10th Panjab University Rose Festival kicked off at PU

            The 10th Panjab University Rose Festival kicked off with much fanfare and enthusiasm which was inaugurated today by Prof. Raj Kumar, Vice Chancellor, Panjab University at Prof. R.C. Paul Rose Garden. PU VC was welcomed by the marching band of Ankur School and traditional artists of Rajasthan.

            Prof. Shankarji Jha, Dean of University Instructions presided over the inauguration and C.A. Vikram Nayyar, officiating Registrar and Finance & Development Officer, PU was the Guest of Honour.

            The Chief Guest along with other dignitaries visited the Prof. R.C. Paul Rose Garden and appreciated the beauty of the Garden. The Dean of University Instruction and Finance & Development Officer also appreciated the efforts of Horticulture Division for maintaining the garden.

            A variety of cultural programmes were presented by the students of Ankur School, Panjab University, Guru Gobind Singh Vidya Mandir, Ratwara Sahib & NSS volunteers.

            The winners of the School Band competition are Ist Jawahar Navodya Vidyala, sector-25, Chandigarh and IInd Ankur School Sector-14, Chandigarh. Flower Competition was held today and there was a display of about 500 participants  in 90 categories.

            The Vice Chancellor admired the ambience of the garden and said that the Horticulture Division has put up a wonderful show. He invited students of University and other Institutions to participate in large number in the festival.

            Er. Anil Thakur, Divisional Engineer (Hort.) and Coordinator of the festival expressed his gratitude to the VC, other P.U. Authorities and all stake holders of the festival for making it a grand success. He added that the Horticulture Division is always committed  towards excellence in whatever it organizes and will strive to achieve better in future.

            In the evening, Fashion Competition ‘Bollywood 2019’ and performance by Band will be held at 7.00 p.m. at Old Convocation Ground, Panjab University, Chandigarh. Winners of Photography Competition and Flower Competition will also be awarded in the evening.

            On the second day of the festival, competitions of Singing, Rangoli, Collage Making, Slogan Writing and Face Painting will be organized. On third day, competitions of Rose Prince & Princess, Poetic Recitation, Dancing Competition, Mehandi, Painting Competition and Fancy Dress will be organized. Competition like Dancing, Singing, Rose Prince & Princess, Poetic Recitation, Fancy Dress & Painting have received a large no. of entries.

            Dr. Parminder Duggal, Principal, Ankur School, Mrs. Ritu Oberoi, Principal, Guru Gobind Singh Vidya Mandir Sr. Sec. School, Ratwara Sahib, Sh. Jatinder Moudgil, Manager Press, Prof. Emanual Nahar, Dean Student Welfare, Er. R.K. Rai, Executive Engineer-I, Mrs.Renuka B Salwan, Director, Public Relations, Dr. (Mrs.) Navdeep Sharma, NSS Coordinator, Dr. Tirthankar Bhattacharya, Chairperson, Deptt. of Art History & Visual Arts from Panjab University graced the occasion along with wardens of Hostels and representatives of various Unions of Panjab University. The faculty, non-teaching employees, students and general public were present in large number.

जम्मू कश्मीर प्रशासन ने एक बड़े फैसले में शुक्रवार को लद्दाख के लिए एक अलग संभाग बनाया.

जम्मू: जम्मू कश्मीर प्रशासन ने एक बड़े फैसले में शुक्रवार को लद्दाख के लिए एक अलग संभाग बनाया. यह अभी तक कश्मीर संभाग का एक हिस्सा था. प्रशासन द्वारा जारी एक आदेश में बताया गया है कि कश्मीर और जम्मू संभाग की तरह अब लद्दाख एक पूर्ण प्रशासनिक और राजस्व संभाग होगा, जहां एक अलग संभागीय आयुक्त और पुलिस महानिरीक्षक होंगे.

