जल्दी ही Unlock 4.0 की आएंगी गाइडलाइंस

Unlock4: पूरे देश में एक सितंबर से आवाजाही और आसान हो सकती है, स्कूल, कॉलेज, सिनेमा हॉल खोलने की नहीं मिलेगी अनुमति. अनलॉक-चार के गाइडलाइंस में किन-किन क्षेत्रों को खोला जा रहा है का जिक्र नहीं होगा। इसके बजाय सिर्फ उन क्षेत्रों का जिक्र होगा जो प्रतिबंधित रहेंगी।

कोरोना वायरस (Coronavirus) के कारण जारी लॉकडाउन के कारण देश भर के स्कूलों और कॉलेजों को बंद हुए 5 महीने हो चुके हैं. 31 अगस्त को अनलॉक 3.0 समाप्त होने के साथ यह उम्मीद की जा रही है कि गृह मंत्रालय (MHA) जल्द ही अनलॉक 4.0 के तहत स्कूलों को फिर से खोलने पर निर्णय ले सकता है. इस महीने के अंत तक दिशानिर्देश (guidelines) जारी किए जाने की भी संभावना है.

एक सितंबर से देश में अनलॉक 4 की शुरुआत हो रही है. ऐसे में सबकी नजर स्कूल और कॉलेज खोलने को लेकर सरकार के फैसले पर है. गृह मंत्रालय की ओर से जारी होने वाली गाइडलाइंस से पहले स्वास्थ्य मंत्रालय ने मंगलवार को साफ कर दिया है कि सरकार की ओर से स्कूल और कॉलेज खोलने को लेकर कोई निर्देश नहीं हैं. स्वास्थ्य मंत्रालय के सचिव राजेश भूषण ने कहा कि अनलॉक को लेकर गृह मंत्रालय की ओर से जारी गाइडलाइंस में स्कूल और कॉलेज के खोलने से संबंधित कोई निर्देश नहीं हैं.

राजेश भूषण ने कहा कि देश में जो भी गतिविधियां खोली जा रही हैं उसके लिए स्वास्थ्य मंत्रालय एसओपी जारी करती है. जब भी स्कूल और कॉलेज को खोलने का निर्णय होगा तो वो एसओपी प्रभाव में आएगा और उसको लागू किया जाना होगा. 

‘3 करोड़ से ज्यादा टेस्ट किए जा चुके’

देश में कोरोना की स्थिति को लेकर स्वास्थ्य मंत्रालय ने प्रेस कॉन्फ्रेंस की. मंत्रालय की ओर से बताया गया कि देश में अब तक 3 करोड़ 60 लाख से ज्यादा टेस्ट किए जा चुके हैं. स्वास्थ्य सचिव राजेश भूषण ने बताया कि देश में ठीक हुए मरीजों की संख्या एक्टिव केस से तीन गुना ज्यादा है. उन्होंने बताया कि देश में लैब की संख्या में भी इजाफा हुआ है. इसमें प्राइवेट और सरकारी लैब दोनों हैं. जिसके कारण टेस्टिंग की संख्या बढ़ी है. 

मंत्रालय की ओर से बताया गया कि कुल मामलों के 22.2 प्रतिशत केस ऐक्टिव हैं. रिकवरी रेट 75 प्रतिशत से ज्यादा हो गया है. देश में कोरोना से मृत्युदर 1.58 प्रतिशत है जो कि दुनिया में सबसे कम में शामिल है. पिछले 24 घंटे में एक्टिव केस की संख्या में 6,400 की गिरावट दर्ज हुई है. ये पहली बार हुआ है.

आईसीएमआर के महानिदेशक प्रोफेसर डॉ. बलराम भार्गव ने बताया कि भारत में कोरोना की तीन वैक्‍सीन का परीक्षण चल रहा है. सीरम इंस्‍टीट्यट की वैक्‍सीन का 2 (बी) फेज और 3 फेज टेस्‍ट चल रहा है. भारत बायोटेक और जेडस कैडिला की वैक्‍सीन ने 1 फेज का टेस्‍ट पूरा कर लिया है.   
 

