NIA Carries Out Searches in Srinagar in Connection with J&K Terror Funding

​ On 26.02.2019, NIA carried out searches at 07 locations in Srinagar in connection with investigation of J&K Terror Funding case. These included premises belonging to top separatist leaders namely Yasin Malik, Chairman JKLF, Shabbir Shah, President JKDFP, Mirwaiz Umar Farooq, Chairman Awami Action Committee, Mohammad Ashraf Khan Chairman Tehreek-e-Hurriyat,Masarat Alam, General Secretary APHC, Zaffar Akbar Bhat, Chairman JKSM and Naseem Geelani, son of Sayeed Ali Shah Geelani. NIA teams were accompanied by CRPF and Jammu & Kashmir Police personnel.

2.​ During the searches, NIA teams recovered incriminating documents including property papers, financial transactions receipts and bank account details. Electronic devices including laptops, e-tablets, mobile phones, pen drives, communication system and DVRs were also seized during the searches. Significantly, letter heads of different terrorist organisations as well as documents relating to recommendations for visa for admission in Pakistan Educational Institutions were found. A high tech internet communication set up was also recovered from the residence of Mirwaiz Umar Farooq.

पाकिस्तानी सेना के प्रवक्ता मेजर आसिफ़ गफूर ने कहा है कि, “बेवकूफ दोस्त से अक्लमंद दुश्मन बेहतर होता है. भारत दुश्मनी में बेवकूफ़ी और झूठ का सहारा लेता है.”

उन्होंने ये भी कहा, “भारतीय मीडिया में दावा किया जा रहा है है कि भारतीय वायुसेना के विमान 21 मिनट तक पाकिस्तान की सीमा पर रहे. लेकिन हम कह रहे हैं कि वे आएं और पाकिस्तान की सीमा में 21 मिनट तक रहकर दिखाएं.”

गफूर ने ये भी कहा है कि भारत के विमानों के सीमा तक आने की जानकारी रडार से मिल रही थी.

उन्होंने ये भी बताया, “हमने तीन जगह उनकी विमानों को जवाब दिया.दो जगह तो वे हमारी सीमा में घुस भी नहीं पाए लेकिन तीसरे जगह में वे हमारी सीमा में आए और करीब चार मिनट के अंदर ही उन्हें वापस जाना पड़ा. “

गफूर के मुताबि जब भारतीय विमानों को वापस जाना पड़ा तो उन्होंने पेलोड गिराए. इसमें चार बम गिराए गए. लेकिन इससे कोई नुकसान नहीं हुआ. कोई भी जाकर देख सकता है. हम लोगों को वहां ले जा रहे हैं.

भारत 350 चरमपंथियों को मारने की बात कह रहा है लेकिन वहां कुछ तो मलबा होगा, कुछ तो शव होते लेकिन वहां कुछ भी नहीं है.

गफूर ने ये भी कहा है, “भारत पाकिस्तान को चौंका नहीं सकता, हम ऐसी स्थिति के लिए तैयार थे. हम इसका जवाब देंगे. अलग तरह से जवाब देंगे और भारत को सरप्राइज देंगे.”

गफूर ने ही सबसे पहले ट्वीट करके दुनिया को बताया था कि भारतीय विमान पाकिस्तान की सीमा में घुसे थे.

महमूद कुरैशी का बयान
इससे पहले पाकिस्तान के विदेश मंत्री शाह महमूद कुरैशी ने कहा कि भारत ने पाकिस्तान की संप्रुभता का उल्लंघन किया है.

भारत सरकार का कहना है कि भारतीय वायुसेना के लड़ाकू विमानों ने पाकिस्तान के भीतर जैश-ए-मोहम्मद के कैंप को तबाह किया है वहीं पाकिस्तान का कहना है कि उसकी वायु सेना ने भारतीय विमानों को वापस खदेड़ दिया.

इसी बीच पाकिस्तान में सुरक्षा परिषद की आपात बैठक बुलाई गई है. प्रधानमंत्री इमरान ख़ान की अध्यक्षता में हुई बैठक के बाद जारी किए गए बयान में भारत के दावों को खारिज करते हुए कहा गया, “भारत के बालाकोट के पास कथित आतंकी शिविर को नष्ट करने और भारी जानी नुक़सान होने के दावे को सख़्ती से ख़ारिज करते हैं.”