इसमें बताया गया,’लद्दाख का गठन एक अलग प्रशासनिक और राजस्व संभाग के तौर पर किया गया है. जम्मू कश्मीर में तीन संभाग जम्मू, लद्दाख और कश्मीर होंगे.’ 

आदेश में कहा गया है कि प्रशासन ने लेह और करगिल जिलों को मिला कर एक अलग प्रशासनिक और राजस्व संभाग के गठन को मंजूरी दी है. इसका मुख्यालय लेह में होगा.

विभागों के संभागीय स्तर के प्रमुखों के पदों की पहचान करने के लिए योजना, विकास और निगरानी विभाग के प्रधान सचिव की अध्यक्षता में एक समिति के गठन का आदेश भी दिया गया है. इसकी नए संभाग और खासतौर पर उनके स्टाफ पैटर्न, जिम्मेदारियों और इन कार्यालयों के प्रस्तावित स्थानों के लिये जरूरत पड़ सकती है. आदेश में कहा गया है कि इस निर्णय से लद्दाख क्षेत्र के लोगों की लंबे समय से शासन और विकास की आकांक्षाएं पूरी होंगी.

आदेश पर क्या बोले राजनीतिक दल?
नए संभाग के गठन पर नेशनल कांफ्रेंस के नेता उमर अब्दुल्ला ने शुक्रवार को कहा कि इस साल होने वाले जम्मू कश्मीर विधानसभा चुनाव में अगर उनकी पार्टी सत्ता में आती है तो वह चेनाब घाटी और पीर पंजाल क्षेत्र को संभाग का दर्जा देंगे. पूर्व मुख्यमंत्री ने लेह और करगिल जिलों को मिलाकर लद्दाख क्षेत्र को संभाग का दर्जा दिये जाने पर प्रतिक्रिया व्यक्त करते हुए यह बात कही. 

पीडीपी अध्यक्ष महबूबा मुफ्ती ने भी नए संभाग का गठन किये जाने के निर्णय का स्वागत किया. हालांकि, उन्होंने कहा कि वह चेनाब घाटी और पीर पंजाल क्षेत्रों की अनदेखी करने के पीछे की सरकार की मंशा को समझने में विफल हैं क्योंकि वे इलाके भी समान रूप से दूरदराज के क्षेत्र हैं और वहां की आबादी लद्दाख से कहीं अधिक है.

Results announced for the Photography Competition of Rose Fest at PU

                  The results for the Photography Competition in 10th Panjab University Rose Festival          were declared by the panel of judges, here today comprising of Mr. Ajay Verma, Chief Photographer, Amar Ujala and Mr. Akhilesh Kumar Mishra, Chief Photographer, The Hindu.

                  The theme of the Photography Competition was “Life at Panjab University” and “P.U. Gardens/Landscape of P.U. Campus”. The competition saw a huge response and received about 50 entries in College and School groups.

Doors of Indo French and Indo German collaborative Research ventures to be explored for PU

            The Prestigious Indo French workshop under the banner of Indo French Center, which is created jointly by the Department of Science and Technology, Govt of India and  Ministry of External and Culture Affairs, Govt. of France  concluded today after brain storming sessions during last three days. 

            During the three day workshop, various noted and eminent scientists spoke on the topics of Nuclear Physics. The prominent speakers included Prof. Joerg Aichelin from Nantes, France, Prof. Christoph Hartnack from France, Prof. Leifels from Germany, Prof. Bratkovskaya from Germany, Prof. Lopez from France, Prof. Napolitani from France.

            Prof. Rajeev Puri, Chief coordinator of the workshop told that the French and German delegates including the Director of Indo French Center  had series of meetings with Prof. Raj Kumar, Vice- Chancellor, Panjab University(PU). Apart from Physics, another important part was that both French/ German and Indian delegate stressed need for joint collaborative projects.

            Prof. Rajeev Puri, The Indian Chief Coordinator along with Vice Chancellor Prof. Raj Kumar, Prof. Devender Mehta, Dean Sciences and Prof. Aichelin, French Chief Coordinator will initiate platform for French-Indo and German –Indo MOU and also collaborative projects that will benefit students and faculty of Panjab University.