Shradhanjali given to Arun Jaitley

Panjab University Chandigarh under Doctor Bheem Rao Ambedkar Centre organised first punyatithi shradhanjali in the sacred memory of Shri Arun Jaitley, Former Finance Minister. 

PU Vice Chancellor Prof. Raj Kumar initiated the proceedings while offering his salutation to the great personality of Shri Arun Jaitley . He shared with the audience how he has personally  learned many things from the personality of Shri Jaitley  who was always eager to help others. He commended various economic reforms like disinvestment of non performing PSUs, demonetisation, GST and Indian bankruptcy Code which have helped Indian economy to undergo structural reforms to help its millions of citizens. 

Shri Satyapal Jain ji, Additional Solicitor General Government of India , shared his life anecdotes with Shri Arun Jaitley whom he had personally known for last 45 years. He remembered his contributions in various fields ranging from Student politics to legal representation in the court rooms. He finds him  as a person  who was always ready  to sacrifice anything for his noble ideals. He also highlighted how as a product of public movement against the Emergency, Shri Arun Jaitley always remained connected to the grassroots. 

Shri K D Batish, Advocate High Court, Himachal Pradesh remembered Shri Arun Jaitley as a personality par excellence who was honest to the core and always ready to help others. He praised his acumen as an advocate.

 Professor Anju Suri, Chairperson, department of History , conducted the proceedings and eugolised the personality of Shri Arun Jaitley ji. Dr. Gurpal Singh offered vote of thanks whereas Dr. Monica welcomed the guests and Dr. Shiv Kumar Dogra highlighted the achievements of Shri  Arun Jaitley .

Webtalk on Wit and Humour from the Bar and Bench by PUAA

Panjab University Alumni Association organised a webtalk today on  “ Wit and Humour from the Bar and Bench”  by Prof. (Dr.) Balram K. Gupta, Director (Academics), Chandigarh Judicial Academy, Chandigarh and Prof. (Dr.) Shruti Bedi,   Professor of Law, University Institute of Legal Studies,PU.

Prof. Deepti Gupta, Dean Alumni Relations, Panjab University welcomed the eminent speakers and thanked them for taking out the time for this talk. Ms. Sonia Chandel from PUAA formally introduced and welcomed Prof. Balram Gupta and Prof. Shruti Bedi.

The webinar opened with a sense of anticipation. People were eager for some wit and humour. Prof. Balram Gupta shared some funny anecdotes and incidents from his years of practice which left everyone amused. Dr Gupta said that in any profession whether teaching , medical or legal, humour is a lubricant. Every teaching,if laced with humour and wit can bring out the seriousness of the subject , thereby making it more absorbing.The participants gave very positive feedback on the chat.

Then Prof. Bedi shared some interesting incidents, both from the Indian and English courts, which left the audience in splits. 

The speakers kept switching and taking turns to keep the audience engaged and mesmerised. They shared witty incidents from the life of Mr G Ramaswamy, Attorney General of India, and Mr C. K. Daphtary, who was the first Solicitor General of India  and was known for his witty replies. In the constitutional challenge to the Bombay Prohibition Act, when asked about the nature of the intoxicants which were declared prohibited under the Act, Mr Daphtary described them and, with a mischievous twinkle in his eye, added: “And then, My Lords, there are substances other than liquid refreshments which also intoxicate — and power is one of them”. Prof. Gupta also shared the famous remark “A Republic without a PUB is a mere RELIC”. Many such anecdotes and shenanigans were shared with the participants. 

