation when he found many illegal colonies being developed in the city in violation of building bylaws. Many of the buildings had come up in upscale areas of the city.

Rinku termed the action as ‘anti-people’. “I am with the people and the government works in public interest,” he said, standing atop the bulldozer. “The government should make a favourable policy. We can’t give employment to people but when people are already involved in small businesses, we should facilitate them. Many of the so-called illegal colonies have been built by small builders or by the residents themselves and I will not allow any damage to them.”

Sidhu, who was in Phagwara on Friday, said “We will explain our stand to Rinku. He is our own man and his concerns would be addressed, but the action will continue.” He clarified that his orders were only against colonisers and that public interest was not being hurt.

The government intends to give relief to more than 8,000 unauthorised colonies and more than one lakh plots within these colonies that can be regularised once the new policy is approved. On Thursday, housing and urban planning minister had announced that the new policy would be in the public domain by June 30. The earlier cut-off date for regularisation of colonies was April 1, 2013. This has been extended to March 19, 2018. The colonies developed before April 1, 2013 will be regularised in non-compatible land-use zones of master plans.

The stalemate continued for a couple of hours as several Congress workers also accompanied Rinku and then the municipal team returned without executing the demolition orders