पाकिस्तान स्थानीय और अंतरराष्ट्रीय मीडिया के पत्रकारों को मौके पर भी ले जा रहा है. पाकिस्तान की ओर से कहा गया है कि वह भारत के इस ग़ैर ज़रूरी आक्रमण का अपनी पसंद की जगह और समय पर जबाव देगा.

पाकिस्तान के विदेश मंत्री ने बैठक के बाद कहा, “एक बार फिर भारत सरकार ने अपने उद्देश्य पूरे करने के लिए बेबुनियाद और मनगढ़ंत दावे किए हैं. ये अपनी घरेलू ज़रूरतें पूरा करने के लिए किया गया है क्योंकि माहौल चुनाव का है और इसके लिए क्षेत्रीय सुरक्षा और स्थिरता को गंभीर ख़तरे में डाल दिया है.”

क़ुरैशी ने कहा, “प्रधानमंत्री इमरान ख़ान ने सेना के सभी अंगों और आम लोगों से किसी भी स्थिति के लिए तैयार रहने के लिए कहा गया है.”

उन्होंने कहा, “ये पाकिस्तान के ख़िलाफ़ आक्रमण है और पाकिस्तान जबाव देगा”

पाकिस्तानी पत्रकार ने पूछा अबके मार के देख?
पाकिस्तानी विदेश मंत्री की प्रेस वार्ता में एक पत्रकार ने रक्षा मंत्री और विदेश मंत्री से पूछा, ‘क्या हम ऐसी स्थिति में हैं कि अबकी मार के देख क्या पाकिस्तान अब भारत को जबाव देगा?’

क़ुरैशी ने कहा, ‘ये ऐसा समय है जब आपको पाकिस्तानी वायु सेना की क्षमता और तैयारी पर सवाल नहीं करना चाहिए. पाकिस्तान का नेतृत्व, चाहे वों सैन्य नेतृत्व हो या राजनीतिक नेतृत्व हो, भारत को कब जबाव देना है, कैसा जबाव देना है ये नेतृत्व की परीक्षा है.’

‘हालात को और ख़राब करना न हमारा मक़सद था और ना है, लेकिन आक्रमण को जबाव देना हमारा हक़ है. अभी स्थिति बहुत नाज़ुक है, मैं आपसे कोई ग़ैर ज़िम्मेदाराना बात नहीं कहूंगा कि मेरे जुमले से बात बिगड़े. हम शांतिप्रिय देश हैं, लेकिन हम पाकिस्तानी सरहदों की रक्षा के महत्वपूर्ण को भी समझते हैं.

पाकिस्तानी मीडिया में क्या चल रहा है?

पाकिस्तान के प्रमुख समाचार चैनल डॉन न्यूज़ में कहा जा रहा है- भारतीय वायुसेना ने नियंत्रण रेखा का उल्लंघन किया, मुज़फ़्फ़राबाद सेक्टर में तीन से चार मील भीतर तक घुस आए. पाकिस्तानी वायु सेना ने तुरंत जबाव दिया तो जल्दबाज़ी में पेलोड गिराकर भागे. सरकार का कहना है कि कोई जानी या माली नुकसान नहीं हुआ. डॉन टीवी पर एक रिपोर्ट में कहा गया कि पेलोड गिरने से कुछ पेड़ों को नुक़सान पहुंचा है.

वहीं डॉन न्यूज़ की वेबसाइट पर भी इसी ख़बर को दोहराया गया है. अपनी रिपोर्ट में डॉन न्यूज़ ने पाकिस्तानी सेना के प्रवक्ता मेजर जनरल आसिफ़ गफ़ूर के बयान को तो शामिल किया गया है लेकिन ज़मीनी हालात के बार में कुछ नहीं बताया गया है. डॉन ने अपनी रिपोर्ट में कहा है कि भारतीय विमानों ने बालाकोट में अपना पेलोड गिराया लेकिन इससे कोई नुक़सान नहीं हुआ है.