Dr. Balram K. Gupta is a judicial educator at the national and international level; Designated Sr. Advocate; Former Director, National Judicial Academy, India; Dean, Faculty of Law, Guru Nanak Dev University, Amritsar; Prof. and Chairman, Dept. of Laws, Panjab University, Chandigarh; and Parliamentary Fellow, ICPS. He has lectured at different universities and institutes in the UK and USA and has contributed papers in national and international journals. He has been honoured with the State Award of Nyaya Rattan. As Distinguished Alumnus, honoured at the First Global Meet Panjab University Alumni Association. Past President, Rotary Club Chandigarh Midtown (2002-03); Life Time Achievement Award by Rotary International District 3080; Paul Harris Fellow; Founder Member, Society of Meritorious Students, Chandigarh.

Prof. Shruti Bedi, Ph.D. is Professor of Law at the University Institute of Legal Studies, Panjab University, Chandigarh. She is Director, Centre for Constitution and Public Policy, UILS, PU; Faculty Chair, Alternate Dispute Resolution and Client Counselling Board, UILS, PU; and is the former Coordinator, Centre for IAS, Panjab University. She has authored two books, co-edited four books, lectured and interacted with faculty from various countries and is regularly invited for international and national talks, media debates, panel discussions and lectures.

Towards the end, Prof. Deepti Gupta invited some of the members to unmute themselves and talk to the speakers if they wanted. There were many students of Prof. Balram Gupta and even professors of Prof. Shruti Bedi who congratulated them for the wonderful web talk. The webinar ended with a vote of thanks by Prof. Deepti Gupta to the speakers and the participants.

Web Lecture on NEP at PU

The Interdisciplinary Center for Swami Vivekananda Studies,Panjab University organized a Web lecture on the Salient Features of NEP 2020  by Prof.Chaman Lal Gupta, Vice -Chairman, Governing Body Institute of  Advanced Study,Rashtrapati Nivas, Shimla.

Vice Chancellor Prof.Raj Kumar welcomed the speaker and highlighted the main features of NEP 2020. The NEP 2020 aims at that the learning should be holistic, integrated, enjoyable and encouraging. This policy envisions an education system rooted in Indian ethos that will contribute to transform our country into a global knowledge superpower. He categorically stated that while implementing the provisions care should be taken of the infrastructure in place.Thus the implementation cannot be same for all. The clear road map with identified priorities will help us to achieve our goals

 Prof Chaman Lal Gupta in his presentation threw light on the main features of NEP 2020.In his view this policy will prove as a game changer and benefit us all in understanding our cultural traditions will help us to connect to our roots. The teaching in local languages will help us to bring forth rare manuscripts which are lying unattended.The young students will not suffer in schools because of less number of teachers available but the school clusters will take care of them.The teachers are at the centre of the fundamental reforms in the education system.

The new education policy must help re-establish teachers, at all levels, as the most respected and essential members of our society, because they truly shape our next generation of citizens. It must do everything to empower teachers and help them to do their job as effectively as possible. The new education policy must help recruit the very best and brightest to enter the teaching profession at all levels.The new education policy proposes to  provide to all students, irrespective of their place of residence, a quality education system, with particular focus on historically marginalized, disadvantaged, and underrepresented group. SCZ  special zones will be created for them to meet their requirement. All curriculum and pedagogy, from the foundational stage onwards, will be redesigned to be strongly rooted in the Indian and local context and ethos in terms of culture, traditions, heritage, customs, language, philosophy, geography, ancient and contemporary knowledge, societal and scientific needs, indigenous and traditional ways of learning etc. – in order to ensure that education is maximally relatable, relevant, interesting, and effective for our students. Stories, arts, games, sports, examples, problems, etc. will be chosen as much as possible to be rooted in the Indian and local geographic context. It must prepare students for more meaningful and satisfying lives and work roles and enable economic independence.For the purpose of developing holistic individuals, it is essential that an identified set of skills and values will be incorporated at each stage of learning, from pre-school to higher education.