            It was further agreed upon to explore the possibility of joint Indo-French  Research center at PU  which can be a milestone for the faculty and students of the region.

            Prof. Puri and Prof Aichelin agreed to also explore possibility for joint Ph.D. Programs with France and India so that students can work in both countries.  It was also discussed to look for the Nuclear Engineering program of the France where M.Sc/ BTech students of PU can participate. The European Union also offers more than 20 Scholarships for Nuclear Engineering programs

            Prof. Leifel who is  head of the many giant projects at GSI, Germany, the world largest facility for Nuclear Physics along with Indian Chief Coordinator, Prof. Puri will explore for  possibility of MOU with Panjab University so that  local faculty and students  can also work at GSI.   Large number of countries have pumped  thousands of crore of rupees in the facility of GSI.

            This Indo French workshop, which was first of its kind at Panjab University, has set the ball for large research possibilities with initiatives of Prof. Rajeev Puri from Panjab University and Prof. Aichelin from Nantes, France. It is worth mentioning that Prof Rajeev Puri was the first scientists  who was awarded Indo French project   worth of Rs. 1 crore in 2012.

Prof Raj Kumar,  Vice Chancellor, Panjab University, Chandigarh in his address emphasized upon the prominence of contribution of researchers and scientists towards the society and the implication of a precise mode for its channelization. He also encouraged the audience specifically, the upcoming researchers and young generation to carry out a research that is specific and focuses on thrust areas and explicitly solves the need of the society, as the 21st century is the era of marketing and commercialization.

Prof. Promila Pathak, Coordinator PU Colloquium Series briefly introduced the eminent speaker. She apprised that Dr Girish Sahni, PU Alumnus, is currently serving as Bhatnagar Fellow, CSIR and has been Former Secretary, Department of Scientific and Industrial Research & DG-CSIR

The speaker for the occasion, Dr Girish Sahni delivered lecture on the topic “A Challenge for Our Times: Balancing the Human Quest for Truth, Abundant Scientific and Managerial Talent, Some Ivory Towers and Societal Expectations”. He began the lecture feeling nostalgic and recalled his time at the University 40 years ago listening to Prof. M S Randhawa’s lecture. He said “I also want to state that Panjab University is one of the most distinguished centers of learning with a go-getter attitude and has deepest intellectuals. We are a part of a society who doesn’t have intellectuals of the past or the future but the bravest soldiers. He also added that “just as a soldier has virtue of bravery, he or she also has compassion and scientists also need this sort of passion towards their research. Dr. Sahni remarked India to be the top most nation in terms of publications of high value and has tailor made science with a strong knowledge base but stressed upon the great challenge our country has met with i.e.generating researches which are cost-effective for poor people and has value addition for the society. The talk accentuated upon the central role of a scientist or a researcher about how he or she has to remain inside the golden circle of research and be a part of it from the starting point till the end and it is essential to mobilize research from laboratory science to industrial science. To achieve this, Dr. Sahni explained about the responsibility of the scientific community as well as the political leadership to form a trustful collaboration and synergy with academia. Lastly, he emphasized over the point asserting refocus on affordable and viable off shoots and a link to convert it into applications, as quoted by him “it is necessary to convert a seed into a sapling and further into a tree and take out the fruits from it”. The lecture highlighted the importance of willingness of a scientist to participate in this chain from lab to market and realize how much value he or she is creating and adding from his or her research for the benefit of society.

On this occasion, many distinguished scientists and guests, CRIKC Members, a large number of senior and young faculty members, research scholars and UG/PG students from Panjab University, Local Colleges, and neighbouring institutes attended the lecture. The event ended successfully by a vote of thanks proposed by Dr. Shruti Bedi, a member Colloquium Committee

Basant Panchami Celebrated at PU

            Students of Centre for Human Rights and Duties, Panjab University, Chandigarh celebrated Basant Mela, here today in the front lawn of Emerging Areas Building. Prof Karamjeet Singh, Registrar, inaugurated the same.