समा टीवी की रिपोर्ट में भी यही बातें दोहराई गईं हैं और कहा गया है कि पाकिस्तानी वायुसेना ने भारत के हवाई हमले को नाकाम कर दिया. समा टीवी ने भी अपनी रिपोर्ट को पाकिस्तानी सेना के बयान तक ही सीमित रखा है और ज़मीनी हालात के बारे में कुछ नहीं बताया है. रिपोर्ट में कहा गया है कि दो भारतीय लड़ाकू विमानों ने अपना पेलोड गिराया लेकिन कोई नुक़सान नहीं हुआ है.

वहीं वेबसाइट द न्यूज़ इंटरनेशनल ने अपनी एक रिपोर्ट में सवाल उठाया कि, ‘भारत अपने दावों के सबूत पेश करने में नाकाम रहा.’ रिपोर्ट में कहा गया, ‘एक ओर पाकिस्तानी सेना ने घटनाक्रम के बारे में देश को लगातार अपडेट दीं वहीं भारतीय रक्षा मंत्रालय भारतीय वायु सेना की दख़लअंदाज़ी से पूरी तरह बेख़बर था. घंटों बाद भारतीय रक्षा सचिव ने प्रेस कांफ्रेंस को संबोधित किया जहां उन्हें अपने लोगों को सटीक तथ्य बताने थे लेकिन उन्होंने और ज़्यादा भ्रम फैलाया.’

यूसुफ ने 20 साल पहले भारतीय विमान हाईजैक किया था, उसी का कैम्प तबाह

नई दिल्ली. भारतीय वायुसेना ने पाकिस्तान के बालाकोट में जिस आतंकी कैम्प को निशाना बनाया, उसे जैश-ए-मोहम्मद सरगना मसूद अजहर का रिश्तेदार अजहर यूसुफ उर्फ उस्ताद गोरी चलाता था। यूसुफ ने ही मसूद के भाई इब्राहिम अजहर के साथ मिलकर 1999 में इंडियन एयरलाइन्स का विमान काठमांडो एयरपोर्ट से हाईजैक किया था। इस विमान को ये आतंकी अफगानिस्तान के कंधार ले गए थे। 176 यात्रियों की सुरक्षा के बदले भारत को मसूद अजहर समेत आतंकियों को रिहा करना पड़ा था। 25 ट्रेनर समेत 350 आतंकी मारे गए

पुलवामा हमले के जवाब में भारतीय वायुसेना ने आतंकी संगठन जैश-ए-मोहम्मद के खिलाफ यह कार्रवाई मंगलवार तड़के 3:50 बजे की। 12 मिराज-2000 लड़ाकू विमानों ने बालाकोट में 15 मिनट में 6 बम बरसाए। इसमें फिदायीन हमलों के 25 ट्रेनर समेत 350 आतंकी मारे गए।कैम्प में फाइव स्टार होटल जैसी सुविधाएं मौजूद थीं। बालाकोट एबटाबाद के पास है और एलओसी से करीब 80 किलोमीटर दूर है। एबटाबाद में ही अमेरिकी सेना ने अलकायदा प्रमुख ओसामा बिन लादेन को मारा था।

इस कैम्प में आतंकियों को जंग लड़ने की ट्रेनिंग दी जाती थी। पाक आर्मी के पूर्व अफसर ट्रेनर होते थे। इसमें मसूद अजहर आतंकियों को जिहाद के लिए उकसाता था। इसमें आतंकियों को आधुनिक हथियार चलाने की ट्रेनिंग दी जाती थी। जैश से पहले इस कैम्प का इस्तेमाल आतंकी संगठन हिजबुल मुजाहिद्दीन करता था।

 खुफिया जानकारी के आधार पर भारत ने हमला किया जब वायुसेना ने सर्जिकल स्ट्राइक की, तब ट्रेनिंग कैम्प में मौजूद सभी आतंकी सो रहे थे। पाकिस्तान एजेंसियों को भी इस बात का अंदाजा नहीं था कि देश के अंदर कोई हमला होगा। उन्हें एलओसी के पास पीओके स्थित कैम्पों पर सर्जिकल स्ट्राइक का शक था। 