  Higher education must form the basis for knowledge creation and innovation thereby contributing to a growing national economy. The purpose of quality higher education is, therefore, more than the creation of greater opportunities for individual employment. The main thrust of this policy regarding higher education is to end the fragmentation of higher education by transforming higher education institutions into large multidisciplinary universities. Such a holistic education shall be, in the long term, the approach of all undergraduate programmes, including those in professional, technical, and vocational disciplines. This policy aims to overcome the social status hierarchy associated with vocational education and requires integration of vocational education programmes into mainstream education in all education institutions in a phased manner. Beginning with vocational exposure at early ages in middle and secondary school, quality vocational education will be integrated smoothly into higher education. It will ensure that every child learns at least one vocation and is exposed to several more. This would lead to emphasizing the dignity of labour and importance of various vocations involving /Indian arts and artisanship.

FDP Concludes at PU

A  Five days workshop cum Faculty Development Programme organised by Centre for Internal Quality Assurance , USOL, Panjab University, Chandigarh on E content Development and Online Teaching concluded today.

Dr Girdhar Gopal and his team of  MHRD trained trainers thoroughly covered various learning management systems, Open shot and Open Broadcaster System, YouTube etc for  e content development , Online delivery and online assessment.

 The practical sessions of the workshop were of immense significance. In  the valedictory session Prof Madhurima Verma spoke about the need of such workshops to shift towards online mode of education delivery. The organiser of the workshop Prof Harsh Gandhar  presented the report of the programme.


There were 100 participants including faculty members from Orissa, Kerala, Simla, Kurukshetra, Delhi,  and Chandigarh based colleges, USOL and Other departments of the Panjab University. The CIQA Convener Prof Neeru proposed the vote of thanks

Avoid Hurry, Worry and Curry for Good Health-Dr. Sanjay Bhadada

Panjab University, Chandigarh: Panjab University Alumni Association organised today a webinar on  “ Vitamin D & Weight Management Strategy in Covid 19” by  Dr. Sanjay Kumar Bhadada,  Professor of Endocrinology at Department of Endocrinology, PGIMER, Chandigarh.

Dr. Bhadada adding “Humour to avoid stress and anxiety, advised to avoid Hurry, Worry and Curry as this effects health in major way. ” He explained about Vitamin D production and Metabolism in human body. He took up topics like what affects Vit D synthesis in skin, how much exposure to sun is sufficient, how to overcome Vit D deficiency, ideal body weight, how to reduce weight, healthy food, intermittent fasting, exercises etc.

Earlier, Prof. Deepti Gupta, introduced and welcomed Dr Sanjay Kumar Bhadada. He is Ex-Secretary and Current executive of Indian Society for Bone and Mineral Research (ISBMR). He is Ex-Secretary and Chairman elect of Punjab chapter of Research Society for the Study of Diabetes in India. Dr. Bhadada is also founder of ADITI, a social support group for young diabetics that provides them with medical, social, financial and vocational help. Dr. Bhadada has received various awards for his outstanding contribution in his field.

The participants found the session very informative and asked various questions about Vit D, diabetes and obesity.

Workshop by ICSVS concludes at PU

            A Three Day Online workshop from 14th -16th August, 2020 titled “Let us Tinker” organized by the Interdisciplinary Centre for Swami Vivekananda Studies, Panjab University. The workshop was coordinated by Prof.Manu Sharma and Dr. Amit Thakur from University Institute of Engineering and Technology(UIET). Prof. Renu Thakur, Coordinator ICSVS welcomed all the participants and threw light on the life and teachings of Swami Vivekananda. This was a special workshop aimed at school children with daily 90-minute online sessions. The focus of the workshop was to introduce the young students to basic electrical/electronic circuits and Arduino programming.

            The participants were also introduced to various sensors available in market such as Photoelectric sensor, IR sensor etc  and their applications were simulated on the online platform Tinkercad .The young students interacted with the participants and wished  to join more such workshops to understand basic concepts of science.

            Prof. Renu Thakur interacted with the participants and thanked them for making this workshop a success.