            A fund raising event was also organised by various NGOs. NGOs like Chhoti si Asha and Prabh Asra set up the stalls and sold the hand-made materials by the organisation. Parshada and Peedus people set up an awareness stall where they spread the information about adopting street dogs and organic food respectively.

            A photo booth was also set up by putting up a swing to mark the celebration. Alongwith this kite flying competition was organised where students from the University participated enthusiastically.

            First prize was given to Faiz Ahmed from Department of Economics, second prize was given to Ratandeep from Women Studies Department and third prize was bagged by Amrinder Singh from Defence Studies Department.

            Further, the students of the centre put up food stall including Gol Gappe and Sweet Rice stalls. The event was a huge success with students and faculty from various departments of the University participating enthusiastically. 

अवैध बस्तियाँ रोहिङ्ग्यान या कोई और प्रशासन मौन

यह मुंबई की धारावी बस्ती के पासव भी नहीं किन्तु उत्तराखण्ड जैसे छोटे राज्य के लिए धारावी से कम भी नहीं। यह तस्वीर देहरादून की धर्मपुर विधानसभा के ब्ंजारवाला के चांदचक की है, जहा साल भर में अचानक 500 से ऊपर झोंपड़ी बन गईं, और हैरानी की बात यह है की पुलिस प्रशासन को इसकी भनक तक नहीं। शमुन आली नाम के किसान की ज़मीन पर यह बस्ती बस रही है और किराया भी शमुन आली साहब के ही जेब में जा रहा है।

शमून आली की ज़मीन पर बसी अवैध बस्ती

जहां किरायेदार की पहचान अनिवार्य एवं न करवाना एक दंडनीय अपराध और कई मामलों में देश द्रोह भी माना जाता है वहीं शमून अली के यहाँ 500 परिवार झुग्गियाँ बना कर रह रहे हैं और पुलिस आँखें मूंदे बैठी है। सवाल खड़ा होता है की यह लोग कौन हैं और कहाँ से आए हैं? इंका प्रशासन द्वारा स्त्यान अभी तक क्यों नहीं हुआ? स्थानीय लोगों में भाय का माहौल व्यापत है। यह लोग कूड़ा बीनने, कबाड़ी का या अन्य छोटे मोटे काम कर रहे हैं, पर बिना पहचान के बिना सत्यापन के इनका यहाँ होना सुरक्षा की दृष्टि से बहुत बड़ा खतरा मुफ्त में लेने वाली बात है।

इन लोगों का कहना है की उन्हे नगर निगम की मंजूरी मिली है जबकि ज़मीन शमून अली की है और किराया भी वही ले रहे हैं। यहा रहने वाले लोगों के पास अपना कोई पहचान पत्र भी नहीं है जिससे यह पुष्टि हो सके की यह लोग भारत के नागरिक हैं भी या नहीं। सीमांत प्रदेश उत्तराखंड में इस प्रकार की बस्ती का उभरना आने वाले समय में सामरिक राजनैतिक और सामाजिक खतरों की बानगी हो सकते हैं। इस बस्ती में आनेवालों की संख्या में दिनोंदिन हो रही बढ़ौतरी कई प्र्शन उठा रही है।

  • इन्हे यहाँ किसकी शह पर बसाया जा रहा है?
  • इस बारे में प्रशासन, पुलिस और एलआईयू तक को कोई जान कारी क्यों नहीं है?

सीमांत प्रदेश उत्तराखंड में इस प्रकार की घुसपैठ आने वाले समय में कोई बड़े खतरे का रूप ले इसके पहले सरकार को कोई ठोस कदम उठाने की आवश्यकता है

देखना है की सरकार आने वाले समय में क्या ठोस कदम उठाती है।