भारत को खुफिया जानकारी मिली थी कि जैश ने बड़ी संख्या में आतंकियों और ट्रेनरों को बालाकोट स्थित कैम्प में शिफ्ट किया है। इस कैम्प में 500-700 लोगों के रहने की व्यवस्था थी। किसी रिजॉर्ट की तरह बने इस कैम्प में स्वीमिंग पूल से लेकर खाने तक की सारी व्यवस्था थी।वायुसेना ने इस हमले में जैश के चीफ मसूद अजहर के साले अजहर यूसुफ और इब्राहिम अजहर को निशाना बनाया। यूसुफ के खिलाफ 2000 में इंटरपोल ने लुक आउट नोटिस जारी किया था।

बालकोट में जैश के ठिकानों पर वायुसेना के हमले से पूरे देश में उत्सव जैसा माहौल है. सेना के साथ साथ मनोज को भी ढेरों ढेर आशीर्वाद।

नई दिल्ली: पाकिस्तान पर हुए हमले से पूरे देश में खुशी का माहौल है. हर किसी को भारतीय सेना पर गर्व है. ट्विटर पर आज सुबह से #JoshIsHigh ट्रेंड कर रहा है. हर कोई सोशल मीडिया और अन्य माध्यमों से इस बात की तारीफ कर रहा है कि सेना ने पुलवामा आतंकी हमले का बदला ले लिया. इसी खुशी में दिल्ली के एक ऑटो चलाने वाले मनोज ने पूरे दिन मुफ्त में ऑटो चलाया है. इसको लेकर मनोज ने कहा कि मैं आज बहुत खुश हूं. इस खुशी को जाहिर करने के लिए मैं जो कर सकता था वह मैंने किया. मैं एक दिन मुफ्त में ऑटो चला सकता हूं और मैंने वह किया.

भारतीय वायुसेना द्वारा जैश के ठिकानों पर हवाई हमले के बाद पाकिस्तानी सेना ने मंगलवार को जम्मू, राजौरी और पूंछ जिलों में 55 अग्रिम इलाकों में मोर्टार से भारी गोलाबारी की. सैन्य सूत्रों ने यह जानकारी दी. सेना के एक अधिकारी ने बताया कि पाकिस्तानी सेना मंगलवार शाम साढ़े पांच बजे से 120 मिमी मोर्टार से नागरिक इलाकों और अग्रिम चौकियों पर भारी गोलाबारी की. बीते बुधवार से पाकिस्तान ने शुक्रवार को छोड़कर सभी दिन संघर्षविराम का उल्लंघन किया है.

वायुसेना ने इस हमले को मिराज-2000 की मदद से अंजाम दिया है. सरकारी सूत्रों ने कहा कि सफलता की उच्च दर और लंबी दूरी के ठिकानों पर सटीक निशाना साधने तथा लेजर गाइडेड सहित कई तरह के बम गिराने और मिसाइल दागने की बेहतरीन क्षमता के चलते पाकिस्तान में जैश ए मोहम्मद के सबसे बड़े आतंकी ठिकाने पर हमले के लिए मिराज 2000 लड़ाकू विमानों के बेड़े का इस्तेमाल किया गया.

पंचकूला के सेक्टर 16 की इन्दिरा कलोनी में नाले से tank का गोला मिलने का मामला सामने आया है। सेक्टर 16 स्तिथ इन्दिरा कॉलोनी स्तिथ गंदे नाले में पड़ा मिला था और स्थानीय लोगो द्वारा इसकी सूचना पुलिस को दी गयी। यह टैंक का गोला कैसे यह आया इसकी जांच पुलिस द्वारा की जा रही है। सेक्टर 14 थाना प्रभारी यशदीप ने बतायाकि उन्हें बॉम्ब शैल मिलने की सूचना मिली थी और पुलिस ने मौके पर जाकर कब्जे में ले लिया । पुलिस अधिकारी ने बताया कि इस बम्ब शैल की जांच के लिए अम्बाला से बम्ब निरोधक दस्ते को बुलाया गया है।

Firing incident took place near wine shop at Daddu Majra, 5 detained

On 10.02.19 at about 08.15 PM, information was received that a quarrel took place in front of Wine Shop, Village-Daddu Majra, Chandigarh. Upon this, SHO, PS-Maloya along with police party reached on the spot. Facts were verified and it was established that some boys belonging to Punjab visited to buy & drink liquor at Chandigarh. The said boys visited the Wine Shop, Village-Daddu Majra where some local residents who were bouncers were already present. There were some hot words exchanged between them and bouncers. During the ensuring fight,  one boy fired bullet shots in air and all of them fled away from the spot. In this regard, a case FIR no.21, dt.10.02.2019 U/s 147, 148, 149, 323, 341, 336, 307, 506 IPC & 24/54/59 Arms Act, PS-Maloya was registered. During the investigation, one accused namely Amandeep Singh was arrested on 11.02.19. Five others have been identified which of them Baldev Singh who had  fired bullet shots in the said incident. Police teams were  deputed to search for Baldev Singh. On 17.2.19 early in the morning said accused Baldev Singh was apprehended from Hoshiarpur and he was brought to Chandigarh. During the interrogation, he disclosed that he fired the bullet shots in the above said incident.

On confirming his role, he was arrested.  On 25.2.19 accused Mandeep Singh S/o Jagjeet Singh R/o H. No. B-134/118 Chamder Nagar Gali No.4 Civil line Ludhina Age-23 Years & Pursharth S/o Naresh R/o H. No. 237/142A New Kundan puri civil line Ludhiana Age 23 Years were arrested.  I-20 Car used to commit crime was taken into Police Possession.  Further investigation is going on and more efforts are being made to arrest the remaining 02 accused. 

Chandigarh Police started a training course of Food and Beverage and Retailer

Today, a training course of Food and Beverage and Retailer under “Pradhan Mantri Kaushal Vikas Yojna” has been started by Chandigarh Police in premises of Police Station Sector-26, Chandigarh. Training under courses Food & Beverage and Retailer will be imparted in two batches consisting total 60 students/youth from 10 AM to 2 PM and 2 PM to 6 PM. Chandigarh Police has tied up with National Skill Development Corporation for imparting training in various sectors like healthcare, retail, hospitality, beauty and wellness etc. Earlier, a mega counseling session was held by Chandigarh Police for selecting the youth to choose their courses according to their interest and caliber. Ms. Nilambari Jagadale, IPS, SSP/UT is the Nodal Officer for this project. This is an initiative of Chandigarh Police that aims to engage with the youth by imparting and upgrading their skills as per their natural dispensation.

The vision of this programme is to channelize the energies of the youth in productive manner for a more empowered, aware and safe society. Training under other vocational courses like (1) Beauty and wellness (2) General Duty Hospital Assistant (3) Retail Store Assistant will be started soon.

We are covering youth from colony/slum area in this program. Training is being provided free of cost. Victims of crime, students from poor family, youth vulnerable to drugs addiction etc are being provided free training so that they can be integrated into mainstream society.

Three days workshop on “Numismatics : Study and Research’

Chandigarh February 26, 2019

       The Department of Ancient Indian History, Culture & Archaeology organised a three days workshop on “Numismatics : Study and Research’  in collaboration with the Department of Archaeology and Museums, Haryana and Indian Council of Historical Research, New Delhi from February 26 to February 28, 2019. 

         The inaugural session, here today commenced with an address of Prof. Devinder Singh, Secretary to Vice Chancellor followed by the special address of Smt Dheera Khandewal, Additional Chief Secretary of the Archaeology and Museums Department.

      Prof. Renu Thakur introduced the theme of the workshop.

       The keynote address was delivered by Dr.Amiteshwar Jha, Director, Indian Institute for Research in Numismatic Studies, Nasik.  He enlightened on the development of Indian coinage and also laid stress on the need of research on the post-Mauryan coinage.

       The exhibition on Indian Coins has been set up in the departmental museum which was inaugurated by Sh. Ravi Prakash Gupta, Director, Department of Archaeology and Museums, Haryana.  Several ancient coins of gold, silver, copper and lead have been exhibited in the museum.  The students, scholars and general public is witnessing this and appreciating  the exhibition. The first academic session was chaired by Prof. Manmohan Kumar of Maharshi Dayanand University (MDU), Rohtak and research papers were presented on the theme of the workshop by Prof. Ladman S. Thakur, Dr. ParuBal Sidhu and Mr. Anup Mitra.  The vote of thanks was presented by Dr. Banani Bhattacharya, Deputy Director, Department of Archaeology and Museums, Haryana.

PU best Institution for successful campus water usage

            Panjab University campus has bagged a national water award for being the best in the region and second in India for successful campus water usage. The award comprising of a trophy, citation and cash prize of Rs 1.5 lacs was received by Dr Madhuri S Rishi, Chairperson, Department of Environment Studies, PU at the National Water Awards 2018 ceremony organized by the Ministry of Water Resources,River Development and Ganga Rejuvenation, at New Delhi. Shri Nitin Gadkari, Hon’ble Minister of MoWR RD&GR and Road, Transport & Highways, Shipping was the chief guest along with Shri Arjun Ram Meghwal, Hon’ble Minister of State for Water Resources, River Development and Ganga Rejuvenation, parliamentary affairs.

            In the view of the importance of water resources management in our country, MoWR RD&GR has instituted National Water Awards with the objective of encouraging all stakeholders to manage their water resources efficiently and create water consciousness in the country under 14 different categories.

            Dr Madhuri added that Panjab University with the aid of Central Ground Water Board, Government of India implemented a scheme of Rainwater Harvesting and Artificial Recharge was funded under Central Sector scheme of “Ground Water Management & Regulations” sponsored by MoWR RD&GR  in phased manner which has been completed in three years with construction of 54 artificial recharge structures spread over the entire campus of Sector 14, Chandigarh. The rainfall runoff which used to make campus water logged damage roads, buildings and went waste was made available for recharge in the Panjab University. The successful implementation of the scheme helped in arresting declining groundwater levels and provided sustainability to groundwater sources. The periodic maintenance of recharge wells and recharge structures is taking place every year for which Panjab University allocates special annual budget. Special gratitude is due to Dr S C Dhiman, former Chairman, CGWB and Prof Naval Kishore, Department of Geology, PU for their able guidance then and today.  She also appreciated the efforts of the construction wing of Panjab University along with the officials from CGWB, NWR.

            Dr Madhuri further added that this project is playing an important role in the demonstration of information about the recharge structure, its purpose and technical specifications. One of the main objectives of the scheme is to create awareness and capacity building of stakeholders so that similar structures can be replicated further in other areas by them on their own. In order to achieve this, proper display boards have been installed near each structure displaying information and design of recharge structures. The students who are FUTURE WATER AMBASSADORS are made part and parcel of this project.

            Dr Madhuri further emphasised the need to replicate this project in the South campus of Panjab University for which the blueprint is being prepared under the able guidance of Vice-Chancellor, Professor Raj Kumar.

New Delhi organized panel discussions on “Working of NDPS Act in Punjab”

       The Centre for Human Rights and Duties in collaboration with VIDHI-Centre for Legal Policy, New Delhi organized panel discussions on the theme “Working of NDPS Act in Punjab” here today.

       Justice Ranjit Singh (Retd.), Punjab and Haryana High Court in the presence of Professor Devinder Singh, Secretary to Vice Chancellor, Panjab University; Neha Singhal (VIDHI) and Dr. Namita Gupta, Chairperson Centre for Human Rights and Duties, Panjab University launched the report compiled by Vidhi Centre on the theme of ‘From Addict to Convict: The Working of the Narcotic Drugs and Psychotropic Substances Act, (NDPS Act) in Punjab’.

       Justice Ranjit Singh (Retd.) shared his experience from the ground reality which he has gone through while dealing with cases. He told that this is sad reality that Alcohol does not come under the NDPS Act. He elaborated on the issue that the unemployment of the youth leads them to drug abuse and drug addiction. Rehabilitation of the substance user is never the focus of judiciary, as it is already burdened with large number of pending litigations.

       Prof. Devinder Singh, stated that strong law work as a deterrent. Hence, it is very important that law must be implemented in true spirit. He further discussed the positive role played by the government in the implementation of NDPS Act by giving example of his native place of Himachal Pradesh.

       Ms. Neha Singhal, Sr. Resident, VIDHI, author of the report briefed about the report and discussed various aspects of the project conducted by the VIDHI. She said, “the NDPS Act has failed to meet its twin objectives of deterrence and rehabilitation in Punjab. On the one hand the NDPS Act seeks to control both the demand and supply of drugs by criminalising production, trafficking and use. On the other hand, courts have never diverted any addict into the de-addiction system, stymieing a major objective of the law.”

       Mr. B. Chandra Sekhar, (IPS), Inspector General of Police, Special Task Force, Punjab Police stated that there are four components of Criminal Justice System in India: Police, Prosecution, Judiciary and Jails. He said that if we want the police to work honestly, it should be independent from political influence and simply blaming police will not serve the purpose of the NDPS Act. He explained about the prevention part to restrict the drug abuse which has three sections: Buddy programme, Drug Abuse Prevention Officer and Awareness Campaigns which involve various activities to incude the drug addicts in various positive activities like as Swachhta Abhiyan, Yoga, meditation and Thikri Pehra (which is local people’s initiative in which they become surveillant) etc. He also explained how under these programmes they generate awareness among the school and college students regarding the ill effects of the drugs on their health. At the end he said nothing can be done without the help of the society because police is also the reflection of the society.

       Dr. Upneet Lalli, Deputy Director, Institute of Correctional Administration, Chandigarh focused her discussion on the issue of drug abuse in the prisons and its bad effects not only on the prisoner but also on the society. She further explained the difference between drug users (90%), drug abuses (50%) and drug addicts (40%) of total drug addict population. She told that there are many people who have never taken the drug in outer world but they ended up taking drugs in prisons. Just putting the addicts in prison doesn’t solve the problem, we need to see drug abuse as a public health issue.

       Dr.Meenu, Deputy Director- Targeted Intervention, Punjab State AIDS Control Society focused mainly on the issues of the HIV AIDS victims and their problems. Drug abusers doesn’t get the opportunity if they want to go for treatment or to jail but such option has been given by Punjab State AIDS Control Society. The session was followed by question and answer round.

       The theme of the second panel discussion was ‘Experiences from the Field’. Dr. Namita Gupta, Chairperson Centre for Human Rights and Duties, Panjab University, Chandigarh was the moderator of the session. Mr. Manish Kumar, Team Leader Technical Support Unit for Promotion of Youth and Masses (SPYM) while sharing his experience from the field said that 80 % of cases can be treated by OPD services but the irony is people’s unawareness to opt for such services. He also highlighted the role of family from process of admission till the full recovery of the patient. He also mentioned the three problems they have faced of substance abuse: acceptance of substance abuse, adequacy of services and utilization of the services. He also mentioned the Humanitarian aspect in substance abuse.

       Mr. Raj Kumar, Project Manager, Swami Vivekananda Medical Mission, Amritsar elaborated on the importance of law enforcement agencies which should collaborate and ensure their availability with NGOsso as to effectively implement the programme which is basically advocacy i.e. harm reduction (part of NACO).

       Mr. Pardeep Kumaran ex-drug user and a peer educator shared his own story that how he started using drugs at the age of 18 years and how he struggled to survive. He also mentioned that how his family helped him in coming out of use of substance abuse.

       Dr. Namita Gupta, Chairperson Centre for Human Rights and Duties summarized the panel discussion by stating that all the stakeholders need to come together to find out workable solutions to the rising problem of substance use in Punjab. An active role needs to be played by civil society, academicians as well as mass media to identify the reasons, to find out methods to cure the addicts and also to rehabilitate the victims.

       The session ended with active participation from audience comprising of students from Centre from Human Rights and Duties, Panjab University and VIDHI members.
